An international arbitration tribunal recently found the United Kingdom to have breached its obligations under international law in declaring a Marine Protected Area in the Chagos Islands (British Indian Ocean Territory). The ruling has potential implications for the indigenous people of the islands, the Chagossians, who continue to wage a political campaign for the restoration of their right of abode in Chagos. Olivier Bancoult, leader of the Chagos Refugees Group, visits St Georges cemetery in Les Salines on the outskirts of the Mauritian capital Port Louis, to commemorate All Souls' Day, the Catholic day of prayer for the dead, when people also tend and lay flowers on the graves of deceased loved ones. For Olivier Bancoult, All Souls' Day has long been associated with the graves of numerous members of his immediate family who died in poverty in the aftermath of his family's relocation from the Chagos Archipelago to Mauritius. Now, All Souls' Day also involves the graves of Chagossian activists such as Lisette Talate, stalwart of the Chagos Refugees Group for nearly three decades from its establishment in 1983 until her death in 2012. For Chagossians, commemorating All Souls' Day outwith the Chagos Archipelago has a double poignancy. Firstly, many of those being remembered – including Lisette Talate – had been forcibly uprooted from Chagos and wanted nothing more than to be able to return to live, die, and be buried there. Secondly, mourners are reminded of the fact that Chagossians cannot routinely lay flowers on or tend the graves of ancestors who died and were buried on Chagos before the islands were depopulated, unless they are lucky enough to get a place on one of the small‐scale return visits organized annually by the UK government. In this issue, Laura Jeffery examines the nature of WikiLeaks evidence in one more Chagos Islander court case. Back cover RIGHT‐TO‐DIE Debbie Purdy and husband Omar Puente, outside the Royal Courts of Justice, London, 2008. Debbie Purdy is one of a number of high profile right‐to‐die campaigners who have come to prominence in recent years through legal cases aimed at changing the law on assisted suicide and voluntary euthanasia in the UK. Debbie has been living with multiple sclerosis, an incurable and degenerative disease, since 1995. She wants to have the option of an assisted suicide should she end up suffering to the point that she no longer finds her life worth living. Debbie's lawyers and the campaigners who worked alongside them, used the law in an instrumental way, and were eventually successful in forcing legal concessions which the British parliamentary system had not seen fit to make. Debbie's case paved the way for that of Tony Nicklinson who, in 2012, also claimed a right‐to‐die as a response to his per‐manent and total paralysis – from ‘locked‐in' syndrome. Both Debbie and Tony have joined the pantheon of international right‐to‐die celebrities whose images have symbolic potency in the public imagination, and whose suffering becomes imbued with polit‐ical and moral meaning. In this issue, Naomi Richards discusses how right‐to‐die legal cases are presented to the public via the media and what this means in terms of both the right‐to‐die debate and media portrayals of death and dying more generally.  相似文献

Following the majority verdict, on 22 October 2008, in the House of Lords, denying the Chagossians the right to return to their homeland, it is worth examining the origins of this issue. I touched on the extent to which the US was complicit in the expulsion of the Chagossians in an article in the March 2008 issue of the Journal of Imperial and Commonwealth History (‘Expulsion from Chagos: Regaining Paradise’). A common assumption is that the US pressured the UK to remove the population from the entire Chagos Archipelago of fifty-five islands, as a pre-condition for establishing a base on Diego Garcia. Although the US was looking for an uninhabited island to serve as a base, there is no available evidence that they insisted on the depopulation of all the islands. It was British officials who were the instigators of this policy, albeit with American concurrence.  相似文献

The history of the Chagos Islanders was recently highlighted in a semi‐fictionalised production A few man Fridays performed by the Cardboard Citizens Theatre company at the Riverside Studios in London. The month‐long run finished on March 10. I went to the penultimate performance. Also in attendance were a small number of native‐born Chagossians and their children. During the interval, I fell into conversation with Anthony, a 50‐year‐old Chagossian, who was born on the island of Diego Garcia. Along with other members of his family, Anthony was deported from his homeland by the British authorities to make way for a strategically important US base. With 500 or so compatriots he was taken by boat and dumped in the Seychelles. Around 1500 other Islanders were taken to Mauritius. In 2002, however, Chagossians were granted British citizenship. Some 1500 islanders, mainly those from Mauritius but a few from the Seychelles, have now settled in Crawley in West Sussex. But Anthony, along with his sister and her children, is living in rented accommodation in Pimlico in south London. According to Anthony, a primary motivation for his coming to the UK was to seek better healthcare to deal with his type II diabetes. “On Diego Garcia no one ever got ill,” he said. Perhaps this claim should be taken more seriously than conventional functionalist explanations allow.  相似文献

Banishment in English law was circumscribed by the Magna Carta and habeas corpus and prohibited except by legal procedure. The Transportation Act of 1718 legalised exile and enshrined convictism in law. The case of Bancoult (No.2), 2008, which considered the banishment of the Ilois of Chagos Island in the 1960s, brought consideration of banishment into the twentieth century and opened the royal prerogative to modern scrutiny. What becomes clear from this case is that banishment relied on royal prerogative without resort to legal process and was surprisingly routine throughout the British Empire. This article considers the implications of this case and some of the wider history of banishment in the empire.  相似文献

This editorial anticipates the conference Anthropology in the World by reflecting upon the influence of anthropology, and its limits, arguing that it is only by knowing where these limits are that we can be sure where and how it can best be judged. It is too, a call for unity, suggesting that in seeking to influence the external world, anthropology should unite across its sub‐disciplines, and in doing so a mutually‐beneficial exchange of practice, ideas and methodology will emerge.  相似文献

On 25 January 2011, thousands of Egyptians gathered to raise their voices against their country's long‐standing president, Hosni Mubarak. I received the news as I was conducting fieldwork in a research department of an international bank based in Zurich. Here, I document how Egypt's revolution was perceived, discussed and interpreted within this research department. I argue that the process of ‘pricing the revolution’ that took place may be understood as an ongoing interaction among participants in financial markets and that, given this, it should be understood as a social process, rather than an economic one.  相似文献

This editorial reinforces recent calls for anthropologists to participate more actively in multidisciplinary reappraisals of the concept of civilization. Beyond the dominant relativist model of discrete cultures and historical accounts of complex trading networks across the Eurasian landmass, it is important to recognize the civilizational coagulations that sustained such networks. The challenge is how to explain the dogged persistence of civilizational boundaries in the face of continuous contacts between them, accelerated by modern means of communication.  相似文献

Climate change anthropology to date has devoted itself primarily to ‘observation studies’: investigations of how communities perceive and respond to the local physical impacts of global warming. I argue for the utility, and necessity, of a complementary research programme in ‘reception studies’: investigations of how communities receive, interpret and adopt the global scientific discourse of climate change that is now spreading rapidly to even the most remote societies. Using the Marshall Islands as a case study, I demonstrate the powerful influence of this discourse on local views of environmental change, belying recent arguments that anthropologists wishing to access emic notions of climate change must exclude the influence of foreign scientific education from their analysis.  相似文献

This article examines the response of a large Buddhist organization, Soka Gakkai, to the Tohoku earthquake and tsunami of March 2011. While this response was significant, it has not been reported in Japanese national news. An important question that is emerging for development agencies and academics as they look back over the response to the crisis, is how people possibly survived for the first few days and months, given that government aid did not reach some people for up to two months. This article highlights one significant early response and points to the problem of how to overcome the victim/helper dualism which is rooted in much failing NGO aid and development projects.  相似文献

Following the collapse of the UN climate talks in Copenhagen in December 2009, Evo Morales, the President of Bolivia, called for a World People's Conference on Climate Change. 35,000 people attended the conference in Cochabamba in April determined to keep climate politics on the global agenda. Nancy Lindisfarne writes about the growth of this international social movement with a keen eye to how anthropologists, and the discipline of anthropology as a whole, are responding practically and theoretically to the social consequences of climate change.  相似文献

This article looks at the visual character of post‐conflict and post‐disaster settings, and shows how states of physical ruin can help to produce an ‘aesthetics of post‐disaster reconstruction’. With examples primarily drawn from the author's field site in Timor‐Leste, the article shows how ruins, ashes and demolition may be perceived as enabling particular kinds of agency and opportunity. Thus, some of the most hopeful of international‐intervention dreams of recent decades have been produced out of sites of mass‐scale destruction.  相似文献

Development professionals spend a lot of time writing and the aid industry has a vast production of texts. The author argues here that anthropology of development needs to look anew at how these texts are being produced, circulated and the purposes they serve. I have briefly identified six features of development writing: 1. Institutional ownership, 2. multiple authorship, 3. impersonal style, 4. terminology, 5. Communicable simplifications and 6. temporality. The more general point is to call for a more sophisticated engagement with development texts. There might be more going on in these documents than immediately meets the eye. More than anything else, these texts grant legitimacy and presence to the actors involved in development. Writing development is more about the production process, the language and what it ultimately bring in terms of aid flows, rather than the substance of the text itself.  相似文献
