There is a long-standing debate concerning the suitability of European or ‘western’ approaches to the conservation of cultural heritage in other parts of world. The Cultural Charter for Africa (1976), The Burra Charter (1979) and Nara Document on Authenticity (1994) are notable manifestations of such concerns. These debates are particularly vibrant in Asia today. This article highlights a number of charters, declarations and publications that have been conceived to recalibrate the international field of heritage governance in ways that address the perceived inadequacies of documents underpinning today’s global conservation movement, such as the 1964 Venice Charter. But as Venice has come to stand as a metonym for a ‘western’ conservation approach, intriguing questions arise concerning what is driving these assertions of geographic, national or civilisational difference in Asia. To address such questions, the article moves between a number of explanatory frameworks. It argues declarations about Asia’s culture, its landscapes, and its inherited pasts are, in fact, the combined manifestations of post-colonial subjectivities, a desire for prestige on the global stage of cultural heritage governance and the practical challenges of actually doing conservation in the region.  相似文献

Abstract

The International Committee of ICOMOS for the Protection and Management of the Underwater Cultural Heritage has produced a draft Charter of principles to follow. The Charter is due for discussion and adoption at ICOMOS' General Assembly in October this year. We will publish eventually the full text of the adopted Charter; meanwhile, we asked Dr Robert Hohlfelder, underwater archaeologist with three decades of experience exploring harbour sites in the Mediterranean, to comment on the draft text.  相似文献

Abstract

This paper argues that the distancing of the Greek public from its archaeological heritage and the omnipresence of superficial, touristic narratives is an issue not efficiently addressed by the relevant dialectics of cultural heritage management. In order to understand the roots and dynamics of this phenomenon, its theoretical and practical manifestations are approached, mainly in the context of the communities of the Aegean. Within this context and drawing from the author’s experience of working for the Greek non-profit organization of MONUMENTA on the island of Naxos, this paper examines the aims and methodologies of the programme ‘Local Communities and Monuments’; a public outreach programme with objectives to examine the bonds between local communities and the cultural heritage that surrounds them and raise awareness.  相似文献

Abstract

The Gallo-Roman site at Grand (France, Département des Vosges) is famous for its amphitheatre and mosaic remains. Grand's development project (1990–9) has been made possible by its inclusion in the ‘Five-year Programme (1988–92) for French Monuments’. In 1990 hydrogeological work discovered that the original function of the site, until then a mystery, was as a water sanctuary, a major religious centre in eastern Gaul. The development project, having seen visitor numbers rise steeply, has addressed issues of visitor reception and management, and the provision of information in various forms. The aims of the project locally are to promote cultural tourism in a remote rural area and to develop the economy of the village of Grand.  相似文献

Since the adoption of the Venice Charter in 1964, there have been many conservation guidelines in the form of charters, recommendations and resolutions that have been introduced and adopted by international organisations such as UNESCO and ICOMOS. This article focuses on the scope and definition of heritage as promulgated by the various charters across the globe. The term ‘historic monument’ used in the Venice Charter 1964 was reinterpreted by ICOMOS in 1965 ICOMOS. 21–22 June 1965. The different terminology between the UNESCO and ICOMOS was reconciled at the World Heritage Convention 1972. At national and regional levels the scope of heritage was broadened to include gardens, landscape and environment, and later reinterpreted and defined quite differently in Europe, Australia, New Zealand, Canada and China. Although the scope of heritage, in general, is now agreed internationally to include ‘tangible’ and ‘intangible’ as well as ‘environments’, the finer terminology of ‘heritage’ has not been streamlined or standardised, and thus no uniformity exists between countries.  相似文献

Abstract

The anonymus author of An Historical Curiosity, One Hundred and Forty-One Ways of spelling Birmingham (London 1880) unaccountably complicated things by listing his spellings in neither alphabetical nor chronological order. But he may also have been revolutionary in treating all spellings with equal respect, as names in their own right, rather than variants of ‘Birmingham’, the authorised version which happens to be a poor reflection of what people actually call the place. His treatment was in mind when I indexed the toponyms in David Winfield's and my Dumbarton Oaks Study of The Byzanting Monuments and Topography of the Pontos – alphabetically, not chronologically. In doing so, I was surprised to find how little theoretical discussion there has been on how to treat Byzantine place-names, or what happens when they are transferred from memory to written record (and back again). Abstract

The imposition of punitive sanctions against Italy by the League of Nations in November 1935 in response to the invasion of Ethiopia, a fellow league member, provided the fascist regime with an opportunity to mobilize the civilian population into ‘resistance’ against the ‘economic siege’ and to promote its ideals of nationalism, imperialist expansion and autarchy. This article examines the way in which the fascist authorities in Venice, aided by a supportive local press, sought to use the sanctions and ‘sanctions resistance’ to engage Venetians – especially women – in the fascist project and explores the effect of the anti-sanctions resistance measures on Venetians' daily lives. Placing importance both upon the regime's intentions as well as Venetians' reception of the anti-sanctions rhetoric, and drawing upon Michel de Certeau's observations on The Practice of Everyday Life, the article argues that Venetians' reception of such propaganda was characterized above all by confusion and by a multiplicity of personal choices and reactions, spanning a range of possible responses from unequivocal support through passive acceptance or indifference to outright rejection or subversion of the sanctions resistance measures that sought to elicit consent for the fascist project.  相似文献

Abstract

Conflicting concepts of identity have long exercised the Canadian imagination. The central focus of this paper is the role of institutionalised memory in promoting centralist patriotic sentiments. The association between the development of a consciousness and knowledge of the nation is illustrated by the founding of the Canadian Club, the Champlain Society and the Canadian Geographical Society. Attention is also directed to Canada's Historic Sites and Monuments Board, founded in 1919. Throughout its 75‐year history, the HSMB has commemorated events, places and people of historical significance for Canada in some 1600 sites. As may be expected, there have been shifts in emphasis in the national meta‐narratives over time, as is also demonstrated by the recent Charles Richard Bronfman Foundation's ‘Heritage Moments’. Taken together, these initiatives demonstrate a dynamic agenda of reconstituting national memory, national self‐knowledge, and national identity.  相似文献

Abstract

Tourism research is starting to take interest in the psychology of environmental distress, particularly as it relates to climate change. For both the COVID-19 pandemic of 2020 and the climate change movement that dominated international media in 2019, psychological parallels exist in terms of our experience of loss. As the world grapples with the pandemic and tourism grinds to a halt, stories on social media are surfacing that claim wildlife is returning to quarantined cities and that the Earth is healing itself. Much of the implicit critique of these stories is directed at the tourism industry, with two viral posts in particular supposedly documenting the ‘rewilding’ of Venice, that infamous icon of overtourism. While the popular media have been concerned primarily with the factual accuracy of these claims, what has gone largely unexplored is the apparent desire for environmental reparation that they express. The fixation on environmental healing evidenced in tourist social media can be interpreted as a response to widely-felt ‘ecological grief’, triggered by the events of COVID-19. In this context, animal reclamation of urban spaces can be identified as a motif of environmental hope that symbolises life, regeneration and resilience, the understanding of which may contribute to the project of hopeful tourism in the post-COVID-19 era.  相似文献

Summary

The foundations of modern international thought were constructed out of diverse idioms and disciplines. In his impressive book, Foundations of Modern International Thought, David Armitage focuses on the normative idioms of natural law and political philosophy from the Anglophone world, from Hobbes and Locke to Burke and Bentham. I focus on parallel developments in the empirically-oriented disciplines of history and historiography to trace the emergence of histories of the states-system in the Italian- and German-speaking worlds, from Bruni and Sarpi to Pufendorf and Heeren. Taking seriously Armitage's remark that ‘the pivotal moments in the formation of modern international thought were often points of retrospective reconstruction’, I argue that the historical disciplines supplied another significant intellectual context in which the modern world could be imagined as ‘a world of states’.  相似文献

The paper outlines the problems of attempting to develop a combined heritage and tourism strategy for the small, remote, Himalayan kingdom of Mustang. ABSTRACT

This study investigates the genealogy of rescaling the cultural armature of heritage in the Global South rooted within the colonial culture and postcolonial aid programs. Taking the case of historic Cairo, it explores how policies have developed through experimental practices of conservation to scale up authority, control, and power over residents and neighborhoods from the 19th century to the present. The paper theorizes two paradigmatic approaches of conservation practices – by aesthetics and development – which have expanded Cairo’s inventory of monuments. The infatuation of heritage experts (the Comité de Conservation des Monuments de l’Art Arabe and Aga Khan Trust for Culture) with old neighborhoods has fostered accumulation by dispossession, disrupting people’s environments to generate a worlding image of heritage. The paper concludes with the metaphor of conservation practices as re-construction sites, as they repurpose the relationships between heritage, people, and their means of governmentality.  相似文献

Abstract

This short history describes the work of the Butrint Foundation’s operations in the area of conservation over the course of nearly twenty years. It pays particular attention to describing the relations with the Albanian authorities, especially the Institute of Monuments, and reviews how conservation of this UNESCO World Heritage Site proceeded during the unstable decade following the end of communism in 1991/2. The history also sets out the detailed work undertaken each year by the Foundation until it handed over operations to Albanian conservators and their support staff that the Foundation had helped to train.  相似文献

Abstract

As stated in the Burra Charter (1979) ‘A building or work should remain in its historical location. The moving of all or part of a building or work is unacceptable unless it is the sole means of ensuring its survival’. This statement has been neglected many times during rescue excavations in Turkey (e.g. Zeugma), whereas the destruction of ancient floor mosaics caused by lifting, especially when carried out by incompetent or inexperienced personnel at systematic archaeological excavations, has steered the authorities desire to preserve them in situ. However, due to the lack of conservation professionals and insufficient resources for conservation, it becomes a difficult issue to provide an effective preservation scheme for archaeological excavations. This paper aims to discuss this important issue in terms of the national legislation, preventative and interventive conservation approaches at various sites, exhibition and maintenance of mosaics, as well as the training of conservation technicians in Turkey.  相似文献

Abstract

International organizations are ubiquitous in contemporary Europe and the wider world. This special issue takes a historical approach to exploring their relations with each other in Western Europe between 1967 and 1992. The authors seek to ‘provincialize’ and ‘de-centre’ the European Union’s role, exploring the interactions of its predecessors with other organizations like NATO, the OECD and the Council of Europe. This article develops the new historical-research agenda of co-operation and competition among IOs and their role in European co-operation. The first section discusses the limited existing work on such questions among historians and in adjacent disciplines. The second section introduces the five articles and their main arguments. The third section goes on to elaborate common findings, especially regarding what the authors call the vectors for the development of policy ideas and practices and their transfer across different institutional platforms.  相似文献

The signory of the Este, like that of other contemporary signori, was officially inaugurated with a public election. The ‘people’ (popolo) of Ferrara thereby instated an hereditary ruler who had absolute powers over the city. This election, together with the fact that there were no successful rebellions against the Este, has led some historians to argue that these signori achieved an implicit understanding with the ‘people’ of Ferrara.The evidence of contemporary chronicles, though often ambigous, does not support this view. Likewise, the legislation of the first Este signore demonstrates a desire to suppress the ‘people’ rather than to co-operate with them. The group whose support was essential to the Este was the nobility; chronicle and archival evidence indicates that the Este considered this group to be the very basis of their signory. The interests of the nobility, as well as the need to maintain good relations with Venice, made far more impact on Estense policy than did the wishes of the ‘people’.  相似文献

This article reports on the results of a research project entitled ‘KARAVOI. The Ship Graffiti on the Medieval Monuments of Cyprus: Mapping, Documentation and Digitisation’, during which 233 ship graffiti were recorded in 44 different monuments on the island, dating from the 15th to the 20th centuries. Innovative recording techniques have been used to mitigate the effects of the subjective or partial recording of graffiti lines on tracing paper. Apart from the study of ship graffiti as iconographic sources, particular emphasis has been given to their geographical and social context through a comprehensive analysis of the graffiti types and their spatial distribution in the monuments as well as the monuments location on the island.  相似文献
