'Respect the life of the countryside': the Country Code, government and the conduct of visitors to the countryside in post-war England and Wales

Geographers examining the spaces of government and governance, and in particular those drawing upon the writings of Michel Foucault on government and governmentality, have tended to overlook the importance of different media, technical devices and practices of self-government to specific rationalities and programmes of government. In this paper I argue that the materialities and immaterialities of many mundane media technologies, the way they articulate and translate particular programmes of government, and the way they instil practices of self-government in citizens, are important but frequently overlooked dimensions of the geographies of government. I focus on the codes of countryside conduct – The Country Code/Countryside Code – that have been published in England and Wales since 1951. I examine how the National Parks Commission, and subsequently the Countryside Commission and Countryside Agency, identified the potential strengths and limitations of using the Country Code booklet to govern the conduct of visitors to the countryside. The paper shows how the material form of the booklet and methods of distributing and promoting it were seen to matter, and examines how civil servants attempted to extend the 'reach' of the Code and articulate its message through a diverse range of media which entailed different kinds of performative encounters in different spaces.     

Services in Russia: past,present, and future

In spite of ambitious modernization plans of the government, structural change in Russia is not proceeding in the direction of highly developed economies. Part of the lag in the tertiarization process can be explained by the fact that, as during the Soviet period, the role of services in the economy is still ignored, particularly regarding innovation. This paper aims to contribute to the analysis of the evolution of services in Russia since the mid-1990s and its future prospects by compiling data from the World Bank, the International Labor Organization, Rosstat, and the World Input–Output Database. Two complementary and novel perspectives are adopted: a production system perspective and a spatial perspective. Regarding services in the Russian production system, comparison of interindustry linkages reveals that, in addition to traditional relevant activities like wholesale/retail trade and transport and communications, business services are acquiring great importance as production process inputs. Concerning the spatial perspective, we observe a greater presence of non-market services in less densely populated federal districts, while strategic service activities are highly concentrated in the most dynamic ones. Analysis of major Russian cities confirmed the trend of business services concentrating in densely populated and highly innovative cities. In brief, services, and in particular business services, can be a means to boost innovation and growth in Russia, but more attention from political leaders is necessary for these activities. The modernization process should abandon its current “high-technology industry myopia” and take into consideration the innovative, and especially, the knowledge-diffuser role, that services can exert.

A canine surrogacy approach to human paleodietary bone chemistry: past development and future directions

When archaeological human remains are absent or otherwise unavailable for bone chemistry-based paleodietary reconstructions, dog remains may provide an appropriate surrogate material for approximating ancient human diet. This “canine surrogacy approach” (CSA) has developed over the past thirty years and is becoming more common in archaeological science literature. A dearth of continued innovation in CSA applications as well as recent criticisms of its feasibility may reflect the absence of a cohesive overview of the approach’s development, its underlying analogical nature, as well as variation and inconsistency in the ways it has been applied. Considering the CSA’s invaluable potential to partially circumvent the destructive analysis of human remains, thereby addressing the increasingly recognized concerns of indigenous groups, such considerations would be timely and germane. Recent research has characterized the role of analogy in CSA applications and devised a framework for making CSA interpretations (Guiry J Archaeol Method Theory 19(3):351–376, 2012a, b). In contrast to, and complementing that work, this paper provides an outline of the CSA’s inception and evolution with particular emphasis on identifying the impetuses for, and trends in, its development. In addition to clarifying the CSA’s origin as well as where and why it is applied today, this review provides an opportunity to identify future directions for productive methodological innovation.     

Looking to the past,uncertain about the future: Japan's politics in an era of disaster and stagnation

The Japanese state and society face major challenges due to more than 20 years of economic stagnation and steady political transformation. The books reviewed here dissect a nation in the midst of change: its politics, political economy, and response to the triple disaster of the Tohoku earthquake, tsunami and Fukushima nuclear incident (commonly referred to by the Japanese as 3.11) in 2011. John Dower considers Japanese difficulty in confronting its wartime past, while Frances Rosenbluth and Michael Thies lay out the broad sweep of Japan's political history. Ellis Krauss and Robert Pekkanen focus an institutional lens on the evolution of the Liberal Democratic Party (LDP) from hegemonic to merely dominant party, while Leonard Schoppa and colleagues examine the emergence of a two‐party system since the political shakeup of 1993–1994. Robin LeBlanc employs a gender approach to parse the nature of male values and show how they shape the actions of political candidates and activists. Lucy Birmingham and David McNeill provide an on‐the‐ground view of individuals reacting to the 3.11 calamity. The McKinsey & Co. collection includes varied articles, from optimistic pieces urging Japan towards a quick rebound to more sober assessments of long‐term national decline. Together, these books provide an excellent snapshot of Japan at a metaphorical turning point.     

Tracking tuberculosis in the past: the use of genealogical evidence

A series of mutations of tuberculosis, present in the 1990s among elderly persons in the Province of Quebec (Canada), is interpreted as the outcome of a suite of three episodes of high mobility. The most recent is the rapid urbanization of the 1950s. In the 1840s exceptional mobility was a feature of frontier settlement and exploitation of timber. Unusual mobility in the 1750s and 1760s was associated with wartime conditions of the British conquest of Quebec and re-settlement of Acadian refugees. The scenario was developed from cartographic analysis (using geographic information systems), genealogies of the human hosts, and molecular genetics of the bacterium.     

Archaeological,Historical, and Ethnographic Approaches to the Study of Sewn Boats: past,present, and future

Sewn‐plank vessels have been a pervasive form of ship construction since antiquity. This paper provides an introductory overview of the current state of the field of sewn‐plank studies, with a particular focus on the Indian Ocean. It describes the basic function of sewn‐plank techniques, and then discusses textual references and historical approaches to the topic. The relevant archaeological evidence is reviewed, and prior ethnographic work relating to the topic is outlined. It summarizes numerous experimental sewn‐plank reconstructions that have been undertaken and concludes with a discussion of the current directions of the field and suggestions for the future.     

The use of electron spin resonance spectroscopy to determine the thermal histories of cereal grains

The thermal histories of archaeological cereal grains have been explored with electron spin resonance spectroscopy by a quantitative study of pyrolysis-induced radical carbon. Comparison with modern samples of heated cereal grain has shown that the g value of the radical carbon signal is characteristic of exposure to a previous maximum temperature, and studies of other signal parameters suggest that further information, such as the duration of previous heating, may be deduced from such studies. The proposed method offers the possibility of quantitatively rigorous measurement in archaeological studies of cultural and technological processes that previously relied upon subjective assessment.     

Regional development and institutions in Hungary: past,present and future development

The author investigates what the transition from planned to market economy implies for regional development in Hungary. The focus is the role of institutional change to economic development of the regions. After 1989, new regional and local institutions were created, supported by the Poland and Hungary Action for Researching the Economy programme. The old three‐level regional administration was redefined, but resources are few and competences unclear. The new institutions’ ‘bottom‐up’ approach and their business‐orientation seem to match the conditions of the prosperous west, while they meet considerable difficulties in the depressed east. Alternatively, coordinated government action and cooperation between enterprises and administrators may represent a key to development.     

Archaeologies of flow: Water and the landscapes of Southern India past,present, and future

Abstract

The present and future landscapes and waterscapes of South Asia consist, in part, of many residues of the past—soils, slopes, and a range of water-related infrastructure. As such, many problems related to irrigation and rural water use are directly linked to the embodied histories of this region. Beyond lineal connections, many contemporary problems such as watershed protection, erosion, reservoir siltation, and falling water tables, were also faced by agriculturalists in the past. Archaeologies of flow thus may have some bearing on the present and future as well as the past. This paper provides a review of the evidence for changes in water use over the last 5,000 years in southern India, focusing on the semi-arid interior region of Karnataka state from the Southern Neolithic (c. 3000–1200 b.c.) to the present.
