跨境旅游合作区:探索中的边境旅游发展新模式 总被引:1,自引:0,他引:1
跨境旅游合作区是2010年末出现的新概念,同时也是探索中的边境旅游发展新模式,它从跨境经济合作区衍生而来。本文从概念切入,对边境旅游和跨境旅游进行了区分,并对两个概念给予界定。在此基础上,对跨境旅游合作区的概念、特征、发展阶段、发展模式等问题进行阐述,并从经济学与国际贸易、国际关系与地缘政治、人类学和社会学等多重理论视角分析与解读。本文认为,跨境旅游合作区是国家安全利益和地方经济发展这组矛盾的统一体,它在边境旅游模式探索、促进沿边地区经济发展、助推或缓和国际关系等方面有一定的潜在价值。同时,中国与周边国家的跨境旅游合作区建设也存在着双边诉求的矛盾二重性和合作的脆弱性。 相似文献

There are several obstacles to establish tourism governance policies in a border area and to improve the conceptualization of tourism in border territories transcending the transnational level, using territorial delimitation at Euroregional level. At borders, tourism usually works as a strategic policy tool to strengthen the regional image, shape common identity narratives and facilitate interactions, becoming these regions, nowadays, challenges for the actors of the territory, representing a priority area for the application of territorial development strategies at local level and at the level of the European Union itself. A qualitative analysis was based on performed semistructured interviews with key tourism stakeholders. From the interviewee? perspective, cooperation should be achieved through cooperation agreements between the business sector and economic agents to develop natural, cultural and heritage resources. 相似文献

在区域旅游业发展进程中,由于行政区划的刚性约束,地区利益分配矛盾以及现行行政管理体制等制度性因素的制约,导致地方政府之间合作的目标机制、运行机制和制度保障机制的不能适应区域旅游业发展的需要,从而造成了区域政府合作有名无实。基于以上原因,本文从分析行政区划、地方利益竞争及现行管理体制等方面入手,探讨了现阶段地方政府在共同发展区域旅游的合作中所存在的制度障碍,提出在地位平等、互信互利、政府主导和市场合作等原则的基础上,建构制度化的多层次组织机构以制定统一的区域旅游经济发展政策,建立区域旅游利益共享机制,重建地方政府竞争秩序以及完善政府合作原则等对策。 相似文献

1990年代以来,经济地理学愈来愈多地开始倾向于用制度和社会文化因素来解释区域经济发展。本文回顾了西方制度取向经济地理学的理论背景及其主要研究内容,并在探讨制度厚实和制度空间的理念及其与区域发展关系的基础上,探讨了西方制度经济地理学的研究发现及其不足。本文认为,对于制度转型时期的大国-中国而言,倘能将包涵尺度特征与制度套叠变化的制度空间理念纳入到大规模制度变迁与中国区域经济发展的理论框架中,将有助于深化对中国区域空间差异的解释能力。 相似文献

We argue that the search for rural regimes in particular localities can be usefully advanced through the deployment of a sensitive and suitably nuanced conceptualization of institutional thickness. Empirical validation of this theoretical framework with reference to Languedoc viticulture offers substantial evidence of the interdependency between regime building maintenance and stability, and local institutional integrity. The theoretical framework developed here, based on the notions of consensus and concrete institutions , also provides an analytically rigorous approach for understanding the complex rescaling of the political economy of rural governance, not least by offering some indication of the scalar rationale for consensus compatibility and partnership building between elites situated at different politico-geographic scales. We contend that an understanding of this shared logic of action among local and extra-local administrative and political elites is crucial to the restructuring process unfolding in European rural regions. 相似文献

Both international and regional economics discuss borders as barriers to economic growth. They hamper trade flows between areas sharing an international border (a demand effect), as well as causing firms’ inefficiency because of the increase in production costs (supply side). In the theoretical and empirical discussions, no question has been raised on whether regional economies are able to set up compensation mechanisms, by replacing low endowments with high efficiency in the use of existing assets, or by compensating an inefficient use of internal assets with an efficient use of external ones. The reply to this question has normative implications. Empirical evidence on the universe of 1,398 European NUTS3 regions is presented and policy suggestions elaborated. 相似文献

This paper argues that effective cross-border cooperation (CBC) networks closely interrelate with the building of ‘trust’ between actors. The aim is to contribute to the CBC literature by investigating the different forms of trust, their spatial attributes and impact on actor relations in the context of the Finnish–Russian European Neighbourhood Instrument (ENI) of CBC. The paper applies a specific spatial approach by identifying the territorial and relational aspects of four different forms of trust: rational-personal decisions, social-cultural understanding, general-personal interactions and the historical–institutional environment. The analysis, based on policy documents and semi-structured interviews with relevant Finnish ENI CBC actors, shows that the study of transnational cooperation networks benefits from a conceptualization of trust recognizing its spatial characteristics. The study concludes that sub-national actors are key agents in the formation and maintenance of trust. These actors negotiate with socio-cultural differences through the development of personal relationships which increase social capital in the actor–network. However, the cooperation network is vulnerable towards geopolitical circumstances affecting foreign relations. The paper demonstrates that Finnish ENI CBC actors are operating in a transnational network in which their activities are challenged by territorial constraints such as national border-crossing regulations. 相似文献

建设无障碍旅游区是中国区域旅游合作纵深发展的必然成果,其关键在于消除区域性的\"旅游障碍\"。然而当前国内对区域旅游障碍的研究却较少有。从研究分析来看,行之不畅不爽、信息不对称、服务疲软、管理的地方化倾向是区域性旅游障碍的主要表现形式。本文以为,区域性旅游障碍的形成和发展,是与地方政府行为质量、市场诚信发育程度、信息交流技术平台等因素密切相关的。消除区域性旅游障碍,必须切实提高地方政府组织区域旅游经济的行政作为质量,进一步规范市场竞争秩序、推进诚信建设,提高旅游企业素质和服务质量,完善区域间旅游交通的便捷性与信息交流的技术平台,促进中国区域旅游和谐发展。 相似文献

ABSTRACTPeriods of ongoing growth in the economy and demographics have come to a halt for many European regions for various reasons, challenging their economic development prospects. Despite the heterogeneous nature of stagnation, decline, peripheralization or even stigmatization to be found there, these configurations ‘beyond growth’ have in common that short-term ‘fire-fighting’ policy approaches aiming to foster regional economic growth face some important limitations. We argue that this has to do, among other things, with the overall direction of established and orthodox planning approaches that are predominantly based on growth-oriented paradigms and implicitly or explicitly work with dichotomous categories such as core–periphery and metropolitan versus non-metropolitan spaces; these do, however, not capture local realities in these cases. Using the notion of non-core regions, we plead for conceptualizing non-core regions and their regional economic development trajectories in different ways: thinking ‘beyond growth’. Such alternative ideas should be informed by alternative understandings of growth, development and sustainability in order to influence theories and concepts, but also to support new approaches to planning practice. To this aim, we discuss non-core regions from a social constructivist perspective, elaborating some points of departure for conceptualizing and practising regional planning ‘beyond growth’. 相似文献

The impacts of border politics on tourist mobilities become even more explicit in unstable and geopolitically sensitive borders. The balance between security and economy in the course of tourism development can be easily disrupted at these unstable borders, as shown in the case between China and Myanmar. This article explores the enabling and disabling of cross-border tourist mobilities— legal day trips for sightseeing and illegal border-crossers for gambling—to reveal how these two tourist mobilities are driven by differences (exotic culture vs. sinful gambling) and regulated by Chinese law enforcements (protective control vs. stringent deterrence). We find that borders can both invoke a special type of fascination among tourists and become a territorial barrier to limit tourist mobilities into foreign countries. The article presents two arguments. First, the operation of bordering dynamics discursively produces the geopolitical difference between two sides of the border, a difference allowing state agencies to promote and order cross-border tourism. Second, no matter how much it can contribute to the local economy, the cross-border tourism industry is subordinated to security concerns caused by illicit activities and political instability, particularly when national governments can effectively exercise power in their border regions. Together, the interlinked pattern of debordering for tourist money and rebordering for national security generates an explicit spatial expression of bordering dynamics. 相似文献

乡村振兴背景下,谋求适合乡村内生式发展的有效治理路径是实现可持续发展的关键。本文基于权威善治视角,探讨陕西省袁家村发展旅游以来治理结构演变过程与内在机理。研究发现:(1)地方权威主义治理主体扮演“决策者”“引领者”“代理人”等多重角色,并在旅游发展不同阶段发生角色变迁。(2)乡村旅游目的地治理结构从单一主体向“双轨”治理演化。其中,利益相关、产业规模扩张和制度安排为其演化提供了动力与保障。对现实的启发是,发挥好正式与非正式制度的协同互动作用,将有利于实现目的地乡村自治、德治、法治“三治融合”的现代化治理体系。 相似文献

Within the debates about the socio-economic advantages of cohesive urban regions, several barriers to institutional integration are said to exist, especially when a metropolitan government is absent and integration relies on inter-municipal cooperation. Some barriers are associated with different urban region structures, such as the asymmetric power relations and sociocultural contrasts between municipalities in systems with dominant core cities, or the lack of a leading city to overcome fragmentation and provide a shared identity in polycentric urban regions (PURs). This paper investigates whether urban regions formed around second-tier cities, whose features depart from both dominant core and PUR models, are able to mitigate these barriers when pursuing integration strategies. The analysis relies on interviews with municipal leaders in three representative European case studies, examining how they perceive the barriers to inter-municipal relations in second-tier urban regions. The findings show that perceptions vary not only between regions, with the three cases following different trajectories of integration, but also within regions, according to the geographical and socio-economic context of municipalities and the legacy of past relations. In general, barriers to integration are not minimized without explicit efforts to rebalance power relations, approach political cultures, mobilize core city leadership and develop a metropolitan identity. 相似文献
