Central areas enjoy greater efficiency in the production of goods and services than do outlying areas. Because of the inherent advantages of central areas over outlying areas, disparities among regions do not vanish over time. On the contrary, centripetal forces increase inequalities across space. The phenomena of increased globalization, trade liberalization and treaties among countries not only enable the flow of labour, products (export) and foreign direct investment but also help reduce spatial inequality between countries. These phenomena also induce greater spatial economic concentration within a country. Thus, although disparities among countries decrease, a widening gap is observed between regions within countries and within large urban areas. In the empirical part, we analyse the general patterns of spatial inequality found among 55 localities in Israel with population size over 20,000. Looking at the spatial inequality relationship, both within and between cities in Israel, we show how all economic indicators measured, including inequality, decrease with distance from the core. Localities in the periphery that experience greater equality also experience lower average income, lower education, less self-employment and more unemployment.  相似文献

This study reviews the literature related to regional entrepreneurship. It identifies the main topical perspectives, advancements and shortcomings, discusses several research gaps and proposes ways forward. The literature review is based on 170 peer-reviewed articles in the leading journals of entrepreneurship and regional science. The findings reveal that major debates occur within the disciplines of regional economics, sociology and economic geography, but discussions across disciplines are scant. While regional economists tend to overlook the role of contextualized agency, and thus neglect processes that may influence entrepreneurs’ acting in distinctive localities, entrepreneurship scholars tend to overlook the role of the spatial and proximate contextual conditions in the entrepreneurial process. Future research should intensify its efforts on the interrelation between entrepreneurial agency and regional structuring in order to expand current understandings of which types of entrepreneurship prevail in different localities.  相似文献

The European Commission in the scope of its cohesion policy tries to increase competitiveness of the European Union (EU) regions by supporting, beside many other instruments, entrepreneurial activities in the EU sub-national regions. This paper sheds an empirical light on the relationship between entrepreneurial activities and entrepreneurial perceptions on the one hand and the economic performance of regions eligible for EU regional policies in Spain and Germany on the other. Based on empirical data on the NUTS2 level, there will be analysis of whether previous EU support has later had an impact on entrepreneurial activities and/or entrepreneurial perception in the regions. The results show empirical evidence for a relationship between entrepreneurial activities and EU regional policies. However, other determinants such as gender and the role model function have an even stronger impact. Some of the results may help to increase the effectiveness of EC regional policies and of regional policies of the national governments, especially if the interdependence of entrepreneurship support policies and proper regional policies is considered.  相似文献

This paper provides a comparative account of important aspects of regional development in transition economies, on the basis of regional statistics available for Poland, Hungary, Romania and Bulgaria. More specifically it examines the geographical pattern of disparities, the convergence/divergence trends that have taken place at the regional level and the relation of regional disparities to the process of transition. It is found that spatial adjustments under transition favour metropolitan and western regions, especially in countries sharing common borders with the European Union (EU) and being a short distance from the European core. In addition, disparities have increased at various rates and degrees in transition countries to levels that are higher than most of the EU countries. Given that the catch-up process, which favours more often efficiency than equity policies, has a long way to go, the regional problems in these countries may take alarming, by EU standards, dimensions.  相似文献

This paper evaluates the effectiveness of European Cohesion Policy in the regions of 12 EU countries in the period 1991–2008, on the basis of a spatial growth model, which allows for the identification of both direct and indirect effects of EU funds on GDP per worker growth. We find that “Objective 1” funds are characterized by strong spatial externalities and a positive and concave effect on the growth of GDP per worker, which reaches a peak at the ratio funds/GDP of approximately 3 percent and becomes non‐significant after 4 percent. “Objective 2” and “Cohesion” funds have nonsignificant effects, while all the other funds exert a positive and significant effect, but their size is very limited. EU Cohesion Policy, moreover, appears to have increased its effectiveness over time. In the period 2000–2006 Objective 1 funds are estimated to have a median multiplier equal to 1.52, and to have added 0.37 percent to the GDP per worker growth. Overall, in the period 1991–2008, funds are estimated to have added 1.4 percent to the median annual growth, and to have reduced regional disparities of 8 basis points in terms of the Gini index.  相似文献

Strengthening social, economic and territorial cohesion is a central objective of the European Union (EU) and the Structural Funds reflect the main financial effort of the EU to pursue this goal. So far we have gone through four programming periods; to what extent the EU Funds have become more effective in promoting growth and reducing the disparities between EU Member countries is a matter of concern. We investigate the existence (or not) of learning effects and efficiency improvements following the reforms of Regional Policy. The study is applied to data from EU regions (EU12) in the most recent programming periods where data are available. The results suggest an improvement of the Funds efficiency in growth in 2000–2006 when compared to the previous programming period. Moreover, the returns from investments of Funds tend to be higher in richer, higher-educated and more innovative regions. Finally, the Cohesion group has not been able to transform the large transfers received into additional growth.  相似文献

This paper investigates the role of the business size distribution on income and employment growth in U.S. counties from 1990 to 2000. We measure the business size distribution as the share of employees across nine establishment size categories that range from microfirms (one to four employees) to large firms (1,000+ employees) and using three indices similar to a Gini coefficient. Results show that the business size distribution has a significant impact on county‐level growth patterns. Employment shares in small firms increase employment growth, but decrease income growth. One possible conclusion suggests policies emphasizing small firms and entrepreneurship during times of high unemployment.  相似文献

This paper raises questions of centralisation versus decentralisation in European Union policy making, especially regarding regional policy. Shifts towards multi-level governance in the 1990s increased the partnership principle with sub-national governments. However, while regional disparities between countries has lessened, that between regions on some measures has increased. This will undoubtedly be an increasing feature in the context of EU enlargement. A history of centralisation in many such countries makes development of intermediary networks and institutions imperative if regional disparities are, again, to be reduced.  相似文献

In this article, I use panel data methods to investigate possible factors influencing recent trends in income inequality across Canadian provinces. The ratio of the income share of the highest-to-lowest quintiles and the Gini coefficient of total income are used as measures of inequality. Both point to rising levels of inequality from 1981 to 1999, especially during the 1990s, and the estimation results suggest that several factors have had significant effects on such an increase. In particular, an increase in international trade, technological change, educational heterogeneity, and the unemployment rate are found to contribute to greater inequality. Deindustrialization and declining government transfer payments to persons are also factors explaining the rise in inequality. In contrast, an increase in the female labour force participation rate appears to have dampened inequality. There is also some evidence of a negative association between de-unionization and inequality while no significant association is found between inequality and other demographic shifts, such as immigration and the share of the population over the age of 65.  相似文献

This paper argues that, rather than focus on Italy's well-known institutional deficits, especially vis-à-vis its larger, more prosperous European neighbours, we should examine instead the experiences of another set of countries (India, Israel, etc.) that have promoted economic reform and growth through entrepreneurship. Relying on cross-national networks to provide local firms with capital, technology, market access and managerial skills, firms in these other countries were able to supplement or even circumvent institutional deficiencies in their home countries and build successful enterprises. Perhaps a similar strategy could be pursued by Italy's small and medium-sized firms and thus help relaunch growth in the Italian economy.  相似文献

Most studies that incorporate a gender dimension into the study of poverty or other development outcomes focus on the sex of the household head. This article argues that a headship analysis gives only a partial view of gender inequality since it does not take into account the position of women within male‐headed households. Drawing primarily on the Living Standard Measurement Studies for Latin America and the Caribbean, the authors present baseline indicators of the degree of gender inequality in asset ownership for the eleven countries in the region that have collected individual‐level data on asset ownership. Disaggregated data on asset ownership within households suggest that the distribution of property by gender is more equitable than a headship analysis alone would imply. But the degree of gender inequality also varies according to the specific asset and among countries. Further comparative work on asset ownership requires attention to the marital regimes governing property rights in marriage. Finally, the authors suggest how household surveys could be improved by standardizing the collection of individual‐level asset data across countries.  相似文献

ABSTRACT

Internal migration, the movement of people between localities and regions within a country, has resulted in a significant redistribution of national populations. Past cross-national studies have been impeded by a lack of data and comparable metrics upon which to base comparisons. This paper examines internal migration in 30 Asian countries utilising a global dataset and a novel suite of measures devised in the IMAGE project. Three aspects of internal migration are explored: overall intensity, age patterns, and spatial impacts. Comparisons reveal that internal migration intensities, while on average lower than in other regions, are highly variable across countries. Migration peaks at earlier ages and is concentrated into a narrower age band than in other parts of the world. Analysis of spatial impacts highlights the contribution of migration to urbanisation, but a comparison of current trends against lifetime migration data also reveals the impact of historical events and government policies on national migration systems. Wide variation in key dimensions of migration among Asian countries reflects a diversity in national circumstances. The way forward lies in further in-depth country studies building on the common analytic framework articulated in this study.  相似文献

This paper examines the time path of regional per capita income disparities in Japan during the last three decades, and analyses the determinants of this path, including government policies. Regional disparities have been quite common in most countries, and the problem has proven to be relatively intractable, though varying in intensity across time and across countries. The Japanese case is instructive in that the country has experienced several stages of the problem in a relatively brief period, and has managed to limit spatial polarization to a certain degree. This paper identifies links between broad growth policy orientations with resultant changes in regional income disparities, and suggests their policy implications for both mature and developing economies.  相似文献

As several senior figures in UK Government have recently professed to want to promote the knowledge-driven economy across the nation, discussion of university-industry ties in less-favoured regions is particularly salient. This account documents how UK central government efforts to encourage greater university-industry links have increasingly taken on a regional dimension but then stresses that these efforts do not constitute a 'regional policy' (in the traditional sense of measures that seek to reduce interregional economic disparities). This activity is then set within the context of overall Government and European Union (EU) funding to universities which is also at odds with stated government aims of lessening regional economic disparities. The article goes on to highlight how mainstream regional policy, particularly that of the European Commission, has seen considerable support for university-industry activity in the regions but has faced an uncertain future due largely to the spectre of fund-draining EU expansion. The article concludes by asking what policies might be pursued for university-industry links to be increased in weaker regions. The underlying aim of the article is to contribute towards raising the profile of universities in debates about reducing interregional economic disparities (that must, in turn, be much higher on the public policy agenda).  相似文献

One of the most important economic and social facts concerning the European Union consists in the mismatch among its regions in terms of unemployment rates. The paper aims at examining and measuring the efficiency of Italian policies for labour market carried out in the last 10 years, in terms of reduction in the regional disparities in comparison with the whole European distribution of unemployment. We question whether these policies have been successful or the territorial dimension has still a relevant role on the unemployment in Italy. We try to answer to this question by calculating the Theil Index using data from 1996 to 2006 on unemployment and participation from Eurostat at NUTS 2 level, comparing Italian data with those of other EU countries. Our results show that Italy has still a prominent role in the geographical disparities among regions and that its contribution to the geographical concentration of unemployment is still high (especially if we consider female and youth unemployment).  相似文献

This article surveys and discusses prominent protagonists of the debate on socio-economic inequality in the Arab region, with a special focus on the World Bank and Egypt. According to official data, the region holds remarkably low Gini coefficients in a context of declining inequality. This contradicts the popular perception of high social inequality as a major cause of regional protests since the Arab Spring; hence the reference to a ‘puzzle’ in mainstream literature. The debate about the reality of social inequality in the region has developed since 2011 — particularly in regard to Egypt, where income and consumption data are periodically collected by means of household surveys. Inequality measures based on this method alone, while income taxation data are inaccessible, are highly questionable and conflict with various observations and calculations based on other indicators such as national accounts, executive income or house prices. Yet, the World Bank upholds official inequality findings in portraying the Arab upheaval as the revolt of a ‘middle class’ that aspires to greater business freedom, in consonance with the neoliberal worldview.  相似文献

ABSTRACT This paper provides an empirical study of the determinants of income inequality across regions of the EU. Using the European Community Household Panel dataset for 102 regions over the period 1995–2000, it analyses how microeconomic changes in human capital distribution affect income inequality for the population as a whole and for normally working people. The different static and dynamic panel data analyses conducted reveal that the relationship between income per capita and income inequality, as well as between a good human capital endowment and income inequality is positive. High levels of inequality in educational attainment are also associated with higher income inequality. The above results are robust to changes in the definition of income distribution and may be interpreted as a sign of the responsiveness of the EU labor market to differences in qualifications and skills. Other results indicate that population ageing, female participation in the labor force, urbanization, agriculture, and industry are negatively associated to income inequality, while unemployment and the presence of a strong financial sector positively affect inequality. Finally, income inequality is lower in social‐democratic welfare states, in Protestant areas, and in regions with Nordic family structures.  相似文献

This article discusses options to allow comparative analysis of inequalities in the distribution of health workers (HWs) across and within countries using a single summary measure of the distribution. Income inequality generally is measured across individuals, but inequalities in the dispersion of HWs must use geographical areas or population groupings as units of analysis. The article first shows how this change of observational unit creates a resolution problem for various inequality indices and then tests how sensitive a simple ratio measure of the distribution of HWs is to changes in resolution. This ratio of inequality is illustrated first with the global distribution of HWs and then with its distributions within Indonesia. The resolution problem is not solved through this new approach, and indicators of inequalities of access to HWs or health services more generally appear not to be comparable across countries. Investigating geographical inequalities over time in one setting is possible but only if the units of analysis remain the same over time.  相似文献
