This article examines the social and political significance of female suicide in Qing Dynasty China and its implications for women's agency, feminine subjectivity and the state's interpretation of violence. Tracing the development of state and elite interpretations of the propriety of women's suicides, it situates the discourse on female suicide in the context of state efforts to control the definition and enactment of moralised violence and pervasive rhetoric about women's incapacity for moral agency. Demonstrating the problematic ethical and judicial status of suicides committed in the wake of a violation of chastity, in particular, it argues that such suicides represented a distinctively female definition of moral order and the role of violence within it.  相似文献

Political contestation within liberal democratic states is an important, albeit limited, guide in defining how these states domestically implement their international human rights obligations. While often ritualistically endorsing human rights standards, political actors allow themselves a limited policy space with their domestic political contest circumscribed by more pervasive influences, often at odds with the state's international commitments. This article examines recent health and housing policy initiatives by Australia's two major political parties and assesses them against its international commitments. Applying a social constructivist approach, this article argues that the dominant neoliberal political discourse and the state's institutional structure set contextual boundaries to the parties’ policy contestation and reveal the limited influence of domestic political contestation in determining Australia's rights implementation.  相似文献

This article examines the ways women's processes of self‐formation are indicative (or not) of new possibilities for women's gendered selves in the post‐Reformasi period in Indonesia. It focuses on the development arena to reveal how shifts in state rhetoric, from top‐down guidance based on a patriarchal familial model to bottom‐up, inclusive development based on empowerment, have transformed what is referred to as the ‘topography for self’. The article draws upon theories of personhood a) to show how gendered selves emerge and are contested within particular historical conditions; and b) to develop an alternative framework of ‘empowerment’ that focuses not on capabilities and choice, but on an expansion in the possibilities for self. It argues that models of community‐driven development have provided new opportunities for women to hold and enact socially recognizable subject positions. This constitutes a form of empowerment for individual women but does not necessarily reflect challenges to patriarchy in Indonesia.  相似文献

Timor-Leste's struggle for independence has won it high international profile. Yet there is little known internationally about the role women played in the resistance movement and how independence has affected them. Has democratisation brought women greater freedom and rights? This article argues that some East Timorese women benefited from the construction of a new democratic state by mobilising and unifying in the political space created post-1999. East Timorese women's NGOs allied with international organisations and NGOs to form a campaign against domestic violence. This article takes a constructivist approach, analysing how international norms of women's rights and gender equality have: (1) emerged, (2) reached a tipping point, (3) cascaded and (4) been internalised in a post-conflict, democratising context.  相似文献

This article examines the role of USAID's 1970 Rural Development Plan (RDP) for Guatemala in normalizing US military support for the Guatemalan government despite concerns about excessive state violence in the late 1960s. I argue that the RDP presented a depoliticized vision of Guatemala's agrarian problem and generated optimism that this problem could be resolved through market mechanisms and within the existing social order. Rather than promoting prosperity and stability, the RDP framed state terror as a temporary exception, and helped set the stage for genocide in the 1980s. This highlights complicities between discourses of development and political violence.  相似文献

This review article asks: what defines mass violence in the twentieth century as particularly modern and how does the Holocaust figure in this history? The article compares the work of two path-breaking historians—Mark Levene and Timothy Snyder—while also discussing recent research by other scholars. It argues that the emergence of nation-states, together with technology and scientific knowledge to alter the environment, created the conditions for distinctly modern violence aiming to destroy diversity in societies and the environment. The article examines the relation between genocide, including the Holocaust, and the rise of twentieth-century nation-states. It follows the persistent idea that the Holocaust is unique in a way that establishes a hierarchy of Holocaust/genocide/other mass violence. As Levene argues, the contextualization of the complex set of events and processes called the Holocaust within the violent history of ethno-national and ethno-religious “homogenization” of nation-states challenges this framework. The article then turns to Snyder’s argument that, since Hitler’s worldview of racial struggle over land and food rejected agricultural science, genetic engineering in agriculture is one way to heed the Holocaust’s warning. A discussion of the devastating impact of genetic engineering in agriculture—in the frame of the violent implications of modern “development”—underscores how the destruction of societies perceived as “backward,” particularly indigenous groups in the Global South, follows the destruction of their biodiverse habitats and agriculture to make way for monoculture genetically engineered crops. A focus on case studies of such mass violence and the responses by indigenous groups facilitates, finally, a discussion of the recent turn to microhistories in Holocaust scholarship. These offer another contextualized view: of the societies that faced the assault of nation-states. The article concludes that the complexities on the social level, each rooted in specific circumstances and histories, challenge the analytical value of the general term “Holocaust.”  相似文献

This article argues that American policy towards Iraq went through four major shifts between the invasion in 2003 and the announcement of the surge in 2007. The best way to understand the Bush administration's evolving policy towards Iraq is by examining the ideological parameters within which it was made. The article assesses various approaches to understanding the relationship between ideology, policy making and foreign policy, concluding that ideology shapes the paradigm and analytical categories within which foreign policy is made. A major change in foreign policy originates either from the decision‐maker consciously recognizing and attempting to rework the ideational parameters within which policy is made or in reaction to ‘discrepant information’ or ‘anomalies’ that destabilize the paradigm and its analytical categories. The article goes on to examine the extent to which both neo‐liberalism and neo‐conservatism shaped George W. Bush's foreign policy. It identifies a series of major analytical categories that originate from within these two doctrines and shaped policy towards Iraq. The article argues that the four major shifts in Bush's policy towards Iraq were forced upon the administration by the rising tide of politically motivated violence. Ultimately this violence forced Bush to abandon the major analytical categories that, up to 2007, had given his policy coherence. In order to extricate his administration from the quagmire that Iraq had become by 2006, Bush totally transformed his approach, dropping the previously dominant neo‐liberal paradigm and adopting a counter‐insurgency doctrine.  相似文献

For most of United States’ history, the state did not intervene in violence perpetrated within the home or intimate relationships. Women experiencing intimate partner violence had little recourse from state institutions for security or legal justice. This article’s inquiry centers on two policing practices – preferred arrest and evidence-based prosecution – that emerged in the 1980s to redress the state’s long history of ignoring intimate partner violence. Drawing on two years of ethnographic fieldwork, this article examines how these two policing practices affect the experience of citizenship for intimate partner violence survivors by showing how the state creates a distinction between ‘cooperative’ victims who support the arrest and incarceration of their abusers and ‘uncooperative’ who do not. To develop this argument, I conceptualize the policing and prosecution response to intimate partner violence as a social contract of rights and responsibilities that mediates the relationship between the state and women who experience intimate partner violence. By illustrating how the state discursively constructs ‘uncooperative’ victims as irrational, this article utilizes a feminist geographic analytic to examine the everyday discursive and material technologies that the state employs to reregulate responsible citizenship in a neoliberal era.  相似文献

During the 1990s, reforms concerned with ‘good governance’ became popular with multilateral and bilateral lenders. This trend was led by the World Bank, which claimed that in order to achieve economic development, institutions mattered. This article looks at governance reforms in Argentina, specifically in the judicial sector, and contends that World Bank involvement affected the nature, reach and depth of these initiatives. The influence of the Bank can be traced through three dimensions that have characterized its approach to institutional reform: donor‐driven designs for project reform; reliance on technical approaches; and restricted forms of decision making in project initiatives. Such an approach to institutional change conditioned domestic reform in Argentina and contributed to piecemeal and inadequate initiatives. The author also argues that the Bank's approach in Argentina can be traced to wider strategies that derive from embedded institutional practices and ideological foundations within the institution that throw into question the Bank's capacities to promote such reforms.  相似文献

This article examines the institutional linkages between three women workers' co-operatives, the first women's credit co-operative in China, and the co-operative support organization, the International Committee for the Promotion of Chinese Industrial Co-operatives (ICCIC). The study shows that Chinese women in rural areas have increasingly adopted co-operatives as a form of organization in their efforts to address the problem of their lack of access to resources, including land, credit, jobs, training and information, and to participate in the mainstream economy as an organized force. This article demonstrates that stronger institutional linkages between local offices of the All-China Women's Federation and the ICCIC encourage the growth of women's co-operative activities. It raises two sets of policy issues that are central to the development of co-operatives and women's banking: the continued growth of these activities will depend upon the government adopting legislation to define the legal framework governing co-operative relations and management systems, and establishing gender-inclusive policies to increase credit to women's income-generating activities.  相似文献

How do the political institutional features of developing democracies influence how violence occurs? Building on research showing that ‘hybrid democracies’ are more prone to social violence, this article argues that elite competition for power in the context of limited institutional oversight plays an important role in explaining violence. The framework here presents possible mechanisms linking subnational political dynamics and rates of social violence in poorly institutionalised contexts. It highlights how political competition, concentrated political power, and constraints on cooperation can create opportunity structures where violence is incentivised and the rule of law is undermined. This is examined empirically using sub-national homicide data from over 5000 Brazilian municipalities between 1997 and 2010. Findings suggest violence is greater in contexts that are highly competitive – where political actors face credible challenges and have a more tenuous grip on power – and those where power is highly concentrated – where political actors have held power for longer periods or face limited credible challenges. Findings also suggest violence varies depending on whether interactions between state and municipal government are likely to be constrained or cooperative; and are consistent with literatures emphasising the importance of structural explanations of social violence. In light of on-going democratic transitions across the globe, the article highlights the value of understanding links between institutional context, contentious politics and social violence.  相似文献

This article investigates the formative staffing practices of the League of Nations Secretariat. Drawing on the social theory of Pierre Bourdieu, it argues that core traits of the League's institutional capacity and identity was produced through the institutionalization of recruitment practices in the League's formative years from 1919 to 1923. Through an exploration of early negotiations and practices of staffing, we show how the League built and balanced legitimacy, by combining a clearly international make-up of the League Secretariat with acute sensitivity to state interests, and autonomy, by defending the Secretary-General's exclusive prerogative of staffing, in a way that has been defining for the trajectory of international organizations (IOs) until today. The article thus turns to the institutional landscape where the individual and its surroundings meet: through the daily staffing practices of the Secretariat, it explores how an institution came to be, function and assert its influence as an autonomous and legitimate diplomatic agent in a broader international field. As such, the article, as an innovative contribution to the field, argues that international historians should connect thorough institutional investigations with elements of the ‘cultural turn’ in International History, in order to properly engage with and understand IOs as diplomatic actors.  相似文献

This study analyses the immediate consequences of the transition from war to peace in Sarajevo, the capital city of Bosnia–Herzegovina. It focuses on the management of a tense security situation related to the postwar unification of the city, which was divided between warring belligerents during the Bosnian conflict. Firstly, it shows how ethno-nationalist leaders' visions and practices of ethnic homogenization continued after the end of the war as the result of the Dayton Peace Agreement (DPA). The principal tool of their postwar ‘ethnic engineering’ endeavour was to maintain and generate an atmosphere of fear, based on anticipated discrimination, maltreatment, and persecution from former belligerents. Secondly, this study explores how experienced wartime violence and related transformations in personal identities and social positioning activated latent boundaries between groups and made individuals more disposed to forms of group identification. As a result, the mass migration of people out and into Sarajevo strengthened the grip over the territories assigned to former adversaries by the DPA. This article argues that studying the mutually constitutive roles of the elite's ethnic engineering as well as ordinary people's experiences is necessary to understand how organised wartime violence transformed into structural, institutional, and other less visible forms during the postwar period. Ethno-nationalists’ discourses and points of view demonstrate how wartime violence channelled the postwar lives of Sarajevo's residents into a desired spatio-political arrangement.  相似文献

This article focuses on Ethiopia's first civil society organisation, the Ethiopian Women Lawyers Association (EWLA), which has been campaigning for legal reform to secure women's rights and address violence against women. Implementing legal changes to benefit women in Ethiopia is impeded by difficulties in using the formal legal system, by poverty and deeply embedded gender inequalities, by plural legal systems, and by entrenched cultural norms. However, the article argues that the most significant challenge is the increasing degree of authoritarianism in Ethiopian state politics, that this is crucial in determining the space for activism, and that this shapes the successful implementation of legal change. The research shows how women's activism around personal rights challenges public/private and personal/political boundaries and can be seen as a political threat by governments in contexts where democracy and rule of the law are not embedded, leading to repression of women's activism and hindering the implementation of measures to protect women's rights when states become more authoritarian. Little is known empirically about the impact of democratisation on the implementation of measures to protect women's rights in Africa. This article shows how the emergence of democracy and legal reform intersects with the emergence of women's rights, especially with respect to gender-based violence. It shows how trying to secure women's personal right to be free from violence through the law is profoundly political and argues that the nature of democratisation really matters in terms of the implementation of measures such as legal changes designed to protect women's rights.  相似文献

This article argues that Groethuysen's creation of a new historiographical genre—the anonymous history of the formation of worldviews—was a response to the “problem of historicism” conceived of as a task of working out a concept of historicity beyond the relativism–objectivism dilemma. In scrutinizing Groethuysen's implementation of phenomenology to study how basic historical phenomena have been experienced, the article draws a parallel with Heidegger's response to historical relativism. In the main argument, Groethuysen's combination of a new approach to the history of ideas and a historicized philosophical anthropology reveals the possibility of avoiding the depressing dilemma between metahistorical objectivism and historicist relativism by means of a double hermeneutics. In this regard, special attention is paid to Groethuysen's phenomenological conception of narrative time.  相似文献

This article examines Palestinian refugee articulations of the Palestinian homeland and struggle in relation to religion and nationalism. My contention is that the impact of Hamas's electoral victory in Palestine is visible within the discourse of Palestinians in Jordan. This discourse suggests a transformation of the meaning of Palestinian nationalism in which religion is taking an important albeit complex role in nationalism. Using the concept of intertwining, this article considers how Islam has been intertwined with Palestinian nationalism in ways that have privileged particular ideas about the national homeland and fight for liberation. While many suggest that Islamist politics is incompatible with nationalism, this article takes the local discourse of refugees and argues that Hamas and its supporters have yet to abandon the framework of nationalism, although certain tensions exist.  相似文献

Within segments of the overlapping fields of political ecology and political geography, there is an emerging consensus that direct physical violence is over-studied, and that it cannot be analytically separated from other forms of violence. This article argues the opposite, namely, that direct physical violence remains understudied, and that analyzing it separately is warranted to grasp its specificities. To corroborate this argument, the article examines the study of green militarization and green violence. Whereas a substantial part of this literature discusses direct physical violence, most studies focus on broader conditions and discourses of violence, without empirically demonstrating how they feed into the production of direct physical violence. Consequently, these studies do not accurately map the entire “kill chain”. A case study of violence in Virunga National Park, in eastern Democratic Republic of the Congo, demonstrates the analytical merits of studying direct physical violence through a “microdynamics” approach, implying the detailed study of specific acts of violence and how they were committed. Far from distracting from broader conditions, structures and histories of violence, a microdynamics approach provides an entry point for understanding how these dimensions feed into the production of direct physical violence, and how this violence interacts with other forms of violence. In addition, it allows for a more accurate understanding of how the kill chain is constituted in time and space. The article concludes that acknowledging the particularities of different modalities of violence, instead of conflating them, will significantly advance the study of geographies of violence.  相似文献

In the scholarly reception of his work, Reinhart Koselleck's notion of modernity and his theory of multiple times have been cast as essentially at odds with each other. This article argues that although these positions are valid, Koselleck's writings can also accommodate an interpretation according to which the theory of multiple temporalities, or “layers of time,” provides theoretical ground for the modern understanding of time and history. Elaborating on this insight, the article shows the linkages sustaining the unity between Koselleck's formal theory of multiple times and his interpretation of modernity. To that end, I outline the main premises of the temporalization thesis that lies at the heart of Koselleck's theory of modernity, scrutinize his notion of Historik within which the framework “layers of time” belongs, and explore Niklas Olsen's and Helge Jordheim's interpretive accounts on how to conceive of the relationship between the two strands in Koselleck's thought. Ultimately, I argue that “layers of time” entails the formal conditions for historical acceleration, which is crucial for explaining the emergence of a specifically modern temporality wherein experience and expectation increasingly grow apart.  相似文献

Quentin Skinner's appropriation of speech act theory for intellectual history has been extremely influential. Even as the model continues to be important for historians, however, philosophers now regard the original speech act theory paradigm as dated. Are there more recent initiatives that might reignite theoretical work in this area? This article argues that the inferentialism of Robert Brandom is one of the most interesting contemporary philosophical projects with historical implications. It shows how Brandom's work emerged out of the broad shift in the philosophy of language from semantics to pragmatics that also informed speech act theory. The article then goes on to unpack the rich implications of Brandom's inferentialism for the theory and practice of intellectual history. It contends that inferentialism clarifies, legitimizes, and informs intellectual historical practice, and it concludes with a consideration of the challenges faced by inferentialist intellectual history, together with an argument for the broader implications of Brandom's work.  相似文献
