Although the opening of the Hundred Years' War led the kings of France and England to make similar demands upon their subjects, the effect on the monarchy and on the Estates was markedly different in the two countries. In England taxation gave parliament a central role in the medieval polity while in France it strengthened first local autonomy and then absolute monarchy. Because parliament had an inescapable obligation to grant taxation for common defence, the Commons sought to limit this to periods of open war, and to criticise and control the handling and expenditure of the tax. The character of taxation, as levied by common assent and for the common profit, likewise permitted resistance to the extension of prerogative rights and the assertion of parliament's right to grant the tax on wool. In these matters the Commons were forced into a defensive dialogue with the Crown over their obligations which educated them in political argument and the techniques of parliamentary opposition. The power to levy taxation on grounds of ‘necessity of state’ strengthened both monarchies; but in England this was subject to the assent and authority of parliament which thereby emerged as a political institution concerned with the common needs of the realm.  相似文献

Abstract

This article examines uses of the word emotion during the seventeenth century, arguing that the term's meaning at this time was in flux. OED gives three principle definitions of emotion, the first as meaning ‘political turmoil or agitation’, the second as meaning literally ‘movement or motion’, and the third as meaning ‘strong feelings or passing’. I argue that a great many uses of emotion during the seventeenth century apply the word in the second sense to the physiological movements of humours. This being so, I suggest that in emotion's seventeenth-century uses it is possible to read a transition in the word's meaning. Through its frequent use with references to humours in motion, the word begins to take on the characteristics which would allow it to develop into meaning ‘feelings or passions’.  相似文献

This article explores how replacement rules for midterm vacancies affect legislative turnover in the context of majoritarian and proportional electoral systems. The differing electoral rules and replacement procedures for the two chambers of the Australian parliament over more than a century permit an analysis of the complex interplay between institutional rules, party strategy, and patterns of representation between 1901 and 2013. Since 1901, the Australian House of Representatives has been committed to single member electoral systems and by-elections for filling midterm vacancies, but major changes to both the electoral system and midterm replacement rules for the Australian Senate have played a critical role in enhancing party control of Senate careers.  相似文献

This paper challenges the idea that the Lancastrian regime of the late 1450s was distinctive for its reliance, from the midlands, on the principality of Wales and the palatinate of Chester. The common emphasis on its association with Cheshire is a product of the late sixteenth century, and, beyond that, contemporary and near-contemporary perceptions even of a link with the midlands were limited. When the court moved to the midlands in 1456 the resources of the principality and earldom were far from easily accessible, and even thereafter the efforts made to draw on them were limited in their ambition and impact. Financial flows to the regime were restricted, and the political networks established, especially in the North and in Cheshire, were limited and highly dependent on the Stanleys. By 1459–60, therefore, the regime found little to rely on there, and the Yorkists were able to supplant them with relative ease.  相似文献

Abstract

The central focus of this work is to test a new methodology to measure the impact of the railway on the distribution of population, in this case in Spain. To achieve this, it was necessary to previously integrate data relating to population and railway lines into a geographical information system. The result was a spatial database that includes population data from homogeneous census series obtained for the municipal scale and the evolution of the railway network in service at corresponding points in time. This allowed the authors to apply spatial-temporal analysis. By so doing, this work constitutes an analysis of a new methodology, as they used exploratory spatial data analysis and geographically weighted regression to detect spatial patterns and estimate the influence of the railway and distance from the coast on population change. The results obtained show that the influence of the railway was very pronounced in some areas, while in others it was just one of the factors that could explain major changes in population distribution.  相似文献

By definition, all condominiums share social features and challenges of governance, but they have inspired two separate narratives: as suburban, often gated, communities and as downtown high-rises or conversions. In Canada, as elsewhere, research has focused on large urban areas, neglecting subtly different dynamics in smaller centres. The purpose of this case study of mid-sized Hamilton, Ontario, was to assess whether and how those dynamics are different across a whole metro area, using newspapers and building permit data. It tracks the changing place of condo developments and conversions across Hamilton since 1970. For decades, most developments were suburban town (row) houses; since 2000, downtown revival has included conversions and taller, new-build projects. It argues that early developments and conversions reflected a “value gap” in relation to purpose-built rental apartments. Led by a migrant arts community, recent centralization has exploited an inner-city “rent gap,” coupled with a popular reassessment of urban living.  相似文献

This article sets out the case for taking account of hotels in political geography. It argues that hotels, as key spaces of welcome, association, and entertainment between public and private, are important political sites. They provide space for the performance of political ideologies and identities, where political campaigns can be made visible, where political relations can be illuminated and translated for international audiences, and where the ‘little things’ (Thrift, 2000, Thrift, 2004) that construct political geographies can be examined. Drawing on theoretical discussions of hospitality, as well as work in political geography, it explores the politics of multi-racial hospitality in the hotels of Salisbury, Southern Rhodesia, between 1958 and 1962 in order to understand late colonial politics in Southern Africa. Considering three individual hotels, the paper elaborates their role as keys spaces in the landscape of exclusive ‘European’ sociability; as crucial sites in the enactment of and resistance to the colour bar; and as vantage points on Southern Rhodesian racial politics for international guests. The papers shows that far from being peripheral to the ‘real’ politics of diplomacy and government, hotels and the hospitable practises within them can be seen as crucial elements in the construction of local, national and international politics.  相似文献

In this paper I develop an argument for the specific contribution which archaeology might make to the study of the ‘classic’ welfare state in Britain (c. 1945–1975) and its aftermath (c. 1976 to present). This period saw massive state investment in infrastructure which transformed both the material and social worlds of its citizens, through new state policies, new networks of political and social control, the centralisation and nationalisation of a range of existing aspects of civilian life and the construction of housing on a monumental scale. While this is a topic which has been studied in detail by historians and sociologists, despite the massive investment in construction and the accompanying effects on the physical landscape of Britain, there has been relatively little work on the ‘material worlds’ of the welfare state. In developing this argument I focus particularly on public housing, an area which has been the subject of some previous archaeological comment and which provides a clear case study in the contribution which such an approach might make. State subsidised housing policy developed as a brave utopian socialist experiment during the interwar period in Britain, reaching its zenith in the mid-1970s, at which time the state supplied almost a third of the nation’s housing. Public housing projects became an area of experimentation in the realisation of modernist ideals of high density private accommodation and in the use of new building technologies and materials. However, following the demise of the classic welfare state, for various reasons high density public housing has come to be viewed as part of a dystopian social cycle, the buildings and associated landscapes themselves becoming a symbol of poverty, substance abuse and violence. From an early history associated with slum clearance and the development of idealised homes for the nation’s poor, many high rise/high density public housing developments from the classic welfare state are now more often viewed themselves as slums, their design and ‘materiality’ perceived as contributing to, or even creating, a series of social problems. I suggest, following earlier work by Miller (Man (New Series) 23(2):353–372, 1988), Buchli (The Archaeology of Socialism, Berg, New York, 1999) and Buchli and Lucas (Archaeologies of the contemporary past. Routledge, London, 2001) that an archaeological approach to the material world of public housing has the potential to reveal not only the ways in which changing state ideologies are expressed through their design, but also the ways in which individuals have (and continue to) engage with their spaces and material culture to manage the conditions of everyday life, and how such places exist within counter-discursive urban and suburban worlds. I also suggest that part of the role of an archaeology of the welfare state is to consider the circumstances under which the welfare state fails through a focus on the archaeology of poverty and homelessness.  相似文献

This article utilises male occupational data recorded in the baptism registers of England and Wales, 1813–1820, to locate the geographical distribution of the textile manufacturing industry at that time. By comparison with female and male occupations abstracted from the 1851 census, it shows that the location was set at least as early as the second decade of the nineteenth century, and before the introduction of steam power or the mechanisation of weaving could have played significant roles. By 1813–1820, the once great regional textile centres of East Anglia and the West Country were no more. Approximately sixty-six per cent of fathers employed in the textile industry lived in Lancashire and the West Riding of Yorkshire. Moreover, textile manufacturing was further concentrated into a small number of parishes. Two-thirds of fathers lived in thirty-six parishes, and fifty per cent resided in only nineteen parishes. An association between the location of the main textile parishes and the proximity of the coal measures is evident. The registers contain a large number of entries for male spinners, reflecting the extent of uptake of Samuel Crompton’s spinning mule. The data confirm that the mule was dominant in cotton spinning within at least thirty years or so of its introduction. By the second decade of the nineteenth century, cotton spinning by hand was a redundant occupation.  相似文献

ABSTRACT

This article examines how Hegel’s reception among nineteenth-century Neapolitan authors went hand-in-hand with a renewed interest in Giambattista Vico’s philosophy of history. It considers the mechanisms of circulation and reception that shaped responses to Hegelianism within the broader context of European debates on La Scienza Nuova. These developments largely directed Neapolitans’ understanding of Hegel’s ideas and encouraged the merging of local thought with wider European currents. Neapolitan Hegelians engaged very extensively with the works of French and northern Italian authors, such as Jules Michelet and Carlo Cattaneo, who had understood Vico as a proponent of an absolute concept of historical time that neatly dovetailed with the philosophical preoccupations common among German idealists. The article makes a case for a transnational understanding of Neapolitan Hegelianism, arguing that this current of thought did not merely stem from the passive absorption of Hegel’s ideas, but emerged as the synthesis of a local and a European dimension of philosophy.  相似文献
