Many scholars have mounted convincing cases that the engagement of Australia and the European Union (EU) has been characterised by skirmishes regarding the Common Agricultural Policy and its distortion of world markets, and lack of Australian access to EU markets. This article illustrates that agricultural and agri-food trade constitutes a relatively small portion of Australia–EU trade flows; that Australia exports more goods to the EU than in the past; and that, in some agri-food sectors, it exports more goods to the EU than the EU does to Australia. Further, it argues that conflict and competition regarding the Common Agricultural Policy need to be understood in the broader context of world trade and in the context of a new and deeper engagement between the two interlocutors.  相似文献

Our aim in this article is to lay some statistical and theoretical foundations for an understanding of Italian post-war economic growth, by devoting special attention to what has happened in the hundred different “Italies” that go to make up the mosaic of this country. We have concentrated our analysis on comparing “areas of large enterprise” with “industrial districts” through a distinction between district provinces (IDPs), large enterprise provinces (LEPs) and other provinces (OPs). We investigate manufacturing industry by means of in depth analyses of trends in employment and value added, as well as through breakdowns of export flows and income and prosperity levels. Since the end of World War II it appears that Italian economic growth has largely been formed by the constant, massive flow of exports of personal and household goods and light mechanically-engineered products, that a sizeable flow of exports is attributable to growth in the industrial districts, and that although the income gap between the different parts of the country has not been eliminated, growth by the industrial districts and the policy of industrialization in Southern Italy have together engineered a major territorial dispersion of both light and heavy industry. However, heavy industry and high-tech large Italian companies have found increasing difficulties and even lost many of the positions they once held. Our survey indicates that a policy for industrial development in Italy must take account of the weakness of the heavy industry sector along with the features and requirements of industrial districts.  相似文献

This study provides the first empirical assessment of the impact airline delays have on urban employment. While previous works have suggested that road congestion can slow down regional development, the influence of air traffic delays on metro‐level jobs has not been examined comprehensively. The present study uses a nine‐year panel of quarterly data, which covers passenger airline traffic and delays at airports across urban areas in the United States. The panel also includes data on total and industry‐specific employment at the metropolitan‐area level. Our empirical estimates of the impact of air traffic on total employment are comparable to previously reported measures in the literature. However, we find that service‐sector employment is less sensitive to air traffic than other studies suggested. We provide new evidence confirming that delays have a negative effect on employment, a finding that is robust to various specifications of our empirical model. Our results indicate that a 10 percent increase in the number of delayed flights leads to up to a 0.15 percent decrease in total and service‐sector employment, a 0.47 percent decline in leisure and hospitality employment, and a 0.7 percent reduction in the employment level of goods‐producing jobs.  相似文献

This article examines the role played by conflict trade in the process of state collapse. Conflict trade is defined here as the trade in non–military goods such as diamonds, timber and drugs that finances war. Such trade includes both the export and import of goods to a war zone as well as extra–territorial trade undertaken by supporters of a warring faction. It is argued that the decline of superpower military aid coupled with the broader effects of centre–periphery exploitation mediated through a neo–liberal and western imposed version of globalization has meant such trade has a particular salience both in contemporary conflict and the process of state collapse. Equally, though, the reliance of warring factions on conflict trade means they are also susceptible to changes in the market for their goods, creating a vulnerability that can (and to some extent has been) exploited to promote peace. The emerging control agenda on conflict trade is currently characterized by a number of problems — most notably, the risk that the control of conflict trade might become a substitute for action on arms exports; that international action has largely been undertaken within an inappropriate statist paradigm; that control has sometimes taken second place to economic or strategic interests and that policy has become hostage to a ‘drugs and thugs’ agenda which risks undermining its effectiveness.  相似文献

China's exports success has implications for regional income inequality, because most of its export products are manufactured in the coastal zone. We propose a value chain-based accounting framework to quantify the contributions of exports to regional income inequality. We employ newly developed interregional input–output tables for China, which distinguish between processing export activities and ordinary export activities. We analyze the period 2002–2012, the decade during which China became the “Factory of the World.” We find that an RMB of processing exports contributed much more to regional inequality than an RMB of ordinary exports or domestic final demand. Still, changes in regional inequality (increasing in 2002–2007 and decreasing between 2007 and 2012) are much more due to rising ordinary exports in the first subperiod and the growth of domestic final demand coupled with changes in the configuration of value chains in the second.  相似文献

Information and communications technology has ensured that many producer services, as well as more ‘basic’ services such as transportation or insurance, are now more tradable than ever. All the indications are that this trade will increase. This has raised the international profile of service and altered governments to their potential as sources of export revenue. This is seen as one way of enhancing national (or regional) economic performance. But should this be assumed to be a panacea for improving national economic growth and restructuring? The general pattern and structure of international trade in services is examined to show that, while valuable, the direct contribution of services to national exports is actually growing relatively slowly and the pattern of trade is highly concentrated. It may actually be important to recognize and nurture the indirect contribution of services to overall national export activity. Goods production and distribution is increasingly dependent on service knowledge and skill; its export competitiveness is a function of the expertise and intellectual knowledge (mainly services) incorporated in the products, the ‘value’ of those products to consumers, and the ways in which they reach out to their markets.  相似文献

This paper assesses the prospects for Soviet gas exports to Western Europe, analyzing both supply (domestic) factors, such as gas production, consumption, and transportation, and demand (foreign) factors such as gas demand and market share. This is done using a network allocation model of the Soviet gas pipeline network (for 1985, 1990, and 1995) and a country-by-country analysis of the gas market in Western Europe. In general, the outlook for increased gas exports to Western Europe, at least to the turn of the century, is rather bleak. This is mainly due to a relatively slower rate of growth of gas demand in Western Europe than projected earlier, coupled with overcontracting of gas supplies, because the USSR has enormous gas reserves, ample production, and no major pipeline bottlenecks restricting export volumes. In post-reform China, gated commodity housing estates play a crucial role in the provision of urban services. Such collective service provision is criticized in the urban studies literature, because ‘club goods’ are thought to exclude people that do not live in gated communities. This paper reflects on the global relevance of that argument with an exploratory study in Guangzhou, China. We argue that access to collective services is structured in local social practices, involving diverse actors and specific rules and resources. Discussions on the exclusionary effects of service provision through gated communities should therefore focus on the characteristics of these practices of access in specific cities. Employing this perspective, the paper shows that in Guangzhou at least two mechanisms partly ease the exclusion of non-residents from club goods. On the one hand, municipal government maintains a considerable role in service management, mediating exclusion from services for people who do not live in commodity housing estates. On the other hand, generally the management of services is separated from housing estate management, and service providers try to increase profits through service provision to non-residents. We discuss the consequences of such mediations for an adjusted research agenda on service provision by gated communities.  相似文献

Summary: This paper examines the idea that in the Later Bronze Age a regular exchange network linked Crete to the Western Cyclades and assured them of preferential treatment. Comparison of the degree of Minoan influence on Keos, Melos and Thera with that on the other Cycladic islands confirms that the former group had a special relationship with Crete; but the evidence is insufficient to prove that they acted as secondary distribution centres for Minoan goods. the substantivist view is that in a non-monetary economy exchange was effected through reciprocity and redistribution, while early trade was always motivated by imports, not exports. But documentary evidence for the Near East warns against oversimplification. For the Western Aegean, precise data are lacking, but evidence suggests that foreign trade was regulated by official agents; there was also freelance private enterprise. the Western Cyclades derived much of their prosperity from the transit dues.  相似文献

皮毛是西北地区重要的畜牧产品。近代以来,随着天津的开埠通商,在天津口岸的经济辐射作用下,大量西北皮毛通过黄河水运汇集至包头后再通过平绥铁路运至天津出口美英等国,皮毛成为西北最重要的出口物资,大量西北皮毛的出口也成为西北地区皮毛业外向化的重要表现。但抗战爆发以后,西北皮毛贸易发生了巨大变化。首先,西北皮毛出口运输路线改为向西汇集兰州后再通过甘新公路或甘新大道运至猩猩峡出口苏联,使得苏联取代战前美国成为中国最大皮毛进口国,这也直接推动了战时中苏易货贸易的发展。其次,由于战时西北皮毛出口运输较战前出口运输路途艰险,加上战时出口市场萎缩等原因,造成战时西北皮毛出口量较战前减少。战时西北皮毛出口量的减少,迫使部分皮毛出口转内销,西北皮毛业从战前外向化开始转为战时内向化。西北皮毛内销数量的增加,也推动了大后方毛纺织业的发展。因此,战时西北皮毛业的内向化一定程度上为战时大后方经济的发展积累了新的动力因素。  相似文献

ABSTRACT

As the potential for cultural and creative industries to drive growth and job creation is increasingly recognised, developing countries like South Africa are examining their cultural goods and services trade in a new light. This article investigates the pattern of South Africa’s cultural trade, with a focus on the strategically important BRICS trading bloc. Results show that, like many small, open developing countries, South Africa has a significant cultural goods trade imbalance, especially with China and India. While cultural trade policy is still somewhat fragmented, there are indications that where policies have been put in place, such as in the crafts and audio-visual sectors, progress in reducing significant deficits has been made. At the same time, the pattern of CCI trade preferences currently favours SADC, the EU and EFTA over BRICS partners. Finally, South Africa performs well in a number of services sectors for which cultural trade is important.  相似文献

This article deals with the politics of revenue collection in a framework of decentralization, democratization and multiparty politics as experienced in the small village of Barkedji in the pastoral region of Senegal. In Senegal, revenue collection has recently been transferred from state administrators to locally elected councillors. Contrary to the assumption of the ‘good governance’ doctrine, this transfer of responsibility has not resulted in a strengthening of democratic structures where taxpayers demand (and gain) public services and more political representation in exchange for increasing taxes. In Barkedji, as elsewhere in Senegal, tax‐compliance hit rock‐bottom after tax collection became the responsibility of local councillors. Meanwhile other types of local institutions, with less clear state relations, are able to mobilize large amounts of revenue outside the normal tax channels for the provision of goods and service. These non‐state institutions seem to have taken over as providers of political representation as well as suppliers of public goods and of access or rights to crucial local resources. The article explores the motivation among first‐comers and newcomer populations to adopt or reject tax requirements to different types of organizations, and discusses the implications of this parallel tax collection for the exercise of public authority and the crafting of state and citizenry.  相似文献

Abstract Clustering of economic performance across jurisdictions has generated considerable research on the spillovers and linkages among geographical neighbors. Much of this work, however, has been aspatial, implying that the influence of location attributes on growth has been largely ignored. In this paper, we examine the contribution of location to regional economic growth using municipio‐level data for the Brazilian Northeast—a historically lagging region of the country. We test if productivity among northeastern municipios is converging to a steady state and whether spatial externalities are linked to productivity growth in individual municipios. We find that, conditional on structural characteristics, productivity among municipios is converging at about 3 percent per year. Further, productivity in individual municipios is positively associated with own‐structural characteristics but negatively associated with productivity growth in neighboring municipios. This means that there are negative spatial externalities coming from productivity improvements in neighboring regions.  相似文献

The aim of this paper is to contribute to the understanding of the forms and determinants of intra-firm trade, i.e. international trade between different units under common TNC ownership, this being a major indication of 'deep economic integration' between developed countries in the 1990s. Theoretically, intra-firm trade can be explained by the existence of economies of common governance and are often found to be associated with R&D-intensive industries and economies of scale. In empirical studies, intra-firm trade is often found to consist of intermediate inputs goods, resulting in vertically integrated production chains. The study is based on detailed firm-level data from around 300 foreign majority-owned affiliates (MOFAs) in manufacturing, in Sweden in 1993. The results show that intra-firm sales by MOFAs in Sweden are as high as those found in studies of manufacturing affiliates of US TNCs. Almost all of MOFAs' intra-firm exports are finished products, while intra-firm imports consist of material inputs and finished products for resale. This suggests that these MOFAs are only marginal involved in vertically integrated production chains, especially in terms of exports. The results of a regression analysis complement earlier studies by showing that the level and composition of intra-firm trade is significantly affected by the international strategy applied by TNCs when operating foreign manufacturing affiliates. Intra-firm exports of finished products and material inputs are positively associated with efficiency-seeking FDI, e.g. affiliates engaged in rationalised production. Market-seeking FDI is associated with intra-firm imports of complementary finished products for resale. By contrast, resource-seeking and strategic asset-seeking FDI was negatively associated with intra-firm trade.  相似文献

ABSTRACT We develop a New Economic Geography and Growth model which, by using a CES utility function in the second‐stage optimization problem, allows for expenditure shares in industrial goods to be endogenously determined. The implications of our generalization are quite relevant. In particular, we obtain the following novel results: (1) two additional nonsymmetric interior steady states emerge for some intermediate values of trade costs. These steady‐states are stable if the industrial and the traditional goods are either good or very poor substitutes, while they are unstable for intermediate (yet lower than one) values of the intersectoral elasticity of substitution. In the latter case, the model displays three interior steady states—the symmetric and the core‐periphery allocations—which are stable at the same time; (2) agglomeration processes may always take place, whatever the degree of market integration, provided that the traditional and the industrial goods are sufficiently good substitutes; (3) the regional rate of growth is affected by the interregional allocation of economic activities even in the absence of localized spillovers, so that geography always matters for growth and (4) the regional rate of growth is affected by the degree of market openness: in particular, depending on whether the traditional and the industrial goods are good or poor substitutes, economic integration may be, respectively, growth‐enhancing or growth‐detrimental.  相似文献

This paper draws on export data from four of Iran’s key trade partners—the European Union, China, the United Arab Emirates (UAE), and Turkey—to examine the robust and positive correlations between the export of parts and machinery to Iran and Iran’s industrial output, as measured by production index data published by the Central Bank of Iran for industrial enterprises with over 100 employees. The period of analysis is 2000 to 2017. It may seem intuitive that the output of Iranian manufacturers depends on the ability of companies to source intermediate goods such as parts and machinery. However, the imposition of sanctions on Iran is shown to have temporarily decoupled the relationship between European industrial exports to Iran and the Iranian industrial production index—the index remained stable even as European exports fell. An analysis of trade data for the other three trade partners included in this study quantitatively substantiates reports noting that in order to sustain the industrial production index, Iran engaged in processes that can be collectively described as “import reflection.” This entails substituting European intermediate inputs with Chinese inputs while also circumventing sanctions pressures on trade by sourcing European inputs via re‐export from the UAE and Turkey. These processes were fundamental to Iran’s economic resilience in the face of multilateral sanctions and have played a central role in Iran’s defense of its industrialized economy and particularly its non‐oil exports as the administration of US President Donald Trump pursues a new unilateral campaign of “maximum pressure” sanctions.  相似文献

India's trade balance and current account have shown persistent deficits for a major part of its post‐independence period. Since the mid‐2000s, trade deficits have increased perilously, with a sharp rise in both oil and non‐oil imports. India has relied on services exports, remittances and capital inflows to offset trade deficits and sustain the current account deficit. This article examines the sustainability of relying on capital inflows, remittances and services exports to sustain these persistent trade and current account deficits. It argues that all three sources entail elements of fragility. The recent global economic slowdown, economic recessions in the United States and Europe, slow economic recovery, low growth forecasts and possibility of a secular slowdown in the United States and Europe raise questions about whether services exports and remittances can continue to generate sufficient earnings to offset trade deficits. Relying on capital inflows also carries risks of financial fragility, with short‐term capital inflows and external commercial borrowings becoming more prominent in the Indian economy.  相似文献

In many US cities, especially those in the Rust Belt, the environmental goods and services (EGS) industry has played a significant role in restructuring local economies to promote new, flexible, and “creative” forms of service‐based labour. And yet much of the environmental work conducted in these cities has been directed at an industrial past, cleaning up the waste left over from long‐departed manufacturing sectors. Returning to David Harvey's earlier work on the urban process, this paper develops a theory of waste switching that situates EGS within a larger renegotiation of space and time across city landscapes. This theory is fleshed out in case studies of the EGS industry in Baltimore, Pittsburgh, and Milwaukee, where new cycles of accumulation have been built on refuse, toxins, and dead labour. These “toxi‐cities” and their cleanup challenge traditional conceptions of urbanisation as spatially—but also temporally—bounded.  相似文献

ABSTRACT As a means of promoting economic development state governments are increasing their levels of support for export promotion; however, there has been virtually no statistical analysis of the effects of the state export promotion expenditures. The present study specifies and estimates a cross-section model in order to quantify the relationship between state export promotion and exports. The empirical analysis allows for the calculation of the export promotion elasticity of exports on a state basis. Two conclusions are that the rationale supporting export promotion expenditures is supported empirically and that there is much diversity among states for the estimated elasticity.  相似文献
