The post‐communist space continues to generate new internationally recognized states while incubating unrecognized but de facto states. Recent movement in the Balkans—the independence of Montenegro and the arduous deliberations over Kosovo's future —have variously encouraged other secessionist people and would‐be states, particularly in the former Soviet Union. This article analyses the impact of developments in Montenegro and Kosovo on several levels, including: their usage by de facto states; the reactions to them by central governments; Russian policy; and western and intergovernmental responses to these challenges. The article further argues that the Russian position on Kosovo and on the so‐called ‘frozen’ or unsettled conflicts neighbouring Russia could ultimately backfire on it. Western policy towards both Kosovo and on the post‐Soviet frozen conflicts will be best served by signalling to Russia, irrespective of the exact form of Kosovo's independence, that neither its own interests nor broader western‐Russian relations are served by using or reacting to any Kosovo ‘precedent’.  相似文献

This article analyses French assimilation policy towards the four communes of the colony of Senegal, placing it in a new conceptual framework of ‘globalization’ and ‘post-colonial studies’. Between the end of the eighteenth and the middle of the nineteenth century, the four cities of Saint-Louis, Gorée, Rufisque and Dakar were granted municipal status, while their inhabitants acquired French citizenship. However, the acquisition of these political privileges went together with a refusal on the part of these ‘citizens’ to submit themselves to the French code civil. Their resistance manifested itself in particular in the forging of an urban culture that differed from both the metropolitan model and the Senegambian models of the independent kingdoms on the colony's fringes or the societies integrated as protectorates. This article argues that, at the very heart of this colonial project and despite its marked assimilationist and jacobin overtones, a strong project of cultural and political hybridization developed. The inhabitants of the quatre communes forged their own civilité which enabled them to participate in a global colonial culture on the basis of local idioms.  相似文献

This article interprets the politics of asylum in Australia in light of what James Hollifield calls ‘the liberal paradox’; that is, the trend amongst contemporary states towards greater transnational open-ness in the economic arena alongside growing pressure for domestic political closure. It begins with an outline of Australia's recent history of economic reform and of the discourse of globalisation that has been employed to legitimise the changes wrought by this transition. Focusing on the period from the late 1990s to the early 2000s, the article provides an account of anxieties associated with these changes and an analysis of government strategies to secure the support of disaffected sections of the electorate. Asylum policy is analysed in this context. The article shows how the policing of asylum seekers constitutes performances of political closure designed to assuage those made vulnerable by Australia's neoliberal economic trajectory. It argues that these politics of asylum are indicative of the tensions between transnational engagement and territorial closure faced by neoliberal states more generally.  相似文献

Neoliberal globalization produces complex terrains of gender exploitation, with – some feminists argue – contradictory impacts on women. On the one hand, it subjects more women to increasing domination and devalorization by capital; on the other hand, women often ‘work’ globalization in ‘enabling’ ways. Informal jobs are often preferred sites for crafting economic emancipation and breaking away from patriarchy at home. Another body of literature argues that the feminization of informalization does not dismantle androcentric, neoliberal capitalism; moreover, reading these moments as women ‘working’ globalization represents a co-optation of women. Using examples of the feminization of informalization and ethno-religious gender violence in Ahmedabad city, India, this article critiques the concept of co-optation and argues that ‘actually existing women’ forge complex negotiations in the context of diverse exploitation, which can be conceptualized better with Marxian and Gramscian notions of false consciousness. The article also contends that understanding false consciousness as an assemblage where gender, class, caste, and ethnicity intersect in myriad ways will create possibilities for resistance.  相似文献

This article explores explanations of Russia's unyielding alignment with the Syrian regime of Bashar al‐Assad since the Syrian crisis erupted in the spring of 2011. Russia has provided a diplomatic shield for Damascus in the UN Security Council and has continued to supply it with modern arms. Putin's resistance to any scenario of western‐led intervention in Syria, on the model of the Libya campaign, in itself does not explain Russian policy. For this we need to analyse underlying Russian motives. The article argues that identity or solidarity between the Soviet Union/Russia and Syria has exerted little real influence, besides leaving some strategic nostalgia among Russian security policy‐makers. Russian material interests in Syria are also overstated, although Russia still hopes to entrench itself in the regional politics of the Middle East. Of more significance is the potential impact of the Syria crisis on the domestic political order of the Russian state. First, the nexus between regional spillover from Syria, Islamist networks and insurgency in the North Caucasus is a cause of concern—although the risk of ‘blowback’ to Russia is exaggerated. Second, Moscow rejects calls for the departure of Assad as another case of the western community imposing standards of political legitimacy on a ‘sovereign state’ to enforce regime change, with future implications for Russia or other authoritarian members of the Commonwealth of Independent States. Russia may try to enshrine its influence in the Middle East through a peace process for Syria, but if Syria descends further into chaos western states may be able to achieve no more in practice than emergency coordination with Russia.  相似文献

The article discusses some features of the political culture of late medieval Norway by focusing on the broader strata of the people and their political influence. To what extent could these groups express their own political goals and act to achieve them? The point of departure is the 1448–50 struggle for the Norwegian throne, the claimants being the Danish‐German Kristian I and the Swedish Karl Knutsson (Bonde). The Norwegian Council of the Realm was divided into two ‘parties’, both of which recognized the importance of the common people's support and acceptance of their candidate. However, the article argues that there were interesting differences in the two parties' tactics and rhetoric towards the common people. It was no coincidence that it was the supporters of Karl who mobilized the common people in the political struggle. Several central political, social and geographical arguments made by supporters of Karl were not employed in favour of Kristian. The supporters of the latter had to base their tactics on constitutional law and tradition. Nevertheless, it was concrete, contemporary political and economic interests that motivated the representatives of the common people, when they could not have a domestic king, to want Karl rather than Kristian,. This contemporary situation overshadowed a possible underlying constitutional conservatism among the common people. The popular representatives fought for what has been called ‘The Norwegian System’ in order to defend their own interests.  相似文献

ABSTRACT

This article examines the structures of international relations that facilitate political violence in postcolonial states. It explores the intersections of patriarchy and imperialism in the contemporary political economy to understand how armed conflict and political violence in postcolonial states form an integral element of the global economy of accumulation in deeply gendered ways. By focusing on the structural level of analysis, this article argues that the siting of armed conflict in postcolonial contexts serves to maintain neo-colonial relations of exploitation between the West and non-West, and is made both possible and effective through the gendering of political identities and types of work performed in the global economy. I argue here that armed conflict is a form of feminized labour in the global economy. Despite the fact that performing violence is a physically masculine form of labour, the outsourcing of armed conflict as labour in the political economy is ‘feminized’ in that it represents the flexibilization of labour and informalization of market participation. So while at the same time that this work is fulfilling hegemonic ideals of militarized masculinity within the domestic context, at the international level it actually demonstrates the ‘weakness’ or ‘otherness’ of the ‘failed’/feminized state in which this violence occurs, and legitimizes and hence re-entrenches the hegemonic relations between the core and periphery on the basis of problematizing the ‘weak’ state’s masculinity. It is through the discursive construction of the non-Western world as the site of contemporary political violence that mainstream international relations reproduces an orientalist approach to both understanding and addressing the ‘war puzzle’.  相似文献

This article explores the ways in which the archaeological excavations at Amphipolis, Northern Greece, were transformed into a ‘heritage spectacle’ during the summer of 2014. The article argues that the spectacularisation of Amphipolis excavations constituted a powerful, political medium for dis-orientating the wider Greek public from issues related to the severe economic crisis of the country. Although the practice of heritage spectacularisation is not new, the media spectacle of Amphipolis introduced an advanced mechanism for spectacularizing archaeological research and the past. The article deconstructs this mechanism through a thematic content analysis of about 100 newspaper articles published in the Greek press, filtered through the lenses of spectacle theory. As it is demonstrated, the spectacularisation process of Amphipolis excavations is embodied by emotive dramatisation, banal cultural symbols, escapism and power imbalances. The article concludes with an interpretive framework for heritage spectacles while highlighting ethical and practical implications regarding the role of archaeologists and heritage practitioners towards political ‘abuse’ of heritage in times of socio-economic and political crises.  相似文献

Conventional accounts of justice suppose the presence of a stable political society, stable identities, and a Westphalian cartography of clear lines of authority–usually a state–where justice can be realized. They also assume a stable social bond. But what if, in an age of globalization, the territorial boundaries of politics unbundle and a stable social bond deteriorates? Can there be justice in a world where that bond is constantly being disrupted or transformed by globalization? This article thus argues that we need to think about the relationship between globalization, governance and justice. It does so in three stages: first, it explains how, under conditions of globalization, assumptions made about the social bond are changing; second, it demonstrates how strains on the social bond within states give rise to a search for newer forms of global political theory and organization, and the emergence of new global (non-state actors) which contest with states over the policy agendas emanating from globalization; and third, despite the new forms of activity identified in the second stage, the article concludes that the prospects for a satisfactory synthesis of a liberal economic theory of globalization, a normative political theory of the global public domain, and a new social bond are remote.  相似文献

SUMMARY: Although the historical archaeology of the Spanish colonial world is currently witnessing an explosion of research in the Americas, the accompanying political economic framework has tended to remain little interrogated. This paper argues that Spanish colonial contexts bring into particular relief the entanglements between ‘core’ capitalist processes like ‘antimarkets’, dispossession and the disciplining of labour with the specific biopolitical ecologies assembled through co-option, coercion and accumulation. This perspective is explored through two archaeological case studies from Peru and Guatemala, where competing concerns about altitude, climate, disease, violence and populations of differentiated labouring bodies (both human and non-human) came to the fore in unexpected ways. The resulting discussion challenges the reliance on abstract analytical totalities like ‘capitalism’ and ‘colonialism’, and shifts attention towards the diverse assemblages of actors that shaped and continue to shape the processes central to political economic analyses.  相似文献

This article argues that commentators such as Will Hutton might be somewhat premature in their forecast of an imminent collapse of the Chinese economy as a principal mechanism of general global economic downturn. Long-term predictions surely require some long-term data from the real historical past? The author argues more specifically that in recent history the turning points in the Chinese political economy tend to come from technological and related problems within that economy itself, rather than through political pressures arising from outside China. It follows that Chinese political transition awaits further economic development and its association with the emergence of a new phase of technological progress. This approach differs from that of the ‘adaptive governance’ analysts, who argue that evolution of political regimes may be traced through linkages between contemporary political processes and the ‘revolutionary precedents’ of the 1920s. Instead the author considers a continuous history of technological exigencies into the present time as the effective stimulants of regime changes.  相似文献

From an historical materialist perspective, the essential quality of industrial change is that it is the product of conflict resident both in the relationship of struggle between capital and labour over the accumulation of surplus value and in the competitive relations between individual capitals over the appropriation of profits. This article is essentially methodological in that it identifies the specific competitive and conflictual determinants of profitability internal to an industry and the external influences of the wider economy which contribute to that industry's ‘relative’ profitability vis a vis investment capital. It argues that the emerging pattern of economic change is structured by a tendency towards crisis and declining profitability. The history of black coal production in Australia is examined in the light of this method and emerging theory of industrial reorganisation.  相似文献

Germany's relationship with Russia has historically been one of the most crucial in shaping Europe's fate. Despite radical transformation in the nature of European Great Power politics, it continues to be pertinent from the perspective of today's world. Germany's willingness to establish good relations with the Soviet Union in the late 1960s—its emphasis on economic relations and cooperation instead of political disagreements—prepared the ground for the end of the Cold War and German unification twenty years later. Germany's basic policy towards Russia remained broadly unchanged despite German unification and changes in the domestic political coalitions and leadership, sometimes against political expectations. In the European context, Germany's attitude towards Russia created the backbone of EU–Russia relations. During 2012–13, however, the continuity in Germany's policy towards Russia was seen as having come to an end. Political twists came to the fore and the atmosphere was loaded with tensions, made worse by the Ukrainian crisis. This article reviews the recent, alleged changes in Germany's policy towards Russia during the Merkel era. It asks two basic questions: first, whether Germany's policy really has changed and if it has, what are the theoretical tools that give us the best potential understanding of these changes? The article argues that the policy has changed, but not as dramatically as made out by some headlines. Moreover, the article suggests that a key element in analysing the degree of change in Germany's policy towards Russia is neither the external power relations nor domestic politics and related changes in the prevailing interpretation of national interest, though these are important too, but the interaction between the leaders and foreign policy elites.  相似文献

The key concerns in work on the politics of the Middle East in the past decade have been economic and political liberalization/democratization (or the absence thereof) and security, both domestic and international, along with a continued focus on the Arab‐Israeli conflict. There has been an increasing recognition that these issues are strongly interrelated. Europe cannot avoid concerns over economic and political stability in the region affecting its own interests. Together with economic reasons for engagement with the region, this has brought about a desire to see economic and political reform take place. The Euro‐Mediter‐ranean Partnership Initiative (EMPI) is one result of this. The background against which these policies, concerns and hopes are evolving is ‘globalization’, both of the discourse of ‘democracy’ and in the growing hold of liberal market economics internationally. Recent research on the politics and political economy of the region, and on EMPI, however, shows that a combination of political‐economic and related political‐cultural factors, along with the Arab‐Israeli conflict, continue to hamper political and economic reform in the Middle East, and that European policy as currently conceived is unlikely to affect this greatly. Yet such recent work also shows that aspects of globalization are changing the environment in which Middle Eastern regimes are having to function, while at the same time offering civil society new tools. Middle Eastern societies do, to varying extents, possess the necessary ‘spaces’ and traditions for human ‘agency’ to escape the constraints of domestic and international ‘structures’ and evolve new political cultures‐including democratic ones. Existing judicial or legislative institutions may acquire volition of their own and reinforce this process. There is nothing in ‘Islam’ that necessarily obstructs such possibilities. And supposedly ’obsolete‘ monarchies might yet be among the most successful types of regime in coping with such change.  相似文献

This article highlights the renaissance of the essentialist topos of the ‘lazy and irrational’ ‘Südländer’ (Southerner, Southern countries, South) in the German political and media discourses during the ‘Euro crisis’. It argues that it served to legitimate the political and economic measures taken in Southern European countries that pushed them into still more peripheral positions within the European Union (EU) and deepened the cleavage between North and South. Culture, or better culturalism and racism as its political ideological version, thus were used as a trap, as an intellectual battleground for justifying extremely complex economic and political decisions in a simplistic fashion throughout a crucial period of European history. The article furthermore demonstrates how a postcolonial reading may productively decode the processes of Othering taking place within Europe itself, especially between the so-called core and peripheral countries.  相似文献

This article examines the relationship between time, governance and political participation through a critical engagement with the ‘acceleration thesis’. Whilst the acceleration thesis argues that the ‘shrinking of the present’ is a condition of contemporary governance, others have viewed it as dysfunctional to the democratic process and effective policymaking. By drawing on a wide range of literature and through the use of illustrative examples, this article argues that slow and fast politics have strengths and weaknesses when it comes to the practice of governance and democratic participation. In turn, questions are raised about how public organisations and others might manage temporality and change in an ‘accelerated polity’. The article concludes by calling for further research into the ‘politics of time’ and its effects on public policymaking and political participation.  相似文献

Abstract

This article examines the child-relief activities of the American Red Cross in Hungary in the aftermath of the Great War, offering an insight into the workings of humanitarianism in interwar Europe. A close look at this one Central European ‘playground’ of transatlantic intervention helps us understand the logic and the underlying political, economic and ideological motives behind Allied humanitarian aid to ‘enemy’ children. Analysis of the ways in which the war’s aftermath affected children, their bodies and their relief throws light on the relationship between violent conflicts, children in need and humanitarian intervention. The article looks particularly at the role of the child’s damaged body and its photographic representation, making it what Cathleen Canning calls an ‘embodied experience of war’. Exploration of the humanitarian discourse around the suffering child helps us identify the humanitarian reaction to the unforeseen social consequences of wartime confrontation. The article argues that the harmed body of the ‘enemy child’ served to mobilise transnational compassion that challenged the war’s deeply anchored ‘friend–foe’ mentality. The child turned into a means of configuring and translating human suffering beyond ideological and political borders. At the same time humanitarian child relief helped to further consolidate asymmetric international power relations.  相似文献

ABSTRACT. This article examines the relationship between sub‐state nationalism and the welfare state through the case of Québec in Canada. It argues that social policy presents mobilisation and identity‐building potential for sub‐state nationalism, and that nationalist movements affect the structure of welfare states. Nationalism and the welfare state revolve around the notion of solidarity. Because they often involve transfers of money between citizens, social programmes raise the issue of the specific community whose members should exhibit social and economic solidarity. From this perspective, nationalist movements are likely to seek the congruence between the ‘national community’ (as conceptualised by their leaders) and the ‘social community’ (the community where redistributive mechanisms should operate). Moreover, the political discourse of social policy lends itself well to national identity‐building because it is typically underpinned by collective values and principles. Finally, pressures stemming from sub‐state nationalism tend to reshape the policy agenda at both the state and the sub‐state level while favouring the asymmetrical decentralisation of the welfare state.  相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship.

All three ‘durable solutions’ developed by the international community in the twentieth century – repatriation, resettlement and local integration – are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation–state territories. However, it is the exclusionary consequences of national controls over political membership – and through this of access to citizenship rights – that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights?

This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled.

Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation – or more accurately liberal resistance to non-voluntary refugee repatriation – became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’.  相似文献

This article examines the disagreement between two partisans turned historians, Nuto Revelli and Claudio Pavone, on the legitimacy of the term ‘civil war’ to describe the Italian Resistance of 1943–1945. ‘Civil war’ is a controversial term in Italian and European discussions of World War II. Accordingly, ‘civil war’ provokes a study of the intersection of ideology and ethics, experiential memory and history in postwar Europe. But why should Revelli and Pavone, two men who had been on the same side during the Resistance, see things so differently? This article demonstrates that each historian’s experience before and during World War II shaped their participation in the Resistance and their subsequent representation of it. Consequently, their divergent experiences offer an explanation as to why Pavone argues that the Resistance was a civil war and Revelli argues that it was not, without relativizing in political and ethical analysis.  相似文献
