Recent bushfire events have seen a rise in conflict over bushfire management in south Australia. A case study from Kangaroo Island illustrates the conflict between the rural community and the National Parks and Wildlife Service. The debate is ostensibly concerned with the effectiveness of bushfire management strategies employed in reserves. Inquiry reveals, however, that the conflict is underlain by cultural and social tensions. These issues concern the protagonists' relationship with the Kangaroo Island landscape and recent land management changes. The autonomy and role of the rural community in the landscape has been challenged by these globalising trends in land management. Through the bushfire issue the community is seeking to reassert its position on Kangaroo Island as creator and steward of the landscape.  相似文献

Aboriginal people have occupied northern Alberta since the end of the last ice age. For most of that time they travelled across the land by foot, producing complex networks of trails, many of which may have great antiquity. Aboriginal people also modified the landscape extensively by the use of controlled burning. Lastly, they are immersed in and “read” the land as places with multiple cultural meanings, which in turn helped shape their cultures and identities. Together, these elements indicate the existence of a series of overlapping cultural landscapes for which the cross-country trails and waterways provide the grid. This article addresses the importance of traditional trails for identifying the cultural landscapes of northeastern Alberta and points to the rapid disappearance today of knowledge about such trails. It considers how archaeological investigations done in Alberta for Impact Assessment purposes fail to consider either trails or cultural landscapes in their surveys or to consult with Aboriginal people. As a result, government Review Panels making recommendations for whether or not an industrial project should be approved are basing their findings on incomplete information about Aboriginal land uses and meanings.  相似文献

Events that have become popularly known as ‘the Hindmarsh affair’ arose from conflict over a bridge development, and refer to an Aboriginal heritage issue that has had a significant impact on Australian society. 1 1 Justice Mathews (Commonwealth of Australia, 1996:1) begins her Commonwealth Hindmarsh Island Report with a similar assessment, noting how painful and divisive an affair it has been, and how enduring its legacies are likely to be.
The attendant controversy and dissension have ramified widely, beyond matters of Aboriginal heritage and its relationship to development, to include the status and role of anthropological research and reporting, past and present. A brief chronology of developments both prior to and following the Hindmarsh Island Bridge Royal Commission (1995) is provided here as a backdrop for discussion of these matters. Other salient issues also examined include: the nature of culture in relation to the complexities of ‘tradition’ and the effects of change; the structural correlates of secrets; the politics of interpretation; and the legitimacy of innovative processes in Aboriginal cultural construction and representation. In conclusion, some implications of the Hindmarsh affair for the anthropology profession are considered.  相似文献

This early article by an economic geographer takes issue with the view that man's influence on the natural environment is accidental, that it Is inadequate to give rise to new landscapes, and that altered landscapes can revert to their original state. Saushkin contends that human activity, on the contrary, introduces far-reaching consequences in the natural environment, that this results in the creation of new cultural landscapes, and that, as a general rule, man-altered landscapes do not revert to their original state when human activity ceases. Abstract

This article explores and defends Leo Strauss's interpretation of Edmund Burke's thought. Strauss argues that Burke's conservatism is rooted in the modern empiricist school of John Locke and others. Following Strauss, this article sets out to consider the suitability of these foundational principles to conservative politics. Burke wants to temper or ennoble Lockean politics by inspiring sublime attachment to the political community and its traditions, but he shies away from stating universal standards according to which the traditions of political communities ought to be judged. This respect for reason in history without moorings in transcendent standards of reason or revelation leaves his conservatism on precarious ground.  相似文献

This article examines how the legal systems of Andean countries have dealt with the region's huge plurality of local water rights, and how official policies to ‘recognize’ local rights and identities harbour increasingly subtle politics of codification, confinement and disciplining. The autonomy and diversity of local water rights are a major hindrance for water companies, elites and formal rule‐enforcers, since State and market institutions require a predictable, uniform playing field. Complex local rights orders are seen as irrational, ill‐defined and disordered. Officialdom cannot simply ignore or oppress the ‘unruliness and disobedience’ of local rights systems: rather it ‘incorporates’ local normative orders that have the capacity to adequately respond to context‐based needs. This article examines a number of evolving, overlapping legal domination strategies, such as the ‘marrying’ of local and official legal systems in ways that do not challenge the legal and power hierarchy; and reviews the ways in which official regulation and legal strategies deny or take into consideration local water rights repertoires, and the politics of recognition that these entail. Post‐colonial recognition policies are not simply responses to demands by subjugated groups for greater autonomy. Rather, they facilitate the water bureaucracy's political control and help neoliberal sectors to incorporate local water users’ rights and organizations into the market system — even though many communities refuse to accept these policies of recognition and politics of containment.  相似文献

Reading opens up important avenues for political action. Reading is political in the sense that social groups produce and resist, advance and censor readings of key cultural texts, according to their power to do so and their interests in doing so. This paper examines the politics of reading in relation to cultural politics of homeless-ness. It does so by considering readers and readings of Johnny Go Home (1975), a British television documentary drama about homeless young people, and a cultural text that was open to different readings and political uses. Like many other representations of homeless people, Johnny Go Home revolved around a small number of stereotypes. However, these stereotypes were interpreted and used differently by different readers, according to their power to read and their interests in doing so. Broadly distinct interpretive communities, identified as liberal and conservative, used their respective readings of the programme to advance different solutions to contemporary homelessness. These readings were put to significant legislative use,for they were mobilised in the formal and informal political discourse that culminated in Britain's first direct legislation on behalf of homeless people. More generally, the various readings of Johnny Go Home underline the political significance of the consumption, as well as the production, of representations.  相似文献

Many government and non‐statutory registers utilise point datasets to represent cultural heritage places. An effect of this approach is to emphasise that cultural heritage comprises a series of spatially discrete material remains or ‘sites’, suggesting discrete locations which are somehow disconnected from their broader historical and landscape contexts. We advocate an alternative in which spatial representation of heritage is set within a cultural landscape framework, acknowledging that all parts of the landscape have inter‐connected cultural histories, associations and meanings resulting from long‐term and ongoing human–environmental interactions. Results from a collaborative cultural heritage research project undertaken at Culgoa National Park in Australia demonstrate the advantage of this approach. The mapping products produced by the work comprise an interactive electronic DVD Atlas and hard copy maps. Both focus on meeting the management needs of field‐based park staff.  相似文献

land use patterns may have been fragile in the face of colonisation, and severe limits were consequently placed on Aboriginal people's capacity to physically enact local traditional entitlements on many lands, the basis and key content of traditional title to such lands is not fragile but has generally been maintained with considerable robustness. In this paper I suggest that this robustness arises in a critical sense from the pre-existing and widely continuing dual structure of traditional land tenure, which may be understood as consisting of an underlying title held within the relevant regional jural and cultural system, which underpins proximate entitlements enjoyed by small groups of individuals. There is scope within Australia's Native Title Act (1993) for the recognition of this system of customary law under the western legal concept of native title.  相似文献

A brief characterization of the cultural economy of landscape is provided, with special reference to the English Lake District. The early growth of tourism in the Lake District in relation to its natural, literary and artistic assets is described. I examine the cultural economy of landscape in relation to three critical social groups, namely, local producers of goods and services, residents and visitors/tourists. I then offer a detailed account of the main elements of the Lake District's cultural economy and the tourist experience today. Attention is devoted to (a) the natural environment and its attractions, (b) the historical-artistic patrimony of the region and (c) the growing importance of food production, cuisine and crafts within the regional economy. I show how these elements of the cultural economy combine with a complex institutional milieu to generate a path-dependent trajectory of development. In the conclusion, I present a few remarks on the concept of creative regions and the senses in which peripheral areas like the Lake District might and might not be analysed in terms of this concept.  相似文献

This article explores how the vision of a world city influences local cultural politics, by looking at an attempt to construct a cultural quarter in Seoul, South Korea. The Hong-dae area of Seoul has a reputation as a vibrant place of urban amenities, emerging cultural forms, and neighbourhoods of cultural workers and artists. In 2003, the city government announced a policy to create a Cultural District in the area. Subsequently, local conflict over defining Hong-dae culture emerged, and the plan was later postponed. This study elucidates how the proposed policy, framed by a vision of Seoul as a world city, led local actors to territorialise, fossilise, ethnicise and capitalise Hong-dae culture. It argues that competition for world city status may politicise and territorialise urban cultural scenes, rather than enhancing the urban amenities of diversity, openness and tolerance.  相似文献
