The "congressional dominance" literature in political science provides valuable insights into the legislative control of administrative agencies. However, this literature tends to be conceptualized with respect to regulatory agencies, and it is not especially helpful in understanding the dynamics of policymaking in the provision of human services. After distinguishing the tasks of regulation and human services provision, we present an alternative: a common agency model of human service policy as the outcome of interest group bargaining. We illustrate its implications with an analytic narrative of service provision for the seriously mentally ill.  相似文献

The article explores the spatial distribution and institutional geography of domestic violence service provision in post-communist Poland. A new institutional geography providing services to victims of domestic violence is emerging in Poland as a result of NGO activism and new pro-woman policies implemented by the state. NGOs, often in partnership with local governments, are the most vital means of service provision in large and medium size cities, while in rural areas, public agencies predominate in the institutional geography of service provision. The assumption that NGOs will emerge to address the needs of victims of domestic violence is not realistic in rural areas. While urban Poland is developing an institutional geography to address domestic violence, state and NGO activists must focus on shrinking the rural margins of Poland's institutional geography.  相似文献

In post-reform China, gated commodity housing estates play a crucial role in the provision of urban services. Such collective service provision is criticized in the urban studies literature, because ‘club goods’ are thought to exclude people that do not live in gated communities. This paper reflects on the global relevance of that argument with an exploratory study in Guangzhou, China. We argue that access to collective services is structured in local social practices, involving diverse actors and specific rules and resources. Discussions on the exclusionary effects of service provision through gated communities should therefore focus on the characteristics of these practices of access in specific cities. Employing this perspective, the paper shows that in Guangzhou at least two mechanisms partly ease the exclusion of non-residents from club goods. On the one hand, municipal government maintains a considerable role in service management, mediating exclusion from services for people who do not live in commodity housing estates. On the other hand, generally the management of services is separated from housing estate management, and service providers try to increase profits through service provision to non-residents. We discuss the consequences of such mediations for an adjusted research agenda on service provision by gated communities.  相似文献

Nonprofit agencies with a religious base may be strongly affected by recent public policy changes; they tend to deliver services in areas where federal resources are further declining and are eligible for the special government purchase of service contracts that now may be provided to religious entities. Religious agencies also are now widely expected to deliver uniquely beneficial services and to mobilize social capital to compensate for increasing restrictions of some governmental programs. The current article reports on a qualitative, longitudinal, interview-based investigation of program changes and their relation to policy changes in a two-city sample of what are called "faith-related" agencies. In so doing, it investigates the implications of relying on religious agencies for service delivery. Making use of an extensive framework concerning how agencies are organized, the work finds that faith-related agencies mildly contribute to increased variety of service delivery styles in the examined cities, but that they rarely expand services significantly to meet increased need or otherwise provide dramatically unique service content in response to recent public policy changes. The patterns in part reflect trade-offs between fully emphasizing the unique aspects of religion and entering the public arena, and they thus question the likely role of religion in reforming social service systems.  相似文献

Most transportation agencies stipulate that an important planning goal is to provide equitable and just public transport services. However, who is to be served and the type of service that should be provided has been ambiguous. This paper develops a methodology for examining equity in the provision of public transportation services. An approach for identifying areas in need of public transport is developed based upon the use of socio-demographic and economic information. Public transport need is then related to levels of access to service. This approach makes it possible to establish the degree to which public transport services may be considered equitable in relation to need and suitable access. A detailed analysis of the southeast Queensland region of Australia illustrates how this approach may be used to inform public transport decision making.  相似文献

The construction of western Sydney as Sydney's ‘other’ has played a role in its historic underprovision of human services compared to the Sydney region as a whole. Issues of difference, disadvantage, identity and the representations of western Sydney are analysed for their contribution to its provision of services, with planning for higher education given as an example. Some service provision decisions seem to based on a notion of innate disadvantage rather than disadvantage brought about by structural inequities. These structural inequities include the historical underprovision of human services. An understanding of the ‘othering’ of western Sydney is necessary in order to prevent a vicious cycle of underprovision and disadvantage arising in the future.  相似文献

Recent work in critical geography describes the neoliberalization of urban social service provision through a transition from state provision to civil sector delivery. The concept of a ‘shadow state’ is deployed by some social theorists to describe this process by which nonprofits with government contracts increasingly adopt a state-oriented agenda for the execution of social entitlement programs. Possible linkages between the neoliberalization of urban environmental service provision and a shadow state are lacking by comparison. I, therefore, use qualitative data concerning three organizations in Milwaukee, Wisconsin to demonstrate that civil sector groups are stepping up as local government diminishes its markets for municipal environmental labor. However, the diverse compositions of these shared governances potentially complicate the efficacy of a shadow state thesis for describing environmental provision in inner-city Milwaukee. Instead, I argue that a Gramscian interpretation of shared governance better accounts for the neoliberalization of environmental service provision as government agencies and civil sector groups relate to one another through hegemonic market logic. I argue that this provides a more nuanced picture of how governance concerning the urban environment is constructed by the government, market, and civil sectors to further shape human social reproduction.  相似文献

This paper is concerned with understanding the reasons for the apparent success of neoliberalism: why the model of the ‘entrepreneurial, self‐reliant community’ has been adopted so widely and readily across Australia. It does this through an analysis of two events in the restructuring of financial services provision in regional Australia during the 1990s and 2000s: the John Laws/Australian Bankers’ Association ‘cash for comment’ affair, and the rise of ‘alternative’ financial service providers in the wake of the major trading banks’ financial service withdrawal programmes of the 1990s. This analysis is conducted using the conceptual toolkit of the governmentality literature. In this context, the paper explores the notion of translation — how authorities, agencies, etc., exert control over distant entities, whether these entities be branch staff or a far‐flung consumer market. In examining the often fragile character of ‘governing‐at‐a‐distance’ in modern forms of rule, it is argued that some recent advances in the ‘geography of power’ have much to offer in highlighting both the important roles played by space and scale in the execution of power in its various guises and the ways in which resistance to the more regressive features of neoliberal philosophy and policy may best focus.  相似文献

The differential timing and pace of private versus public sector disinvestments in declining neighborhoods have some positive spillovers for their residents. Public services are not withdrawn or reduced as rapidly as private investments and the opportunity is preserved for future redevelopment or rehabilitation. This “public service bonus” is vulnerable, however, during periods of austerity and general retrenchment. During such crises, the pressures to rationalize service provision are able to overcome local political and bureaucratic resistance to service reallocations. The analysis is based upon the investment theory literature dealing with irreversible decisions and is exemplified by the reallocation of services in New York City's declining neighborhoods during the past decade.  相似文献

This article aims at studying the dynamics of organized home care and particular problems in the delivery of social services, analyzed against the background of the international recasting of welfare systems. Challenging an influential academic discourse on the advent of new forms of network governance thought to improve service provision, three jurisdictions—Germany, England, and Quebec—are compared with regard to how home-care networks are actually configured and the rationales which appear to shape the interaction between network members. The article argues that notwithstanding the extensive literature extolling the virtues of network governance or the possibility of reconciling different governance modes, home care operates through arrangements embracing conflicting rationales. Rather than providing for mutual adjustment and shared perspectives, contemporary home-care networks tend to produce tensions and outcome problems as a result of the "biased" interplay between various steering rationales within given institutional arrangements and different meta-governance regimes.  相似文献

Soviet planners are advised to consider the linkage between rural settlement patterns and the provision of services, an issue that is assuming particular significance in connection with the present development program in the Nonchernozem Zone of the RSFSR. The number of service establishments per 1,000 population is not considered a useful indicator because it tends to be high in areas with widely dispersed settlement in small inhabited places, and yet does not reflect a high level of services because of the small size of the establishments. It is desirable to cluster sets of services in central places; the presence of a single kind of service (store, school, etc.) in a small place is found tantamount to having no service whatever. Adequate provision of services is found to reduce, or even reverse, rural out-migration.  相似文献

本文从旅行社网站服务质量的视角,引入B2C电子商务网站服务质量的Web Qual评价体系,针对旅行社的业务特点对其加以细化和改进后,结合熵权法,构建了旅行社网站服务质量综合评价模型T-Web Qual。然后利用该模型评估了部分2012年全国百强旅行社的在线服务质量。实证研究发现:我国旅行社电子商务网站的软硬件设施建设已经具有一定基础,但是商务理念和服务意识仍显不足;在线服务的技术性和专业性有待提高;在线旅游产品的消费者满意度不高。针对当前旅行社网站存在的问题,本文提出了相应的发展建议。  相似文献

Abstract

Victorian urbanisation created suburban communities out of fields and orchards. In one suburb, east of Oxford City, where piecemeal development occurred in a rural area from the 1840s, a network of religious orders linked to the Oxford Movement provided health and welfare services. The local priest, Father Benson, was a major benefactor and instigator of these services. As the suburb grew and the state became more involved in health and welfare service provision, the church responded accordingly. Using a local graveyard to identify some key individuals and organisations involved in the developing community, combined with an analysis of the census, provides a framework for an outline of the history of the community and the development of its service infrastructure. This gives us an insight into both east Oxford and the wider debates on church and state provision of services.  相似文献

The literature on the provision and distribution of urban public services has recently stressed the study of impacts rather than outputs. Impacts are conventionally conceived as the final stage of an orderly production process. Benefits are produced only after impacts are achieved. This paper argues, to the contrary, that costs and benefits stem from each stage of the public service production process. This paper examines the extent to which centralisation affects service delivery through a comparison of geographical variations in community-based services for the aged in the cities of Melbourne and Adelaide. The first part outlines the administrative structures in the two cities. This is followed by a comparison of geographical variations in the provision of meals-on-wheels services and residential accommodation within the cities. While much public attention focuses on the impact of immigration policy at the national level or in major metropolitan areas, the realities of political policy regarding refugees and immigrant populations are also felt in smaller, more rural communities as well. Local decisionmakers increasingly face new community needs at a time when mandated programs are being shifted as federal responsibility changes. This article recounts the work of a unique, ongoing collaborative effort that began in 1996 establishing a partnership between health care and public safety services in support of low-income and immigrant populations in the city of Portland, Maine. The project seeks to address two of the most pressing problems associated with immigrant populations: preventive medical care and the reduction of neighborhood violence. The project is predicated on the belief that community building works best when all residents are stakeholders in a vision that includes strong schools, safe neighborhoods, and healthy families. The elements of the Portland experience in service provision are recounted for other state and local policymakers in forging new and collaborative working relationships among service providers and government agencies  相似文献

The service hub concept is strongly associated with deprived areas of North American inner cities, where agglomerations of low‐cost housing and service providers form a space of survival for marginalised populations. In this paper, we contend that service hubs can take other forms, including as small‐scale sites of housing and service provision, informally networked across an urban region. We develop this argument with reference to suburban campgrounds in Auckland, New Zealand—a city experiencing a severe housing affordability crisis. Both individually and collectively, campgrounds enable vulnerable households, as well as tourists, to inhabit an increasingly exclusionary urban environment. Drawing on interviews with 24 resident campers and eight managers, we highlight the role of campgrounds in supporting residents through the provision of informal housing and on‐site services. This provision also benefits the facilities' owners and managers, by creating a year‐round rental income stream. We find that campgrounds are critically important for those whose lives are rendered precarious by the housing market.  相似文献

A bicycle tourism destination is composed of complexes of different attributes that are crucial for the determination of tourist satisfaction levels. However, the relative impact of sector-specific destination attributes on bicycle touring and leisure cycling experience and frequency has been both poorly understood and studied. This study is an attempt to fill this literature gap by exploring a demand-side perspective on the important contributors of overall satisfaction with cycling experience and the key determinants of cycling frequency. The 28 sector-specific destination attributes were drawn from the relevant literature, and then modified by a panel of industry experts. Using exploratory factor analysis, three destination-specific attribute-level satisfaction factors were identified in descending order of satisfaction degree: ‘provision of signage services,’ ‘provision of safety and emergency services,’ and ‘quality of bicycle routes.’ Among these factors, ‘provision of safety and security services’ and ‘provision of signage services’ were found to be the most important contributors to overall satisfaction. Finally, ‘monthly income’ was proven to be a significant predictor of cycling frequency. This study is of great importance as there is a growing body of evidence that the use of bicycle for leisure, recreation, and tourism is undergoing a resurgence worldwide. The findings of this study may be of interest to scholars in Western countries where bicycle tourism is mature and highly developed and in Asian countries where the sector is at an early stage of development. Since bicycle touring and leisure cycling experience and frequency can be increased by modifying destination marketing and management practices, the government and industry sectors should focus more attention on ensuring the provision of multi-functional grocery and convenience stores along designated bicycle routes, developing an informative and visible signage system for designated bicycle routes, and targeting middle- to high-income bicyclists with diverse bicycle touring and leisure cycling experience options.  相似文献

The past few decades have witnessed a significant transformation in the composition of Australian local government service provision away from its traditional narrow emphasis on ‘services to property’ towards a broader ‘services to people’ approach. This process has occurred by default in an ad hoc incremental manner with virtually no debate on the changing role of local councils, unlike the New Zealand experience where a similar transition in service delivery generated public debate. In an effort to stimulate a ‘debate that had to happen but never did’, this paper seeks to establish whether a significant shift in the service mix of Australian municipalities has indeed taken place and then evaluates three stylized models of local government that could be adopted in Australia: minimalist councils; optimalist councils; and maximalist councils.  相似文献

With its hilly terrain and fast-paced growth, Nogales, Sonora, located on the US-Mexico border, is an extremely challenging place for sanitation and potable water provision wherein access to basic services is highly uneven. The labor demands of maquiladoras (typically, foreign-owned assembly plants) draw a steady influx of newcomers to the city, many of whom must turn to land “invasion” to create spaces for affordable housing. With tacit government approval, invasions occur on inexpensive, often topographically precarious land. Officials tend to frame these spaces as “illegal,” and, by extension, those who inhabit them, as existing outside the realm of formal governance. Despite such views, in this paper we understand the distinctions drawn between so-called formal and informal urban governance to unfold along two key axes: regularization of informal land titles and piped water and sanitation. We show how colonia residents feel caught in a state of suspended animation between hope for full urban service provision and trepidation that it will ever reach them. This ambiguity is visible in residents' and government officials' interactions with each other and the public services landscape, and in the unevenness of services provision. We critique the claim that such ambiguousness reflects an instrumental approach within official planning. Instead, we draw from state theory within political geography and political ecology to show how ‘the state’ is an emergent effect of the processes of inclusion and exclusion, an effect constantly destabilized by Nogales's precarious physical geography and uneven urban services grid. Reconceptualizing authority and ambiguity holds quite different implications for the struggle for urban services provision.  相似文献
