ABSTRACT

In November 1630 the Treaty of Madrid was signed between Philip IV, king of Spain, and Charles I, king of England. During the peace negotiations several pamphlets critical of the pro-Spanish policy of Charles I were printed in England. These publications contributed to the development of an increasing criticism of Charles I, by identifying his neutral European policy with pro-Spanish policies. The anti-Spanish and anti-Catholic rhetoric, which formed the basis of this criticism, was used to promote an aggressive foreign policy and consequently an active opposition to the king. This article analyzes the role that commercial interests played in Swiss perceptions of informal imperialism in China during the 1920s. Commercial interests were the driving force behind the establishment of Swiss relations with China in 1918 and Swiss rejections of Chinese demands to abolish extraterritoriality in the 1920s. Swiss commercial relations with China were deeply rooted in the social, economic, and political institutions and processes developed by informal imperialism in China. During the Chinese antiforeign agitation in the 1920s, the Swiss press criticized the unequal treaties as an example of imperialism in China but ignored Switzerland’s participation in it. This discrepancy between the official and media perceptions of Swiss commercial interests in China was caused by the fact that Switzerland’s dependence on privileges connected to the unequal treaties clashed with Swiss national mythology, which was based on neutrality and anti-imperial narratives. Moreover, the negligible importance attributed to Swiss trade with China and the increasing focus on the nationality of foreign companies in China allowed the Swiss media to ignore Swiss commercial interests in China. As a result, Swiss complicity in informal imperialism was downplayed by the Swiss press, which ignored the importance of Swiss commerce to Sino–Swiss relations.  相似文献

The Philippines Arbitration Tribunal separately dealing with the jurisdiction over the South China Sea dispute is the continuance of the set practice by the United Nations Convention on the Law of the Sea's Annex VII arbitral tribunals of bifurcation of proceedings, and was the best option for it to deal with China's objections to its jurisdiction in the circumstance of China's non-acceptance of and non-participation in the arbitral proceedings. Such a measure has potentially important implications for the tribunal itself and for China. The tribunal's decision to have jurisdiction over some parts of the Philippines’ submissions resumed the merits proceedings of the dispute. This development of the proceedings would force China to reconsider its current policy of non-participation. Participation in the subsequent merits proceedings might be the right choice for China.  相似文献

The late imperial Chinese state made a concerted effort to regulate the bodies of the dead. The statutes and substatutes of the Qing Code not only specified how and when corpses were to be buried, but they also criminalized the exposure, manipulation, alteration, and destruction of dead bodies. Through an examination of legal cases related to the crime of “uncovering graves” (fazhong ), this article explores the uses and abuses of corpses in early nineteenth century China. It argues that dead bodies presented a unique problem for the state. On the one hand, laws related to uncovering graves were intended to keep corpses in their proper places. Once a corpse was buried, it was supposed to be fixed—ritually, materially, and spatially. Unfortunately, this ideal could never be fully realized, since corpses were always in motion. They decomposed; they shifted in the earth; they were exposed by soil erosion; and they were subjected to degradation over time. Moreover, they were disturbed, moved, manipulated, gathered, divided, circulated, and even consumed medicinally by others. In other words, many corpses had interesting and eventful social lives. This article explores some of these lives in an effort to illuminate how the state attempted to manage and control intractable bodies during the nineteenth century.  相似文献

This article re-examines the drivers of post-war Australian foreign policy in South-East Asia. The central argument is that the motive of Commonwealth responsibility has not been given sufficient explanatory weight in interpreting Australia's post-war engagement with South-East Asia under both Australian Labor Party and Liberal-Country Party (Coalition) governments. The responsibility expressed by Australian policy-makers for the decolonisation of the Straits Settlements, Malayan Peninsula and British Borneo Territories cannot be adequately understood within a cold war ideological framework of anti-communism. Nor can it be explained by the instrumental logic of forward defence. The concept of responsibility is theorised as a motivation in foreign policy analysis and applied to Australian involvement with British decolonisation in South-East Asia between 1944 and 1971. The article finds that in its approach to decolonisation, Australia was driven as much by normative sentiments of responsibility to the Commonwealth as it was by instrumental calculations of cold war strategic interest. This diminished with the end of Indonesia's ‘Confrontation’ of Malaysia in 1966 and subsequent British commitment to withdraw from East of Suez. Australia's policy discourse becomes more narrowly interest-based after this, especially evident in Australia's negotiations with Malaysia and Singapore over the Five Power Defence Arrangements from 1968 to 1971.  相似文献

ABSTRACT

This article examines the imperial socialisation of young consular officials and how they were prepared for their role as intermediaries between Britain and China. Drawing on private papers and public archives, it uses the career of one such official to analyse the processes which took place when they joined the China Consular Service and how their evolving mentality reflected and further shaped its collective mind. It argues that such officials learned to develop a cultural sensitivity towards China which would be key to their ability to forge the collaborative relationships that underpinned the British presence. Whilst it is generally acknowledged that that presence was marked by an unquestioning belief in the imperial mission, there has been less focus on how that sensitivity enabled Britain to maintain its dominant position in China until the outbreak of the First World War. The article argues that, although that sensitivity was self-serving, and notwithstanding the unequal treaties, it derived from a genuine interest in and sympathy for the country which was instilled into officials from the outset of their careers. However, those elements also helped perpetuate the degradation of China's sovereignty during this period. To understand how this took place and why China continues to characterise the period as ‘the century of humiliation’, we need first to explore how that sensitivity, with its underlying ambiguities and tensions, was forged and sustained as part of the mind-set of the consular service.  相似文献

澳门主权问题的提出主要是在中国鸦片战争失利以后。1862年条约是葡人居澳以来中葡两国签订的第一个条约。由于葡萄牙代表在议约中采取了欺诈手段,清政府未予批准。自1864年换约失败至1887年条约谈判之前的20余年时间里,葡萄牙为了以订立条约的形式达到“合法”占据澳门的目的,曾经串通列强及其驻京公使,多次与清政府进行交涉。  相似文献

The aim of this article is to compare the Spanish and Polish road to NATO from the perspective of the shape of the foreign policy and its possible restructuring in states undergoing the process of democratic transformation. The study of both cases shows that the reorientation of the foreign policy of a democratising state results to a large extent from external conditions at the global and regional levels although the internal conditions may hinder or accelerate the reorientation. The example of Spain demonstrates that in a firm and stable international system (the bipolar system) it is extremely difficult to change the direction of foreign policy, even if there are internal premises such as democratisation, well-organised opposition supporting the change and social support. In the case of Poland, the flexible and unstable international system made it possible to radically change the direction of its foreign policy. The existing internal premises without the appropriate external context would not have been enough to generate the reorientation of foreign policy. The comparative study of Spanish and Polish cases should be treated as an introduction to the broader analysis on the subject of the restructuring of foreign policy in the democratising state. Democratic transformation processes which took place in Europe from the mid-1970s provide broad empirical material for further scientific work in this area.  相似文献

This paper explores the internecine conflict that characterised and undermined US propaganda toward neutral Spain in the Second World War. These tensions primarily confronted those who saw US propaganda as an ideological weapon of mass persuasion in a crusade against Fascism with those who defended that US informational and cultural operations should be subservient to traditional diplomacy, and so be limited to explaining US foreign policy and advancing bilateral friendship. In addition, the article argues that the unambiguous subordination of propaganda to diplomacy that characterised US public diplomacy during the cold war was one of the lessons learnt out of the civil war that US propagandists fought over Spain between 1941 and early 1945.  相似文献

Transnational actors are increasingly surfacing when it comes to understanding the global dimensions of the modern nation-state. Thinking of the modern state from the diversity of its personnel and its many intersections with private and semi-private actors or institutions with a transnational reach, the new diplomatic history acknowledges the embeddedness of states in border-crossing agencies. What has been conceptualized as ‘network diplomacy’ grasps both the role of transnational epistemic communities for the making of particular policy fields and the perception of diplomats as an integral part of transnational initiatives. Taking the League of Nations as a case study, this article analyses how its personnel attempted to spell out ideas of network diplomacy and to make their exposed position at the intersection of transnational civil society, state politics and international institutions work to effect political change. We focus on the transnational career of Arthur Sweetser (1888–1968) who, as a journalist, a long-term member of the League secretariat, the UN staff and the US administration, was at the forefront of developing new techniques of diplomatic practices beyond institutional mandates. Sweetser’s trajectory allows us to illuminate the mechanisms of network diplomacy by probing into multi-layered negotiation processes that engaged state practices, international institutions and the border-crossing agency of individuals. Characterizing him as transnational enables one to interlink his mobile trajectory with a particular scope of action that unfolded beyond the political demarcation of the nation-state and its instituted logics of rule and diplomacy. We further carve out the main features of a diplomatic practice that was formally non-existent yet crucial to the transfer of League principles, practices and personnel to the new United Nations.  相似文献

ABSTRACT

This article argues that American and British narratives about the existence of a “stockpile” of Chinese goods had a powerful impact on US-China relations, China’s war effort, and China’s wartime everyday. Focusing on both the material and discursive construction of the so-called stockpile in the early 1940s, the work seeks to deconstruct a powerful symbol that was long used by both British and American officials (particularly in the US War Department) to delegitimize the Nationalist government’s war effort against Japan. Drawing on sources collected at archives in the United States, the United Kingdom, and Taiwan, the article seeks to rethink many commonly held assumptions about American aid and to reveal the powerful influence that the symbolic presence of the stockpile had in shaping Sino-American relations in the wartime period and beyond.  相似文献

During the summer of 2007, Nahr el-Bared refugee camp in northern Lebanon was the scene of a fierce battle between the Lebanese Armed Forces and a militant Islamist group called Fateh al-Islam. When Palestinian evacuees returned after the conflict, they found Nahr el-Bared utterly destroyed, houses smashed first by shells and bombs, then by vandalism and arson, possessions stolen and broken, offensive graffiti daubed on walls. I argue in this paper that the battle of Nahr el-Bared, and particularly the month of looting and arson that followed the battle, was a case of urbicide in a space of exception. The seemingly unrestricted destruction of homes, the theft of possessions and arson, went beyond any possible military necessity and became the deliberate and systematic erasure of the camp. This urbicide was made more possible by the very nature of the political spaces of the camp, which are in Lebanon but not of Lebanon, in which Lebanese sovereignty and law are not fully enforced, in which a whole range of non-Lebanese actors exercise political power outside the control of the Lebanese state. In these spaces of exception in which the rule of law is suspended, the looting, arson and vandalism took place without sanction. Palestinian homes and lives had become sacred in the sense that they could be destroyed without sanction, without recourse to legal redress, because there was no law.  相似文献
