Abstract

This paper discusses indigenous peoples' rights to their cultural heritage, using the example of rights to indigenous human remains, held by institutions, universities, scientific centres and museums. It addresses international developments in indigenous cultural policy at the United Nations and the European Union, with specific reference to Australia and the United Kingdom. It also outlines issues relating to indigenous peoples' collective rights, free, prior and informed consent, ownership of indigenous human remains and the issue of benefit sharing and sustainable justice. There are now several international declarations, conventions and policies in place to assist indigenous people in gaining some form of control and protection over their heritage, however, these international instruments are often unco-ordinated and lacking in any enforcement mechanisms and they hold little sway with those who retain indigenous human remains against the wishes of descendant communities.  相似文献

Abstract

After the international success of Mnemonic, Complicite have once again brought science and drama together in a new theatre piece, A Disappearing Number. Both plays place scientists in the limelight, though their 'scientific' content is very different: Mnemonic was based on the discovery of a Neolithic man in the Alps, and used neurology and archaeology to explore notions of memory and history; A Disappearing Number focuses on our fascination with infinity, and dramatises the 'mysterious and romantic mathematical collaboration' between G. H. Hardy and Srinivasa Ramanujan. The two pieces are, however, remarkably similar in plot and structure, and in their common exploration of the metaphorical and theatrical potential of scientific discourse. Moreover, they both use science as a narrative tool to explore our relation to time and mortality. This review presents them in parallel and examines the particular integration of ideas and aesthetics which characterises Complicite's work: a tireless search for connections, and a constant translation of ideas between different theatrical languages, be they verbal, visual or musical.  相似文献

Abstract

The aim of this article is to evaluate, with a critical perspective, the legal framework for heritage protection in Argentina, viewing it within an international context and focusing on the HMS Swift shipwreck – sunk in Puerto Deseado (Santa Cruz province) in 1770 – as a case study. Moreover, some initial proposals for a management plan are presented as a first step in thinking about the challenges of preserving underwater sites in Argentinian Patagonia.

Through this analysis some interesting points are outlined, including the reasons that make the Swift shipwreck a leading case in Argentina. It is the first interdisciplinary underwater archaeology project in the country comprising archaeologists who are also divers; it is supported by national authorities; and it is the first project of its kind to give underwater archaeologists experience in dealing with archaeological research and preservation in an environment of multiple conflicting interests.

The international relevance of the Swift case relies on the nature of underwater cultural heritage as an international resource. The project's history is located in an international setting, derived from ihternational trade and communication, in which many ships and their contents have been lost far from their origin or destination. At a national level the Swift is a wreck with significant historical and cultural value. It is in a unique state of preservation and its location near to the shore makes it highly accessible. Locally,HMS Swift will be relevant when Puerto Deseado's community starts to recognise it as a significant part of their own heritage and local people become involved in the preservation of the wreck.  相似文献

The paper examines David Armitage's claim that Locke makes an important contribution to international theory by exploring the place of international relations within the Two Treatises of Government. Armitage's suggestion is that the place of international theory in Locke's canonical works is under-explored. In particular, the paper examines the implication of Locke's account of the executive power of the law of nature which allows third parties to punish breaches of the law of nature wherever they occur. The corollary is a general right of intervention under the law of nature. Such a right could create a chaotic individualistic cosmopolitanism and has led scholars such as John Rawls to claim that Locke has no international theory. In response to this problem the paper explores the way in which Locke's discussion of conquest, revolution and the right of peoples to determine the conditions of good government in chapters xvi to xix of the second Treatise contributes to a view of international relations that embodies a law of peoples.  相似文献

Ian Hunter's essay pursues several lines of argument, one explicit and the others not. The first is that of an historian correcting the mistaken view among Kantian commentators that Kant's conception of international justice had displaced Vattel's as the dominant one in nineteenth- and twentieth-century international thought. The second, which is not acknowledged, is that of a philosopher entering a debate over the relative cogency of the two conceptions. To accomplish this unacknowledged philosophical task, Hunter exaggerates the importance of Kant's metaphysics in his treatment of international justice and understates the element of raison d'état in Vattel's casuistical ethics. The subtext in both lines of argument is criticism, political rather than either historical or philosophical, of Kant's effort to articulate principles of international justice, together with implicit advocacy of Vattelian ethics as a corrective to Kantian ideology.  相似文献

In the 1950s, a small group of political, scientific and business leaders in West Germany were determined to build a center for nuclear reactor research and development. They characterized the venture as a three-way partnership, intending to set an example for a scientific-technical age. The project was eventually carried out, but not without much conflict. The attempts at cooperation show parties with divergent sets of criteria that they only inadequately reconciled, and the struggles display their conflicted understandings of both the public-private boundary and the scientific role. New archival material lets us inspect more accurately the workings of the proposed collaboration. It shows how the conflicts developed in practice, despite all parties' expressions of commitment to cooperation.  相似文献

Abstract

This article argues for an alternative response to the 'consumer society' hypothesis for 18th-century England, which is seen to focus on large-scale development and obscure the relations between people and objects. Returning to Marx's theories regarding 'consumer fetishism' and utilising Bruno Latour's work on hybrids and the human and the non-human, the paper considers the manner in which people used objects and objects used people. Utilizing the courtesy books and 'it-narratives' of the 18th century and the later works of Jane Austen, the paper argues that goods should not be seen only as commodities.  相似文献

After more than 300 years of continuous existence in London, the Royal Society and its 840 Fellows have achieved a worldwide reputation for scientific excellence. This arises not only from their individual prestige and eminence, but also from the superb manner in which the affairs of the Society itself are administered. Here the author is able to reveal some of the reasons for this success, proceeding in an analytical, rather than a critical, approach, describing the Fellowship, the Council, the scientific activities, the publications and the Society's role in international scientific affairs amongst other aspects.  相似文献

ABSTRACT

Developed and developing countries are increasingly cooperating on migration management, and human rights NGOs have harshly criticised these instruments for cooperation. This article asks how and to what extent parliaments are challenging policies for international cooperation on migration management. On the one hand parliaments have traditionally been described as ‘moral tribunes’ in international relations, due to their principled support for human rights. On the other hand, parliaments are increasingly operating in political systems marked by anti-immigrant sentiment and increased support for right-wing populist parties. How do parliaments navigate between these two poles when it comes to international cooperation on migration management? Based on examples from Australia, the EU and Israel, this article shows that the use of non-legally binding instruments for cooperation limits the formal role of parliaments, but also and more importantly that there is a lack of political will to scrutinise these instruments and hold executives to account (notwithstanding attempts by some members of parliament or some political groupings to challenge policies through informal means). The lack of political contestation implies that, as far as migration management is concerned, ‘politics stop at the water's edge’.  相似文献

China's re-entry into the international community in the 1970s created important opportunities for trade-dependent European states such as the Federal Republic of Germany (FRG). At the same time Bonn did not want to risk the gains of Ostpolitik by openly collaborating with the Soviets' arch-enemies in Beijing. The following article argues that while never questioning the priority of détente in Europe, the FRG eventually succeeded in forging close relations with China by focusing on areas of cooperation that were below the radar of Cold War politics, such as small-scale projects of technical assistance, student exchange, and regional cooperation through the German Länder.  相似文献

Abstract

Obama won the 2008 election precisely because he crafted a political theology that enabled him to create a truly progressive Democratic Party religious and racial-ethnic minority platform that welcomed pro-choice and pro-life social-justice leaning Catholics and Evangelicals into a new coalition. His political theology was directly influenced by Rev. Jeremiah A. Wright and the black church civil rights tradition, white liberal Protestantism, his mother Ann Dunham's skepticism and free spirit, and Evangelical and Catholic leaders, advisors and opponents. Obama's best and most comprehensive statement on his political theology is his chapter on "Faith" in his New York Times No.1 best-selling autobiography The Audacity of Hope: Thoughts on Reclaiming the American Dream (2006). Obama contends that religiously motivated people must learn the art of compromise, proportion, and how to find shared values. They must translate their religious concerns and vision for America into universal rather than religion-specific values, which must be subject to debate, amenable to reason, and applicable to people of all lifestyles and faiths or no faith at all. They should also be willing to sublimate their ultimate theological and religious convictions for the common collective good. Secular people likewise must adopt a similar approach towards religious people and activists.  相似文献

Abstract

Community archaeology has become very popular over the past decade, and community archaeology projects are yielding interesting results in many regions around the globe (Merriman, 2004). These projects seem to be gaining academic importance as well, and are considered by some people to be vital to the survival of archaeology as a whole (Marshall, 2002: 218).

Still, community archaeology projects often stir debate regarding their importance, role, and existence. A major theme of these discussions is the role played by the community. In particular, the question is often raised of what role, if any, should be given to non-professional local populations in a project's scientific decision-making.

The current article aims to present the controversy between two types of archaeological practices, 'archaeology from above' and 'archaeology from below' (Faulkner, 2000) through the examination of a community archaeological project in which schoolchildren constitute the community participants. The site of the excavation is Tel Bareqet, a 5000-year-old (Early Bronze Age II, c. 3050–2700 BCE) urban settlement located in central Israel. On the one hand, the excavation strives to maintain the highest scientific standard; on the other hand, it depends upon the participation of unskilled young people in the excavation process.

This article presents obstacles that have been encountered in this excavation, and describes the methodological framework that has been developed in order to overcome these obstacles and continue carrying out a successful community archaeology project.  相似文献

SUMMARY

J.G.A. Pocock’s The Machiavellian Moment played a pivotal role in inaugurating the important turn toward the classical republican tradition in the history of political thought. In this revival of republicanism, the people are primarily presented as integral to combining active political participation and military prowess in the context of a common defence of liberty against foreign and domestic tyranny. In this essay we wish to revisit the role of the people in Pocock's interpretation of Machiavelli's republican thought. In doing so, we wish to bring Pocock's contentions relative to the governo popolare one step further by introducing and analysing Machiavelli's expositions of popular behaviour in the context of the Florentine Histories. Contrary to Pocock's assumptions, the Florentine Histories shows how Machiavelli became substantively more critical of the people as a sound political agent. We demonstrate this by reconstructing important shifts in the presentation of the people apparent in this later work, suggesting a number of important elaborations to Machiavelli's understanding of both the people and citizenship.  相似文献

In the early twentieth century, as a reaction against scientific positivism, a widespread interest in mysticism developed, especially among German writers. Mystical experience in the form of ‘epiphanies' was described by the psychologist William James and explored by the novelist Robert Musil. In his novel The Man without Qualities, Musil proposes an approach to mysticism which captures the phenomenology of the experience and makes it available for scientific study without subjecting it to a religious, or any other, interpretation.  相似文献

ABSTRACT

Humanitarian diplomacy has always been a crucial element of humanitarianism, however it is now becoming a more prominent element of states’ foreign policies. It holds many attractions and much promise. It provides states with a way of expressing important qualities of international empathy and solidarity and can also enhance a state’s international reputation and provide valuable means for building relationship of trust and cooperation. This can in turn can be conducive to a state’s broader foreign policy objectives. However, there are also perils to the incorporation of humanitarian diplomacy into a state’s foreign policy. It can generate ambiguity and even conflict within a state’s diplomatic endeavours due to tensions between humanitarian and broader national interests. In exploring these issues it is useful to distinguish between humanitarian diplomacy and humanitarianism as diplomacy. This article explores these issues in relations to Australia’s diplomacy. It argues that Australia has actively engaged in humanitarian diplomacy and humanitarianism as diplomacy. Whilst the two are often complementary, there are areas in which they have been in tension and even at odds. This has implications for Australia’s international reputation but also for its capacity to undertake genuine and effective humanitarian action.  相似文献

Abstract

The European exploration of the Pacific Ocean in the latter half of the eighteenth century is usually presented as part of the Enlightenment's quest for pure knowledge, knowledge which was shared freely in the “Republic of Letters”. In this essay, however, these expeditions are set against the background of a ferocious struggle between western European states to dominate the world, bringing together national political, commercial, military, and learned institutions, showing them to be more akin to today's “big science” than to an activity of free‐minded, autonomous, gentlemen. The holistic approach developed to apprehend “big science” in today's world is thus used to reexamine scientific cooperation as well as the circulation of men, objects, texts (including maps) and ideas in the politico‐economic context of early modern Britain, France and Holland, the relationship between this “big science” and eighteenth‐century, western European society, and how these shaped European scientific culture and identity. The paper ends with some reflections on the contrast between “big scientific” activity in the two periods.  相似文献

ABSTRACT

International development aid has in recent years sought to strengthen youths’ societal participation by cooperation between international non-governmental organisations (INGOs) and local youth associations. In this paper, we address and conceptualise some of the underlying causes that may enable and/or limit such efforts to support youth participation in the global south. We seek to contribute to the growing literature exploring the multiple scales of young people's political agency. A core argument proposed is that notions of generational relationality, as seen in the case of international development aid targeting youth, must include conceptions of power as a topological relation across space.  相似文献

ABSTRACT

Young people's outdoor refuges have been identified as places that provide respite from everyday pressures. Inspired by four concepts of lines, knots, meshwork and wayfaring, as defined by Tim Ingold, this paper aims to contribute with a dynamic understanding of the practices of outdoor refuging in an increasingly demanding and structured everyday life. The paper reports on photo-elicited interviews with twenty-one young people from a countryside town in Denmark. The findings suggest that outdoor refuges simultaneously serve to disentangle young people from distressing knots in their everyday lives, while fostering positive emotional and sensory entanglements with the human and non-human environment. Further, the findings highlight the significance of mobile phones in the young people's refuging practices. The findings resonate with discourses on the changing conditions for young people's spatial autonomy, and raise questions about acknowledging, protecting and promoting their opportunities for outdoor refuging.  相似文献
