Abstract

By exploring tactical and strategic uses of chemical agents beyond Agent Orange and the other ‘Rainbow Herbicides’ used as part of Operation Ranch Hand during the Vietnam War, this essay seeks to fill a gap in our under- standing of the chemical war waged by the United States in South-east Asia, and to make a contribution to the growing body of literature devoted to the intersections of military and environmental history. Taking seriously the roles played by both human and non-human actors, it explores how the White House and Pentagon continually attempted, unsuccessfully, to impose more stringent forms of control over southern Vietnam. Herbicidal warfare and the use of forest fire as a military weapon were simply two more failed attempts among many to impose control on a nation, a people, and a landscape — indeed, on nature itself — all of which refused to accept the dictates of American power just as stubbornly as American policymakers refused to accept the limitations of that power.  相似文献

This article seeks to revise our understanding of Cold War intelligence as a practice. The conventional view is that Britain's MI6 waged a battle in the shadows consisting of espionage and covert action. However, a number of MI6 officers operated as observers, conducting what we might call ‘intelligence without espionage’. The dual identity of these officers raises important questions about how intelligence operated in the blurred space between traditional diplomacy and human espionage using agents. Using the case of MI6 officers in the British Consulate-General in Hanoi between 1965 and 1972, this article explores how a dual identity provided alternative means of acquiring intelligence within a highly secure state that exhibited remarkable paranoia about foreign spies. Furthermore, the United States lacked diplomatic representation in Hanoi and so the British Consulate provided a remarkable window for Western intelligence on the effect of ‘Operation Rolling Thunder’, Lyndon Johnson's escalating air campaign against North Vietnam. Both Johnson and Harold Wilson were avid readers of this material. Accordingly, in the context of the Cold War intelligence partnership between the UK and US, the consulate in Hanoi was an example of the ‘inverse’ special relationship, in which Britain enjoyed unique value.  相似文献

The Vietnam War exerted a profound economic and social effect on Hong Kong. Between 1965 and 1970, the British Crown Colony annually hosted about 200,000 US ground and naval personnel on holiday. This influx annually earned Hong Kong about US$300–400 million (in 2012 dollars) and employed thousands of residents working in the colony's service industries. Using English- and Chinese-language archival materials from Hong Kong, the United States, and the United Kingdom, the article examines how US servicemen and the businesses catering to them became contentious issues in local society. Servicemen excited widespread interest, but their misdeeds and their stomping grounds provoked intense anxiety. Hong Kong residents’ ensuing debates exercised the colony's emerging public sphere, from newspaper battles to outspoken unions and neighbourhood associations. In tandem with the more commonly cited Star Ferry Riots of 1966 and the Communist agitations of 1967, US R&R was an essential ingredient in the emergence of a distinctive Hong Kong identity and citizenry during this period. While residents’ objections failed to curb the GIs’ haunts or holidays, Vietnam tourism and its reverberating effects pressed new sectors of Hong Kong people to grasp and articulate their investment as citizens in the territory's future.  相似文献

Abstract

This article examines the US Army’s role in the post-war refugee crisis in American-occupied Germany. American policy placed all responsibility for ethnic German expellees in the hands of German authorities. However, as the example of the Bavarian city of Würzburg illustrates, the expellee issue played a prominent role in relations between Americans, Germans, and refugees during the post-war and early Cold War periods. By outlining the synergistic relationship between these groups, this article proposes to integrate the social history of West Germany within the speci?c context of the changing security situation in Europe and American Cold War planning.  相似文献

W. T. Stead's 1899–1900 weekly newspaper, War against War in South Africa, sets out to persuade its readers of the financial, spiritual, and moral costs of war and in doing so urges them to participate in an oppositional ‘peace war’. It conflates the economic and the spiritual in presenting to its readers accounts of the South African war that emphasize the price to be paid for unjust bloodshed. This article examines the ways in which Stead uses the idea of counting in both its senses – of mattering and enumerating – alongside the idea of moral accountability, to make his case against war and for peace as part of a larger narrative of brotherhood and bloodguilt. I argue that his campaign failed to achieve its ends at least in part because, despite the sensationalist power of each item in his account, the final bill, addressed ambiguously to the individual, the government, and the nation, is unimaginably vast and morally unpayable. His newspaper and other anti-war publications offer a graphic account of the wrongs of war, yet their gothically inflected religious imagery of judgement and guilt work in unresolvable tension with their message of rational individual action against the national project of the war.  相似文献

The Nigeria-Biafra War, 1967–1970, had significant international dimensions. On 7 May 1969, eleven employees of the Italian-run AGIP oil company were killed at Kwale while eighteen others were held prisoner by Biafran soldiers. The death penalty given to the surviving oil workers by the Biafran government had a damaging effect on Biafra’s international image and temporarily weakened European sympathy for Biafra. Unofficial sources later accused Biafrans of collecting a ransom in exchange for the release of the oil workers. Using previously underutilised archival materials in Britain, Canada and the USA, this paper argues that Biafra rather attempted to use the foreign workers to secure de facto recognition, a move that ended in a fiasco.  相似文献

The belief that apocalyptic expectations existed at the turn of the first millennium is no longer widely held, even though some recent scholars have suggested they did. This paper seeks to confirm the notion that, at least in the monastic milieu, belief that the Last Judgement was imminent did exist in the decades around the year 1000. To support this argument, this paper will examine the writings of the monk, Ademar of Chabannes. In his work of history and the sermons he wrote near the end of his life, Ademar reveals his own eschatological mentality. His history, it will be argued, contains numerous accounts of prodigies and signs that indicated Ademar and his contemporaries thought that they were living in the Last Days. Ademar's apocalypticism is revealed even more fully in his sermons, which were organised along the lines of salvation history. His account in the sermons of the Peace of God council of 994, which also appears in the history, clearly demonstrates his eschatological sensibility. His record of this council, written over 30 years after the event, it will be argued, is apocalyptic in both form and content. The structure of his account is arranged in the tradition of apocalyptic literature, and the events he records are described in language drawn from the Revelation of John and the book of Isaiah. Ademar also drew on the idea of the refreshment of the saints found in the writings of Jerome and of Bede in his explanation of the events of 994. Ademar's writings, therefore, reveal the existence of apocalyptic expectations at the turn of the first millennium.  相似文献

This article examines various British proposals for co-operation with other European imperial powers to counter the rebellion of the American colonies or curb the pretentions of the new United States. Historians have paid little attention to these projects, mainly because none of them eventuated in the co-operation their authors envisaged. But their lack of success is not a reason to dismiss them as unimportant; their failure reveals much about British attitudes at the time.  相似文献
