Regional policies for entrepreneurship are currently going through a transition from increasing the quantity of entrepreneurship to increasing the quality of entrepreneurship. The next step will be the transition from entrepreneurship policy towards policy for an entrepreneurial economy. The entrepreneurial ecosystem approach has been heralded as a new framework accommodating these transitions. This approach starts with the entrepreneurial actor, but emphasizes the context of productive entrepreneurship. Entrepreneurship is not only the output of the system, entrepreneurs are important players themselves in creating the ecosystem and keeping it healthy. This research briefing reviews the entrepreneurial ecosystem literature and its shortcomings, and provides a novel synthesis. The entrepreneurial ecosystem approach speaks directly to practitioners, but its causal depth and evidence base is rather limited. This article provides a novel synthesis including a causal scheme of how the framework and systemic conditions of the ecosystem lead to particular entrepreneurial activities as output of the ecosystem and new value creation as outcome of the ecosystem. In addition it provides a framework for analysing the interactions between the elements within the ecosystem. This offers a much more rigorous and relevant starting point for subsequent studies into entrepreneurial ecosystems and the regional policy implications of these. 相似文献

Business angels (BAs) are recognized as playing a significant role in stimulating entrepreneurial activity. With the decline in both bank lending and venture capital investment since the onset of the global economic crisis, government efforts to stimulate BA activity have become a more significant component in strategies to increase the level of entrepreneurial activity. This paper examines the responsiveness of angels to such initiatives in so-called austerity economies – countries that were hardest hit by the financial crisis of 2008 and subsequent global recession and, as a consequence, had to take extreme economic and fiscal measures to reduce their budget deficits. We examine this question in Portugal which experienced one of the deepest recessions in the European Union following the implementation of severe austerity measures. This study confirms that government intervention to support angel investing can have a positive impact. However, the different types of intervention have varied in take-up rates. Other countries can learn from the Portuguese experience in three ways: the types of interventions that have the highest and lowest levels of take-up, the link between the design and the take-up of incentives, and types of intervention that should be considered but have not been implemented in Portugal. 相似文献

The paper sheds light on the path-dependent development of the Viennese entrepreneurial ecosystem (EE). By taking into account temporal dynamics from the 1990s onwards as well as region-specificities we are able to demonstrate the evolution of the EE is not a linear process, but rather the various pillars of the EE may develop in distinct directions and find themselves in discrete development stages. Our in-depth analysis supports the understanding of how various pillars of the EE – especially the regulatory and finance/funding pillar – interrelate. Furthermore, the detected cause–effect interlinkages are not balanced, but are rather shaped by power-constellations and temporal imprinting as well as other regional specificities, which influence the overall success of the EE. 相似文献

Social Networks and Policy Entrepreneurship: How Relationships Shape Municipal Decision Making about High‐Volume Hydraulic Fracturing

Well‐resourced and well‐connected individuals, or “policy entrepreneurs,” often play an important role in advocating and securing the adoption of policies. There is a striking lack of inquiry into the ways that social networks shape the ability of these actors to achieve their aims, including the ways in which network ties may channel policy conflict. To address these gaps, we analyze data from an original survey and an original database of policies to assess the success of policy entrepreneurs (PEs) active in a highly contentious arena: municipal policymaking concerning high‐volume hydraulic fracturing (HVHF) in New York. We use text‐mining to collect social network data from local newspaper archives, then use those data to construct municipal HVHF policy networks. Municipal anti‐HVHF PEs appear more successful when they operate in less cohesive networks, act as bridges to relative newcomers to the governance network, and have a larger number of network connections. Pro‐HVHF PEs appear more successful when they can forge high‐value connections to key decision makers. Policy entrepreneurs on both sides of the issue are more successful when they have a greater number of sympathetic coalition partners. 相似文献

This paper introduces a special dossier that explores the changing economic geographies of service firms and functions. The emphasis is on exploring recent developments in the theory of the firm and what this means for understanding how complex production systems are organised in time and space. There are three important building blocks: exploring interactions between the literatures of economic geography and international business; exploring the global sourcing of services and a critical analysis of clusters. This introduction addresses some of the tensions that exist between research that emphasises the importance of social networks in production systems and the contractual and legal structures that constrain the activities of firms. 相似文献

Institutions are often regarded as static and unchanging, portrayed as constraints on innovation, entrepreneurship, and regional economic change. We propose an alternative perspective in order to understand how entrepreneurs experience and engage with institutions in ways that shape and help advance their collective interests. Motivated by our own research on regional entrepreneurial development, we theorize institutions as lived and interpreted experiences. We present institutional change as a creative and experimental response to emergent or competing logics. This conception of institutions has implications for how we theorize about economic transformation, recognizing that processes of institutional change are set in motion by endogenous attempts by economic actors to make sense of and act upon contradictory aspects of their varied institutional lives. 相似文献

This paper examines the role of accelerator programmes in promoting transnational entrepreneurship. Designed to assist the growth of start-ups by providing seed finance and structured entrepreneurship support, these programmes are now a prominent feature in many entrepreneurial ecosystems around the world. Drawing on in-depth qualitative evidence focused on one particular programme, the paper shows accelerators play an important intermediary or ‘brokerage mechanism’ providing start-ups with enhanced relational connections and networks. Transnational entrepreneurs attracted to these programmes are highly focused on exploiting these networks whilst maintaining multiple levels of embeddedness in various contexts to maximize the opportunities afforded by accelerators. While many governments are attempting to replicate accelerators programmes within the public sector, the paper concludes that such attempts may prove problematic within weaker entrepreneurial ecosystems. 相似文献

Cluster Associations (CAs) attempt to promote competitiveness through inter-firm collaboration, and are generally seen as drivers of social capital formation in the region. We map in this paper, by using Social Network Analysis, the cluster policy network of the Basque Country in 2013, which may be considered a proxy of the structural dimension of social capital in the region. Besides, we identify the central agents of this network and attempt to explain the reasons for their centrality and the roles that they play. We take the affiliation of an organization to at least two CAs as a first indicator of the overall pattern of connections within the cluster policy network. Later on, we filter it with data about the Boards of Directors of CAs, and the Basque Contact Points created to concur with the Seventh Framework Programme for Research launched by the European Commission. We contend that those organizations that are present in these three networks form a ‘small world’ that numerous studies have shown to be favourable for creative output, where they might play a dual role of gatekeepers of knowledge and innovation within and between clusters and drivers of bridging social capital formation in the Basque Country. 相似文献

ABSTRACT. Through the Global Production Networks (GPN) analytical lens, this paper shows how politico-economic developments in China, Taiwan and Southeast Asia are instrumental in developing Hong Kong as a premier filmmaking centre, and how Hong Kong-based filmmakers have to weave new cross-scalar production networks and target new markets so as to remain competitive. The broader objective of the paper is to contribute to extant debates on urban-based, cluster-driven policies by showing how cities, in developing their industrial capacities, need not necessarily be in competition with other places at different geographical scales. Rather, as the empirical materials evince, cities should collaborate to compete. Apart from the presentation of available historical and statistical materials, the discussion is informed by twenty-seven in-depth interviews with Hong Kong-based film workers, government agency executives and film industrial association heads, as well as an interview with a Singapore-based film producer with ongoing production linkages with Hong Kong-based film production companies. 相似文献

This paper demonstrates the existence of both localised and national spatial markets for consultancy in Britain. A large survey sample of 1,208 client‐advisor links whose locations are geo‐coded is investigated using GIS software. It is expected from previous literature that search and selection effects, and the transaction costs of interaction at different distances, will influence the selection of consultants by clients. The paper shows that most client‐advisor relationships are geographically close: 61.3 per cent of links are less than 20 km in distance. But there is also a national market whereby 21.9 per cent of consultants are over 100 km and 7.9 per cent are over 200 km from the client. From these patterns, the maximum reach of market areas for different business centres can be estimated. This varies by type of consultancy assignment and size of business centre. The market area is only 30–40 km for consultancy on marketing and sales, and finance and taxation, which are sourced chiefly from local small business centres. For consultancy on business strategy and organisation, product design and quality and training/HR, regional centres and London play a more important role. The paper demonstrates something of a hierarchical structure of consultancy assignments and their spatial markets that is similar to that in retailing. 相似文献

This article looks at networking activities among entrepreneurs of small-scale enterprises in an industrial district in Ghana. The purpose of the study is to identify the type of inter-firm interaction that takes place, and to determine the effect it has on die productive capabilities of die firms and die industrialization process. The study is set in the context of research on industrial districts and inter-firm networks which have been associated with technological change and competitive success for firms in advanced economies. While some believe that were may be little about industrial districts in places such as Third Italy or Silicon Valley which can be transferred to developing countries, die fact remains that small firms everywhere are more similar than different. Therefore, an understanding of die process of networking in Ghana may provide insights on die nature of these activities and their effectiveness in contributing to enterprise growth and die thickening of die industrial base in developing economies. 相似文献

Urban creative clusters are currently a major focus of attention, as their prominent position in both local political and academic circles makes evident. Many authors stress the importance of spatial concentration for creative industries. However, only a few studies have focused on the individual entrepreneur. As a result, empirical evidence of the meaning of urban place as a site for social networks and a space for inspiration is still scarce. This is of some consequence as entrepreneurs provide a crucial link between creative activities and economic change and development. This study contributes to the existing literature by investigating how different creative entrepreneurs choose and evaluate their location. Using qualitative interviews with entrepreneurs in two creative clusters in the Berlin neighbourhoods Prenzlauer Berg and Kreuzberg, this article shows the significance of the look and feel of specific places and explains how and for whom local networks are important. 相似文献

This article examines the influence of migration and transnational social networks on female entrepreneurship. It interrogates shifting patterns of market development, juxtaposed to the lure of new economic opportunities for women entrepreneurs located at the periphery, Senegal. I critically analyse how a distinct and classed category of Senegalese women entrepreneurs navigates international spaces and legal restrictions in attempts to launch profitable economic ventures in metropolitan centres such as New York City and negotiate new forms of representation and agency in contentious socio-economic spaces. By interrogating the complex interplay between women entrepreneurs and diasporic communities, I weave an often-missing gender perspective into the analysis of the emergence of female transnational entrepreneurship and diasporic social networks. This article demonstrates that diasporic social networks, transnational markets and spatial interconnections, while contributing to market revitalisation and expansion, are nonetheless fraught with tension. Diasporic social networks embody paradoxical positions. They represent an enabling economic transactional space, while embodying an informal social space that nonetheless remains sites of power struggles deeply embedded in gendered, sociocultural and economic dynamics that transfer from local to transnational contexts. 相似文献

What lessons can we learn from 40 years of policy entrepreneurship scholarship on policy entrepreneurs’ strategies and defining characteristics? While scholars have offered important insights, many questions remain open. This article systematically reviews 229 articles that were published between 1984 and 2017. Our findings provide (i) an analysis of policy entrepreneurship characteristics by sector, policy domain, individual/group, government layer, and geographical spread, (ii) an empirically based identification and classification of policy entrepreneurship strategies, and (iii) a statistical analysis of the relationship between policy entrepreneurs’ characteristics and strategies. We conclude with an agenda for future studies that will continue to examine new theoretical approaches that advance our understanding of the role that individuals and small groups play in the policy process. 相似文献

AbstractThis paper presents an analysis of a research project conducted by a network of environmental research institutes called Partnership for European Environmental Research (PEER). Our analysis constitutes a reflection on this research project based on a proposed ideal-typical transdisciplinary research process developed by . The aim of the PRESS project (PEER Research on EcoSystem Services) was to provide support for the development and implementation of the EU Biodiversity Strategy to 2020, with a special emphasis on the ecosystem services concept. Our analysis of the research phases of the PRESS project shows that not all of the project elements accord with the notion of a full-scale transdisciplinary process. Despite this, a number of lessons can be learned regarding the use of different boundary objects for knowledge integration and the various roles played by researchers. We also identify some constraints with regard to synchronizing policy and project cycles and consider the advantages and disadvantages of research network structures in facilitating long-term cooperation. 相似文献

To grasp the critical role of socio‐cultural factors for regional economic development, several concepts have been developed, including that of ‘social capital’. This notion usually refers to norms, values, networks, reciprocity or trust which are held in a community and can lead to positive social and economic outcomes. Despite its popularity as a fashionable concept in the literature, the exact meaning of social capital is far from clear. This paper criticises the dominant conceptions of social capital in economic geography and regional studies and aims to place the debate in a different perspective. It argues for an alternative understanding of social capital defined as resources embedded in social networks which can be accessed or are used for actions. The potential to overcome the current weaknesses in the literature is illustrated through discussing social capital of economic clusters. 相似文献

ABSTRACTThe paper aims to contribute to better understanding of entrepreneurial discovery processes and regional industrial growth by examining (1) how different regional contexts affect entrepreneurial discoveries, and (2) how entrepreneurial discoveries support specific types of industrial path development in different regions. The paper includes empirical studies of the formation and growth of three ‘official’ regional clusters supported by Innovation Norway’s programme for immature clusters. The paper argues that entrepreneurial discoveries should be institutionalized (by system level entrepreneurs) to achieve considerable regional industrial effects. In our cases institutionalization occurs through the creation of cluster organizations and development of the knowledge infrastructure. 相似文献
