In the 1950s, Britain and France faced a comparable development of increasing immigration from current or former colonial territories, which was perceived as problematic. Immigration statistics had a central role in governmental or administrative discussions; however, both for general difficulties inherent in immigration statistics and for specific problems due to ‘post‐colonial’ nationality arrangements, these statistics are of limited reliability. The ways statistics were used differed as reactions to ‘colonial’ immigration in Britain and France differed, corresponding to their respective post‐war experiences and political aims. The official use of statistics against this background serves to reveal certain national characteristics in their reaction to ‘colonial’ immigration.  相似文献

Meghnad Desai of the London School of Economics recently suggested that, rather than ‘giving fifty billion dollars of overseas aid’, we should simply ‘find the poor and give them one dollar a week … That would probably do more to relieve poverty than anything else’. Two experiences in Mozambique of simply handing out money show this is possible. Payments to demobilized soldiers over a two year period and single payments to flood victims were of the order of magnitude suggested by Desai. Rural people had no difficulty cashing cheques and used the money prudently. The money stimulated the rural economy and thus had a development impact. Administrative costs were between 5 and 10 per cent, much less than in other aid projects. Using the Mozambique experience, this article concludes by suggesting that Desai's proposed one dollar per person per week could be paid as a family grant bi‐monthly, which would keep administrative costs low.  相似文献

From Great Britain's colonial takeover of Egypt's School of Medicine and adjoining hospital in 1893 until its return to Egyptian control in 1929, this study argues that colonial medical discourse constructed a trope of the ‘modern Egyptian woman’ as a byproduct of the discursive exchange between Victorian and Egyptian medicine. As evidence, this study identifies the colonial reforms of Egyptian medical institutions. Through analysis of governmental documents, medical treatises, curriculum, periodicals, travel literature and memoirs, this foray argues that Egyptian medical institutions were Anglicised, creating for the ‘modern Egyptian doctor’ an unprecedented level of socio‐political authority. Paradoxically, this same process of medical professionalisation disempowered the Egyptian midwife. Furthermore, through the modern authority of the doctor, Egyptian discourse constructed medico‐nationalist rationalisations of female domesticity, or ‘republican motherhood’.  相似文献

This article uses the concept of ‘political society’ as unfolded by the ‘subaltern studies’ in India to shed new light on present‐day political actors and democratic transitions in Africa. It discusses the political practices and discursive terrains of organizations within ‘really existing’ civil society that are based on identities and regarded as outside legitimate civil society. It looks at politics from below, taking the example of the 2007 elections in Kenya, and the role of Mungiki, an organization characterized by the intersection of class, generation, religion and ethnicity. Mungiki builds on Kenya's history and rich archive of indigenous popular culture. It originated in the early 1990s’ turmoil of ‘ethnic clashes’ and population displacement and now operates in rural and poor urban areas, providing income opportunities, service delivery and extortion/protection. During elections, sections of Mungiki have been recruited by political leaders and functioned as violent militia; concurrently, it seeks representation in formal and parliamentary politics. The organization is distinct from ‘respectable’ segments of Kenya's civil society who participate in NGO activities and mainstream churches. The article ends by calling for an inclusive and non‐normative approach to the study of state–civil society engagement that recognizes culturally based discourses and organizations when analysing the transitions to and the broadening of democracy in post‐colonial societies.  相似文献

This paper investigates gendered mechanisms for regulating migrants and migration in a pre‐colonial Muslim state, Tunisia, from the end of the Napoleonic Wars to the eve of colonialism. Trans‐Mediterranean migration to, and permanent settlement in, nineteenth‐century Tunis, the capital city, constituted a major stimulus for political, cultural and social transformations that endured into the colonial period. Employing diverse documentation, the case study analyses this Mediterranean migratory current of ordinary women and men to test the theoretical literature based primarily on trans‐Atlantic movements, which has emphasised the ‘diversity of social positioning’ for women migrants. The paper argues that for pre‐colonial Tunisia, a state that was both an Ottoman province and a part of the larger Mediterranean world, the system of diplomatic protection represented a critical form of positioning. Moreover, Mediterranean states, both European and Muslim, had a long tradition of controlling the movements of women in port cities. Two distinct historical moments in the settlement of women from the Mediterranean islands in pre‐colonial Tunisia are compared. This approach not only enables an assessment of whether women's movements across international borders can attenuate, if only momentarily, patriarchal authority, but also encourages reflection on how gender explains historical variations in global migratory displacements as well as to what extent colonialism serves as an satisfactory explanatory framework for the gendering of communal boundaries.  相似文献

Drawing its information from documents in Portuguese, French and British archives, this article examines the evolution of Portuguese colonial policies regarding Islam in Guinea and Mozambique. Such policies swayed between an image of the Muslim as foe and a more conciliatory picture, in which Muslims could be presented as potential allies of Portuguese power in the war against nationalist movements. Although the first image prevailed until the end of 1950s and the second one emerged in the mid-1960s as part of the last stage in the colonial wars, ambivalence was their common trait. That ambivalence did not hinder the development of a whole new strategy to address the Muslim communities, based on the ‘psychological’ and ‘sociological’ techniques of counter-insurgency war. The article analyses the transition from governing methods based on the control and repression of colonised Muslims to strategies aimed at co-opting them, sketching a comparison between the results achieved in Guinea and Mozambique.  相似文献

ABSTRACT. Between 1996 and 2001 the ‘Métis population’ of Canada skyrocketed from 204,000 to 292,000, an astonishing and demographically improbable increase of 43 per cent. Most puzzling about this ‘increase’ is not so much the unpersuasive explanations offered by statisticians and others but, more fundamentally, the underlying assumption that such a thing as a ‘Métis population’ exists at all. In contrast, I argue that such an idea constitutes an artifact of Canada's racial/colonial episteme in which ‘the Métis’– formerly an indigenous nation invaded and displaced in the Canadian nation‐state's westward expansion – have been reduced in public and administrative discourse to include any indigenous individual who identifies as Métis: reduced, in other words, to (part of) a race. The paper argues further that the authority of the Canadian census as a privileged forum of contemporary meaning‐making in Canadian society is such that the lack of explicit Census categories to distinguish Métis Nation allegiance further naturalises a racialised construction of Métis at the expense of an indigenously national one.  相似文献

This article examines Zimbabwean land politics and the study of rural interventions, including agrarian reform, more broadly, using the analytical framework of territorialized ‘modes of belonging’ and their ‘cultural politics of recognition’. Modes of belonging are the routinized discourses, social practices and institutional arrangements through which people make claims for resources and rights, the ways through which they become ‘incorporated’ in particular places. In these spatialized forms of power and authority, particular cultural politics of recognition operate; these are the cultural styles of interaction that become privileged as proper forms of decorum and morality informing dependencies and interdependencies. The author traces a hegemonic mode of belonging identified as ‘domestic government’, put in place on European farms in Zimbabwe's colonial period, and shows how it was shaped by particular political and economic conjunctures in the first twenty years of Independence after 1980. Domestic government provided a conditional belonging for farm workers in terms of claims to limited resources on commercial farms while positioning them in a way that made them marginal citizens in the nation at large. This is the context for the behaviour of land‐giving authorities which have actively discriminated against farm workers during the politicized and violent land redistribution processes that began in 2000. Most former farm workers are now seeking other forms of dependencies, typically more precarious and generating fewer resources and services than they had accessed on commercial farms, with their own particular cultural politics of recognition, often tied to demonstrating support to the ruling political party.  相似文献

This paper challenges current perspectives on Hong Kong heritage that are based predominantly on a dichotomous juxtaposition of traditional Chineseness vis‐à‐vis post‐colonial romanticism, and argues for a deeper appreciation of its industrial history and identity. Textured narratives are proposed that highlight the socio‐economic relationships that were/are essential components of the industrial (hi)story. Specifically, the paper identifies the time/space dimension as unique, and hence it should be valorised using context‐sensitive, carefully thought‐through and executed approaches. The paper presents an ‘other Hong Kong heritage story’ that foregrounds the compressed time–space nature of the city’s industrial history, the spatial organisation of manufacturing, and the dynamic spatial stretch that has been taken by the industrialisation process. Furthermore, a stretching of governance space for the identification, (re)presentation and conservation of heritage using a participatory approach is proposed. In the face of rapid deindustrialisation and pressure for urban renewal, prompt, well‐conceptualised and time/space‐sensitive efforts to valorise, preserve and manage this fast‐disappearing heritage in Hong Kong are vital.  相似文献

This paper takes a differential demographic change in six rural settlement categories within rural and regional Australia as the starting point for the measurement of differential ageing using a Relative Ageing Index which compares ageing in sub‐populations with the national norm. The spatial units employed are 412 rural communities, approximated by social catchments each consisting of a country town and its surrounding dispersed population. The study covers the period from 1981 to 2006 and includes the rural areas of New South Wales, Victoria, and South Australia, excluding major cities, peri‐urban areas, and the remote rangelands. It examines demographic change and differential ageing in a selection of the rural settlement categories recommended for further analysis in the report of the ‘Demographic Change and Liveability Panel’, one of three advisory panels established in 2010 by the then Commonwealth Government seeking to develop a sustainable population strategy for Australia. Ageing profiles are produced for the whole study area, for the individual rural settlement categories, and for the urban and rural components within each category separately. Results show that differential ageing is least advanced in the ‘regional cities’, most advanced in the ‘sea change’, but of most concern in the agriculture‐based rural settlement categories where it exacerbates the effects of overall population decline. In all categories, ageing in the dispersed rural population element exceeded that of the urban component. Results emphasise the vital role of the ‘regional cities’ category in future public policy development supported by ameliorative and collaborative measures for their surrounding agriculture‐based communities.  相似文献

Abstract. Postage stamps may be seen as tiny transmitters of the dominant ideologies of the state destined for the imagined community of the nation. The issuing of stamps, starting in the nineteenth century, and the postal reforms that accompanied this, greatly contributed to the ‘communicative efficiency’ of national communities and made a significant contribution to nation‐building. The imagery of stamps promotes the dominant discourses of a particular nationalism, recalls historical triumphs and myths and defines the national territory in maps or landscapes. Issuing authorities also print stamps for sale to a large, epistemic community of philatelists and this has been of particular importance to many colonial authorities and impoverished post‐colonial states. This article addresses these themes by focusing on the stamps of Portugal and its Empire. The representation of images of women on the stamps of the Portuguese monarchy, the Republic, the Estado Novo and the modern Portuguese Republic, as well as in the former Empire, all confirm the patriarchal construction of Portuguese nationalism as well as a focus on the ‘great discoveries’.  相似文献

Like other Eastern European countries, Hungary has undergone processes of societal and economic restructuring since 1990. This has given rise to a changed cultural‐political context shaped by forces such as (re)privatisation, strengthening of local government and growth of civil movements. This has led to new opportunities as well as challenges for managing conservation of the built heritage. In Budapest, protection of the built heritage is achieved either through state protection of outstanding ‘monuments’ or through conservation objectives dictated by planning authorities within a two‐tiered local government system. These different levels of conservation authority can sometimes lead to conflicting approaches, as in the case of recent urban renewal in the Old Jewish Quarter. This paper examines the approach to urban conservation taken in Budapest at the various official levels, as well as organised initiatives by the voluntary sector in the light of post‐socialism and associated cultural change.  相似文献

ABSTRACT

David Meetom, a Duala subchief, was an important interpreter in the coastal region of Cameroon at the beginning of German rule, which was shaped by colonial officials’ lack of language skills, the colonial state’s low level of institutionalisation, its necessity to rely on intermediaries, and tensions within Duala society. In this circumstances, new opportunities opened up to those who had knowledge of a colonial language. The article examines Meetom’s actions as an interpreter, broker and intermediary between colonial and African languages, authorities and interests. It covers his actions from his informal participation in negotiations between African and German authorities, to his work as official government interpreter, to a trial in which he was accused of having exceeded his authority before finally being shot fleeing German authorities. For Meetom, the consequences of his intermediary position veered between being personally advantageous and disadvantageous. His work held potential for conflict, both with the colonial government and with the Duala or other African groups in the region. Meetom’s life serves to illustrate how interpreters facilitated and controlled contact between colonisers and Africans and proves the distinction between the colonisers and the colonised which underlay the concept of colonial rule as having been surprisingly fragile.  相似文献

ABSTRACT. This paper focuses on how indigeneity has been constructed, deployed and ruptured in postcolonial Malay(si)a. Prior to the independence of Malaya in 1957, British colonial administrators designated certain groups of inhabitants as being ‘indigenous’ to the land through European imaginings of ‘race’. The majority, politically dominant Malays were deemed the definitive peoples of this geographical territory, and the terrain was naturalized as ‘the Malay Peninsula’. Under the postcolonial government, British conceptions of the peninsula were retained; the Malays were given political power and recognition of their ‘special (indigenous) position’ in ways that Orang Asli minorities—also considered indigenous ‐ were not. This uneven recognition is evident in current postcolonial political, economic, administrative and legal arrangements for Malays and Orang Asli. In recent years, Orang Asli advocates have been articulating their struggles over land rights by drawing upon transnational discourses concerning indigenous peoples. Recent judicial decisions concerning native title for the Orang Asli potentially disrupt ethno‐nationalist assertions of the peninsula as belonging to the ‘native’ Malays. These contemporary contests in postcolonial identity formations unsettle hegemonic geopolitical ‘race’/place narratives of Peninsular Malaysia.  相似文献

This article is based on an ethnographic study of life histories of 28 rural–urban (internal) migrant men located within southern China. It explores their narratives with a particular focus on changing social relations within the family, from the perspective of migrant sons. It argues that traditional gender norms, such as those attached to being a ‘filial son’, are lived out, albeit reworked, among Chinese male migrant workers across generations. The men recount the role of traditional familial gender norms, which are central cultural resources in forging their ‘dislocated’ identities within specific temporal and spatial conditions. For example, being a ‘filial son’ has become an important reference point for these mobile male workers to actively negotiate their emerging masculine identities in the process of negotiating urban lives, while living away from their rural homes. The article also explores a more complex understanding of rural–urban migration in terms of critically engaging with the men's well-being as urban workers.  相似文献

The new South African Constitution, together with later policies and legislation, affirm a commitment to gender rights that is incompatible with the formal recognition afforded to unelected traditional authorities. This contradiction is particularly evident in the case of land reform in many rural areas, where women’s right of access to land is denied through the practice of customary law. This article illustrates the ways in which these constitutional contradictions play out with particular intensity in the ‘former homelands’ through the example of a conflict over land use in Buffelspruit, Mpumalanga province. There, a number of women who had been granted informal access to communal land for the purposes of subsistence cultivation had their rights revoked by the traditional authority. Despite desperate protests, they continue to be marginalized in terms of access to land, while their male counterparts appropriate communal land for commercial farming and cattle grazing. Drawing on this protest, we argue that current South African practice in relation to the pressing issue of gender equity in land reform represents a politics of accommodation and evasion that tends to reinforce gender biases in rural development, and in so doing, undermines the prospects for genuinely radical transformation of the instituted geographies and institutionalized practices bequeathed by the apartheid regime.  相似文献

Due to the global increases in urbanisation rates, urban sprawl has become a worldwide issue. In China, the development of rural areas has been affected by urban expansion and adjustments of metropolitan areas by administrative divisions that have led to losses in agricultural lands and ecosystem services. There is the ‘paradoxical’ desire for governments to promote rural development and protect land resources. Urban fringe sprawl is a prominent issue in the process of rural development. Identifying and measuring sprawl at the urban fringe could assist policymakers to either encourage or discourage this phenomenon. This paper demonstrates use of multidimensional indicators to effectively measure urban fringe sprawl by remote sensing, in addition to demographic and socio‐economic data. Using integrated indicators observed in the recent Chinese development context, urban fringe sprawl was measured comprehensively for Jiangning, a district in the city of Nanjing, China. This study indicates that Jiangning is sprawling rapidly. The results also show that the multidimensional indicator approach could provide decision support to create effective long‐term land‐use planning policies for controlling urban sprawl patterns.  相似文献

The paper focuses at the discrepancy between actual urban policies and current spatial socio‐economic developments. Three discrepancies are discussed: homogeneous concepts versus developments directed at heterogeneity; economic seduction policies versus comprehensive developments; and small‐scale policies versus higher level developments. Basic to the current spatial trends is the evolution of a large‐scale urban network. This results in a less hierarchical urban structure and a heterogenization of economic centres and living areas which occurs both within and between urban places. Because of this, the steering possibilities of hierarchic organized urban policies are hampered. In contrast to these developments, urban policy in the Netherlands has a hierarchical nature and focuses heavily on the traditional dominant urban nodes. The present phase of policy, ‘urban management’, illustrates this. An adaption of the spatial framework of policy is needed. The paper also shows that present policies haue a too narrow economic perspective which leads to an underestimation of present and future problems related to the labour and housing market. A plea is made for an explicit dynamic approach to urban revitalization in which the normative and instrumental function is stressed. Moreover, the suggested distinction between efficiency and equity is rejected The article is based on a survey of current trends and future research needs under the authority of the Advisory Council for the Programming of Future Directions in Spatial Research in the Netherlands.  相似文献

The colonial history of New Caledonia has been one of dispossession, alienation, and racial segregation. Indigenous people did not experience a life of all‐embracing confinement and immobility. Instead, Kanak localities were historically shaped by the interplay of colonial projects, ideas, tensions, power relations, practices, representations, values, norms, and emotions. Based on the example of Thio, located on the south‐east coast of New Caledonia, this article explores these transformations, focusing on processes of localization and mobility in the colonial and postcolonial eras. The first section focuses on the encounter with and the interplay between different organisations in Thio: the missionary, mining, pastoral, and administrative frontiers. The second section explores the multilayered history of the landscape and settlement patterns in Xârâgwii/Kouare (a tribe located in the mountainous part of Thio), and the third section analyses the interplay of locality and mobility since World War II. The final section examines the ‘invention’ of the tribe as part of colonial governmental projects. The article concludes with a brief discussion of the meaning of this evolving dialectic in the current context of decolonization.  相似文献

Senegal's 1998 forestry code transfers rights to control and allocate forest access to elected rural councils, ostensibly giving the elected authorities significant material powers with respect to which they can represent the rural population. But the Forest Service is unwilling to allow rural councils to exercise these powers. To retain control, foresters use pressure, bribes and threats while taking advantage of the inability of the rural representatives to influence actors higher up in government. They justify themselves with arguments of national good and local incompetence. The foresters ally with urban‐based forest merchants and are supported by the sub‐prefect. Despite the transfer of forest rights, the foresters continue to allocate access to lucrative forest opportunities — in this case charcoal production and exchange — to the merchants. Despite holding effective property rights over forest, such as the right to exclude others, rural councils remain marginal and rural populations remain destitute. The councils cannot represent their populations and therefore cannot gain legitimacy: they have no authority. Despite progressive new laws, the Forest Service helps to maintain Senegal's healthy urban charcoal oligopsonies, while beating back fledgling local democracy.  相似文献
