Increasing evidence indicates that ongoing and future climate change impacts, such as enhanced coastal erosion driven by intensified storms and sea-level rise, will be destructive or problematic for coastal archaeological heritage. Approaches to this problem range from broad-scale GIS-based vulnerability assessments to site-scale monitoring and survey. In all cases, the approach chosen should be based on the best-available data on the local historic environment and pattern of coastal change. Therefore, this paper will demonstrate how such data can be successively acquired and enhanced using an integrated approach that builds on and refines a previously conducted broad-scale vulnerability assessment. This approach was adopted in the study region (Northern Ireland) owing to a lack of coherent and up-to-date information on shoreline change. This approach incorporated the GIS-based Digital Shoreline Analysis System (DSAS) to quantify and analyze local shoreline change. DSAS is a software extension for ESRI ArcGIS which allows calculation of rate-of-change statistics using past shorelines identified from georeferenced historic maps and vertical aerial imagery. Additionally, a field survey was conducted to assess the condition of recorded sites, and identify unrecorded ones. Results revealed a more complex pattern of shoreline change in the study area (Magilligan Foreland, Lough Foyle) than previously anticipated, with zones of significant erosion interspersed with areas of stability or advance. Fifty-one new sites ranging from the prehistoric period to the Second World War were also identified. The new information was used to develop a priority classification based on site significance, condition and risk level which improved significantly on the uniform classification of the original broad-scale assessment.  相似文献

Climate change may accelerate the degradation of archaeological sites in the Arctic and lead to a loss of important historical information. This study assesses the current preservation conditions and the processes controlling the physical and chemical stability of the Qajaa kitchen midden in western Greenland. Currently, the site is well protected by low ground temperatures, permafrost and a high water/ice content, keeping the deposits anoxic. Based on 5 years of monitoring data, degradation experiments and model simulation, our results suggest that the combined effects of permafrost thaw, thermal and hydrological erosion and oxygen exposure may lead to substantial loss of archaeological evidence before the end of the 21st century.  相似文献

UNESCO’s 207 natural heritage World Heritage Properties are at risk from climate change, but risk varies widely among properties. I offer a global model based on multi-model general circulation model (GCM) ensembles, vulnerability and Human Influence (HII), producing the World Heritage Vulnerability Index (WHVI), a measure of relative risk among properties. Nineteen properties are most at risk (i.e. WHVI > mean + 1 SD). Those include islands (i.e. Vallée de Mai, Aldabra, East Rennell, Teide, Laurisilva of Maderia, Isole Eloie, Pitons Management Area, Morne Trois Pitons and Galapagos Islands), coastal properties (i.e. Everglades, Desembarco del Granma, High Coast and Kvarken Archipelago, Doñana, Brazilian Atlantic Islands, Ichkeul and the Sunderbans) and mountainous properties (i.e. the Pyrenees Mont Pérdu, Nanda Devi and the Valley of Flowers, and Mount Kinabalu). Three properties (i.e. Teide, Isole Eloie and the Pitons Management Area) are geologic, apparently relatively resistant to short-term climactic changes. The remaining 16 are likely to respond to climactic changes in the next 40 years; those changes may threaten their World Heritage status. Those properties are where society could most effectively invest in adaptation. I identify adaptive strategies and next steps for proactive climate change adaptation in the 16 natural heritage properties on the World Heritage List most at risk.  相似文献

Abstract: Climate change is already exerting significant pressure on humanity, but some people have the resources to cope, while others do not. What, then, determines vulnerability to climate change? This article presents a case study of one site of vulnerability in Egypt, known as the Mubarak Project villages on the shores of the Mediterranean. The soil of these villages is now undergoing rapid salinization, forcing farmers to apply sand to “elevate” their fields above the rising salty water table—but not all farmers can afford to buy the requisite sand. Accumulation by dispossession under the Mubarak regime has pushed some people towards the frontline of climate change, while at the same time denying them the resources to stay there. Using our case, we explore the connection between accumulation by dispossession and vulnerability to climate change and ask if an end to the former could reduce the latter in Egypt.  相似文献

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.  相似文献

This research explores archaeological heritage management at the Memphis and its Necropolis – the Pyramid Fields from Giza to Dahshur World Heritage Site in Egypt. The case study methodology involved a structured questionnaire in order to gather data from key stakeholders. The results suggest only partial implementation of the World Heritage Site (WHS) management plan due in part to financial constraints, while strategies to raise visitor numbers remain limited. Actions are required to promote tourism, and to find resources for site enhancements. Current site management responsibilities appear centralised, with a need to develop an integrated management plan for the WHS. There could be better understanding of the needs of visitors and how these can be met. The study recommends development of a more Integrated Management Plan for the site, perhaps also involving some restructuring of key (state) organisations and/or specifically the creation of an entity responsible for management of the site.  相似文献

A new approach is developed for vulnerability analysis of monuments based on a matrix model and the relationships with static and structural factors, climatic conditions, air quality, urban planning and social agents for preventive conservation of cultural heritage in urban centers.

The objective is to provide tools for decision-makers in the current recession to allow them to prioritize strategies for cultural heritage preservation in a town, where territorial policies are applied and regions where restoration budget is distributed. This new tool allows to classify monuments in order to prioritize restoration and is useful in deeper analysis associated to risks assessment.

The degradation of building materials and structures is mainly due to deterioration caused by structural instability, weathering, pollution, and anthropogenic damage. The vulnerability approach of each monument (vulnerability indexes) was calculated, based on a Leopold matrix that depends on intrinsic variables and the life of the monuments. For the very first time, the influence of different deterioration agents has been balanced with a Delphi forecast based on architects’ opinions.

The result is a new pre-Artificial Intelligence tool that enables users to reproduce human reasoning to study relations between vulnerability factors, risk factors, and the historical parameters of the monuments.  相似文献

This article reviews contemporary heritage management through a systematically coded content analysis at one of Malaysia’s UNESCO World Heritage Sites: the Archaeological Heritage of the Lenggong Valley (AHLV). It evaluates the competency of the preliminary Conservation Management Plan (CMP) of AHLV by looking at the accuracy of five distinctive dimensions of the CMP in conveying the information about the sites and management objectives: the legislation related to the heritage conservation and management; the action and implementation of the management strategies; the level of stakeholder’s participation; and, finally, how the CMP integrates local values and ideas into management planning. The results show that contemporary heritage management planning at Lenggong Valley tends to prioritize the conservation of the archaeological values of the sites over other values (i.e. social, historical, and aesthetic values), and that planning has largely been in the hands of governmental agencies with limited involvement from local communities in the decision-making process.  相似文献

A critical discussion of value typologies for heritage conservation and management is offered, from the perspective of objects and urban conservation, in light of a review of published literature on heritage values. It is suggested that value typologies are often designed and implemented without understanding the implicit consequences of the inclusion and omission of ‘values’. It is also suggested that typologies often fail to prompt the necessary questions to develop satisfactorily detailed understandings of heritage significance, resulting in decisions being based on implicit, rather than explicit, value assessments in practice. Mindful of the problems associated with ‘universalising’ context specific typologies, a broad framework for assessing and communicating significance is proposed. In order to encourage holistic approaches, the framework is designed to combat the false dichotomies of cultural/natural and tangible/intangible heritage; it is hoped this will make the framework widely applicable. Without downplaying the necessity of diverse participation in assessing significance, the framework is designed to identify aspects of weakness and preference in cases where adequate consultation is not possible.  相似文献

The objective of this study is to establish a methodology for temporary protective structures, that is, the guidelines for planning, design, and implementation of future protective structures. The basic method of this paper was the observation and analyses of temporary protective structures as well as the evaluation of the results achieved in implementation of these rules in completed structures, within the Hilandar Monastery complex on Mount Athos, in Greece. Mount Athos was inscribed on the UNESCO World Heritage List for its cultural and natural values. The Holy Mount Athos is a unique monastic complex in the world and only males are allowed past the entrance. Having performed the evaluation of certain types of temporary protective structures, the given results were offered as recommendation for their design and implementation. The most significant accomplishment of this paper is verification of the designed, calculated, and completed protective structures through practical application within the Hilandar Monastery complex, in accordance with all the factors of site management.  相似文献

As heritage research has engaged with a greater plurality of heritage practices, scale has emerged as an important concept in Heritage Studies, albeit relatively narrowly defined as hierarchical levels (household, local, national, etcetera). This paper argues for a definition of scale in heritage research that incorporates size (geographical scale), level (vertical scale) and relation (an understanding that scale is constituted through dynamic relationships in specific contexts). The paper utilises this definition of scale to analyse heritage designation first through consideration of changing World Heritage processes, and then through a case study of the world heritage designation of the Ningaloo Coast region in Western Australia. Three key findings are: both scale and heritage gain appeal because they are abstractions, and gain definition through the spatial politics of interrelationships within specific situations; the spatial politics of heritage designation comes into focus through attention to those configurations of size, level and relation that are invoked and enabled in heritage processes; and researchers choice to analyse or ignore particular scales and scalar politics are political decisions. Utilising scale as size, level and relation enables analyses that move beyond heritage to the spatial politics through which all heritage is constituted.  相似文献

ABSTRACT

This paper proposes a classification of the risks threatening archaeological sites in southern Iraq and suggests some possible remediation to better preserve them. This has been possible thanks to a research methodology that combines remote sensing and ground control on a sample of 558 sites documented by the Iraqi-Italian QADIS survey project. A three-tier typological framework has been created illustrating the risks jeopardising the cultural heritage of the region. This research showed that the most impacting risks are the ones caused by agricultural activity, despite current narratives which mainly focus on looting and violent destruction. To get at the root of the problem, current laws protecting cultural heritage in Iraq are analysed, as well as how the cultural authorities are organised on the ground. Improving the organisation of the SBAH, engaging the local communities towards the issue of sites’ protection and introducing preventive archaeology are among the solutions proposed.  相似文献

This article engages with the recent geographical literature on policy mobilities in order to examine how the World Bank mobilizes climate change adaptation 'best practices'. Drawing from the relational case study of the Kiribati Adaptation Project and the Community Resilience to Climate Change and Disaster Risk in Solomon Islands Project, the article explores the complex and intensive work required for mobilizing lessons and practices. The analytical work required in building the Kiribati Adaptation Project as a World Bank success story and policy model worthy of replication in new sites is demonstrated. However, heeding calls within the policy mobilities literature to avoid fetishizing mobility and attending to the contradictions between global flows and local institutional specificity, the article finds limited evidence of replication in noted sites of emulation. Instead, there is compulsive citation, publication, and circulation of experiences and successes within the World Bank, which operates to build internal and external legitimacy.  相似文献

Rapid advances in geophysical techniques over the past decade have provided the maritime archaeological community with significant opportunities for re‐defining the procedures for wreck‐site mapping, evaluation and monitoring. The techniques which offer most potential for high‐resolution survey are acoustic‐based and include sidescan sonar, swath‐bathymetry sonar and multibeam sonar. These techniques were tested on an artificial test‐site in Plymouth Sound and over the wreck of the Stirling Castle. Results demonstrate that the techniques can provide the maritime archaeologist with the opportunity to rapidly and cost‐effectively map and monitor small, centimetric changes on sites, with the potential for long‐term monitoring and management. © 2009 The Authors  相似文献

This article systematically reviews and synthesises academic, peer‐reviewed literature to assess the state of knowledge concerning socio‐economic vulnerability to climate change impacts and environmental hazards in New South Wales and Queensland, Australia. It focuses upon empirical research that identifies socio‐economic factors associated with vulnerable subpopulations. Using systematic review methods, 35 articles met the inclusion criteria. These articles are analysed according to their general characteristics, the methods used, and the factors reported to be associated with socio‐economic vulnerability. This body of evidence reveals that (1) the majority of the knowledge about socio‐economic vulnerability in New South Wales and Queensland has only recently emerged; (2) more knowledge has been published about Queensland; and (3) extreme temperature is the most researched environmental hazard. Despite increased research activity over time, the number of factors repeatedly demonstrated to influence socio‐economic vulnerability is small. Age, gender, place of residence, and pre‐existing illness were the most commonly reported factors, although the influence of these factors upon socio‐economic vulnerability is complex. There is scope to extend the empirical research base across a broader range of climate‐related hazards and to better link findings from the domains of climate change vulnerability and population health.  相似文献

As social constructions, heritage properties require the participation of all their stakeholders, especially in the case of UNESCO World Heritage Sites. The Atapuerca (Burgos, Spain) World Heritage Site is used as a test case for assessing the fulfilment of the local community’s development expectations, perceptions, and values. This paper is the first formal attempt to ascertain the opinions of residents in the surrounding villages — Ibeas de Juarros and Atapuerca — regarding the initiatives taken by the authorities, and the changes produced, since the site was included in the World Heritage List. The results show that many improvements can be made with the aim of democratizing the decision-making process, ensuring the involvement of the local community and improving their quality of life, in order to fulfil the spirit and recommendations of UNESCO.  相似文献

This article describes the emergent and unstable dispositif of climate finance that is being built from iterative experiments in climate finance provision. The article provides a periodisation of different phases of climate finance from the 1990s onward using examples from REDD+, ecosystem services, the Green Climate Fund, green bonds, and insurance‐based derivatives, and connects this periodisation to broader processes of financialisation. It analyses how climate finance projects incorporate competing systems of accounting denominated in carbon, natural capital, “green‐ness”, insurance risk and internationally transferred mitigation outcomes. The article argues that many accounting units are evident in current climate finance products, each loosely derived from a different phase in this periodisation. However, experiments in calculating time and value in climate finance continue, and although risk is being increasingly used to correlate different denominators of value, an overall solution for how climate change is to be accounted for in financial interventions remains elusive.  相似文献
