The BBC and decentralisation: the pilgrimage to Manchester

This research critically analyses the decentralisation of the BBC’s Department of Religion and Ethics, from its base in London to the office of BBC Manchester in 1994. It examines the rationale behind the BBC’s decision to move this production unit, and analyses the long-term impact of this policy on both the logistics and programme-making culture of the unit. Using interviews with staff working within the department at the time of the move, this research demonstrates how policy decisions such as this are negotiated by professionals within the Corporation and the conflicts which arise around efficiency and equality. The case of the Department of Religion and Ethics also provides important lessons for the future decentralisation of BBC departments to Salford Quays which is due to be implemented in 2011.     

The Changing Regime: Forest Property and Reformasi in Indonesia

This article explores the dominant explanations of the failure of forest management in Indonesia within the public discourse of the late New Order period. Drawing on a review of salient literature and relevant case studies, the major part of the article discusses the underlying historical, institutional and political causes of the failure of the state property regime. By taking a narrow view of the issues, public discourse during the New Order (1966–98) avoided discussion of the structure of property relations and the power relations that supported them. However, the forest fires of 1997–8 and the ensuing ecological crisis have revealed that the forest policy that allocated property rights over vast areas of the nation’s forests to well-connected conglomerates and politico-business families was inequitable and lacked legitimacy. While new legislative initiatives open up possibilities for co-management, the reforms so far barely engage with the underlying structure of property rights. These issues will need to be more thoroughly addressed if Indonesia is to tackle the bitter legacy of the Suharto period.     

Women and Citizenship in Indonesia

Literature on citizenship canvasses three related issues: membership of a political community, the rights and obligations associated with that membership, and participation in the life of that polity. This paper investigates Indonesian women's experience of these aspects of citizenship in the twentieth century. As a plural society, Indonesia needs to accommodate gender differences within its notion of citizenship. Only women can ensure that this accommodation is worked through in an equitable manner.     

Bad Language and BBC Radio Four in the 1960s and 1970s

In the late 1960s and early 1970s there was a new intensityto complaints from listeners to BBC Radio about the strong languagethey heard on the air. There had long been a public expectationthat the BBC had some form of ‘guardianship’ overthe English language, but there was also now a desire from manyproducers within the BBC to reflect contemporary society moreclosely than it had done in the past, and the use of demoticspeech in dramas and documentaries was one dimension of thischange. Such a desire was part of a broader move towards ‘decensorship’in literature, film, theatre, and popular mores in Britain inthis period. The tension this caused between broadcasters andlisteners was especially acute on Radio Four—the main‘broad brow’ speech network of BBC Radio, and onecharacterized by a fiercely conservative audience. Through previouslyunpublished records of its internal discussions between c.1968and c.1979, this article explores the response of the BBC tolisteners’ complaints and press coverage about swearing.It suggests that BBC Radio reacted strongly to audience concern,but that wider anxiety about the reputation of the BBC as awhole also affected decisions over language. In so doing, itillustrates a previously neglected dimension to the BBC's taskof negotiating a precarious consensus on matters of taste anddecency.
