This article identifies spatial dimensions of educational outcomes using maps of the 2016 Grade 5 reading results for Australia's National Assessment Program–Literacy and Numeracy for all Australian schools. A geographical information system (GIS) was used to overlay schools' results onto suburbs' advantage or disadvantage to visualise spatial patterns. We then examined the extent to which school results “cluster” in socio‐economically advantaged and disadvantaged suburbs and considered the consistency of spatial patterns for results across major cities. That work illustrates both how GIS can foreground educational inequality and how “the spatial” is more than corollary for student socio‐economic status. Results show substantial differences between urban and remote areas and towns of different size. Maps of cities visualise spatial “clustering” patterns of school results, with most schools in advantaged suburbs having high results and almost no schools in disadvantaged suburbs having high results. Educational outcomes strongly align to local socio‐demographic characteristics, and parallel host communities’ levels of advantage or disadvantage. Differences between public and private schools are less significant than within‐sector differences for schools in advantaged or disadvantaged locales. Patterns in all cities are consistent—schools in advantaged suburbs predominantly have high results, whereas non‐government schools generally perform better than government schools in disadvantaged suburbs. Most concerning is the persistent and increasing trajectory of results in advantaged, and more so in disadvantaged suburbs, of all cities since the first National Assessment Program–Literacy and Numeracy in 2008. Ameliorating spatial inequality between primary schools is one of the greatest challenges for Australians.  相似文献

This paper presents a land-use change analysis of five Central and Eastern European (CEE) countries. We utilize CORINE (Coordination of Information on the Environment) Land-Cover and Urban Audit data for two distinct time periods: 1990–2000 and 2000–2006 aggregated at urban, suburban and non-metropolitan geographies. The literature on post-socialist cities suggests that urbanization rates and patterns in the post-socialist period are quite variable and divergent, both “inter”nationally and “intra”-nationally, and we expect to find both spatial and temporal differences. We compare and contrast urbanization patterns at the national scale, using cities and their functional urban regions as the unit of comparative analysis. Our results show that unlike other eastern European countries, metropolitan areas in the former German Democratic Republic began sprawling (defined as a decline in urban density) in the 1990s. Similar changes only became visible in other CEE countries later during the 2000s. We also demonstrate that larger cities which were better connected to the political elite and more economically integrated with global investment patterns experienced more extensive urban sprawl than their smaller and mid-sized counterparts.  相似文献

当前,世界上一些城市的收缩现象逐渐得到关注,但是我国城市是否呈现收缩现象,以及城市收缩的空间特征和主导因素等仍缺乏系统的分析。基于此,基于地级市尺度的人口、劳动力、经济、空间扩张和财政状况等数据,建立综合评价体系测度城市收缩现象,并建立回归模型理解城市收缩的影响因素。研究发现,我国一些城市开始呈现收缩,而东北、中部等城市比较明显。在影响因素上,劳动力、经济增长和就业规模有助于促进城市增长,而空间扩张、失业和财政收支状况等会加剧城市收缩。应谨慎判别不同城市收缩的特征和影响因素,强化复兴导向的城市化策略。  相似文献

ABSTRACT Every nation, formally or informally, defines and establishes the lines of political and fiscal authority among its national, regional, and local governments. Historically, centralized governments tend to restrict the power and autonomy of provincial and local governments. In this paper, we exploit the quasi‐experimental distribution of political institutions in the Americas caused by variation in European colonial experience to examine the impact of institutions on urban and local development, specifically on the degree of urban primacy, the size distribution of cities, the number and density of local government units, and the fragmentation of metropolitan areas. We argue that centralization of political power at the national level, as experienced in many countries in Latin America, contributes to urban primacy and a size distribution of cities favoring large cities. Additionally, even in more politically decentralized countries such as Canada and the U.S., variance in political centralization at the provincial (state) level over local governments led to significant divergences in urban primacy, the distribution of city sizes, as well as the form, number, and density of local governments. While we cannot rule out the importance of other factors, our findings suggest that political centralization affects spatial economic development.  相似文献

ABSTRACT Much of the inequality literature has focused on national inequality, but local inequality is also important. Crime rates are higher in more unequal cities; people in unequal cities are more likely to say that they are unhappy. There is a negative association between local inequality and the growth of city‐level income and population, once we control for the initial distribution of skills. High levels of mobility across cities mean that city‐level inequality should not be studied with the same analytical tools used to understand national inequality, and policy approaches need to reflect the urban context. Urban inequality reflects the choices of more and less skilled people to live together in particular areas. City‐level skill inequality can explain about one‐third of the variation in city‐level income inequality, while skill inequality is itself explained by historical schooling patterns and immigration. Local income also reflects the substantial differences in the returns to skill across, which are related to local industrial patterns.  相似文献

Metropolitan cities are undergoing a major spatial and environmental transformation. The proliferation of business districts, corporate headquarters and international hotels is prompting a massive verticalization and densification of land use, which is affecting the urban environment and infrastructure in a number of ways. Nowhere are urban environmental pressures so accentuated as in Third World metropolitan cities. Here the rush to gain a competitive edge in the global economy, in order to attract multinational firms and become a ‘global city’, is leading to an inconsistent urban policy framework in which development policies frequently clash with environmental policies. This article explores the environmental complexity of Third World metropolitan cities, focusing on the cases of Beijing and São Paulo. After a conceptual review of the relationship between globalization, cities and urban environmental problems, it examines how globalization is prompting spatial and environmental transformations in both cities; looks at the dichotomy between development policies and environmental policies by analysing the instruments in place; and investigates the role of globalization vis‐à‐vis urban sustainability issues.  相似文献

Abstract: In 2001, President Bush announced his intention to “end chronic homeless by the year 2012” as part of his broad “Compassion Agenda”. Since then, departmental consolidation, changes in funding allocation, and continued decentralization of services provision have dramatically reshaped the landscape of homeless service provision in the US. In this paper I examine how these roll‐out policies reify and re‐entrench liberal equations of property with rational self‐governance at the local scale. Particularly, I illustrate how tropes of homeless otherness work alongside and through federal neoliberal roll‐out policies to exclude homeless voices from the formation of local social policy. In doing so, I attempt to call attention to the mutually constitutive relationship between the spatial management of homeless bodies, tropes of homeless deviance and dependence, and limits to citizenship in the context of neoliberal urban governance.  相似文献

In Europe, the idea that coordinating transportation and urban planning is a necessary condition for setting sustainable urban development into motion has spread throughout academic and professional circles. While this concern is not new, the objectives underlying transport and urban planning coordination have deeply changed over the last decades. How have local authorities translated the requirements and objectives of national laws? How have they accounted for the evolution of these global objectives? What factors explain innovation and continuity in the relationship between land use planning and transport policies? In a comparative research between Switzerland and France, we addressed the question of political change by reconstituting the “trajectories” of four urban areas: Geneva and Bern in Switzerland and Strasbourg and Bordeaux in France. We have described the policy paths of these urban areas since the end of the 1960s by focusing on the contents of master plans, the principal technical solutions and projects that have been implemented, and the means of inter-sectorial coordination used. For each case, factors of change or inertia have been identified by focusing on three main variables that are often studied alternatively in public policy analysis: ideas, institutions and interests.  相似文献

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralized, monocentric states such as Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically, this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.  相似文献

What factors account for local government land use practices and their choices among specific growth management policy instruments? We apply the political market framework to examine how land use policy choices in Florida are shaped by institutional features of county governments and the demands of organizations and interests in a community. Local policy decisions reflect a balance of the conflicting interests and responses to economic and political pressures. The results demonstrate that county government structure and election rules play critical roles in the adoption of urban service boundaries, incentive zoning, and transfer of development rights programs. We report evidence consistent with the argument that these “second‐generation” growth management policies are motivated by exclusionary goals.  相似文献

We increasingly understand the causes of population decline: these can be, among others, processes of deindustrialization, decreasing fertility or the succession of a city through the stages of urban life as the city matures. However, we are still insufficiently able to explain why differences still exist between cities within regions experiencing the same macro‐processes and between cities of the same “level of maturity”. This research addresses this intra‐regional differentiation in population development in the declining former mining region of Saarland (Germany). Quantitative and qualitative analysis reveals that the differentiation in current decline stems from (1) the differentiated population development trajectories of the past, with a massive population boom followed by an aged and declining population in the industrial municipalities; and (2) the spatial distribution of amenities over the region; and (3) the spatial distribution and accessibility of housing opportunities steering migration flows. The latter are not necessarily concentrated in those areas that are attractive. Rather, the distribution of these housing opportunities strictly follows the planning logic of the supra‐local institutional framework, with a concentration of housing within easy access of major transportation infrastructure and in larger centres. The case study thus reveals that the mechanisms behind this intraregional differentiation are much more complex than often portrayed in the urban development and decline debate.  相似文献

Henri Lefebvre talked of the “right to the city” alongside a right to information. As the urban environment becomes increasingly layered by abstract digital representation, Lefebvre's broader theory warrants application to the digital age. Through considering what is entailed by the urbanization of information, this paper examines the problems and implications of any “informational right to the city”. In directing Tony Benn's five questions of power towards Google, arguably the world's most powerful mediator of information, this paper exposes processes that occur when geographic information is mediated by powerful digital monopolies. We argue that Google currently occupies a dominant share of any informational right to the city. In the spirit of Benn's final question—“How do we get rid of you?”—the paper seeks to apply post‐political theory in exploring a path to the possibility of more just information geographies.  相似文献

Every national system is also a sum of all its regional economies. Then, there are economically differentiated regions within nations. If the foregoing is true, a crucial problem for economic policy is determining which policies should be pursued at the national level (national policies), and on what grounds, and which should instead be developed at the local, regional level (local policies). What policies influence the development and competitiveness of regional economies? This article tries to discuss these issues.The first causal relation to examine is that between national economic policies and the competitiveness of a country's regions. The picture grows even more complex if we consider that there are national policies which have explicitly geographical objectives. Then, why not count on national policies, even locally differentiated ones? Having answered this question this paper addresses the opposite issue: why should we not view the entirety, or at least the largest part, of national economic policy--and development policies in particular--as simply the sum of local economic policies? How can one distinguish between the local effects of national economic policies and those of local development policies? A further problem is providing a satisfactory definition of regions (i.e. the areas in which policies are to be implemented) and of their boundaries.  相似文献

This paper develops a model in which the interaction between transport costs, increasing returns to scale, and labor migration across sectors and regions creates a tendency for urban agglomeration. Demand from rural areas favors urban dispersion. European urbanization took place mainly in the 19th century, with higher costs of spatial interaction, weaker economies of scale, and a less-elastic supply of labor to the urban sector than in less developed countries (LDCs) today. These factors could help explain why primate cities dominate in LDCs, whereas a comparatively small share of urban population lives in Europe's largest cities.  相似文献

As countries develop the percentage of population living in urban areas tends to increase. As this happens, inequality is expected first to increase and then to decline in what is known as the Kuznets inverted‐U. But the literature has not paid much attention to differences in the absolute size of cities potentially affecting economy‐wide inequality. Building on insights from the urban economics literature, this paper studies the relationship between the size and distribution of cities and income inequality at country level. Results show that beyond Kuznets’ hypothesis there is a U‐shaped relationship between average city size and inequality; inequality first falls and then increases with average city size. This result is robust to a long list of controls, different estimation techniques, and identification strategies.  相似文献

This paper summarizes the theoretical insights drawn from a study of thirteen large–scale urban development projects (UDPs) in twelve European Union countries. The project focused on the way in which globalization and liberalization articulate with the emergence of new forms of governance, on the formation of a new scalar gestalt of governing and on the relationship between large–scale urban development and political, social and economic power relations in the city. Among the most important conclusions, we found that: ?Large–scale UDPs have increasingly been used as a vehicle to establish exceptionality measures in planning and policy procedures. This is part of a neoliberal “New Urban Policy” approach and its selective “middle — and upper–class” democracy. It is associated with new forms of “governing” urban interventions, characterized by less democratic and more elite–driven priorities. ?Local democratic participation mechanisms are not respected or are applied in a very “formalist” way, resulting in a new choreography of elite power. However, grassroots movements occasionally manage to turn the course of events in favor of local participation and of modest social returns for deprived social groups. ?The UDPs are poorly integrated at best into the wider urban process and planning system. As a consequence, their impact on a city as a whole and on the areas where the projects are located remains ambiguous. ?Most UDPs accentuate socioeconomic polarization through the working of real–estate markets (price rises and displacement of social or low–income housing), changes in the priorities of public budgets that are increasingly redirected from social objectives to investments in the built environment and the restructuring of the labor market. ?The UDPs reflect and embody a series of processes that are associated with changing spatial scales of governance; these changes, in turn, reflect a shifting geometry of power in the governing of urbanization.  相似文献

As Europe is currently characterized by huge disparities in the economic performance of “old” and “new” states, we investigate whether this is the result of local agglomeration—specialization and diversity—externalities. Our spatial econometric analysis focuses on total factor productivity dynamics over the period 1996–2007 for 13 industries located in 276 European regions. Consistently with the “nursery cities” theory, we find that diversity exerts a positive effect in the knowledge‐intensive services of the “old” Europe urban areas, while specialization is still effective in the “new” Europe low‐tech manufacturing. Human and technological capital has also a positive impact.  相似文献
