Who Is Managing Tibet？

It has been almost 40 years since the founding of the Tibet Autonomous Region in 1965. To mark the 20th anniversary of the implementation of the PRC Law on National Regional Autonomy, on May 23, 2004, the State Council Information Office issued a white paper entitled ‘Regional Ethnic Autonomy in Tibet‘. Rural Management——The Way Out for Tibetan Rural Areas

Tibetan towns and villages are the remotest areas in China regional society. TIBETAN LANGUAGE AND ITS TERMINOLOGY STANDARDIZATION——Introducing a New Perspective on the Standardization of Tibetan New Words andTerminology

The Tibetan language spoken by the Tibetans belongs to the Tibetan-Burmese branch of the Sino-Tibetan family. It has about six million users who live mainly in the Tibet Autonomous Region （TAR） and four other Tibetan-inhabited provinces： Qinghai Province, Sichuan Province, Gansu Province and Yunnan Province. The standardization of Tibetan terminology is an essential part of China＇s national policy on nationality and national languages. A special column named ＂Tibetan Language and its Terminology Standardization＂ is included in this issue to describe the birth, use, and development of Tibetan language especially the standardization of its new terminology.

On May 16th,2003,Jampa Phuntsog,on wining the most votes at the second session of the eighth People's Congress of Tibetan Autonomous Region(TAR),was chosen to be the chairman of the government of TAR.Since then,the Khampa man from downtown Chamdu of TAR became the seventh chairman of the government of TAR,and the leader of 2.7 million people living on the snow-covered plateau. On January 30th,2007,the author kept an appointment at the Tibet Hotel in Beijing to hold an exclusive interview with Chairman Jampa Phuntsog,an ethnic Tibetan and university graduate.The interview was initially planed to take place in Lhasa,but just before setting off by airplane,the author was informed that Chairman Jampa Phuntsog was on his way to Beijing for a conference.Speaking with Chairman Jamp Phuntsog he agreed to change the interview to Beijing."This may save you a journey",Chairman Jampa remarked courteously. In the interview,Chairman Jampa Phuntsog gave a comprehensive introduction to TAR's status quo regarding development in recent years and added a brief of himself.

THE NEW CAMPUS OF TIBET UNIVERSITY

On 13th of July,2007,the new campus of Tibet University was built and put into operation.The campus maintenance and expansion project of the university was setup on Nov.8,2004 with total investment of 540 million Yuan.Expansion area in this project covers 135 thousand sq.meters.In this project,the new campus which could accommodation with 4350 students is funded with 480 million Yuan and covers the area of 120 thousand sq.meters.

China Tibetan Culture Forum in Kathmandu

The Forum was held on December 19-20,2007 in Kathmandu, the capital of Nepal, and a Photo Show of Picturesque Tibet opened at the same time. A group of Tibetologists from China and the Tribune University of Nepal jointly held a discussion meeting. Iodel of Library Training Prograrm at the Tibet Library

Librarianship in Tibet has changed gradually through the years. Its development has been closely tied to the movement of history, economics, and culture in Tibet. There are many issues that have become obstacles in the development of Tibetan libraries. Foremost among these issues is the shortage of professionally trained librarians. This paper discusses the history of Tibetan libraries, and explores the situation of the library and information science （LIS） profession in Tibet. Finally, through analysis of current situations and problems, this paper discusses a model of a library training program at the Tibet library to provide variety and appropriate continuing education for librarians in Tibet.
