The Russian Orthodox Church and ‘Patriotic’ Support for the Stalinist Regime during the Great Patriotic War

Soviet wartime propaganda and contemporary Russian work on the activities of the Orthodox Church during the war promote the Church’s claim that it was motivated by patriotism, a point it used to claim legitimacy in the USSR and now in contemporary Russia. In contrast, this paper argues that the hierarchs and laity of the Patriarchal Church were not essentially motivated by patriotism or the desire to show loyalty to the Soviet regime in 1941, but instead acted to use the war to achieve three goals: first and most important, to become relevant in the everyday life of the Soviet people by promoting Christian beliefs and values; second, to earn legitimacy in the eyes of anti-clerics and non-believers by lending moral and practical support to the war effort; and finally, to obtain legal standing by showing its trustworthiness and loyalty through displays of Russian (not Soviet) patriotism consonant with its historic role, all the while without endorsing communist ideology. The hierarchs orchestrated a campaign from the top down throughout the clerical hierarchy, to achieve the aforementioned goals whilst from below the faithful, independently of the hierarchs, used their local displays of patriotism as leverage to reopen local churches and to force the regime to respect their right to worship. The grassroots response by believers and parish clerics in support of the Church and its wartime activities represents primarily an endorsement of the Church, Christianity, Russian patriotism, and only secondarily, if at all, loyalty to the Stalinist regime.

Are we spending too much to grow? The case of Structural Funds

We evaluate whether the impact of EU Structural and Cohesion Funds (EUF) on Member States’ regional economic growth depends on the intensity of treatment, measured by the normalized amount of funds distributed in each region. We use an original data set that covers all the main sources of EUF and extend the regression discontinuity design to the case of continuous treatment. The results suggest an average positive effect on regional growth. The estimated conditional intensity‐growth function is concave and presents a maximum value. Therefore, the exceeding funds could have been allocated to other lagging regions without reducing the effect on growth.     

Innovation and Regional Development,Do European Structural Funds make a Difference?

The article draws on a thematic evaluation of Research Technological Development and Innovation (RTDI) related actions supported by the Structural Funds to assist declining industrial areas or Objective 2 regions, during the period between 1989 and 1999. Over the 10 year period, three main approaches were identified in Objective 2 regions, the last two becoming predominant during the latter part of the period: technology push with funding of large projects such as science parks and research facilities; technology transfer with measures to disseminate technology; and demand pull with clearly identified and self contained RTDI priorities. While drawing lessons from the last decade, the paper also integrates some preliminary observations on structural funds investments for innovation during the current 2000–2006 programming period and concludes with a review of possible scenarios for the further development of RTDI in lagging regions in the framework of the Lisbon Strategy.     

National Alcohol in Hungary’s Reform Era: Wine,Spirits, and the Patriotic Imagination

Abstract

Hungarian elites saw wine consumption as a matter of national pride. The glorification of wine, and particularly of the luxury vintage Tokaji, reflected the economic interest and social customs of the Hungarian aristocracy, whose members tended to see themselves as the Hungarian nation. When liberal reformers began rationalizing the wine sector for mass production and export in the early nineteenth century, wine patriotism also became merged with the economic nationalism of Hungary’s Reform Era. Hungarian wine patriotism involved the denigration of alcoholic beverages other than wine, such as beer and spirits, since Hungarian public opinion associated these other alcoholic beverages with non-Magyar minorities in the Kingdom of Hungary, such as Slovaks, Croats, Germans, or Jews. Hungarian wine patriotism thus also illustrates the rise of Magyar chauvinism, anticipating ethnic conflict in the Kingdom of Hungary.     

Rebellious Tigers,a Patriotic Elephant and an Urdu-Speaking Cockatoo: Animals in ‘Mutiny’ Fiction

British fictional representations of the 1857 Indian ‘Mutiny’ are consistently drawn to tigers. These charismatic animals function as an aspect of a romanticized colonial exotic and perform a symbolic role as embodiments of the limits of imperial power. Tigers often featured as a metaphor for Indian revolutionary activities so that the suppression of the rebellion becomes encoded as a hunt. Taking tiger symbolism as a starting point, this essay explores the relationship of images of animals to imperial authority in late nineteenth-century ‘Mutiny’ fiction. Following a discussion of tigers in G.A. Henty's militaristic accounts of the ‘Mutiny’, I examine G.M. Fenn's tale of an elephant's loyalty to the crown, Begumbagh (1879) and Flora Annie Steel's magnum opus On the Face of the Waters (1896). While Henty and Fenn endeavour to encode a narrative of British superiority in representations of authority over animals, Steel's novel by contrast displays a more ambivalent approach to the nonhuman, evoked most strikingly in the figure of an Urdu-speaking cockatoo that consistently evades the allocation of an over-determined imperial symbolism of power. Tensions between the animal and the human and between the wild and the domestic emerge centrally, therefore, to the key question of political authority in imaginings of this historical crux.     

Structural Funds and Their Impact: Signed and Sealed,But Can We Deliver?

This paper seeks to examine some of the lessons from the past: in particular the 1994-1999 programming period of the EU Structural Funds. It then proposes to examine the current UK implementation of the Structural Fund programmes for 2000-2006 and raise some issues which currently emerge in terms of the UK government's new policy agenda affecting economic development. Thereafter the paper develops this analysis in order to raise some early issues in preparing for post-2006, which need to be considered in the post-devolution era in the UK.     

Property Sector Financialization: The Case of Swiss Pension Funds (1992–2005)

Financialization is a major trend in Western economies. This paper shows, on the one hand, how it changes the management criteria and, on the other hand, the limits to financialization in the property sector. Between 1992 and 2004, about 15% of Swiss pension funds' wealth was invested in property. As far as their investment policy is concerned, pension funds have two choices. First, they can directly own, and have management responsibility for, the properties in their portfolios. Alternatively, they can buy shares in mainly Zurich-based investment vehicles. In the first case, pension funds require staff with the relevant expertise along with the knowledge of property markets. Investments have a regional focus and are assessed internally by the funds. In the second case, pension funds are merely investors and investment appraisals and comparisons are made on the basis of market criteria such as yield, diversification in relation to risk and liquidity. In this case, property investments focus solely on the country's main urban areas.     

Structural Funds of the European Union in Poland—Experience of the First Period of Membership

The aim of this article is to present the results of the first period of taking advantage of Structural Funds in Poland. The analysis refers to realisation of the planned activities in the strategic document which is the National Development Plan 2004–2006, being a base of the new model of the Polish regional policy. The obtained results show the level of success of Structural Funds including the structure being a result of Operational Programmes which are a part of the National Development Plan, and the structure of beneficiaries, among which the listed ones are: units of local governments, businessmen, non-governmental organizations and educational institutions. In each case the analysis includes regional differences of the absorption process which allows us to define the influence of Structural Funds on changes of regional economic development in Poland.     

Empire Day in Africa: Patriotic Colonial Childhood,Imperial Spectacle and Nationalism in Nigeria, 1905–60

Anyone born or raised in Nigeria, Africa’s most populous country, after 1960 would remember Children’s Day, observed every 27 May. However, few knew that it started as Empire Day in the first decade of the twentieth century—fewer are aware that it was a significant symbol of imperial domination, decolonised from the late 1950s to align with postcolonial ideals of self-determination and nation-building. African historical research has examined the sites and symbols (such as western biomedicine and education, police and prison, and indirect rule) through which British imperialism established and maintained itself in Africa. However, little is known about Empire Day, an invented tradition of ritualistic yearly veneration of the glory of the British Empire, which was first celebrated in Britain in 1904 and was immediately introduced to the African colonies. In this article, I examine the story of Empire Day as a significant colonial spectacle and performance of imperial authority in Nigeria, and how it assumed new meanings and functions among diverse groups of Nigerian children and adults. Empire Day, more than any other commemoration, placed children at the centre of imperialism and recognised them as a vital element in the sustenance of an imagined citizenship of the British Empire.     

The Structural Funds in Andalusia for the Programming Period 2014–2020: Time for Tightening Belts

During the period 2014–2020 it will be the first time since Spain joined the European Economic Community that the Southern region of Andalusia will not be considered as one of the Objective 1 priority areas for the European Regional Policy. This paper analyses the economic impact of the foreseeable withdrawal of an important amount of European Structural Funds in the region. Our point is to develop a dynamic general equilibrium model to assess, under different simulation scenarios, the effects of the removal of this funding on the main regional economic indicators, specially focusing on GDP growth, a key variable for the future of the region.     

Timing,Memory and Disaster: Patriotic Narratives in the Aftermath of the Messina–Reggio Calabria Earthquake, 28 December 1908

The earthquake that struck both coasts of the Straits of Messina on 28 December 1908 was probably the worst natural disaster in the history of the Italian peninsula. It was followed by an extraordinary movement of public grief and solidarity. These extremely widespread manifestations of patriotism in a country that is frequently thought to ‘lack’ national identity give cause to reflect on the way the notion of national identity is used in the Italian context and beyond. The article looks specifically at some of the contrasting ways in which timing and memory simultaneously became patriotic and controversial issues in the Italian press in the aftermath of the catastrophe. It does so through a sustained dialogue with the most influential thinker on nationalism, time and memory: Benedict Anderson. It emerges from the analysis that different constructions of timing and memory are an indicator of the social and political functions of patriotism, which offers ways to manage crisis situations like the earthquake, but at the same time covertly politicizes them.
