This article examines contemporary Dalit assertion in India through an ethnographic case study of a legal tool being mobilized by Tamil Nadu's lowest‐ranking Arunthathiyars in their struggle against caste‐based offences. The Arunthathiyars of western Tamil Nadu are increasingly taking recourse to the 1989 Prevention of Atrocities Act (PoA Act) in an attempt to bring members of higher castes to justice. The article explores how Arunthathiyars are employing the law and how their litigation is reshaping the politics of caste in this region. The authors document how a process of litigation by Arunthathiyars is countered by a politicization of caste by the dominant Gounders of the region, who recently entered electoral politics with a new caste‐based party. Even though the litigation route further antagonizes caste relations, it is argued that the PoA Act has provided Dalits with an invaluable tool to seek justice, democratize public space, and challenge the power of the dominant caste in the region. Dalit social movements, it is concluded, are more likely to be successful if they are backed by a legal weapon and accompanied by Dalits’ growing economic independence.  相似文献

Abstract. One of the most challenging developments for students of international relations is the resurgence of ethnic strife, including secessionism and irredentism. Basic questions are only beginning to be addressed in the post‐Cold War era. Why are some states more likely than others to intervene in ethnic conflicts? How can international norms about third‐party intervention in ethnic conflicts be evaded or ignored by some states but respected by others? Why are some states inclined to use force rather than mediation to resolve ethnic strife? In short, what accounts for the emergence of adventurous and belligerent foreign policies with respect to internal ethnic conflicts? These questions are of increasing importance to students of international politics, yet the dynamics and internationalisation of ethnic conflict are far from fully understood. This study focuses on the dynamics of third‐party intervention in ethnic strife and implications for peaceful resolution. The first section presents a model that identifies the general conditions under which ethnic strife is most likely to lead to intervention by third‐party states. The second uses four cases to illustrate, within the context of the model, different processes with respect to internationalisation of ethnic conflict. The third and final stage identifies implications for policy and theory, along with directions for future research.  相似文献

In the 1970s, Canada, Sweden and Australia became the first countries in the West to adopt formally the idea of multiculturalism as a basis for the political management of immigrant settlement. This article compares the introduction of the idea and politics of multiculturalism in Sweden in the 1960s and 1970s to the introduction of multiculturalism in Canada and Australia during the same time period. The emergence of a politics of multiculturalism in Sweden shares many similarities with the emergence of Canadian and Australian multiculturalism: ‘white’ and ‘European’ immigrant minority groups; ethnic lobbying; expert and academic advocacy; multiculturalist public officials; and effectual claims-making based on the innovative idea of multiculturalism. The comparative perspective on the birth of Swedish multiculturalism furthermore highlights Finland as an important historical and transnational factor in the introduction of official multiculturalism in Sweden. The article contributes to research on the history of multiculturalism, the politics of ethnic diversity in Sweden and comparative research on modern Swedish history.  相似文献

Post-political debate has stimulated a vigorous research agenda about the role of politics in regional and urban planning. It warns of a depoliticization process leading to the emergence of a consensual social order and the retreat of the properly political as disruptive and transformative practice. We propose a reframing of post-political debate through an empirically grounded conceptualization of the political sequence (politicization, depoliticization, and re-politicization) and by incorporating consensus as part of the political, thereby refusing the existence of a differentiated properly political moment. We develop this conceptualization by analyzing the politicization process of high-speed rail in Spain, which resulted in the implementation of one of the most extensive networks in the world. Based on a foundational political myth constructed around the first project implemented, a consensual politicization process has progressively taken place around high-speed rail in Spain. This political consensus contrasts with opposition to the high-speed rail project in the Basque Country. In both cases, high-speed rail is eminently political. The politicization of high-speed rail in Spain shows that, far from becoming a depoliticized practice, regional and urban planning remains eminently political, involving both consensus and conflict.  相似文献

Abstract: This paper examines the conservative critique of higher education in the USA. I argue, first, that the right's call for greater “intellectual diversity” in American higher education should be understood as an attack on the professional self‐regulation and disciplinary autonomy that are central to academic freedom in this country. Second, I suggest that the right's politicization of politics in the academy brings to light the importance of our developing a vision of the university that accounts for rather than disavows the political nature of the work we do.  相似文献

Abstract. This paper reveals and analyses the ethnic politics mobilised by a fast‐growing Islamic movement, the Gülen movement, which emerged in the 1980s in Turkey and expanded to Central Asia in the mid‐1990s. Following the micro‐sites, where nationness is reproduced as an everyday practice, my ethnographic research in Almaty‐Kazakhstan explored the emergent Islamic sensibilities for the nation and ethnic identity. Revivalist Islam has often been essentialised as incompatible with nationalism, since it has been widely associated with the Muslim community rather than nations and nation‐states. I argue that this bias is facilitated and maintained by the deep division in the literature. Scholarly work on both Islam and nationalism are split into two opposing approaches, state‐centered and culture‐centered. The findings of the present study challenge the binary thinking that juxtaposes politics against culture and dichotomises ethnic and state‐framed base of nationalism and nationhood. My major finding is that the Gülen movement has not only inherited the symbols and myths of descent from the founding fathers of the Turkish state, but it is also currently reproducing the related ethnic politics in cooperation with–not in opposition to–the secular states in the post‐Soviet Turkic world. The study reconciles ethno‐symbolic and state‐centered approaches in explaining the convergence between Islamic and secular nationalism in the formation of ethnic politics in Almaty‐Kazakhstan.  相似文献

Abstract. This paper argues that examining the interweaving of ethnic and civic elements best explains current tensions in ethnic politics in New Zealand in elite state and nation‐building and how these shape patterns of inclusion or exclusion of aboriginal and immigrant minorities. Theories of ethnic and civic nationalism are discussed briefly and the distinctiveness of settler societies is explored. Recent trends promoting biculturalism and multiculturalism are examined. A discussion of legal citizenship since 1840 reveals the linkages and persistence of three historical trajectories – the decolonising of aboriginal people (Maori), the de‐colonial movement among Pakeha (‘white Europeans’), and the partial de‐alienising of immigration. These trajectories, I conclude, reflect in‐built tensions between different historical and current ethnic and civic representations of the New Zealand nation‐state.  相似文献

In the late 19th century, political debates emerged in Sweden and Norway as well as in Finland concerning Travelling families in this article defined as indigenous itinerant families whom the settled population pejoratively designated with terms such as ‘tatere’ (Norway), ‘tattare’ (Sweden) or ‘zigenare’ (Finland). In this article, these debates are compared, and the transfer of ideas and proposals between the three countries is analysed. It is argued that, on a local level, similar politics of ‘territorial exclusion’ were enacted in all three countries. This was, however, challenged by ‘liberal social politics’, a strategy aiming not at exclusion but at forced assimilation by means such as, for example, removing children from their parents. This strategy was proposed in all three countries, and socio-political agents were well aware of the debates in the neighbouring countries. But it was only in Norway that the most far-reaching proposals were realized. This is explained mainly by pointing at the way in which leading agents chose to act when trying to implement their proposals. The article also problematizes some conclusions drawn in earlier research, where the emergence of debates on Travelling families has been explained by pointing at the rise of ethnic nationalism. Instead, the article argues, the emergence of the so-called ‘social question’ in Western Europe in the 19th century should be considered as an at least equally important background factor.  相似文献

Spatial belonging and ethnic identity among the Banabans resettled on Rabi Island in Fiji are the product of historically and culturally specific articulations and transformations. Such reconfigurations of place and ethnicity, based mainly on enmeshments between the Banabans' new island home, Rabi, and their island of origin in the Central Pacific, Banaba, have let them position themselves as an autonomous community living out a diaspora existence. Central to this identity politics of positioning are ethnic performances in which neo‐traditional enactments are deployed to produce embodied knowledge of Banaban existence and to communicate such knowledge to a wider world. We argue that the Banabans of Fiji, caught in a post‐colonial environment of ethnic‐nationalist discourses and practices, make strategic use of such ethnic performances to affirm and advance, both internally and externally, their own politics of spatial and ethnic positioning on Rabi.  相似文献

This article argues against ‘microfinance narcissism’ and calls for a re‐politicization of the microfinance paradigm. The dominant verdict on microcredit has undergone a damning transformation, from ‘magic bullet for poverty reduction’ to ‘cause of suicide’. Nowadays, both radical critics and mainstream voices deplore microcredit's negative impact on micro‐entrepreneurs. They argue for a reorientation where credit is targeted at established small and medium‐sized enterprises, particularly in rural areas. The crisis in microfinance worldwide, including burgeoning protests, are viewed as proof of the commercial derailment and/or misplaced faith in microfinance's positive social and economic impact on the poor. This article engages with this debate through a study of the Nicaraguan micro‐finance crisis. It challenges existing analyses that pin the crisis on agricultural over‐indebtedness, lack of due diligence, or Sandinista populist politics. Illustrating the dangers of neglecting the diverse nature of microfinance, it reveals the paradoxical outcomes of the crisis: a refocus on the urban at the expense of agricultural credit for small and medium enterprises and a consolidation of the power of national processing elites. Nicaragua's Non‐Payment Movement is also shown to be both a product of elite manipulation and an expression of legitimate resistance to an industry that turns a blind eye to the manner in which markets and politics constrain clients’ potential.  相似文献

In the 15‐year period since the Syrian military entry into Lebanon on June 1, 1976, allegedly to put an end to the civil war that broke out there a year earlier, Syria firmly solidified its control of the country, as evidenced by the signing of the “Treaty of Brotherhood, Cooperation and Coordination between Syria and Lebanon,” on May 22, 1991, which granted Syria a special status. Yet, 14 years later, on April 24, 2005, the Syrian forces withdrew from Lebanon. This article seeks to explain this relatively rapid decline in Syria's standing in Lebanon by examining the strategies of the two Syrian rulers who indirectly controlled this country during those years. It examines what was right in Hafiz al‐Asad's strategy in Lebanon, and what did not work in Bashar's policy. In 2000, the year of Hafiz al‐Asad's death, Syria's status in Lebanon seemed unshakable: 1) Lebanon's president (Emile Lahoud) acted as Damascus's puppet; 2) Hezbollah, the Shi‘a militia Hezbollah largely accepted Syria's authority while it simultaneously tightened its control over southern Lebanon and also began gaining popularity in the rest of the country; and 3) finally the politics of the noble families, which had characterized Lebanon since its establishment, began to gradually give way to a politics where a political figure is measured by the level of his connections to the country's power base in Damascus. Yet, merely five years later, Syria was under immense pressure to withdraw its forces from Lebanon. This suggests that we must look at the difference between the strategies of Hafiz al‐Asad and his son Bashar for controlling Lebanon to better understand the rapid deterioration in Syria's standing in the country. We argue that the difference in the degree of anti‐Syrian pressures from Lebanon's society and political elements between the two tenures is largely rooted in the different strategies that the two Syrian presidents adopted for informally ruling Lebanon. We identify three main areas where Bashar al‐Asad made mistakes due to his failure to continue his father's methods. First, Bashar put all his cards on Hezbollah, thus antagonizing all the other groups which resented that Shi‘a dominance. Second, in stark contrast to his father, Bashar distanced himself from the regular management of Lebanon's ethnic politics. Hafiz al‐Asad made sure that all the leaders of the different ethnic groups would visit Damascus and update him on their inter‐ethnic conflicts, and then he would be the one who would either arbitrate between them or, for expediency reasons, exacerbate these feuds. Once the ethnic leaders had to manage without Damascus, they learned to get along, making him far less indispensable for the running of the country. Finally, Bashar, unlike his father, did not make a real effort to gain international and regional legitimacy (or at least de‐facto acceptance) for Syria's continued control over Lebanon. Most conspicuously, while Hafiz participated in the First Gulf War against Iraq, his son supported Sunni rebels who fought against the United States‐led coalition forces there. This foreign acquiescence was significant since the Lebanese felt they had a backing when they demanded Syria's withdrawal in 2005. These different strategic approaches of the two rulers meant that the father's policies wisely laid the ground for some of the most controversial measures which were needed as part of any attempt to monopolize control over another country, such as Lebanon (assassinating popular but too independent‐minded Lebanese presidents/prime ministers or extending tenures of loyalist ones), whereas the son's policies myopically failed to do so properly. Indeed, the article will show that while both the father and the son took these same controversial measures, the responses of the Lebanese were completely different. Admittedly, some historical developments increased the Lebanese propensity to rise up against Syria, and these meant that Bashar did in fact face a harder task than his father in maintaining Syria's informal occupation. The Israeli withdrawal from its so‐called “security zone” in south Lebanon meant that one justification for the Syrian presence was gone. More importantly, the risk of renewed eruption of the civil war (which in turn had meant for many years a greater willingness by the locals to tolerate the Syrian presence which prevented the war's resumption) declined significantly due to a variety of processes that could not have been halted even with better “management” of the interethnic strife from Damascus (i.e., making sure that the ethnic groups remained in deep conflict with each other). Nevertheless, as we will show, Bashar's mistakes played a crucial role in bringing the rival ethnic groups together by making Damascus their joint enemy.  相似文献

The victory of democracy in its ideological battle with communism has coincided with widespread voter disaffection in established democracies and with the rapid emergence of disillusion in recently 'democratised' societies. These developments raise at least two more general problems concerning the democratic dream of a self-governing community. First, there is the problem of democratic deficit: the fact that democratic arrangements are invariably constrained by arrangements of a non-democratic kind. Second, there is the problem of corruption. While such problems arise for any form of politics they have a particular significance for regimes which claim to be democratic. Following the recent victories of democracy in much of the world, it is now more difficult to appeal to the remedy of a more inclusive political system. How do we account for the reinforcement of identity particularisms despite transnational integration? This paper addresses the question by comparing two ethnolinguistic groups, Silesians and Kashubs in Poland. It is argued that in order to obtain state protection and tools to develop and survive, ethnic entrepreneurs adjust to institutions and discourses. Census politics, state laws' elaboration, transnational institutions represent openings to which groups adjust by reframing identity claims. In doing so, they re‐imagine and reinforce their communities. Following Rogers Brubaker, group‐making is presented as an eventful process where ethnic elites invest identity categories with groupness by taking advantage of opportunity windows at hand. Further, tracing changing political opportunities, strategic adjustments and groups' boomerang effect bid, the paper embeds identity groups within the social movement literature.  相似文献

Indicators offered by available international statistical data and observations of many researchers point out that women's formal political involvement at the local level is stronger than that at the national level for the majority of states. However, gendered political patterns in Turkey have been following a rather different path. One and the most significant contradictory aspect is that women's representation at local elected organs is weaker than the national parliament. This article, first, investigates the reasons for this relatively weak existence in formal local politics. The references of this relativity are both national formal politics of Turkey, and the dominant worldwide model. Secondly, the article tries to establish country‐specific links between formal and informal local politics concerning women's participation. The experience in Turkey has proven that women's local engagement does not necessarily propel decision‐making power and women's empowerment. Women's local mobilization in Turkey has been mostly limited to socio‐cultural and charity activities instead of central decisions on the settlement, and of efforts for establishing women's local political agendas. Moreover, as a very prominent factor concerning the maintenance of asymmetric gendered structures of local politics, women's movement at the national level has been lacking in systematic political interest in the issue until very recently. In this article, these pretensions and future prospects are discussed in terms of the actual global‐national circumstances affecting local politics as well as women's local conditions. To these ends, existing quantitative‐qualitative research, data and analysis, and relevant findings of the author's recent (2000–2003) original research, as well as her observations through participation in recent feminist activism targeting local politics are being evaluated.  相似文献

This article explores LGBT politics of space in Jerusalem, a contested and fractured city. By interpreting the challenges and contradictions inherent in the Jerusalem Open House (JOH), a social movement and community space in Jerusalem, the article will show how the discourse and the practice of the JOH lead to a politics of holding. This LGBT spatial politics consists of striving to include oppositional politics, emphasizing the consolidation of public and private LGBT politics of home. The JOH persistently maintains a politics of holding, continually balancing inclusion, creating a home-like space and framing the organizational space as a shelter for all LGBT individuals in Jerusalem, while adopting a politics of visibility. This visibility enhanced processes of politicization which at many points stand in contrast to the JOH’s goals of being accessible, inclusive, and safe. The politics of holding illustrates the religious, political, national, and ideological fractures’ at work in producing a unique kind of LGBT spatial politics in the conservative Jerusalem space.  相似文献

There was a consensus among earlier students of New England politics that the political influence of European ancestry was fading by the latter half of the 20th century. We examine this proposition in recent times by exploring the role of ethnic ancestry in explaining the political divide in the region's presidential voting in over 1500 New England towns. Contrary to earlier predictions, ethnic origin does retain some explanatory power in models of recent voting behavior, and ethnic cleavages have not been entirely replaced by economic divisions in the electorate. Although the settlement patterns of the more established and numerous nationality groups (i.e. Irish and Italians) are less associated with partisanship than they were 50 years ago, the political salience of white ethnicity persists, suggesting that ethnic groups do not simply dealign or politically “assimilate” over time. Some groups maintain a strong identity in spite of upward mobility because movement from city to suburbs is selected not just on housing, income or school characteristics, as is usually the case, but on ethnicity too. Towns with significant concentrations of specific European ancestry groups lean Republican, even after we have accounted for the presence of other sources of political leaning and past voting tendencies, while Democratic attachments are undeniably strong in towns where the newer immigrant groups have settled. The “new ethnicity” (i.e. racial minorities) and the “old ethnicity” (i.e. white ethnics) clearly carry distinct political implications for this region's presidential politics.  相似文献

The article explores violence as an entanglement of race, politics and belonging in Guyana. The author argues that where race as an object of violence has to be actively orchestrated against people who wish to live in peace, other factors can intersect to dangerously alter the balance of “co‐existence”. By co‐existence, the author refers to people’s management of complementary settings: a politically orchestrated race problem is seen as separate by people who have their own agendas to do with amicable relations and their living conditions. The race problem is located in the notion of a city‐space as divided from what people do. However, the article considers the shifting of this city‐space in ethnic composition and its extension into everyday relations. The shift in a post‐repression era further demonstrates violent citizenship through transformations in relation to an outside imaginary.  相似文献

Although developed societies are becoming increasingly ethnically diverse, relatively little research has been conducted on geographies of mixed‐ethnic unions (married or cohabiting). There is some recent evidence from the US that mixed‐ethnic couples are more likely to be found in mixed‐ethnic neighbourhoods, but this research is based on cross‐sectional data. Therefore it is not possible to determine whether mixed‐ethnic couples are more likely to form in mixed‐ethnic neighbourhoods or whether they are more likely to move there. Our longitudinal analysis allows us to tease out the relative importance of these two processes, furthering our understanding of the formation of mixed‐ethnic unions. Using data from the Office for National Statistics Longitudinal Study we examine neighbourhood effects on the formation of mixed‐ethnic unions in England and Wales. We find that mixed‐ethnic unions are more likely to form in neighbourhoods with low concentrations of co‐ethnic population. The results from this study lend support to the contact theory that geographical proximity to other ethnic groups enhances mutual understanding between people from different ethnic groups and could lead to the development of intimate partnerships.  相似文献

Memory politics continues to define the socio‐political landscape of post‐colonial Namibia. Interpretations of the country's recent political history are used to contest and legitimize current social and political relations. This article examines these issues as they appear in the negotiation of recognition and benefits between ex‐combatants and state and ruling party actors. A dominant narrative of national liberation, associated with the ruling party Swapo, casts Swapo ex‐combatants as heroes. This has propelled recurrent ex‐combatant demands to the forefront and relegated those who fought on the South African side to a secondary category of ex‐combatant ‘reintegration’. At the same time, this frame constrains ex‐combatant remembrance, pushing aside contentious memories that might lead to a more critical historical consciousness. Although telling a story of the emergence of a unified nation, the liberation narrative actually is an example of a far more exclusionary form of nationalism that uses the vocabulary of national belonging to make distinctions between citizens, and thus justifies practices of inclusion and exclusion. Its strength lies in its ability to link current material politics with emotionally compelling narratives of identity.  相似文献

This paper challenges dominant geographies of urban theory by conceptualising the dynamics of displacement in Oakland through place‐specific histories of racial/spatial politics. It argues that the repeated transposition of a San Francisco‐based model of “tech gentrification” results in deracinated dispossessions, or accounts of displacement uprooted from grounded histories of racial violence and resistance. It also argues that, while urban scholars acknowledge the role of historical difference in contouring dispossessions in metropolitan versus postcolonial cities, this consideration should be broadened to account for the racial/colonial dimensions of urbanism in the US as well. Treating Oakland as a “crossroads of theory”, this paper joins calls for a deeper engagement between postcolonial urban studies and critical race and ethnic studies from North America. Drawing upon the authors’ activist and empirical work, it contends that “thinking from Oakland” demands a foregrounding of racial capitalism, policing, and refusal.  相似文献
