This article examines the response of Scottish Presbyterianreformers to the socioeconomic and political dimensions of the‘Edwardian Crisis’. For such individuals the circumstancesof the early twentieth century, despite the undoubted difficultiesthey posed, offered the opportunity to bring about a modernversion of the ‘godly commonwealth’, with the principalmeans of realizing this being Christianized social reform. It is generally believed that the reputation of Sir Edward Elgarexperienced a disastrous reversal of fortune after the GreatWar. This has conventionally been explained by the changingmusical tastes of the public and by a postwar reaction againstthe unappealingly ‘Edwardian’ character of Elgar'smusic. Both claims, I argue, have been exaggerated. Examiningevidence from concert programmes, gramophone record sales, andBBC broadcasts, this article demonstrates that Elgar continuedto enjoy estimable popularity after 1918. The article also considersthe way in which Elgar came to be seen as an archetype of ‘Englishness’and ‘Edwardianism’ in music. With a legacy of virulentattacks on the composer's ‘complacency’ and ‘jingoism’,critical attention by the 1930s had been refocused onto a perceivedrural nostalgia within Elgar's music. This atavism complementedinterwar visions of the Edwardian period as a prelapsarian ‘goldenage’. The implications of these changing perspectiveson Elgar are twofold. This essay re-examines the Daily Mail's campaign in 1927–8against the Baldwin government's decision to equalize the franchiseby lowering the female voting age to 21. It argues that theMail's hostility to the ‘flapper vote’ was largelya product of the passionate anti-socialism of its proprietor,Lord Rothermere, and not, as has been suggested, the culminationof a decade of anti-feminism. Rothermere was convinced thatyoung women would vote overwhelmingly for the Labour Party andentrench it in government for a generation. But attacks on the‘flapper’ in 1927–8 were generally confinedto the paper's editorial and political columns, and contrastedwith the much more positive portrayal of young women that hadbeen typical of the Mail's output since 1918. The example ofthe Daily Express, which supported franchise equalization, isused to demonstrate that it was Rothermere's idiosyncratic politicalpinions, rather than the ‘typical’ anti-feminismof the Conservative press, that explained the Mail's stance.The article concludes that the gender discourse of interwarnewspapers has been unfairly stereotyped by historians, andthat media hostility to young, unmarried women in these yearshas been exaggerated.  相似文献

The article examines the enactment of the British NationalityAct, 1948. The legislation created a legal status—Citizenshipof the UK and Colonies—that included Britons and ‘colonial’British subjects under a single definition of British citizenship,and entrenched their right to enter the UK. Between 1948 and1962, some 500, 000 non-white British subjects entered underthe legislation, despite documented evidence of elite suspicionof non-white Commonwealth migration. The article argues thatthis apparent contradiction can only be understood by examiningthe legislation in the context of past migration patterns andBritain's international position in 1948. The legislation wasonly marginally related to migration; it was rather an attemptto maintain a uniform definition of subjecthood in the faceof Canada's unilateral introduction of its own citizenship,and it was an affirmation of Britain's place as head of a Commonwealthstructure founded on the relationship between the UK and theOld Dominions. * For comments on earlier drafts, I owe my thanks to John Dorwin,Katie Goebs, Iain McLean, and Desmond King.  相似文献

In the summer of 2006 a new permanent exhibition on East Germanhistory opened its doors on the banks of the river Spree, justa frog's jump away from the Berliner Dom and the slowly disappearingPalast der Republik. The DDR Museum1 sets out to show all facetsof life and growing up in the German Democratic Republic inbasement premises measuring just 400m2. The exhibition is composed of seventeen thematic areas, rangingfrom earnest topics such as ‘border’, ‘statesecurity’ and ‘construction’ to the more diverting‘fashion’, ‘consumer goods’ and ‘holidays’.The whole space is designed as a miniature pre-fabricated housingdevelopment, the facades of which incorporate display cabinetsand drawers inviting visitors to explore their contents. Eachthematic area is given roughly the same space, and consequentlythe GDR's dozen or so popular bands get about as much room asthe Stasi.  相似文献

Revisionist socialists of the 1950s and 1960s are typicallydepicted as advocates of the ‘Keynesian welfare state’route to economic equality. This article argues that this isan oversimplification: while the revisionists supported thewelfare state, they also aimed to promote equality by redistributingprivate property and expanding social ownership, endorsing anegalitarian version of a ‘property-owning democracy’.The article first discusses the political ideals and calculationsthat motivated the revisionists’ interest in this modelof egalitarian strategy and then examines in turn the threemutually reinforcing strands of policy that this goal generated:greater progressive taxation of wealth; measures to diffuseprivate property ownership and access to marketable skills;and the expansion of novel forms of social ownership.  相似文献

Many historians have highlighted the role played by ‘languagesof patriotism’ in the political appeal of the BritishConservative Party in the late nineteenth and twentieth centuries.The present article engages with this debate by pointing tothe fact that the Liberals, in the Edwardian period at least,could also articulate patriotic languages That this was thecase is demonstrated by an examination of Liberal attitudesto the Education Act of 1902, the tariff reform controversy,and the issue of the ‘land question’. The widelyheld view that the Conservatives enjoyed a complete monopolyon patriotism is called into doubt. Furthermore, this articlecontends that the Liberal Party's use of patriotic rhetoricprovides a new means of making sense of their policies in thisperiod. These policies, it is suggested, cannot simply be understoodas expressive of a ‘new Liberal’ system of thoughtincreasingly influenced by collectivist ideas *I would like to thank Jon Parry for his very many helpful commentsand suggestions on earlier drafts of this article. This essay re-examines the resignation of the Conservative TreasuryMinisters in January 1958. It focuses on the political economyof both party and official discussion of inflation, and paysparticular attention to the issue of whether the debate In 1957-8witnessed a dispute between ‘monetarists’ and ‘Keynesians’.it shows that the Chancellor, Thorneycroft, and other Conservatives,including Macmillan, saw the contribution of the monetary systemto inflation in terms of inadequate government control overthe banking system and private credit as much as in terms ofthe level of public expenditure. It concludes that the theoreticaland policy assumptions underpinning the 1957–8 debatehave no direct link with, and did not anticipate, Thatcheriteideas, but that there was an indirect link in terms of sharedperceptions of the social politics of inflation. * I would like to express my thanks to the Minda de GunzbergCenter for European Studies. When the USA launched a military intervention in Grenada inOctober 1983 it was against the wishes of its closest ally,Britain, who felt deliberately misled as to Washington's intentions.As a former British colony and member of the Commonwealth, withthe Queen as Head of State, Grenada remained of interest toBritain. This article will provide a detailed analysis of Anglo-Grenadianrelations and the events and contacts between the USA and Britainduring and after the 1983 crisis and assess the role of the‘special relationship’ in shaping Britain's reactionto the intervention. Until very recently, writing on the Communist Party of GreatBritain (CPGB) concentrated primarily on the party's relationshipwith the Communist International (to which it was affiliated)and the Bolshevik leadership in Moscow. Far less attention hasbeen paid to the actual men and women who made up the ranksof the CPGB and sought to establish the party's identity ata grass roots level. This article examines the experiences ofwomen in the CPGB during the 1920s, particularly in relationto women's politics in the period, and with regard to the socialisttraditions that preceded and partly informed the CPGB's earlydevelopment. It argues that despite communist avocation of aparty of a ‘new type’, the CPGB inherited many ofthe existing uncertainties as to the role of women within socialistorganization.  相似文献

The nature of post-war economic and urban planning has beencontroversial. This article examines the problem through a ‘grass-roots’study of the establishment and the early social history of Basildon,a representative example of post-war new towns. What views didthe various sections of the central state, local governmentand residents hold towards the new towns policy? The Paris riots of the six février 1934 are rememberedchiefly as the event that provided the initial spark and theeventual rationale for the anti-fascist Popular Front. However,most French historians have tended to downplay the importanceof the riots themselves, arguing that the Republic was not underserious threat, and that the Left at the time greatly exaggeratedthe danger. Indeed, the fact that the regime ‘survived’these events has often been cited as proof of its resilience,of France’s deep-rooted ‘democratic political culture’,and its inbuilt ‘immunity’ to fascism. This historiographicalreview argues that the standard interpretation of the six févrieris deeply flawed, especially in its tendency to deduce the intentionsof the actors from the outcome of the events. The six févrierconstituted a serious challenge to the regime, and created adangerously fluid situation in which a variety of ‘outcomes’became possible. It should be analysed not as a discrete andtemporally circumscribed event but as a key moment in an ongoingprocess of political radicalization on the French Right.  相似文献

This article deals with the history of the Nazi Party's officeof the Deputy Führer, Rudolf Heß, which after Heß'sflight on 10 May 1941 was renamed the Party Chancellery andled by Martin Bormann. It evaluates the structures and functionsof this important party office which had the exclusive rightto control government legislation. The Deputy Führer'sstaff was established before 1935/36. It consisted of severaloffices which influenced nearly all processes of legislationand tried to introduce Nazi ideology into all sectors of Germansociety. This was done by corresponding intensively with ministerialbureaucracy. Although the staff of the Deputy Führer andof the Party Chancellery acted in a very bureaucratic manner,the article argues that Max Weber's concept of ‘bureaucraticrule’ is not appropriate for analysing the radicalizationof the Nazi régime throughout the Second World War becausethis Weberian ideal type tends to neglect social practices.The same is true for Weber's concept of ‘charismatic rule’which only offers fruitful insights into the social relationsbetween Hitler and his followers.  相似文献

The text is less a review of the new literature than a reflectionon significant and innovative current trends in the historiographyon women and gender in the National Socialist era. The firstpart deals with various women's activities within milieus andprofessions, including their room for manoeuvre: midwives, socialworkers, female Nazi functionaries, and female auxiliary workersof the Nazi Wehrmacht. The second part of the article addressesspecific features of biopolitics, targeted not only againstJews but also against asocial women, homosexuals and prostitutes.It also looks at visual images of bodies. Although the Nazistried to create strongly determined binaries to categorize ‘we’and ‘the others’ in the arts and other propagandamaterial, there existed, in fact, a broad spectrum of body images,especially among media stars. A third trend in the history ofthe Third Reich deals not only with the politics of exclusionbut also of inclusion, as found in the concept of Volksgemeinschaft(national community), a concept that had many facets, such asthe Volksfamilie, comradeship and home front. And it was themedia that had the task of ‘translating’ this conceptto the people in many appealing ways. The fourth part considersthe gendering of memories after 1945 and the dominance of malenarratives and points of view. The four parts of the articleare intended to contribute to intersectional history and thehistory of social engineering.  相似文献

This article explores the 1953–54 Royal Tour and in particularthe planning and eventual reception of the Queen and her partywhen they arrived in Gibraltar. These events are consideredin terms of three overlapping contexts: the imperial, the colonialand the geopolitical. First, the Royal Tour marked not onlythe debut of a new Queen but also the realization that the BritishEmpire was beginning to fragment with the eruption of independencemovements in South Asia and the Middle East. Hence, its internationalitinerary bound the remaining empire symbolically together,but also served as a reminder of the ‘gaps’ thatwere beginning to appear. Second, the analysis considers howthe Royal Tour presented an opportunity for the local residentsof Gibraltar to ‘perform their loyalty’ to the newQueen and the British Empire. The focus on performance is significantbecause the article does not presume that ‘loyalty’is simply pre-given. A great deal of work was involved in realizingthe reception of the Queen's party in May 1954 against a backdropof a territorial dispute with Spain over the future legal statusof Gibraltar. The Royal Tour offered the possibility, therefore,of persuading the British and Spanish governments of the localresidents’ qualities including a continued loyalty tothe British/imperial Royal Family and indirectly to Britain.Third, the article underscores the significance of such loyalperformances by considering Spanish opposition to the Queen'svisit in the light of Franco's efforts to establish his country'santi-Communist credentials. The Royal Tour, and the Gibraltarleg in particular, are thus show to be an intense locus of performanceslinked to the politics of empire, colonial rights and anti-imperialism. Animated, happy faces gazing at the sights and decorations showbetter than words the true feelings of the people of the fortress-colonytowards their young, beloved Queen. One correspondent of a Britishnewspaper said that he thought the 27,000 servicemen and civilianson the Rock were so fervidly loyal that they would tear to piecesanyone discovered in their midst with evil designs, and thatwas sufficient guarantee of their Majesty's safety.1  相似文献

This article traces a history of the queue in post-war Britain,both in relation to its changing social organization and itsshifting symbolism. In the immediate post-war period, with thecontinuation of rationing and shortages, the queue was exploitedfor its political capital by Conservative politicians like WinstonChurchill, who equated queuing with meddling socialism. As queuingceased to be an explicitly political issue in the 1950s and1960s, it began to be linked implicitly with the issue of national‘decline’, which dominated political discussionand social commentary from the late 1950s onwards. The queuesin banks and post offices, in particular, were seen as a symptomof the ‘British disease’ of badly trained, poorlymotivated employees and mediocre management. In the 1970s and1980s, the ‘dole queue’ also became part of a politicizedmythology of decline, although much of its imagery was borrowedfrom the 1930s. In the Thatcher era, queuing was increasinglytransformed by queue management theories and technologies. Beingprimarily market-led, this queuing revolution was an unevenphenomenon. In low-status public spaces, such as bus stops,people were still left to improvise their own queue discipline;and organizations like banks used queueless services to focuson valued clientele. This article presents a study of the Australian temporary staffingindustry. It explores how temporary staffing markets are manufacturedthrough the interactions between industrial relations and regulatorysystems, on the one hand, and the structures and strategiesof domestic and transnational temporary staffing agencies onthe other. The article draws on secondary datasets and semi-structuredinterviews with government departments, labour unions, staffingagencies and their trade bodies to analyse the size, structureand characteristics of the Australian temporary staffing market.It argues that the Australian market differs in important waysfrom those other ‘neoliberal’ labour market regimes—suchas those in Canada, UK and USA—with which it is oftencompared. The article argues for an approach that seeks to explorethe (often gradual) mutual transformation of temporary staffingorganizations and the institutional and regulatory systems inwhich they are embedded, rather than privileging one at theexpense of the other.  相似文献

This essay, based on primary sources from the privately-runInternationale FKK-Bibliothek and a growing body of secondaryliterature, examines some of the myths and misconceptions regardingthe fate of naturism in the Third Reich. It shows that despiteGoering's decree of 3 March 1933, which described the ‘nakedculture movement’ as ‘one of the greatest dangersfor German culture and morality’, naturism did not cometo an abrupt halt after the Machtergreifung. While officialhistories of German naturism talk proudly of the movement's‘persecution’ and ‘non-violent resistance’,there was little concerted effort to close down naturist associationsor to arrest individual activists. In fact, without a definitiveorder from the Führer, Germany's naturists existed in asemi-legal limbo for much of the 1930s. Many National Socialistsregarded the clothes-free lifestyle with contempt, but therewere elements within the Nazi state—and particularly theSS—which could see significant benefits from celebrating‘the instinct for bodily nobility and its beauty in ourVolk’. A mutual desire to de-eroticize nudity helped cementthe bond between Heydrich, Himmler and naturist leaders. Asa result, German Freikörperkultur passed some of its mostimportant landmarks in the years of Nazi rule, including itsvery first book with photographs in full colour, a full-lengthfeature film, and a new, more permissive Bathing Law. Thus whileGeorge Mosse's Nationalism and Sexuality claims the Nazis ‘forbadenudism after their accession to power’, a closer examinationof the fate of naturism after 1933 reveals a more complex picture,which serves to highlight not only the limits of the régime'stotalitarian aspirations, but also the naturist movement's owndisparate and problematic heritage.  相似文献
