Political geographers frequently argue that European borderlands, due to geographical proximity and cross-border contact, are sites of particularly good citizen relations. However, they have not put forward any general theory of the effect of cross-border contact on perceptions. This paper shows that social psychological contact theory, if applied to borderlands studies, can uncover the factors that influence citizen relations across national borders and under what conditions.Using opinion poll data from the Czech–German border region as an example, this paper shows that the Saxon and Bavarian regions bordering the Czech Republic are areas of high interaction density. Mediator analysis is used to decompose the direct and indirect effects of geographical proximity and contact on attitudes towards the Czech neighbours.Contact in the Saxon border region produces more favourable attitudes than elsewhere in Germany. However, contact does not have the same effect in the Bavarian border region: Bavarian attitudes are less favourable than elsewhere in Germany. The paper shows that Bavarian–Czech relations are weighed down by historical stumbling blocks, notably the influence of the post-World War II expellees from Czechoslovakia who are an important political force in Bavaria. The expellees issue demonstrates the need to take into account cultural factors when applying contact theory to the borderlands context.  相似文献

ABSTRACT

This paper analyses feelings of socio-cultural proximity and distance with a specific focus on the tourist experience in cross-border shopping and everyday life practices in border regions. We examined shopping practices of Dutch border crossers who visit the German town Kleve in the Dutch–German border region. This particular border context has allowed us not only to reflect on a multidimensional approach towards socio-cultural proximity and distance, but also to examine how these different dimensions express themselves in the tourist experience when it comes to people and places that are geographically ‘close’ but assumingly socially and culturally ‘distant’ from home. Although some differences prompted feelings of discomfort, in particular, differences in social engagement, feelings of comfort stand out in our analysis of cross-border shopping tourism. Furthermore, our study shows that shopping tourism and exoticism, on the one hand, and everyday routines and the mundane, on the other hand, are closely intertwined in the lives of people living in a border region, resulting in a fluid interpretation of the exotic and the mundane in the cross-border context.  相似文献

This perspective on Hungary’s post-socialist regional policy governance is informed by an approach that relates region-building and regional governance to social autopoiesis and the self-referential and self-(re)producing nature of social systems such as states. Following debates in regional studies that reflect tensions between the local constitution and external determination of regional governance, we will demonstrate how Hungary has incorporated European Union (EU) policy frameworks through specific appropriations of territorial politics and regional ideas. These appropriations reflect Hungary’s post-socialist transformation not only in terms of responses to global forces, but also as specific spatial practices and regionalization experiences. As we argue, this has in effect resulted in a regionalism without regions – a strategy of Europeanizing territorial politics without creating institutional structures that directly challenge existing power relations. Autopoiesis thus helps explain the resilience of social systems, not only their resistance to institutional change but also their capability to ‘domesticate’ external influences. While criticisms of Hungary’s technocratic and post-political regionalization projects cannot be ignored, our analysis indicates why externally driven intervention in self-organizing governance processes, for example through EU conditionality, has had less impact than expected.  相似文献

This paper will present evidence of regionalization processes taking shape in “Finnish–Russian” Karelia based on the construction of “familiarity”. This region-building strategy harks back to the well-known Euroregion model developed within the context of European integration. However, if Euroregions can be seen as largely public sector projects of “place-making” the construction of familiarity is a much more socially grounded process. The major shift under consideration is that of transcending the national appropriations of Karelia that have characterized Finnish, Russian and Soviet policies in the past. The focus will be on two aspects: (1) notions of a common regional space in order to promote cross-border co-operation and (2) the re-framing of history and the influence of tourism in developed multifaceted (partly post-national) regional ideas of Karelia. Rather than understand Karelia within the framework of nationalizing historiographies, these contemporary interpretations depict Karelia as a borderland—as a space of cultural and historical ambiguity marked but not dominated by alternating phases of Russification, Finnishization and Sovietization.  相似文献

The article proposes a synthesis of the major historical works on nineteenth-century European borders. Founded on an original methodological approach, the article advances a rethinking of the concept of ‘territoriality’ traditionally attributed to the rise of modern nation-states. The innovative method adopted is based on combining the focus on spatiality in recent historiography – especially in global history – with the categories and the ethnographic method developed within the border-studies field. The analysis is conducted in two directions. The first focuses on ‘borders’, specifically on some border-creation processes developing throughout the European continent. The second is more centred on European ‘borderlands’, conceived as trans-state and trans-national regions, mainly linked to the space's well-established social practices, familial and economic networks and religious experience. On the one hand, the article highlights how nineteenth-century borders were not simply the product of an institutional decision performed by emerging nation-states, but also the result of an interactive dialectic between state institutions and social actors inhabiting the borderlands. On the other, it shows how the borderlands as cross-border territorial entities continued to exist alongside the new territorial state limits, helping shape a more complex European spatiality than traditionally stated.  相似文献

The aim of this paper is to bring new elements into the theoretical discussion so as to better understand the realities of borderlands. Our goal involves projecting a new conceptualization of the cross-border territory and cross-border reterritorialization by refining the analytical framework envisioned by the current literature on border studies. More specifically, we apply the so-called ‘territorialist approach’, an innovative and culturally oriented approach for territorial studies that is rooted in the Italian geographical school. Cross-border territories are conceived as complex territorial units, whereby geographical, socioeconomic and cultural patterns are affected and thus altered by the fixation of international boundaries and territorialization. Nevertheless, the persistence of local cross-border networks, both formal and informal, contributes to the maintenance of a shared local milieu. The European integration processes, especially in view of the European Territorial Cooperation programmes, represent an important framework for supporting local cross-border cooperation and boosting new territorial strategies for borderlands. From this perspective, we hypothesize that new cycles of local cross-border reterritorialization can be observed along the EU borderlands by creating new forms of cross-border territorial capital. The case study of Cerdanya (French-Spanish border) illustrates the application of the theoretical framework by analysing the enduring experiences of cross-border cooperation.  相似文献

This paper investigates the role of tourism in the construction of (un)familiarity in Karelia at the Finnish–Russian borderland. From a historical perspective, it deals with a culturally homogenous space, which more recently became divided by the border into two nation states that differ politically, ethnically and linguistically. In the course of the Cold War, unfamiliarity was one of the tools used by the Soviet political elite in construction of national identity. However, after the collapse of the Soviet Union, when the border regime became liberalized and cross-border interaction began, familiarity became one of the key factors of the regional identity construction. The case of Sortavala, on which this study focuses, allows us to analyse how identity was constructed in official and media discourses. Although familiarity in the local context is more prominent, unfamiliarity is also at stake, not only in a negative sense, but also from a sense of curiosity about historical ties between the different parts of Karelia. This paper contributes to an understanding of EU external bordering politics. It also highlights the role of local actors in the (re-)construction and (re-)interpretation of borders. Tourism is seen as one of the facets of local identity formation. This study attempts to understand tourism-driven cross-border region-building processes.  相似文献

Talking about race in volunteer tourism is like breaking a taboo. By critically exploring the racialized and gendered politics of volunteer tourism from the perspective of the ‘white savior complex,’ we seek to open new avenues of discussion to break this silence. We employ a postcolonial feminist theoretical framework to analyze volunteer tourism. The meanings, practices, and policies of volunteer tourism development are informed by the racialized, gendered logics of colonial thought. If older colonial logics were predominantly masculinist, it considers the largely (white) women participants in contemporary volunteer tourism as a window onto current transformations in historic racialized and gendered logics. Colonial logics and discourses have shifted over time, from the erstwhile ‘civilizing mission’ to the subsequent mandate for development to contemporary depoliticized social causes such as ‘saving the environment.’ Volunteer tourism is an exemplar of this third discourse, as global North volunteer tourists, through their depoliticized logic of ‘saving’ and ‘helping’ the less fortunate others in the global South, inherits such distinctions and reproduces them further. Given the predominance of young white women in contemporary volunteer tourism, beyond these continuities, we also point to compelling shifts in this logic from the masculinism of historic colonial processes. We also highlight the religious dimension, how Christian ideologies which were so central to formal colonial processes continue to play an important role in volunteer tourism today. Future studies on volunteer tourism need to examine its emergence, growth, and popularity (with young white women in particular) from the perspective of historic and ongoing power relations having to do with race and racialized gender, which will enable a critical conversation on volunteer tourism that adds significantly to our knowledge of contemporary neo-colonial processes and their gendered dynamics.  相似文献

Swedish activism was a political movement during World War I that demanded Sweden’s entrance into the war as an ally of Germany. The article proposes a more systematic way of conceptualizing the nature of this movement, based on the activists’ beliefs about Sweden’s geographical and historical situation, their region-building goals, and the response to the war. The second and simultaneous aim is to suggest a way of distinguishing more clearly between ‘activism proper’ and other, closely-related viewpoints of the time (‘activist tendencies’).  相似文献

Volunteer tourism has rapidly emerged as a pervasive form of contemporary global tourism. This paper examines the importance of incorporating non-representational theories into analyses of volunteer tourism. Discussions of volunteer tourism are often framed within fixed notions of culture, identity and power relations. In this paper I argue that attention to embodiment, affect and emotion can provide more nuanced insights into the ambiguities of volunteer experiences and encounters. Drawing on fieldwork from a small coastal town in Peru, the study focuses on the encounters between volunteers and locals and the role of emotions in the framing of their experiences. While emotions and expectations are often framed by development aid discourses that characterise volunteers and locals into neo-colonial binaries, there are also numerous possibilities for how volunteers and locals are ‘affected’. By attending to the ‘more than rational’ dimensions of the volunteer tourism experience I draw out the relationship between embodiment, affect and what philosopher of hope Bloch (1986) calls the ‘ontology of the-not-yet’. It is within the embodied encounters in spaces of ‘the-not-yet-become’ where hopeful possibilities in volunteer tourism are found’ This opens up new ways of understanding volunteer tourism. This may, in turn, facilitate more responsible and equitable practice in volunteer tourism projects.  相似文献

What happens when urban heritage spaces within developing countries, such as Jordan, are subject to touristic development funded by international bodies, such as the World Bank? This question is explored theoretically and practically by considering a popular local plaza in the secondary Jordanian city of Jerash that has been subject to three tourism development projects funded by the World Bank. The study, which incorporates and critiques the discourse of neoliberalism within urban heritage development studies, seeks to analyse the World Bank projects and, more specifically, how they have defined, approached and produced outcomes in the Jerash plaza and its context. In so doing, the study triangulates the analysis with accounts by local respondents that identify major drawbacks in the World Bank approach, particularly its emphasis on conventional ‘readings’ of urban space that highlight universal values and histories, while neglecting and marginalising local values and understandings. The triangulation offers attentive ‘readings’ of the plaza as a place understood and experienced by a people. The challenge is to break with the neoliberal paradigm that dominates urban heritage development programmes (and their associated West–East dualisms and top-down approaches) by presenting local sociocultural and economic contexts as assets to enrich development projects, rather than obstacles to be ‘fixed’ and ‘fitted’ for tourism.  相似文献

European border regions have witnessed a long history of remarkable mobility shocks stemming from complex ecological and economic changes and geopolitical events. The experience of near-continuous regional and global crisis has increased interest towards the idea of resilience, that is, the ability of communities and regions to adapt and cope with disturbances and transitions. Inspired by the literature of regional resilience and the evolutionary approach, this paper will examine the difference that borders and geopolitical conditions make from the perspective of regional resilience and especially ‘border-regional resilience’. Particular focus will be on irregular cross-border mobilities and consequent transitions in EU external and internal border towns, here the Finnish towns of Lappeenranta and Tornio. The study points out that the geopolitical environment and the openness of the border partly determine the regional development trajectories and the ways of coping with cross-border mobility-related changes. Although the border location entails some vulnerability, formal and informal cross-border institutions and relations of trust are of crucial importance from the perspective of border-regional resilience. The paper proposes a research agenda for studying border-regional resilience in the context of environmental, economic and social changes and geopolitical events.  相似文献

This article explores a hitherto unexamined chapter of German Cold War politics: West Germany’s relations with Indonesia between 1955 and 1965. Indonesia was a peculiar case, as in the late 1950s and early 1960s, President Sukarno turned his country into a radical champion of ‘anti-imperialism’. This included actions directed against the Netherlands, Britain, Malaysia, and the United States. As part of a comprehensive strategy to isolate East Germany in the ‘Third World’, West German diplomacy nevertheless tried to maintain solid relations with Sukarno’s increasingly unpredictable Indonesia, even if that meant undermining the position of Western allies.  相似文献

Cosmetic surgery tourism is a significant and growing area of medical tourism. This article explores the gendered construction of cosmetic surgery tourism in different geographical locations through an analysis of destination websites in Spain, the Czech Republic and Thailand. We examine the ways in which gender and other intersections of identity interact with notions of space, place and travel to construct particular locations and cosmetic surgery tourist experiences. The relational geographies of skill, regulation and hygiene in discourses of cosmetic surgery risk are also explored. We conclude that accounts producing cosmetic surgery tourism as undifferentiated experience of ‘non-place’ fail to acknowledge the complex constructions of specific destinations in promotional materials targeting international consumers in a global marketplace.  相似文献

‘Geographical imaginations’ constitute an important aspect in geographic research, enriching our understanding of places and societies as well as the contested meanings people have towards spaces. The marketing and development of tourist destinations offers a fertile ground for the exercise of geographical imagination. This paper explores how tourism marketing distils the essence of a place, and ‘imagines’ an identity that is attractive to tourists and residents alike. Such spatial identities, however, are seldom hegemonic and are often highly contested. Using the case of the ‘New Asia-Singapore’ (NAS) campaign launched by the Singapore Tourism Board, we explore the geographical imaginations involved in tourism marketing, and its consequent effects on people and place. Specifically we discuss the role and rationale of tourism planners in formulating the NAS campaign; the actions of tourism entrepreneurs in creating NAS commodities; and the reactions from tourists and local residents towards the NAS images. We argue that the nexus of policy intent, entrepreneurial actions and popular opinions yields invaluable insights into the highly contested processes of tourism development and identity formation.  相似文献

Numerous studies of tourism in Luang Prabang World Heritage site in Lao Peoples’ Democratic Republic are critical of the perceived impacts on heritage values of the city. Criticisms relate to the incursion of new buildings into the historic core, the loss of older dwellings, increases in foreigners renting and restoring properties as guest houses and restaurants and the movement of locals out of the historic core. Other criticisms relate to the effects on community support for the monastic communities that create the sacred and ritual geography of the city, the loss of community diversity within the World Heritage boundaries and increasing uniformity as the development of tourism continues apace. While our research does not challenge these observations it raises questions about the type of analyses and conclusions reached. Too often ‘heritage’, ‘tourism’ and ‘community’ are considered self-evident and bounded entities, with tourism something faintly alien that causes disruption to the urban fabric of Luang Prabang and, consequently, to the values for which it was inscribed. We propose a different way of conceptualising the relationship between heritage, community and tourism by examining the interaction between global, regional and local mobilities in the context of globalisation and under the aegis of modernity.  相似文献

This article discusses the effects of tourism on local development in the context of World Heritage sites. The ‘Pre-Hispanic City and National Park of Palenque’ in Mexico will be used as a case study, with especial attention on local Indigenous communities. It analyses the use of ‘World Heritage’ as a brand for tourism promotion and expected tourism growth, and the changes in the role of the Indigenous peoples in archaeology and UNESCO policies. Furthermore, it examines the implementation of World Heritage policies by the Mexican government and the local decision-makers in Palenque. It presents the touristic elements of the site and how other factors have impacted tourism flow. The article points out the empowerment processes of modern Mayan people, the response by the official managers and the Indigenous reaction to governmental investments in tourism infrastructure. The article concludes that a shift from the current type management model to a new, participatory one could contribute to reduce social tension, fostering local development through tourism and improving communities’ quality of life. The data used for my analysis were collected during fieldwork in Palenque in 2014 and 2016.  相似文献
