Abstract

Until recently increasing agricultural productivity was able to supply the world's increasing population. Now the appearance of adverse trends suggests that social and political problems will outdistance technical solutions. Explosive cost increases of energy, of fertilizers and of non-fuel minerals, as well as the possibility of adverse climatic changes and the continuing threat of political instability constitute real dangers. Paramount is the uncontrolled growth of world population, especially in South Asia, which poses the ultimate question: can the populations of these countries be saved under any circumstances, or must Nature be allowed to take its course? The quality of life for our descendants will be determined by how many of them there will be.  相似文献

ABSTRACT

Many rural regions in Europe used to be characterized by weak economic performance and negative population development. While in a long-term perspective this is not any more valid for large parts of Western Europe, a number of rural regions face persistent population decline. By analysing the case of Austria, where approximately one-third of rural areas have experienced such negative population change over the past decades, this paper will examine the impact on economic performance, income levels and well-being patterns. Addressing the crucial and persistent obstacles to positive population trends, new theoretical approaches and perspectives are discussed for overcoming limitations in development. Future approaches for regional development have to go beyond strategies for targeting economic growth, but have to address issues of local participation, social innovation and establishing trust as preconditions to effectively impact well-being dimensions. Such a mobilization effort would be the result of a comprehensive social transition process which would foster an altered narrative for these rural regions compared to the current and predominant focus on compensation and growth policies. Despite strong interlinkages with other regions and actors, the needs of local people would be central and both would be a cornerstone for social innovation.  相似文献

Abstract

Antikythera is a small, relatively remote Mediterranean island, lying 35 km north-west of Crete, and its few contemporary inhabitants live mainly in the small village at the only port. However, an extensive network of terraces across the island bears witness to the past importance of farming on the island, although the intensity of use of these cultivated plots has changed according to fluctuating population levels. Most recently, the rural population and intensity of cultivation have dramatically declined. Our aim is to understand the recolonisation process of agricultural land by plants after terraces are no longer used for the cultivation of crops. The results demonstrate a relatively quick pace of vegetative recolonisation, with abandoned farm land covered by dense scrub within 20 to 60 years. The archaeological implications are that, following even relatively short periods of abandonment, the landscape would have required arduous reinvestment in the removal of scrub growth, as well as the repair and construction of stone terraces, to allow cultivation once again.  相似文献

Summary

Scholars have tended to overlook the political import of the ideas of Arthur Schopenhauer (1788–1860). This is perhaps unsurprising, since Schopenhauer himself was not a political philosopher and wrote relatively little about political matters. But Schopenhauer's near-silence on political topics should warrant our attention: why would a systematic philosopher, who made lasting contributions in metaphysics, ethics, and aesthetics, devote so little attention to politics? Connecting his political thought with his philosophy of history, I argue that Schopenhauer can best be regarded as a critic of the idea of progress, especially ‘progress’ conceived of as national development or the growth of the state.  相似文献

Abstract

The peculiar operation of the 1798 federal direct tax has led scholars to question whether tax officials reported the land valuations from their districts faithfully. Peter Lindert and Jeffrey Williamson argue that southern tax assessors systemically under reported the value of southern real estate, and they adjust their income estimates to account for the likelihood of corruption. This paper affirms the reliability of the tax returns by demonstrating that population density, rather than corruption or lax enforcement, can explain nearly all of the variation between the assessment districts. Accepting the tax valuations as accurate would lower Lindert and Williamson’s income estimates, imply slower growth rate between 1774 and 1800, and suggest a higher growth rate between 1800 and 1850.  相似文献

Abstract

The energy and mineral resource base of Southeast Asia is relatively modest by international standards. Nevertheless, Chinese energy and mining companies have been investing heavily in the region over recent years, in comparison with multinational companies and state-backed companies from other Asian countries. This paper applies a framework derived from the field of business studies to analyze why the scale of China’s engagement in Southeast Asia has become so great and how the motivations vary between the different energy and resource industries. The motivations for these activities reflect a mix of corporate and state objectives. Corporate objectives include securing energy or resource supply chains, increasing or diversifying their asset base, and enhancing their profits or market share. The motivations of the government range from straightforward support of the companies for the purpose of industrial strategy and security of resource supply, to development assistance and regional strategic positioning. The different motivations of the oil and gas, hydropower, and mining industries arise from the particular character of each market, both within China and globally. Southeast Asia has the twin advantages of geographic and apparent cultural proximity to China. Nevertheless, inexperience and a desire to catch up with their international peers have resulted in companies applying low social and environmental standards in some high profile projects. The subsequent disputes, together with the current low level of resource prices, may constrain the further growth of Chinese investment in the near future.  相似文献

Abstract

The last decade has seen a dramatic increase in public concern about nuclear energy. As a consequence, it has become recognised that the future of nuclear energy will not only depend on technical and economic factors, but that public acceptability of this technology will play a crucial role in the long-term future of nuclear energy. Research has shown a considerable divergence in public and expert assessment of the risks associated with nuclear energy. Qualitative aspects of risks play a dominant role in the public's perception of risks, and it seems necessary for experts to recognise this in order to improve relations with the general public. It is also clear, however, that differences in the perception of risks do not embrace all the relevant aspects of the public's assessment of nuclear energy. Public reaction is also related to more general beliefs and values, and the issue of nuclear energy is embedded in a much wider moral and political domain.  相似文献

Abstract

The fourth-century B.C. was a period during which a large number of Greek cities were affected by civil wars, military conquests, and destruction, with the displacement of large numbers of men, women and children as a result. This has implications for the modern debate on Athenian attitudes to immigration, which normally focuses on just two groups of free non-citizens: adult, able-bodied men who moved to Athens voluntarily to take advantage of the city’s economic opportunities and (more recently) on the free non-citizen population who had come to Athens as slaves and who stayed on after their manumission. This article argues that refugees were likely to have constituted a considerable component of the migration to Athens during certain troubled periods in the course of the fourth century. This means that the size of Athens’s immigrant population was likely to have fluctuated considerably, that many of the refugees would have been destitute, that women and children (sometimes unaccompanied by adult male relatives) may have made up an even greater proportion of the non-citizen population than normally assumed, and, thus, that a considerable number of these immigrants would not have been able to contribute substantially to Athens’s grain trade or military. The implications of this for our assessment of the Athenian motives for admitting groups of refugees are discussed, and it is argued that the requirement that all male and all unaccompanied female immigrants had to find an Athenian sponsor and pay a special metic tax may have constituted a certain level of control over immigrant numbers.  相似文献

Abstract

A large body scholarship demonstrates that the population size of an electoral district affects elections in important ways, yet little is known about the implications of population size for campaigning and fundraising. I posit that the challenges of running a campaign in a populous electorate require candidates to focus their fundraising efforts on the wealthy. I analyze campaign finance records published by the Federal Election Commission during the 2006–2014 Senate elections and find that Senate candidates running in large states receive fewer donations per capita from in-state donors, but they tend to receive larger donations on average and more money from contributions of $1,500 and above. In sum, candidates running in populous states appear to rely upon comparably smaller pools of wealthy constituents writing larger checks to finance their campaigns. In the context of rising campaign costs, these findings suggest that constituency population growth may exacerbate representational inequalities between citizens and contribute to the growing influence of the wealthy in U.S. politics.  相似文献

ABSTRACT

A principal reason of damage in historic masonry vaults consists in relative displacements of the vaults’ abutments. Excluding the case of seismic-induced damage, cracks are often produced by differential settlements generated by the lateral wall instability or soil degradation (e.g., due to stress concentrations, non-uniform soil stratigraphy, flooding phenomena etc.). When dealing with historic vaults, the effects of long-term deformation processes cannot often be linked directly to causes, which may also be unknown. In this article, the effects of differential settlements on historic masonry barrel vaults are investigated. An efficient 3D contact-based model was developed to reproduce experiments on a scaled pointed barrel vault (representative of a typology of late-medieval barrel vaults in Scotland) under non-uniform differential settlement. First, the numerical model is used to simulate the experimental campaign, achieving good agreement in terms of crack pattern (longitudinal shear) and transverse-longitudinal deformation profiles. Then, further analyses are carried out to gain insight on the effects of several plausible uniform and non-uniform settlement patterns on representative historic barrel vaults. Various settlement configurations were analysed and complex failure patterns observed. This study could help analysts in understanding the nature of on-going deformation process in historic masonry vaults and engineers in the design of strengthening strategies.  相似文献
