Both the European Union and NATO are now committed in principle to substantial enlargement. It remains doubtful, however, how far member governments are making a success of further enlargement, let alone thinking through its strategic implications. Yet the process of dual enlargement will define the future security, political and economic structures of the European region. During the past year west European governments have extended promises of eventual membership to the western Balkan states and to Turkey; while the future positions of Ukraine, Russia, the Caucasus states and the southern Mediterranean associates all raise delicate policy issues. Hard choices remain to be made about the adaptation of these organizations to eastern enlargement, and about the management of relations with the near neighbours who will remain outside.

Extinction is the Dream of Modern Powers: Bearing Witness to the Return to Life of the Sinixt Peoples?

The Arrow Lakes Band was the only form of legal recognition ever made available to the Sinixt nation by Canada before they were declared extinct. The Oatscott reserve and the state were cartographies that both summoned and willed away the Sinixt. I attempt a “politics of witnessing” of recent Sinixt activities as they push back against these colonial enframings and displacements. I then contextualize biopower within settler society to chart the production of the state through a cultural economy of racialization and erasure, and through a clearing of the land based on more explicit imaginative geographies. The declaration of the extinction of the Sinixt illustrates Indian reserves less as a disciplinary and more a sovereign technology. And yet it is quintessentially modern owing to the absence of instrumental violence. Finally, the limitations of witnessing and the space Indigenous peoples make for alliances are examined.     

Utilizing U–Pb CA-TIMS dating to calibrate the Middle to Late Jurassic spore-pollen zonation of the Surat Basin,Australia to the geological time-scale

Spore-pollen palynostratigraphy is commonly used to subdivide and correlate Jurassic continental successions in eastern Australia and thus aid the construction of geological models for the petroleum and coal industries. However, the current spore-pollen framework has only been tenuously calibrated to the geological time-scale. Age determinations are reliant on indirect correlations of ammonite and dinoflagellate assemblages from New Zealand, the North West Shelf of Australia and Southeast Asia to the standard European stages. New uranium-lead chemical abrasion thermal ionization mass spectrometry (U–Pb CA-TIMS) dates from 19 tuff beds in the Middle–Upper Jurassic Injune Creek Group of the Surat Basin enables regional spore-pollen palynostratigraphic zones to be precisely dated for the first time. These results show the base of the APJ4.2 and APJ4.3 subzones are similar in age to previous estimates (Middle Jurassic, Bathonian) from indirect palynostratigraphic correlation. However, the base of the APJ5 Zone and the APJ6.1 Subzone may be somewhat younger than previously estimated, possibly by as much as 2.5 and 4.2 Myrs, respectively. The continued utilization of U–Pb CA-TIMS dates will further refine the absolute ages of these zones, improve the inter- and intra-basinal correlation of Middle–Upper Jurassic strata in eastern Australian basins and greatly enhance intercontinental correlations.

Does the Law and the Constitution of the Family Have to Change?

The law and constitution of the family has been targeted for transformation in recent years, leading most notably to the Supreme Court's decision in Obergefell v. Hodges, mandating same-sex marriage as a matter of constitutional law. In this essay I undertake a thought experiment, asking how advocates of traditional marriage ought to want the law of marriage to change in light of this development. I begin by reviewing the argument for legal change sketched by Aquinas and then applying it to developments concerning marriage in modern America. Next I sketch the natural-law argument on behalf of traditional marriage. Finally, I turn to the case of Michael H. v. Gerald D., in which the Supreme Court upheld a statutory reiteration of the common-law presumption that the husband of the mother is the father of her child, against a challenge from the biological father, suggesting that this case, long admired by conservatives, needs to be reconsidered—and that the dissent in the recent Indian Adoption Case recognizing a constitutional right of biological parents might prove useful to the restoration of marriage law.

What has Iberia to do with Jerusalem? Crusade and the Spanish route to the Holy Land in the twelfth century

In spite of repeated papal injunctions forbidding them to abandon their homeland, Iberian Christians, like their co-religionists throughout Europe, were energised by a desire to participate in the Holy Land crusades. The most significant and creative attempt in the first half of the twelfth century to respond to this Spanish desire was the development of the idea of the iter per Hispaniam, which was fostered by Iberian archbishops and monarchs such as Diego Gelmírez of Santiago de Compostela and Alfonso I of Aragon. This Spanish route was intended to unite the conflicts in the peninsula and the Holy Land, forming a single Mediterranean-wide crusading theatre and thereby granting the Iberian conflict a deeper connection with the struggle for control of the holiest sites in Christendom. This article explores the development of crusading ideology in Spain and the difficulties of doing so in a venue outside of the Holy Land. Additionally, the development of the Spanish route idea provides a unique opportunity to contextualise recent historiographical discussions about the essence of the crusades and to highlight the way in which different perspectives helpfully offer insight into various aspects of peninsular crusading.     

What's Happened to the Watchful Eye?

This article reports results of a follow-up study to my book Keeping a Watchful Eye (1990), updating it with data from the 1990s. It examines whether congressional oversight has increased or decreased relative to earlier periods, how the variables that predicted oversight behavior in the period from 1961 to 1983 worked in later years, why changes have occurred, and what they mean. It also examines whether there was something distinctive about oversight in the 1990s when Republicans dominated both chambers. Results indicate that the amount of primary-purpose oversight continues to be quite high and that the model developed in the book to explain committee oversight behavior remains remarkably effective. What has changed is a large drop in legislative hearings and meetings (where oversight behavior often occurs), something that the data show actually predates the Republican 104th Congress. However, the Republican takeover did lead to a more oppositional oversight context–to more oversight hostile to the basic goals of programs and agencies.     

From the Absent Mother to the Oppressive Mother to the New Mother in Lucía Etxebarria's Un milagro en equilibrio

This article examines the transformation of maternal and paternal images that occurs in Lucía Etxebarria's 2004 novel Un milagro en equilibrio. Sandra Schumm argues that the novel engages and transforms the postwar archetype of the “absent mother.” Using Schumm's study as a springboard, my article takes this argument further by showing how Etxebarria rewrites a second maternal archetype, the “oppressive mother,” a figure that symbolizes patriarchal values and the Francoist regime in many postwar narratives by women. At first, protagonist Eva Agulló characterizes her mother, Eva Benayas, as one of these oppressive mothers, a characterization that Etxebarria has also employed in her two most famous novels to date, Amor curiosidad, prozac y dudas and Beatriz y los cuerpos celestes. Un milagro en equilibrio marks a change in Etxebarria's treatment of mothers because, as the novel progresses, Agulló questions and then complicates this portrayal. The Benayas that emerges is a complex woman influenced by personal, familial, and national conflicts. Conversely, Agulló's father comes to assume more culpability for family abuse and dysfunction as Agulló associates him with Francoism. This reassessment of maternal and paternal roles demonstrates Etxebarria's own evolution in maternal representations as it dialogues with and recreates previous works such as Ana María Moix's 1969 novel Julia and Ana María Matute's 1959 Primera memoria and 1969 La trampa—three foundational novels that also employ tyrannical maternal figures. In rejecting the oppressive mother role she had assigned to her mother, Agulló rewrites a long history of maternal figures associated with the Francoist regime in many postwar narratives by women.

Dithering while the planet burns: Anthropologists’ approaches to the Anthropocene

This review article argues that styles of thinking and writing recently encouraged in the environmental humanities are not conducive to analytical clarity, theoretical rigor, or effective critique of the practices and discourses that generate global inequalities and unsustainability. Critically discussing how global environmental change is being approached in anthropology and other human sciences, it concludes that the haziness, inconsistency, and inaccessibility of so-called posthuman deliberations on the Anthropocene ultimately serve to promote the destructive economic forces that are responsible for such change. A recent attempt to bring together approaches from posthumanism and Marxism is also deeply flawed, failing to present a coherent theoretical outlook on the environmental history of capitalism. The article argues for more responsible efforts to build interdisciplinary theory of the Anthropocene.     

Children’s participation: moving from the performative to the social

The body of work on children’s participation has been valuable in asserting its importance. Nonetheless, participation is a contested concept and key challenges arise relating to its emphasis on age and voice, its focus on socialising the participative responsible citizen, and its failure to sufficiently recognise the range of participatory activities of children in their everyday lives. This article presents findings of a study on children’s experiences of participation in their homes, schools, and communities including the importance of the relational context, how everyday interactions rather than ‘performative’ formal structures for participation are valued by children and how their participation is limited by adult processes based on notions of competence and voice. It concludes with an argument for recognising and facilitating children’s informal and social participation as well as new forms of democratic processes being developed by children to address the possibility of governance and over-responsibilisation of children.     

Connecting lectures to current affairs: the “letters to newspapers” assignment

This paper presents the experiences of teaching political geography, in a level 2 BA course, with the use of an innovative assignment – the letters to newspapers assignment. We provide here the aims, rationale and a detailed outline of the assignment. We also discuss student feedback from 67 questionnaires and 2 focus groups. Our findings suggest that the assignment was instrumental in (a) enabling the students to see concepts in action, that is to link abstract ideas with real-world issues and (b) initiating a move away from passive learning towards supporting students to actively and critically reflect upon their relationship with the world.
