ABSTRACT

As Parliamentary Under-Secretary of State for Foreign Affairs in the Liberal Government from August 1892 to June 1895, Sir Edward Grey was exposed to the damage that an anti-British, Franco-Russian Alliance could do to the interests of the British Empire. The experience of those years left an enduring impression upon him. Between June 1895 and December 1905 Grey espoused the cause of agreement with the Russian Empire wherever possible. As Foreign Secretary, he advanced this cause through the Anglo-Russian Conventions of August 1907, whose objectives were to achieve what he described as ‘repose’ on the North West Frontier of India, and the reduction of Russian pressure on Persia in particular. So far as the outbreak of war in 1914 is concerned, Grey's known propensity to maintain good terms with Russia gave the latter a degree of leverage which they exploited to the full in insisting on British support in standing up to Germany and Austria-Hungary following the assassination of Archduke Franz Ferdinand. Grey's position within the Liberal Government, and his clear determination to resign unless Russian demands were met, swung the British government from a neutralist stance to one of full participation in the Great War.  相似文献

Abstract

This work examines the way in which the British, Greek and Turkish Governments established a peacekeeping force, the Joint Truce Force, in Cyprus in December 1963 and how the United Kingdom, aided by the United States, subsequently handled the creation of a replacement international peacekeeping force. Although the United Kingdom did everything in its power to keep peacekeeping efforts under its own control for as long as possible, when this was no longer feasible it tried to create a NATO-based peacekeeping force. This was opposed by the (Greek Cypriot) Government of Cyprus which favoured a United Nations peacekeeping force. Given the tensions between the British Government and the Government of Cyprus over which of these two international bodies should be responsible for peacekeeping it is strange that the United Kingdom never took seriously Greek Cypriot calls to have the Commonwealth considered as an alternative to the other two. This work examines these processes and analyses why the United Kingdom favoured NATO, opposed the UN and to all intents and purposes ignored the Commonwealth.  相似文献

Abstract

For a quarter of a century Dr Thomas J. Chaplin (1830–1904) held the position of director of the British Hospital for the Jews in Jerusalem. During these years he acted to improve the medical situation in the city and engaged in scientific researches in a variety of fields. The article critically reviews his activities in the Holy Land and shows that the impact of his works and the contribution of his achievements are diverse. However, by virtue of these achievements and his gracious personality, the Jewish people in Jerusalem named Chaplin as 'The Great English Doctor'.  相似文献

Abstract

Soviet geography in higher education stems from a solid tradition long pre‐dating 1917, but in Soviet times the subject's practical relevance to environmental problems has been especially emphasised. University courses are very specialised, yet in certain respects they are also extraordinarily broad by British standards. Geography graduates usually enter either teaching or scientific/ research bodies, to which they are readily suited by their training. The practical emphasis of geographical education, however, occasionally produces certain strains in the discipline.  相似文献

Abstract

An ecologist's point of view of the historical, scientific and social background to the Alaskan pipeline and offshore oil is presented ranging over many discipline and their close interplay. Starting with a deep concern about the protection of the Arctic's unique environment and the oil industry's impact upon it, the work of the Alaska Conservation Society is reviewed. The lack of biological information about Alaska's hinterland made environmental surveillance of the pipeline difficult. The political conflict between State and Federal authorities has hindered scientific effort and the author concludes that the outlook of this many-faceted interdisciplinary impact of technology on the Arctic and Alaska is at present uncertain.  相似文献

While the majority of high-profile imperialists were excluded from Britain's National Government during the 1930s, at least one leading imperialist of the era, Douglas Hogg, first Viscount Hailsham (1872–1950), was at the heart of British policy-making. Although historians have largely overlooked the multifaceted contribution of this leading Conservative to inter-imperial affairs, as a senior cabinet minister he made significant interventions in Britain's policy towards both India and Ireland. He was, both publicly and privately, at the forefront of attempts to resist Irish violations of the 1921 Anglo-Irish Treaty and, at the same time, became one of the government's leading advocates of a progressive solution to India's constitutional development. The article demonstrates that the simplistic image of Hailsham as a diehard reactionary requires significant modification. His approach was characteristically underpinned by a belief in the sanctity of existing agreements and pledges—whether or not he intrinsically approved of them.  相似文献

Abstract

British Government policy has much to say about video games, through production support, regulation and recognition (or lack of it) of their cultural nature, with games defined and promoted as part of the creative industries in a manner which owes much to film policy. Yet, the drive to promote both the games industry and games culture, and the inconsistent usage of terms like culture and creativity, produces tensions between different elements of ‘Britishness’, expressed and experienced not only through policy, but also through the creation and consumption of games. In considering the specificity of games’ contribution to British identity, therefore, we must understand how different elements of cultural policy interact with the interests of audiences and creators to define ‘British games’ – games which have the quality of being, or being seen to be, British. Such games might be expected not only to represent British culture within a global marketplace, and to project soft power, but also to address the British nation in some manner. This diversity, of global and local, of present-mindedness and nostalgia, suggests that British games articulate a complex and plural sense of national (cultural) identity.  相似文献

Abstract

Philip Langstaffe Ord Guy's (1885–1952) career in archaeology began as Woolley's assistant at Carchemish and as Chief Inspector for the Department of Antiquities of Palestine during the 1920s. He is best known as director of the Megiddo Expedition (1927–1934), where he employed innovative techniques in balloon photography, and provided a highly influential identification of the pillared buildings found there as stables. He dated these buildings to the Solomonic era, sowing the seeds of a long-running debate over the role of the Bible in archaeological interpretation. Guy was later appointed director of the British School of Archaeology in Jerusalem (1935–1939), initiating the short-lived Archaeological Survey of Palestine. After World War II and Israel's War of Independence, Guy became a senior figure within the fledgling Israel Department of Antiquities and Museums as Director of Excavations and Surveys. Active involvement in Zionist politics through his marriage into the Ben-Yehuda family was a controversial factor that impacted on his career within 1920s and 1930s Palestine. Recent archival research allows an assessment of Guy's double life as archaeologist and political activist and the degree to which these areas intersected. His name can be added to the diverse spectrum of archaeologists working in the Holy Land during this formative but turbulent colonial and post-colonial era.  相似文献

ABSTRACT

This article explores the complex and changing relationship between technological development, intellectual property, and national security in late Victorian and Edwardian Britain. Its specific case study concerns an important invention developed by a naval officer. Technological innovations not only were vital to British security but also embodied commercially valuable intellectual property. The state’s interest in acquiring control of the intellectual property to maintain Britain’s naval supremacy was not automatically aligned with the interests of inventors. The alignment was especially fraught in the case of service inventors—that is, inventors in government service, rather than in the private sector. Service inventors, who played a crucial role in maintaining Britain’s naval-technological edge, were governed by special regulations, and they invariably utilized state resources for their inventive work. Exploring these issues sheds important light on the attitude of the British state toward innovation and technological development from the 1850s through the 1920s.  相似文献

ABSTRACT

Complicite's A Disappearing Number is one of the best examples of contemporary plays that use theatrical strategies to convey complex scientific ideas. Complicite uses performance to stage the complex mathematical concepts of partition and infinite convergent series, taking inspiration from the statement by renowned British mathematician G. H. Hardy that “a mathematician... is a maker of patterns”. As well as performativity, other elements in the play contribute to performing mathematics on the stage, elements such as time and space, narrative structure, thematic content, and characterization. Complicite introduces a complex pattern that runs throughout the play to connect these elements to form a complete whole. These elements effectively work with each other to release a set of clues that guide the audience towards decoding the play's pattern. This study provides an in-depth analysis of these connections and the complex process of decoding the pattern in the play.  相似文献

The rise and fall of Hicky's Bengal Gazette (1780–82), India's first printed newspaper, is a narrative of prime importance to the history of Indian newspapers, and such is the context within which it has invariably been written. Previous works have approached Hicky's Gazette in a somewhat teleological and insular manner. These accounts have ignored the significance of foreign news among its content and fail to acknowledge Hicky's appropriation of political rhetoric from other parts of the British Empire. Through the contents of Hicky's Gazette we find Calcutta residents engaged in a transoceanic political discourse, criticising ‘nabobs’ with all the ferocity of the metropolitan British press; claiming the freedoms of Englishmen in common cause with the discontented, not only in Britain, but also in Ireland and America; and participating in discussions to regulate the governance of the East India Company through petitions of grievances. In the circulation of Hicky's paper throughout the presidencies and in the contributions of pseudonymous writers we find a platform for the politically discontented among the European community of Bengal whose voice is otherwise muted amidst the Francis-Hastings disputes and the steady stream of ‘official’ information between Calcutta and London.  相似文献

This paper examines intellectual interchanges between European theorists in the science of man and sailors, naturalists and artists on scientific voyages in Oceania during the century after 1750. I argue that travellers' narratives and ethnographic representations were not mere reflexes of dominant metropolitan discourses, but were also personal productions generated in the tensions and ambiguities of cross-cultural encounters. I identify countersigns of indigenous agency embedded in such materials and evaluate their trajectory from the interactions which provoked them, through varied genres and media of voyagers' representations, to their contorted appropriation by European savants. My examples are drawn from British and French accounts of visits to New Holland and Van Diemen's Land between 1770 and 1802. In this paper, Aboriginal Australians, especially Tasmanians, serve as synecdoche for the indigenous inhabitants of Oceania generally, using the regional term in its extended early 19th-century sense which encompassed the present Indonesia and Australia along with Papua New Guinea, Aotearoa/New Zealand and the Pacific Islands.  相似文献

The project now underway to produce a new, multi-volume print and online edition of Brian Mitchell's British Historical Statistics is an opportunity to examine the history of the celebrated work. An account of its conception, reception, and evolution provides a window through which to examine a central aspect of economic history's disciplinary history and methodenstreit; certain fundamentals relating to the demand for, and supply of, historical statistics; and to introduce the British Historical Statistics Project, which is now underway but still in its infancy, during which it is closely examining its antecedents in order to learn the correct lessons from that history.  相似文献

ABSTRACT

The article provides a historical account of the younger generation of British Idealists’ (1880–1930) approach to international relations and human rights. By focusing on pre-Great War and post-Great War periods, it reveals the shift that occurred in their approbation of T. H. Green's theory of rights. It shows that the Great War put an end to perceptions of the Empire as a plausible and sustainable international order for the younger generation of British Idealists, as it did for the significant majority of liberal British intellectuals. Their work, especially in the post-Great War period, reveals an attempt at translating Green's theory of rights into an internationalist human rights theory, which they saw as being indispensable to maintain a stable international order. As an alternative to contemporary attempts to locate Green's rights theory within the cosmopolitan–communitarian divide in human rights theories, this study draws attention to the younger generation of British Idealists’ long neglected internationalist approach to human rights as a middle way position.  相似文献

Colonised by sea from the British Isles half a century before it became a part of Canada in 1871, Vancouver Island is best understood as part of a worldwide system of island bases that included Aden, Bombay, Cyprus, Gibraltar, Hong Kong, Malta, St Helena, Sydney and Trincomalee (Ceylon). Its character was formed by the Royal Navy as it moved into the Pacific and by other imperial personnel attracted by reports of cheap land in a picturesque landscape, good fishing and hunting, and a British civilisation. Surprising numbers of British officers and civil servants arrived from India and China as well as Britain. Historians from east of the Rockies, busy writing the Empire out of Canadian history, tend to approach the Island's history through an ideological cloud of nationalism. The result has been an unfortunate distortion of Vancouver Island's imperial past.  相似文献

Britain's post-war interventions in former colonial territories remain a controversial area of contemporary history. In the case of India, recent releases of official records in the United Kingdom and South Asia have revealed details of British government anti-communist propaganda activity in the subcontinent during the Cold War period. This article focuses attention on covert or unattributable propaganda conducted in India by the Foreign Office's Information Research Department (IRD). It specifically examines the 1960s: a time between the outbreak of the Sino-Indian border war in 1962, and the Indian general election of 1967, when IRD operations peaked. The Indian government welcomed British support in an information war waged against Communist China, but cooperation between London and New Delhi quickly waned. Britain's propaganda initiative in India lacked strategic coherence, and cut across the grain of local resistance to anti-Soviet material. The British Government found itself running two separate propaganda campaigns in the subcontinent: one focused on Communist China, and declared to the Indian government; and a second, secret programme, targeting the Soviets. In this context, Whitehall found it difficult to implement an integrated and effective anti-communist propaganda offensive in India.  相似文献

Abstract

In September 1899, at the annual meeting of the British Association for the Advancement of Science (BAAS) in Dover, Guglielmo Marconi’s wireless telegraphy system was used to transmit messages across the English Channel (and across a national border) for the first time. This achievement represented a highly effective performance of scientific masculinity and constitutes a key turning point in an important struggle between competing interpretations of invention and innovation as masculine practices within British science. The British Association tended to favor a narrative of scientific research as a collectivist, international, gentlemanly-amateur pursuit, largely confined to the laboratory. Marconi, by contrast, explained the development of wireless telegraphy as the achievement of his own genius. Appealing not only to the established scientific elite but to a range of non-traditional audiences, and stressing the possibilities or ‘imagined uses’ of his technology even more so than his actual results, he succeeded in commanding unprecedented influence.  相似文献

ABSTRACT

This short piece is a response to James Kirby’s article entitled ‘“What has Ghana Got That We Haven't?” Party Politics and Anti-Colonialism in Botswana, 1960–66’. Contrary to Kirby, who is oblivious of the political economy of colonialism, and how this reality informed the decolonisation processes, we argue that the transfer of power in the Bechuanaland Protectorate was designed to preserve British economic interests under the pro-British Bechuanaland Democratic Party. The British were very uncomfortable with the radical Bechuanaland Peoples Party, whore rhetoric threatened core British interests, hence their preference and support for the Democratic Party.  相似文献
