Knowing how people think about public participation processes and knowing what people want from these processes is essential to crafting a legitimate and effective process and delivering a program that is widely viewed as meaningful and successful. This article reports on research to investigate the nature of diversity among participants' perceptions of what is the most appropriate public participation process for environmental assessment and decision making in 10 different cases. Results show that there are clearly distinct perspectives on what an appropriate public participation process should be. We identified four perspectives: Science‐Centered Stakeholder Consultation, Egalitarian Deliberation, Efficient Cooperation, and Informed Collaboration. The literature on public participation tends to presume that there are clear and universal criteria on how to “do” public participation correctly or that context is the critical factor. This study has revealed that even within a specific assessment or decision‐making effort, there may be different perspectives about what is viewed as appropriate, which poses a challenge for both theorists and practitioners. Among the active participants in these 10 case studies, we found limited agreement and strong differences of opinions for what is a good process. Points of consensus across these cases are that good processes reach out to all stakeholders, share information openly and readily, engage people in meaningful interaction, and attempt to satisfy multiple interest positions. Differences appeared about how strongly to emphasize science and information, how much leadership and direction the process needs, what is the proper behavior of participants, how to tackle issues of power and trust, and what are the outcome‐related goals of the process. These results challenge researchers and practitioners to consider the diversity of participant needs in addition to the broad context when conceptualizing or carrying out participatory processes. 相似文献

This paper examines conceptual and methodological issues in the analysis of environmental justice through use of the case of lead-exposure health risks. Researchers face important obstacles in measuring variable risks among population subgroups. The case of lead exposure, however, illustrates the dramatic potential where adequate data exist for identifying and correcting significant inequities in risk exposure. Despite sharp reductions in the general population's exposure to lead since the 1970s, substantial numbers of minority and low-income children continue to exhibit unacceptably high blood-lead levels due primarily to exposure to lead-based paint. Resolving environmental inequities in this and similar instances requires solid documentation of the risk and better integration of equity issues with other policy demands such as the call for cost-effective environmental policy. 相似文献

This article advances a theoretical model of the National Economic Council (NEC) based on a policy network approach and group decision-making theory to explain why the U.S. president's NEC represents a significant development in the rise of the intermestic policymaking and decision-making processes. It develops theoretical conceptions of interests and manipulation based on a Policy Network Approach and the Advocacy Coalition Framework in policy studies research to illustrate the complexity of NEC group dynamics. Hopefully, such a contribution can further existing theoretical frameworks in the field of policy studies and analysis and can add to assessments of the NEC in policymaking and decision-making. Unlike much of the prevailing research, this article perceives the NEC as a political instrument used by policymakers and decision makers to protect their policy interests and engage in forms of political manipulation to increase their power over economic policy. 相似文献

The objective of this paper is to obtain several poverty reduction effects by using multipliers based on social accounting matrices. Expressions relating them to Foster, Greer and Thorbecke poverty measures were derived, and two simulations were carried out for the Spanish region of Extremadura. In the first, we posited a per capita transfer equivalent to certain social policy instruments already existing in this region. Structural path analysis is also used to determine the paths by which poverty reduction effects are transmitted. In the second, we calculate the minimum government expenditure in transfers needed to reduce the regional poverty indices to the national values. The results confirmed that the main feature of poverty in Extremadura is incidence. 相似文献

Environmental policymaking has remained an important issue in American public policy for many years. While many individuals have proenvironmental attitudes, they remain unwilling to take the actions necessary to achieve environmental goals. Many variables have been used to explain support for environmental policymaking. This study looks at the effect of uncertainty about environmental quality, perception of risk from environmental hazards, and trust in government and university scientists on willingness to take environmental action. The study examines the impact of these three variables on two environmental issues—tap water and nuclear power. The data were collected from a national sample of 400 individuals. This article presents the results of this research and examines the complex relationships among risks, trust, uncertainty, and willingness to take environmental action. The conclusions improve our understanding of environmental attitudes as well as have practical implications for policymakers who need to build public support for policies designed to improve the environment. 相似文献

The past three decades have seen the resurgence of China's civil society through the blossoming of NGOs that campaign for various marginalised interests, including environmental protection. Many studies have examined the co-evolution of the Internet and China's civil society. This paper examines the role of the Internet in strengthening grassroots environmental activism, taking into consideration the corporatised character of Chinese NGOs. Through a detailed ethnographic case study of a leading grassroots environmental group, the Global Village of Beijing (GVB), I argue that Internet technologies effectively empower resource-poor activists in their self-representation, information brokering, network building, public mobilisation and construction of discourse communities. The Net therefore contributes to the nascent formation of a green public sphere in China by fostering a discourse that counterbalances rapid economic development. Also discussed here are issues that hamper this process, including resource limitations, the fragmentation of online discourse communities, and the marginalisation and “caging” of environmental discourse. 相似文献

Public opinion features prominently in policy research because it sets bounds on the definition of policy problems and acceptable policy solutions. We contend that public opinion is also important for setting bounds on the level of government at which policy hazards are regulated by shaping preferences for uniformity of regulation and, relatedly, preferences for centralization. We offer a theoretical argument for why risk creates pressures for uniform standards and examine the extent to which preferences for uniformity and centralization are the product of fairly stable individual-level predispositions (e.g. partisanship and ideology) versus more fluid attitudes like perceptions of risk, which vary in response to crises, new information, and issue framing. We test our argument using survey data in the policy domain of food safety and find that individuals who anticipate greater risk from food-borne illness prefer more uniform food safety regulation, which translates into preferences for federal-level policymaking. Our results imply that contextual circumstances and strategic communications that influence risk perceptions can create not only generalized public demand for more regulatory policy but specific demand for uniform, centralized regulation. 相似文献

The pace of industrial and allied infrastructure development in India is encumbered by scarcity in the supply of land. As a result, the state in India has frequently resorted to expropriation of land through conversion of land away from its traditional uses and through displacement of communities. Consequently, land acquisition in the country is mired in disputes over human rights and environmental rights violations. In the face of continued political support for infrastructure‐led development in India, those who stand to lose their land have often resorted to judicial recourse for pressing their rights. This article draws on empirical evidence from court cases related to two urban development projects in the states of Karnataka and Kerala to examine how courts have responded to the question of violation of land rights and appeals against land acquisition for the two projects. The author argues that the courts, while responding to the claims against the two projects, have refrained from holding the implementing agencies or the state governments accountable even in cases where there were recognizable incidents of malfeasance. The article illustrates that the inability of the courts to confront the state lends a tacit assent to the development agenda of the state. 相似文献

Although conflict and partisanship are deeply entrenched in the public's view of the U.S. Congress, political scientists have noted that consensus characterizes much of the legislative branch's operations. We build on an expanding literature that moves beyond a focus on roll call voting and explore individual bills as the unit of analysis in an attempt to obtain an accurate picture of the broader context in which House decision making occurs. Drawing on evidence spanning 24 years, we document the extent to which consensus rather than conflict typifies House decision making. Our bill-level analysis facilitates a unique examination of the context in which committees operate as well as the ensuing floor environment. The results provide insight into the factors attending to the degree of consensus and conflict associated with bills—particularly the salience of the issue and the committee of origin—while painting a more complete picture of the day-to-day environment of the U.S. House. 相似文献

Uncertainty is a distinct feature of environmental policy and environmental issues. This article explores the potential of strategic and comprehensive environmental planning for dealing with these uncertainties. First, four types of uncertainty and their specific impacts on environmental policy are distinguished. Strategic environmental planning could be a promising approach for dealing with these uncertainties. Based on an empirical analysis of national environmental policy plans and sustainability strategies in Organization for Economic Cooperation and Development countries, this article comes to the conclusion that although only few of the existing green plans fully explore the theoretical potential of this new approach to environmental policymaking, it has proven an effective mechanism to deal with and reduce at least some of the uncertainties with which environmental policymakers are confronted. The greatest potential of strategic planning lies in increasing the political system's capacity to deal with those problems of long-term environmental degradation, which in spite of the past successes of environmental protection remain largely unsolved. 相似文献

The study of public policy deals with subsystems in which actors cooperate or compete to turn their beliefs into policy solutions. Yet, most studies concern mature subsystems in which the main actors and their allies and enemies can easily be identified. This paper tackles the challenge of studying nascent subsystems, in which actors have begun to engage in politics but are uncertain about other actors’ beliefs. Actors therefore find it relatively difficult to identify their allies and opponents. Focusing on the Advocacy Coalition Framework, we examine three main ways in which actors might agree to support the same policy design before they decide whether or not to form long‐term relationships within advocacy coalitions: they see the issue through the same lenses, they follow leaders, or they know each other from earlier cooperation. We use the case of fracking policy in Switzerland and the UK as a key example, in which actors have begun to agree with each other, but where final policy outputs were not yet defined, and long‐term relationships not yet observable. We find that, when dealing with new issues, actors strongly rely on former contacts rather than shared ideologies or leadership. 相似文献

The dynamic systems framework may be considered an alternative to traditional approaches that study technological change. The benefits of this framework are simultaneously methodological and metaphorical. Methodologically, the framework provides a coherent analytic process for studying empirical data to explain the complexity of technological change. Metaphorically, the framework appeals to local-scale interactive mechanisms to account for the origins of change. Applicability of the dynamic systems framework for studying technological change is illustrated with an archaeological case study: the emergence of the potter's wheel in southern Levant during the 4th millennium BC. 相似文献

Archaeometallurgy frequently seeks to correlate between the temporal and spatial distribution of ancient metal objects and their chemical composition. In this study, we examined whether and to what extent local or temporal deviations in the content of modern artifacts can be identified as a proxy for archaeological material that is typically less controlled and therefore more difficult to cluster. For this purpose, Euro coins of 10, 20 and 50 cents from Germany, France, Spain, Italy and Belgium, which are made of copper (Cu) with 5% aluminum (Al), 5% zinc (Zn) and 1% tin (Sn), were analyzed using a simple XRF analyzer. The mass ratios Sn/Cu and Zn/Cu were measured with a relative precision c.a. of 5%. The mean content of the coins from each country was then determined for 20–39 of them. The difference of the mass ratio Sn/Cu observed – from 0.0101 to 0.0111. One coin from Luxemburg shows differences in various areas of its surface of up to a factor of 1.5. Thus, the results of this small pilot research show that even in modern metal artifacts we can detect differences in metal content, which can be correlated to their production and utilization places. Therefore, this study can serve as a model for evaluating compositional variations noted in archaeometallurgical studies where the standard deviations are greater and the differences can be linked more readily to spatial and temporal differences. 相似文献

Uncertainties regarding problem definition and policy response are an endemic pan of environmental decisionmaking. Some standard responses to uncertainty in decisionmaking are analyzed and then used to suggest the importance of learning-oriented policy processes in open, flexible, and adaptive institutional environments. The institutional and policy responses to both types of uncertainties are explored in two different institutional settings: the consensus-oriented setting of the Netherlands and the more adversarial and pluralistic context of the United States. The examination displays tensions accompanying learning-oriented environmental policymaking and the complex impact of institutional environments. Conclusions sketch implications for how to accommodate learning-oriented environmental policy processes. 相似文献

This paper traces the history of ‘caring for country’ tropes in writing about indigenous Australian land and land management. While ‘caring for country’ initially referred to dynamic land use and ownership practices, it progressively became a less historical, more primordial, conception of indigenous land ownership, use, and management. In reviewing constructions of ‘land’ in scholarly literatures and policy debates, I seek to explain how they interact with local indigenous practices and idioms. Drawing on examples from the cultural and linguistic fields of A?angu, speakers of Pitjantjatjara and Yankunytjatjara, I examine a variety of concurrent uses of ‘country’, ‘caring’, or ‘nurturance’ and ‘caring for country’. A cross‐linguistic perspective on these objectifications – in English, Aboriginal English, and central Australian indigenous languages – shows how they may attend selectively to the historical specificity of indigenous experience. But this, I argue, may be the key to their efficacy in intercultural projects. Coded messages in bilingual documents reflect a kind of agency whereby A?angu choose to leave equivocal histories unstated and thereby reconstitute government projects in terms that work for them. The referential flexibility around idioms of land and nurturance is a kind of alchemy in language and social life that is the condition of the success of actual land management activities. Terms including ‘country’ and ‘caring for country’ elide the socio‐political dynamics that otherwise complicate actual rights and uses of land. That is why they can form the social basis of common activities, the production of ‘congeniality’ both within A?angu social life and at the interface with outsiders, in land management and other fields. 相似文献

Although the ninth‐century Viking Great Army has been subject to intensive historical and archaeological study, it remains an enigmatic entity. This article explores the evidence for the Great Army in England through the consideration of archaeological materials in addition to the organizational structures underpinning the formation of Viking ‘armies’. In light of this, I argue that the Great Army is better considered as a mobile society or polity rather than an armed force. Viewing the Great Army in this way influences not only the interpretation of evidence recovered in the field, but also our understanding of the Scandinavian settlement of northern and eastern England during the late ninth century. 相似文献

AbstractThis essay is the initial sketch of a theological framework for political dialogue based on traditions of hospitality. This essay is intended to further a normative commitment to pluralism by creating a space for Christians and Muslims to engage in political dialogue on issues of governance. Using the story of Abraham and the three strangers, the essay analyzes hospitality as a possible model for interreligious political dialogue. The essay follows the narrative of the story recounted in Genesis 18 and Surah 51 of the Qur'an focusing on Abraham's greeting of the strangers as expressing a "duty of hospitality"; the "sharing of a meal" as an act of mutual vulnerability; and the gift of Isaac as exemplary of hospitality's possibility for grace and transformation. The goal is to show that a shared theological tradition could be the basis for political dialogue. 相似文献
