Voters' tendency to support local candidates, often referred to as ‘friends and neighbors voting’, is a spatial-political phenomenon studied for over 70 years. The last decade has seen a revival of interest in this issue. Relevant studies typically focus on large-scale national electoral contests, such as national parliamentary elections. The research efforts targeting local elections are, by contrast, scarce, in most cases dating back to the 1970s. In this article, we address this relative gap in the electoral geography literature and study ‘friends and neighbors voting’ at the most recent set of mayoral elections in Poland, held in 2018. Based on a rich dataset, covering elections in over 700 rural municipalities, we demonstrate strong local candidate effects in both voter choice and voter turnout. The results point to the potential relevance of both geographic distance and a place (locality) attachment; voters tend to prefer candidates living close to them and candidates enjoy an additional surplus of votes in their home localities. Our results also tend to echo the sparse previous findings emphasizing the possibility that the presence of a local candidate boosts voter turnout in a given area. While the limitations of our data do not allow unequivocal conclusions about the exact mechanisms driving the aforementioned effects, we put forward a number of plausible, grounded conjectures as to how such effects may operate.  相似文献

Who votes or does not vote in a voluntary system has long been thought to have distinct benefits for different political parties. High turnout has been seen as aiding parties of the left, low turnout parties of the right. Although Australia has a compulsory system of voting, this paper shows tha there are still party advantages and disadvantages associated with the 5 percent of the eligible electorate who fail to vote. When turnout is high, Labor makes a net gain in votes, and when turnout is low, the Liberal‐National coalition benefit. Making estimates of nonvoting in Britain and applying them to Australia indicates that this pattern would persist if voluntary voting were applied to Australia, giving the Liberal‐National coalition an inbuilt advantage.  相似文献

It is sometimes claimed that compulsory voting violates a particular right not to vote. For some, this assumed right is as fundamental as the right to vote. The existence of such a right, however, has attracted little sustained scholarly attention. This article explores from a political theory perspective whether the alleged ‘right not to vote’ is deserving the same legal and moral protection as the right to vote. I argue on two broad grounds that it is not. First, not all rights are capable of being legally waived and voting is one of them. Second, voting is a right but it is also a duty; it is a duty-right. Therefore, even though many people do fail to vote, doing so does not seem to constitute the exercise of any particular right, nor should it be legally recognised as such.

This paper assesses the importance of a range of social structural influences on Australian electoral behaviour, with specific reference to ethnicity and occupational class. The analysis is conducted on two levels. Firstly, aggregate level data is employed, using the 1976 census matched by federal electorate to the 1977 election results. Techniques from factorial ecology are used to construct conceptually unambiguous measures of constituency characteristics, and these are related to voting behaviour using multivariate techniques. Secondly, individual level survey data collected in 1979 are used to confirm the importance of the socioeconomic cleavage and urban‐rural divisions. They also indicate that ethnicity has an appreciable influence on electoral behaviour among those born in Mediterranean countries. Northern Europeans (mainly British) prove to be no different in their electoral behaviour than native‐born Australians, while the results for Eastern Europeans are inconclusive.  相似文献

In recent years, a number of countries have adopted versions of the ‘Australian’ electoral system of preferential voting for both national and sub‐national elections. This article examines the diffusion of preferential voting systems around the world. It distinguishes between various types of preferential voting manifested in both majoritarian (eg alternative vote) and proportional (eg single transferable vote) contexts. It then examines the empirical record of the adoption of preferential voting in Europe, North America and the Pacific, identifying three ways in which the ‘Australian’ system has been transferred to other countries, via colonial transplanting, international imitation, and normative appeal. While the first two approaches have been traditionally influential, in recent years the normative appeal of preferential voting systems has become paramount. This is in part because of the globalisation of electoral assistance, which has provided an important opportunity for the diffusion of what have been, until recently, distinctively ‘Australian’ electoral procedures.  相似文献

The rise of the Labour Party after World War I forced the Liberal Party in Britain back into the nonconformist and remote ‘Celtic Fringe’, where local identity and religion rather than class remained the dominant political cleavages. The party has struggled to break out of these Liberal ‘heartlands’ ever since. However, in the 1997 General Election the Liberal Democrats won a total of 46 constituencies, their best result since 1929, despite a fall in their national share of the vote. While historical voting patterns and the level of religious nonconformity can help explain the success in the traditional heartlands seats we must turn to contemporary reasons for why the party were able to make gains in areas of historical weakness. Bridging the credibility gap through success at the local level or in by-elections has been particularly vital for the party. Building on the understanding gained from qualitative interviews with the party elite and case studies in key constituencies, we analyze the basis of Liberal Democrat support in 1997. Models that include data on historical patterns, demographics and the local political context are found to be particularly successful in explaining the party’s support.  相似文献

Critics of voting by mail express concern over its impact on civil society. For example, Thompson (2004) posits that voting by mail limits electoral civic engagement by preventing the temporal norm of simultaneity on Election Day. I, however, find that the open ballot system of voting by mail promotes deliberation, which encourages civic engagement. This study tests if voting by mail increases political discussion by creating a Poisson regression model of American National Election Survey data. The findings show that voting by mail leads to more political discussion. This evidence supports the theory that voting by mail offers voters a more open and deliberatory system and does not necessarily limit civic engagement.  相似文献

This paper examines individual and aggregate data to document the growing political diversity in rural America. This political diversity is evident in the various economies within rural America. The new rural economy is reflected in recreational counties, where natural and built amenities combined with the provision of services to residents and visitors are the basis for the local economy. Residents of recreational counties tend to be more liberal than their rural peers on a variety of political issues, and supported Barack Obama at significantly higher levels in 2008 and 2012. In contrast, in regions dominated by the old rural economy of farming, political views are more conservative and there is far less support for Democrats in general and President Obama in particular. An analysis of survey data combined with multivariate spatial regression analysis demonstrates that these differences between the old and new rural economy persist even when a variety of demographic, economic, social and geographic variables are controlled.  相似文献

This paper addresses the question of the demise or resilience of political subcultures in Italy today, focusing on two areas, Sesto San Giovanni and Erba, characterized until recently by a socialist/communist subculture and a Catholic/interclassist one. The voting behaviour and political values of key social groups, above all industrial workers, in these two towns provides evidence of the persistence and indeed revival of political subcultures in Italy. The paper argues that their function has changed, though. Whereas in the past a political subculture encompassed the whole spatial community, nowadays it appears to represent the interests and needs of specific groups within a territory, thus becoming one of many political instruments and choices open to social actors and voters.  相似文献

The effect of geographical distance between candidate and voter on vote-likelihood in the UK is essentially untested. In systems where constituency representatives vie for local inhabitants' support in elections, candidates living closer to a voter would be expected to have a greater probability of receiving that individual's support, other things being equal. In this paper, we present a first test of this concept using constituency data (specifically, notice of poll address data) from the British General Election of 2010 and the British Election Survey, together with geographical data from Ordnance Survey and Royal Mail, to test the hypothesis that candidate distance matters in voters' choice of candidate. Using a conditional logit model, we find that the distance between voter and candidates from the three main parties (Conservative, Labour and Liberal Democrat) matters in English constituencies, even when controlling for strong predictors of vote choice, such as party feeling and incumbency advantage.  相似文献

We know compulsory voting is associated with higher levels of electoral turnout. It has been suggested that this leads to a trade-off with the quality of the vote, i.e. the ideological congruence between voters and the party they vote for. In this study, this claim is investigated using data from the 2007, 2010, and 2013 elections in Australia. We also include a comparison with two recent elections in Belgium, another country with compulsory voting. The results show that reluctant voters vote less ideologically congruent, but that this effect is mediated by political knowledge and political interest. However, this does not lead to less ideologically congruent election results at the aggregate level and compulsory voting does not have an impact on electoral results. We speculate that in future studies, it is important to make a distinction between reluctant voters, and those who take a strong hostile stand on the electoral process.  相似文献

Electoral Change: Responses to Evolving Social and Attitudinal Structures in Western Countries, Cambridge: Cambridge University Press.  [Google Scholar] book on Electoral Change drew on evidence taken from a small number of surveys in each included country (including Australia) during the mid-1960s to 1990 to derive some general conclusions about the historical decline of cleavage politics. In this article, I make some methodological improvements and also considerably chronologically extend the analyses for Australia, to cover the whole of the post-war period. The results show that some of the previous conclusions are incorrect and that although there has been a decline in the strength of association between social structural variables and voting for the ALP over the post-war period, the decline has not been a smooth one and predominantly occurred in the earlier part of the period. I also discuss the results in the context of broader international debates about the impact of social changes on voting.  相似文献

Settler colonialism eliminates Indigenous sovereignty, enthrones itself, and thereby makes Indigenous land ‘ours’. It may do this meta-politically, by absorbing ‘them’ into ‘us’. This article explores three recent lawsuits brought by settlers against Indigenous demoi in US Pacific territories. I show that in each lawsuit, settlers brandished a novel ‘tool of elimination’: individual voting rights. I trace how settlers wielded this tool to deliver a ‘one-two punch’, first condemning as ‘illiberal’ restrictive voting laws flowing from Indigenous sovereignty and then championing race-neutral laws that would in effect enthrone settlers. I show that courts hearing these cases were faced with choosing the appropriate ‘framing of justice’ – with whether the relevant rights-bearer was the universal individual voter or the ‘constitutionally prior’ Indigenous demos. Finally, I show that, because the courts ultimately framed these disputes as individual-rights cases, settlers extended control of meta-politics on the US Pacific frontier.  相似文献

This article inspects the nature of the Scottish National Party and its place in the breakdown of the two-party system across the United Kingdom in the 1970s and 1980s. This is achieved through an examination of the SNP’s approach in the small city of Dundee, where the party enjoyed a sustained period of success. It highlights the commonalities between the SNP and the Liberals in the 1970s and SDP-Liberal Alliance in the 1980s. The Nationalists adopted a similar third-party role in Dundee, centring their approach on their moderate politics rather than solely on the issue of self-government. The party’s effectiveness in pursuing this approach allowed it to hold on to the Dundee East constituency from 1974 to 1987, until ideological changes affecting the national party made it increasingly impossible to hold firm to this strategy. Nonetheless, this study makes clear that the rise of Scottish Nationalism was a part of a process of British-wide political change, and should not be understood in isolation from the rest of the country.  相似文献

Ethnic affinity voting is the term for when political party candidates with an ethnic minority background receive a larger share of the vote in ethnically dense neighbourhoods. This study is one of the first to provide a detailed test for ethnic affinity voting during a national election in an open-list proportional representation system, with the same ballots in every polling station. It tests the conditions under which ethnic affinity voting is greater, studying the proportion of votes for ethnic minority candidates at neighbourhood level in the Netherlands in 2017, when a minority-interest party entered parliament and the traditional ethnic vote for the social democratic party (PvdA) imploded. This study disentangles party and candidate effects and finds evidence for (general and specific) ethnic affinity voting at candidate level. Even though ethnic minority candidates attract fewer votes, they perform better in neighbourhoods where more minorities live, especially when the group size of co-ethnics is larger. Ethnic affinity effects are relatively strong for candidates affiliated with minority-oriented and left-wing parties, and absent or negative for ethnic candidates of right-wing parties. Moreover, whether male or female ethnic candidates are more likely to attract the ethnic vote also depends on the ethnic background and party affiliation of the candidate.  相似文献
