This paper addresses a recent and popular rhetoric in academic literature that women are discriminated against, often in the name of ‘custom‘, in the male‐dominated village courts of Papua New Guinea. The rhetoric is interrogated with reference to academic research findings and reports since the early days of the legislatively introduced village court system, and to data from the author's own research in recent years. On the basis of these two sources, it is argued that the evidence does not support the rhetoric, and further that the latter does less than justice to grassroots women in Papua New Guinea by portraying them as relatively passive victims of village courts. On the contrary, fieldwork research findings indicate that women are confident and reasonably successful disputants and that village courts are a community‐level resource which is becoming increasingly useful for grassroots women with limited avenues for seeking justice and recompense.  相似文献

Bernard Narokobi's concept of the Melanesian Way was influenced by a variety of factors, including his own childhood in the village, his religion, and the understandings of the people around him. He also drew inspiration from his exposure to the views and opinions of the many Papua New Guineans who contributed to the work of the Constitutional Planning Committee (CPC) between 1972 and 1975 when he served as a consultant to the committee. He shared the belief in a specifically ‘Melanesian’ way of social organization and cosmological understanding with the others who took part in the CPC's work, most prominently its de facto chairman, Father John Momis. With Momis he drew on the people's contributions to formulate PNG's National Goals and Directive Principles, which, at least in part, embody Narokobi's understanding of what it is to be Melanesian.  相似文献

Although foreign policy bipartisanship in Westminster systems is often heralded as a normative good, there is an emerging scholarship which suggests that a bipartisan approach to foreign and defence policy comes with considerable costs. This article seeks to join that debate. It does so by examining two contemporary foreign/defence policy issues in Canadian politics: the mission in Afghanistan from 2001 to 2014 and the efforts to replace the CF-18 Hornet flown by the Royal Canadian Air Force. These two cases do not offer clear conclusions about the normative argument about foreign policy bipartisanship. The embrace of a bipartisan approach to the Afghanistan mission confirms the criticism that bipartisanship can suppress public debate and did indeed distort a consideration of policy options. But the case of the CF-18 replacement suggests that there are significant costs if government and opposition replace a search for bipartisan consensus on key policy issues with an overt politicisation that seeks partisan advantage by ‘playing politics’ with foreign and defence policy issues, concluding that the quality of partisanship is a necessary condition to avoid the dysfunctions and costs of bipartisanship.  相似文献

Iraq has not enjoyed regular foreign relations since 2003, and arguably for several years before. Looking ahead, Iraq is now in a position to develop its foreign relations fully, yet how these relations will be constructed remains unclear. As with all states, Iraq's foreign policy remains conditioned by geopolitical factors— and in particular control of resources, access to waterways, and its geographical location between the Arab world, Turkey, and Iran. There are also the legacies of the Ba'athist regime to consider—and especially the way foreign policy was constructed, and how ‘foreign’ was defined in terms of foreign to the regime, rather than to Iraq. Layered on top of these geopolitical determinants and legacies is the reality of the post‐2003 state. With the removal of the structures of the Ba'athist regime and the emergence of new political elites under the guidance of the US, Iraq's foreign relations are now clearly different, yet some of the patterns of the past still remain very much in place.  相似文献

There is increasing recognition in the development literature that foreign aid can have malign effects on the recipient country, especially in failing states. This paper considers the impact of Australian aid on macro-level development in Papua New Guinea. After a review of official evaluations of the effectiveness of aid, the potential sources of ‘aid failure’ and ‘aid accountability’ in Papua New Guinea, it is argued that the current Australian macro-level aid program needs to be reassessed. In particular, the focus, coherence and impact on civil society of Australian aid should be modified in order to minimise its debilitating effects.  相似文献
