The paper traces the historical roots of anti-mobility discourse in Israel and examines the changing policies and practices geared towards the prevention of mass Jewish departure during its first decade of statehood. It identifies two distinct phases in the battle waged against international mobility, under the headings of ‘Legalism’ (1948–1953) and ‘Symbolism’ (1954–1958). While the former was led by official agencies of the young state and required the passing of laws and other administrative decrees, the latter was mainly a society-led campaign of ad-hoc symbolic practices by groups seeking to de-legitimize international mobility and emigration in particular. Despite their qualitative differences, both were instrumental to the national identity formation project in postindependence Israel, assisting in the construction and maintenance of (physical and cultural) boundaries between Jews in Israel and others – both Diaspora Jews and non-Jews.  相似文献

Climate change has emerged as one of the key issues of the early years of the twenty-first century, bringing together concerns about human relations to nature, the responsibility of rich nations to poorer, the links from local activities to global conditions, and the obligations of present to future generations. This paper focuses on three key ‘narratives’ that are enshrined in international climate policy – asserting that ‘dangerous climate change’ is to be avoided; that the responsibility for climate change is common but differentiated; and that the market (in the form of carbon trading) is the best way to reduce the danger. The goal of the paper is to analyse the origins of these narratives, the power relations they reflect and promote, and some of the concepts and images used to support them, including those of climate determinism, climate stabilisation, ‘burning embers’, ‘tipping points’, Global Warming Potentials, targets and timetables, and carbon credits. I argue that by choosing the market solution of trading carbon we have created a new and surreal commodity, unfairly allocated pollution rights to nation states based on 1990 emission levels, and established a new set north–south relations and carbon transactions in the name of sustainable development.  相似文献

In this paper we examine the history, production, and use – practical and rhetorical – of maps created by the United States government during World War II as related to the development and execution of aerial bombing policies against Japan. Drawing from a range of maps and primary documents culled from libraries and archives in the United States, we argue that maps provide an important, and hitherto neglected, means through which to trace the exploration and eventual embrace of the incendiary bombing of Japan’s cities. In particular, our aim is to show how maps, along with the men who made and used them, played a central role in the planning and prosecution of air raids on urban Japan. We also address the mobilization of American geographers into the war effort, the re-configuration of America’s spatial intelligence community during World War II, and the ways in which maps were constructed in the context of total war.  相似文献

The late Neolithic and early Bronze Age are periods marked by the construction of conspicuous concentrations of ‘ritual’ complexes, used for funerary rituals, seasonal gatherings and communal activities. Understanding the environmental context of monuments may provide detailed insights into relationships between the physical environment and the activities undertaken at individual monuments. Raised burial mounds (barrows) are generally assumed to have been constructed in open landscapes (the so-called ‘landscape openness’ hypothesis) thus rendering them highly visible in the surrounding landscape. This paper seeks to test to what extent vegetation (and in particular openness) around a dense concentration of barrows was actively managed, using three pollen sequences in close spatial juxtaposition to the archaeology. The local vegetation histories, supported by radiocarbon dating, demonstrate spatial differences in vegetation pattern both during the time of monument construction and use (c. 2000–1500 cal BC) and during subsequent periods. They do not support the ‘landscape openness’ hypothesis. This suggests that there is no single ‘blueprint’ for vegetation structure on and around these types of monument complexes. There is no evidence for major restructuring of the landscape during the early Bronze Age. The data describe a major transformation of the vegetation around 1500 cal BC (the Middle Bronze Age) in an area not known for archaeology of this date. This serves to emphasize the role of palaeoecology in augmenting the archaeological record of landscape re-organisation and transformation in prehistory.  相似文献

Traditional understandings of the development of the medieval English longbow and its role in the fourteenth-century ‘infantry revolution’ have recently been challenged by historians. This article responds to the revisionists, arguing based on archaeological, iconographic and textual evidence that the proper longbow was a weapon of extraordinary power, and was qualitatively different from – and more effective than – the shorter self-bows that were the norm in England (and western Europe generally) before the fourteenth century. It is further argued that acknowledging the importance of the weapon as a necessary element of any credible explanation of English military successes in the era of the Hundred Years War does not constitute ‘technological determinism’.  相似文献

Leprosy is a chronic infection of the skin and peripheral nerves caused by the pathogen Mycobacterium leprae. Its impact on human populations and societies of the past as well as its phylogeographic patterns around the world – at least in modern times – has been well documented. This slow growing bacterium has been shown to exist in distinct ‘SNP types’ that occur in relatively defined parts of the globe. The routes that the disease followed in the past are, however, still uncertain. This study of ancient-DNA typing of archaeological human remains from Sweden dated to early Medieval times provides genetic evidence that a transmission of M. leprae ‘SNP subtype’ 2G – found mainly in Asia – took or had already taken place at that time from the Middle East to Scandinavia. This finding is unique in the history of leprosy in Europe. All human specimens from this continent – both modern and ancient – that have been tested to date showed that the one responsible for the infection strains of M. leprae belong to ‘SNP type’ 3, whereas our results show that there were some European populations that were hosts to bacteria representing ‘SNP type’ 2 of the species as well.  相似文献

Interrogating post-democratization: Reclaiming egalitarian political spaces   总被引:5,自引:0,他引:5  
There is now an emerging body of thought on the dynamics of de-politicization, the ‘disappearance of the political’, the erosion of democracy and of the public sphere, and the contested emergence of a post-political or post-democratic socio-spatial configuration. I situate and explore this alleged ‘post-democratization’ in light of recent post-Althusserian political thought. I proceed in four steps. First, I discuss the contested configurations of this post-politicization and the processes of post-democratization. In a second part, I propose a series of theoretical and political arguments that help frame the evacuation of the properly political from the spaces of post-democratic policy negotiation. This diagnostic is related to a particular interpretation of the distinction between ‘the political’ and ‘polic(e)y/‘politics’. In a third part, I argue how emancipatory–democratic politics can be reclaimed around notions of equality, and freedom. In the concluding part, perspectives for re-vitalising the political possibilities of a spatialized emancipatory project are presented. The crux of the argument unfolds the tension between politics, which is always specific, particular, and ‘local’ on the one hand and the universal procedure of the democratic political that operates under the signifiers of equality and freedom on the other.  相似文献

The locations of international borders reflect political aspirations as well as power politics and attempts to bring state boundaries in line with nations. The expulsion of Singapore from Malaysia and the exclusion of the Philippines from the United States indicate the power of narrowly defined borders to govern national identity. The concept ‘nations-of-intent’ allows us to explore counterfactual borders as a way of examining how political aspirations translate into national borders. The paper explores three Asian cases – Malaysia, Mongolia and Vietnam – and makes reference to Indonesia in considering how different senses of what was possible and desirable in the context of decolonization generated different ideas about where borders should lie. This approach also allows us to interrogate losing forces retrospectively about the policies they would have followed within different border configurations.  相似文献

This paper traces the distinctive shifts in ecology and conservation in Britain during the late 1950s and 1960s. These were the last six years of the Nature Conservancy, the state research council responsible for ecological research, the conservation of nature, and for providing expert advice. Drawing on work in science studies and the geography of science, the paper addresses the changing spatialities of official ecological knowledge and the ordering of nature in this period of British modernity. The paper examines the Conservancy's construction of the form and relationship of research to practice: the connections between local spaces of research – the laboratory and the nature reserve – to the ‘right’ government of land and management of resources more universally. This putative ‘single great mission’ is traced through examination of the politics and practices of doing ecological research at the time, including the creation of a new Experimental Station, the growth of ecology as public discourse, and, importantly, government reviews of science. The paper concludes by considering how this mission was tempered and reconfigured by institutional change.  相似文献

This paper details the use of obsidian sourcing to reconstruct networks of interaction (or ‘communities of practice’) amongst populations of south-eastern Anatolia and the Near East in the context of ‘Neolithisation’ during the late 11th–early 10th millennia BC. EDXRF was used to elementally characterise 120 artefacts of Epi-Palaeolithic – Pre-Pottery Neolithic A date from Körtik Tepe in south-eastern Anatolia. Four eastern Anatolian sources are represented, mainly Bingöl A/B and Nemrut Da?, plus the first evidence for the use of Mu? obsidian. When the source data is integrated with the artefacts' techno-typological attributes it is possible to locate the assemblage within an Upper Tigris tradition (with some interesting local differences), which stands in stark contrast to contemporary practices in northern Mesopotamia and the Levant. These local and regional distinctions support recent views of the Neolithic being much more heterogeneous, with a ‘mosaic’ of community-specific/local traditions of subsistence practices, raw material choices and lithic technologies during the Younger Dryas–Early Holocene.  相似文献

Thomas Fitzherbert's two-part Treatise concerning Policy and Religion (1606, 1610) was a rebuttal of unidentified Machiavellians, statists or politikes and their politics and policies. The work was apparently still well-regarded in the following century. Fitzherbert's objections to ‘statism’ were principally religious, and he himself thought the providentialist case against it unanswerable. But for those who did not share his convictions, he attempted to undermine Machiavellism on its own ground. Like both ‘Machiavellians’ and their opponents, he argued by inference from historical examples, but with a particularly copious knowledge of historians ancient, medieval and modern to draw on. Equally, however, he deployed the principles of speculative (principally Aristotelian) ‘political science,’ as well as theology and jurisprudence, to demonstrate that the kind of knowledge that Machiavellians required to guarantee the success of their ‘reason of state’ policies was simply unobtainable. A particularly striking strategy (perhaps modelled on that of his mentor and friend Robert Persons) was Fitzherbert's attempt to demonstrate, on the Machiavellians’ own premises, that they advocated policies which were very likely to fail, and would be visited with divine punishments sooner as well as later, whereas policies that were compatible with faith and morals were also much more likely to succeed, even judged in purely human and ‘statist’ terms.  相似文献

This essay reevaluates the Weimar writings of Carl Schmitt and Leo Strauss, specifically, their intellectual efforts to replace the political authority of Kantian liberalism with, respectively, a ‘political theology’ and ‘Biblical atheism’ derived from the thought of early-modern state theorists like Hobbes and Spinoza. Schmitt and Strauss each insisted that post-Kantian Enlightenment rationality was unraveling into a way of thinking that violently rejected ‘form’ of any kind, fixated myopically on material things and lacked any conception of the external constraints that invariably condition the possibilities of philosophy, morality and politics. They considered Kantian reason and liberal politics to pose serious threats to ‘genuine’ expressions of rationality and as dangerous obfuscations of the necessity of political order—of the brute fact that human beings stand in need of ‘being ruled,’ as such.  相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship.All three ‘durable solutions’ developed by the international community in the twentieth century - repatriation, resettlement and local integration - are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation-state territories. However, it is the exclusionary consequences of national controls over political membership - and through this of access to citizenship rights - that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights?This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled.Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation - or more accurately liberal resistance to non-voluntary refugee repatriation - became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’.  相似文献

This paper critically examines the role of counterfactual thought and argument in a series of interconnected contexts that span what Paul Gilroy termed the ‘black Atlantic’ and what Ali Mazrui described as ‘Global Africa’. The paper aims to show that a more or less explicit use of conjecture and speculative reasoning has characterised attempts to represent and demand recognition for the horror, inhumanity and injustice of the trans-Atlantic slave trade and New World slavery, and their legacies. To do so, the paper examines a number of interrelated examples, including the campaign for reparations for slavery in the USA; African demands for reparations for slavery, colonialism and neo-colonialism that draw on ideas about the continent's ‘underdevelopment’; and speculative writing that imagines alternate historical geographies of slavery. The paper argues that their concerns with Atlantic slavery and its consequences evince a particular way of engaging with the past that might, at first sight, appear to be aligned with a broader temporal sensibility associated with notions of ghostly return, haunting and trauma. The paper argues, however, that such an assumption is mistaken and that the presence of counterfactualism here illustrates a rather different philosophy of history at work. By highlighting forms of making the past present that are speculative rather than spectral, the paper aims to open up new lines of geographical enquiry that will enhance understanding of Atlantic slavery and its aftermath.  相似文献

This article explores the link between religion and politics, religious liberty and the rights of religious minorities, by focusing on the constitutions which Italian states adopted and discarded from 1796 to 1849. It concerns questions about the ‘national character’ and the rights and duties of the citizen, and argues that - far from being ‘an outlet’ for material discontent - questions of religious identity and pluralism were integral to the Risorgimento definition of liberty. In this context, the author explores also the Mazzinian vision of a democratic republic inspired by an acephalous and non-hierarchical civil religion, similar to the Unitarian Transcendentalism practiced by some of his New York admirers - a far cry from the ‘religions of politics’ inspired by Saint Simon and Auguste Comte.  相似文献

Starch granules are being successfully recovered from an increasing range of artefacts. Here we present the recovery of starches from carbonised ceramic ‘foodcrusts’ from late Mesolithic–early Neolithic residues at the site of Neustadt in northern Germany. A method for investigating background loading of residues with contaminant starches is proposed by comparing interior ‘foodcrusts’ versus exterior ‘sooting’, for the purposes of eliminating samples with insignificant quantities of grains from subsequent identification procedures. The classification of starches to plant taxon is traditionally achieved by manual observations and measurement of nominal and ratio morphological variables. Here, we present a method for the automated classification of granules, using software developed in-house. The results show that when multiple granules are considered, the species selected as modern reference examples can be classified to high levels of specificity. When applied to the archaeological samples we show that wild plant resources persist in importance across the transition to agriculture, with high proportions of granule forms consistent with acorn (Quercus sp.) occurring in all samples. Hazelnut (Corylus avellana) types are less well-represented suggesting it was not an important food in the context of pottery, and may have been over-represented in the repertoire of hunter–gatherer resources. Cereals are not represented in any of the samples, supporting the notion that their adoption may have been a slow process, occurring more gradually than for other domesticated foods, or that they were not initially processed in ceramic vessels.  相似文献

The paper provides background context to the Anglo-Saxon concept of the ‘mead-hall’, the role of conspicuous consumption in early medieval society and the use of commensality to strengthen horizontal and vertical social bonds. Taking as its primary starting point the evidence of the Old English verse tradition, supported by linguistic and archaeological evidence and contemporary comparative material, the paper draws together contemporaneous and modern insights into the nature of feasting as a social medium. The roles of the ‘lord’ and ‘lady’ as community leaders are examined, with particular regard to their position at the epicentre of radiating social relationships. Finally, the inverse importance of the mead-hall as a declining social institution and a developing literary construct is addressed.  相似文献

Combining the literature on ‘city systems’ and its intermediary spatial categories with the discourse on ‘socio-technical’ hybrids, this article examines whether the early rural–urban condition in Belgium was the planned spatial outcome of infrastructure policy. More specifically, it analyzes the dialectic between the conception of light railways and the geographies of power, tracing its impact on the spatial organization of the territory. In 1911 the British sociologist Seebohm Rowntree stated that Belgium had gone further than any country in supplying its working class with gardens. The dense Belgian railway network encouraged workers to commute between land and labour, travelling from their homes in the healthy countryside to work in urban factories and mines. Despite the agricultural crisis and accelerating industrialization in nineteenth-century Belgium, infrastructure policy had resulted in a peculiar territorial balance between city and countryside by transforming agricultural labourers and farmers into industrial workers without forcing them to leave their ancestral villages. Rather than nostalgically clinging to a disappearing countryside, the government harnessed the modern technology par excellence, combining rails, steam and state management, to safeguard the country as well as to facilitate modern dynamic. Countryside preservation and accelerating industrialization were reconciled in a reshaped configuration that rendered the countryside and its inhabitants simultaneously rural and urban, traditional and modern. As most literature situates the genesis of rural–urban landscapes after the First and Second World War, this article on late-nineteenth-century Belgium adds a further facet to the recently growing international research on hybrid territories within the fields of urbanism and geography.  相似文献

By the mid-twentieth century, French geographers had produced substantial works of research aiming to classify genres de vie. They had broken with the idea that nomadic and sedentary genres de vie were the successive stages of a universal history of human societies, and argued instead that they were the result of human adaptations to specific natural environments. Within this new conceptual framework, nomadism was thus understood as a form of highly evolved genre de vie responding to the particular characteristics of the steppe. But if pastoral nomadism was the best possible adaptation to the dry steppe zone, on what natural basis could the extension of European sedentary agriculture be justified? Scientific answers to this question were of strategic importance in Algeria which was the most important colony of settlement in the French empire and in fact often considered as a part of France. Through the analysis of a corpus of works published by institutionally recognized geographers concerning Algeria and Algeria’s indigenous genres de vie (including doctoral theses, articles in the Annales de Géographie and literary reviews), the paper attempts to show how the concept of the ‘adaptation of mankind’ to the natural environment, when applied to Algeria, generated a series of intractable divides and deep contradictions. This in turn requires us to reconsider the idea that in French geography, the neo-Lamarckian concept of natural determinism systematically supported a distinction between so-called ‘European’ and ‘Native’ populations. By examining precisely the scientific usages of the concept of genre de vie in the colonial and imperial situation, the paper will attempt to reveal how the academic debates of the time were shaped by competing views of the civilizing mission of French colonialism in Algeria.  相似文献

Isaiah Berlin and Stuart Hampshire's early engagements with logical positivism and ordinary language philosophy are examined as historical and philosophical reference points for locating an alternative – interpretive and humanist – tradition that developed within analytic philosophy at Oxford in the 20th C. Berlin and Hampshire's writings show the legacy of an enduring Idealist philosophy, one that nonetheless had to be revised and reinvented against the new empiricist challenges brought on by the rise of analytic philosophy. Berlin and Hampshire rejected idealism's metaphysical pretensions of the Absolute in favor of the new empiricism's insistence on grounding philosophy in experience, but staunchly opposed applying the latter's narrowly ‘scientistic’ view of knowledge to human experience, re-affirming the indivisible connections between epistemological issues and moral and political issues. The idealist themes they expounded are most clearly evident in their arguments for an interpretive philosophy in opposition to the reductivist tendencies of logical positivism, and in their defense of humanist liberalism against the drive of analysis toward naturalism where inquiry into human life is concerned. Such themes include: (i) an anti-naturalist, vitalist, philosophy of human sciences, (ii) an insistence on the intrinsic force and importance of human values against moral relativism, and (iii) the recognition of the political significance of the plurality of human values. As such, Berlin and Hampshire reveal the strong interpretive and humanist ways of reasoning from within the analytic tradition itself. Moreover, these interpretive and humanist themes continue to have strong echoes, this paper argues, in the development of post-analytic political theory in the latter half of the 20th century through today, as further evinced in the ideas of Bernard Williams (1929–2003) and Charles Taylor (b. 1931). By calling attention to such continuities, this paper reveals how moral and political philosophy in the Anglophone world lay not moribund but continued to develop in the heyday of analytic philosophy from the late ‘30s to the ‘50s and onward, thereby challenging the commonplace of the ‘death’ of normative political theorizing until Rawls reinvigorated it in the ‘70s.  相似文献
