The Chagos Islanders have faced various legal barriers in their campaign for the right of return to the Chagos Archipelago. Here, Laura Jeffery presents one more twist in this long winding road, namely how the courts regard WikiLeaks evidence revealing how British politicians hatched plans to turn these islands into a nature reserve, thus effectively maintaining the status quo of the existing no‐return policy.  相似文献

An international arbitration tribunal recently found the United Kingdom to have breached its obligations under international law in declaring a Marine Protected Area in the Chagos Islands (British Indian Ocean Territory). The ruling has potential implications for the indigenous people of the islands, the Chagossians, who continue to wage a political campaign for the restoration of their right of abode in Chagos. Following the majority verdict, on 22 October 2008, in the House of Lords, denying the Chagossians the right to return to their homeland, it is worth examining the origins of this issue. I touched on the extent to which the US was complicit in the expulsion of the Chagossians in an article in the March 2008 issue of the Journal of Imperial and Commonwealth History (‘Expulsion from Chagos: Regaining Paradise’). A common assumption is that the US pressured the UK to remove the population from the entire Chagos Archipelago of fifty-five islands, as a pre-condition for establishing a base on Diego Garcia. Although the US was looking for an uninhabited island to serve as a base, there is no available evidence that they insisted on the depopulation of all the islands. It was British officials who were the instigators of this policy, albeit with American concurrence.  相似文献

The history of the Chagos Islanders was recently highlighted in a semi‐fictionalised production A few man Fridays performed by the Cardboard Citizens Theatre company at the Riverside Studios in London. The month‐long run finished on March 10. I went to the penultimate performance. Also in attendance were a small number of native‐born Chagossians and their children. During the interval, I fell into conversation with Anthony, a 50‐year‐old Chagossian, who was born on the island of Diego Garcia. Along with other members of his family, Anthony was deported from his homeland by the British authorities to make way for a strategically important US base. With 500 or so compatriots he was taken by boat and dumped in the Seychelles. Around 1500 other Islanders were taken to Mauritius. In 2002, however, Chagossians were granted British citizenship. Some 1500 islanders, mainly those from Mauritius but a few from the Seychelles, have now settled in Crawley in West Sussex. But Anthony, along with his sister and her children, is living in rented accommodation in Pimlico in south London. According to Anthony, a primary motivation for his coming to the UK was to seek better healthcare to deal with his type II diabetes. “On Diego Garcia no one ever got ill,” he said. Perhaps this claim should be taken more seriously than conventional functionalist explanations allow.  相似文献

Banishment in English law was circumscribed by the Magna Carta and habeas corpus and prohibited except by legal procedure. The Transportation Act of 1718 legalised exile and enshrined convictism in law. The case of Bancoult (No.2), 2008, which considered the banishment of the Ilois of Chagos Island in the 1960s, brought consideration of banishment into the twentieth century and opened the royal prerogative to modern scrutiny. What becomes clear from this case is that banishment relied on royal prerogative without resort to legal process and was surprisingly routine throughout the British Empire. This article considers the implications of this case and some of the wider history of banishment in the empire.  相似文献

A new, refined chronology for graves and grave‐goods in Anglo‐Saxon England has revealed a marked increase in well‐furnished female burials beginning in the second quarter of the seventh century. The present study considers what gave rise to this phenomenon and concludes that the small number of royal nuns and abbesses who figure so prominently in written accounts of the Conversion were part of a wider, undocumented change in the role of women that began several decades before the founding of the first female houses. It is argued that these well‐furnished graves reflect a new investment in the commemoration of females who came to represent their family's interests in newly acquired estates and whose importance was enhanced by their ability to confer supernatural legitimacy onto dynastic claims.  相似文献

Abstract: WikiLeaks is a controversial organisation that attracts polarised responses. This is not unexpected given its key objective of exposing the secrets and social control ambitions of the powerful. While its supporters laud its pursuit of an informational commons, its detractors condemn its antisocial character, its megalomania—and its anarchism. It is the latter that particularly interests us here. This paper treats the “charge” of anarchism seriously, however, giving it the analytical attention it warrants. It does this by first identifying those characteristics of the organisation that would render it anarchist, and then to conceptualise what this anarchism means. It highlights two important elements of the WikiLeaks story: the anarchical character of the technologies it utilises to foment its dissent; and the anarchical ethos of the organisation's radical politics. We conclude by also considering the tensions and contradictions in WikiLeaks that temper both its anarchism and its social change objectives.  相似文献

The regulation of political finance, including the funding of political parties and election campaigns, remains contentious in many democracies. A particular focus of debate has been the regulation of ‘parallel campaigners’– that is, non-candidate and non-party political actors – wanting to influence the election outcome by bringing to bear their economic resources. Drawing on both recent unsuccessful and current attempts at reforming the regulation of election spending by parallel campaigners in New Zealand, this paper explores the conflict between the democratic right to freedom of expression and the idea that all citizens should have a fair opportunity for effective political influence. It is argued that Joshua Cohen's principle of political equality, which entails the balancing of these two values, provides a justifiable framework for regulating political finance, including parallel campaign expenditures, in liberal democracies.  相似文献

This article examines discourses and practices around women's drinking in Fascist Italy. The history of alcohol production and consumption in Italy during the fascist dictatorship has only recently received attention; alcohol's gendered dimensions, especially women's drinking, have been hitherto overlooked. While the production of legislation, rhetoric and propaganda on alcohol consumption was dominated by men, women were identified as key constituents whose alcohol-related practices could make or break the causes of fascist propagandists, ‘anti-alcohol’ campaigners and alcohol industry associations. The article explains how Italian women were imagined and addressed by regime propagandists, alcohol industry producers and temperance campaigners as (a) simultaneously the principal victims of and responsibility bearers for male excess alcohol consumption, (b) potential ‘crisis-women’ whose unpatriotic drinking choices (whether English tea, French champagne or American cocktails) denoted their prioritising of fashion over fascist values and (c) gatekeepers of family alcohol consumer practices and consumers of alcohol in their own right. It then moves to examine sources left by interwar Italian women to explore what, how and when they drank. Ultimately, it argues that despite attempts to construct women's drinking in archly nationalistic terms, the discourses and actual practices of Italian women around alcohol consumption operated within profoundly transnational frames.  相似文献

Koger's Island, a late prehistoric agricultural community in the southeastern USA, is the site of a cemetery containing four mass graves of individuals with perimortem trauma and scalping cutmarks. Although the site as a whole has a demographic profile typical for a society of this kind (with high infant mortality), the mass graves contain relatively few infants or children, and an abundance of adult males. It is suggested that the skeletons found in the multiple burials represent the victims of raiding or warfare. The disproportionate number of males in the mass graves may be related to the fact that relatively few males at the site are older than 50 years, presumably because they are dying at an early age from violence.  相似文献

The ‘right‐to‐die’ or assisted suicide debate in the UK has recently been dominated by high‐profile litigation which has brought to public attention stories of individual suffering. The most recent case is that of Tony Nicklinson who, as a result of his permanent and total paralysis which he said made his life ‘intolerable’, wanted the courts to allow a doctor to end his life. Only six days after a Judicial Review refused his request, Tony died of ‘natural’ causes. This article compares the presentation by the media of Tony's requested death with his actual death and discusses what this reveals more generally about the way in which the right‐to‐die debate is presented to the public. It argues that in a politicised debate in which the personal stories of the disabled‐dying are given airtime because of their didactic or symbolic potential, actual death becomes less important than the rights‐rhetoric surrounding death.  相似文献

The number of finds relating to metalworking, without evidence of mining and processing facilities, is very limited. In Final Eneolith graves of specialized metallurgists that have occurred, they contain a metal-founding or metalsmithing toolkit, whose origins were from eastern Europe (the Maykop, Yamnaya Culture). Such metallurgical tools may have reached central Europe as part of the so-called Yamnaya Package before the onset of the Bee Beaker Culture (BBC); and unlike the Pontic region, these two types of metallurgy separated here. There are found an accumulation of metallurgists' graves in Moravia, where the complete metalworking toolkit is deposited in a predefined place in richly furnished male graves with a distinctive funerary architecture that exhibit a clear relationship to the grave goods. EDX-analysis detected a high content of metals (Cu, Ag, Au, Au–Ag alloy) on all working surfaces of stone tools, grinders, and boar tusks used for the final treatment of their metal products. This makes us believe that the used artefacts were laid as symbolical objects in the graves of these craftsmen who perfectly knew these advanced technologies. Due to their knowledge, their social significance gradually rose and finally reached the level of social elites, who were usually buried in a spectacular manner, including the quantity of grave goods (Überausstattung) and the pars pro toto deposition in one part of the finds.  相似文献

Generally, the social structure (stratification of the society) in the Merovingian and Viking periods in Norway has been studied by historians using mainly historical and linguistic material. However, prehistoric burials are supposed to reflect the social status of the deceased, and in the present study social status in the Merovingian and Viking periods in western, central and eastern Norway has been examined through 4629 grave finds recorded in the museums’ list—3796 were defined as men's grave finds and 833 as women's. On the basis of the composition of the grave material both the men's and women's graves could be divided into three groups: a large lower group with plain grave material, a small upper group with the richest finds, and an intermediate group. This grouping was supported by studies of the professionally excavated graves from 1956–1978 and indicated three distinctive social groups of free men and women. The grouping of the men's graves on the basis of weapon composition showed only a fair association with the weapon requirements and the social status indicated by the provincial laws from the early Middle Ages. However, studies of 177 precisely dated weapon graves demonstrated a closer association between the requirements of the laws and the weapon composition of the 10th century graves than of those from the 8th and 9th centuries. Accordingly, the grave finds from the Merovingian and Viking periods as well as the historical sources from the early Middle Ages reflect a society with marked differences in social status, the grave finds from the 10th century showing the best correspondence to the provincial laws.  相似文献

Abstract

This paper takes a broad approach to the British and Irish commemoration of the Charge of the Light Brigade (CLB), by assessing the contemporary documentary and memorial evidence and providing useful case-studies for further research. It builds upon the 1858 study by Captains Colbourne and Brine on Balaklava memorials and cemeteries by including an appreciation of those memorials and graves in the United Kingdom and the Republic of Ireland. In contrast to Colbourne and Brine's purpose, which was to provide a catalogue of graves and memorials, this paper seeks to interpret their impact, imagery or importance as required.  相似文献

Most material culture of later prehistoric Europe comprises common forms of pottery, personal ornaments, and tools of different kinds. But some objects stand out by virtue of their unique decoration. These special objects were often ornamented with motifs and patterns that were intended to capture and hold the viewer's attention. Many such objects were purposefully deposited, sometimes in graves, sometimes in ‘structured deposits’. In the Early and Middle Bronze Age, ornate cups played special roles, both in expressing the status of elites and in serving as common elements in long‐distance connections between elites in different regions of Europe. An unusual pit at Kelheim in Bavaria, Germany, serves as a case study to explore the connections between uniquely decorated cups, the emergence of elites during the Early and Middle Bronze Age, and the formation and maintenance of long‐distance connections between communities throughout Europe.  相似文献

Adipocere has, infrequently, been reported from archaeological contexts normally on the external surface of bodies. In contrast to those cases, this study focuses on a white, powdery and greasy substance found inside two right human femora during sampling. These samples were obtained from two identified individuals buried in the late 19th century, who were exhumed from a rock‐cut and a brick‐lined grave in a steeply sloping graveyard with wet soil conditions. Both individuals were buried in coffins. Fourier transform infrared spectroscopy was used to test the composition of the substances, and both were found to conform to the spectrum of adipocere. This is likely to be a breakdown product of the fats in bone marrow in an anaerobic, moist environment mediated by bacteria. None of the other individuals (n = 6) buried in similar graves displayed evidence of adipocere; this includes those whose femora were in a similar state of preservation (n = 4). Contemporaneous data on precipitation for the month of burials do not highlight any obvious trends, but one of the individuals was found in a water‐logged grave. The similar preservation of other femora buried in brick‐lined graves highlights the interplay of multiple factors in the formation and degradation of adipocere. More importantly, it demonstrates differential preservation, which may impact on DNA and other biomolecular research. Intermediate and Middle Bronze Age tombs with weapons (mainly daggers) in the southern Levant were often interpreted as ‘warrior graves’. Taking into consideration new data from Rishon Le‐Zion (Israel), recent work on early warfare and warriors, and a study of so‐called ‘warrior graves’ in Mesopotamia (Rehm 2003), we suggest that most of these graves are not graves of elite warriors, but typical male burials. We also discuss the assumed ‘burial kit’ and the decline in numbers of weapons per burial, which is in our view related to the shift from individual burials (in the Intermediate Bronze and Middle Bronze IIA periods) to multiple shaft burials (in the Middle Bronze IIB period).  相似文献

Abstract

Excavations and surveys carried out from the mid-1990s through 2009 at Tell Brak, northeast Syria, have focused on reconstructing the socioeconomic complexity and physical growth of one of northern Mesopotamia's earliest urban settlements. The recent discovery of several mass graves on the edge of the city, created at an important threshold in its physical expansion (ca. 3800–3600 B.C.), adds to a longstanding debate about the connection between the growth of early city-states and violent conflict. These graves, with their population of as many as several hundred primarily sub-adults and young adults, are interpreted as the result of large-scale violent events and may provide evidence for the post-mortem treatment of enemies. They offer a strong counterpoint to the dominant reconstruction of a peaceful prehistory in the region.  相似文献

Against the backdrop of terrorist attacks in 1998 and 2002, Kenya has come under pressure from aid donors and diplomatic circles to co‐operate in achieving the political and military objectives of the War on Terror. The Kenyan government has received legal, technical and financial support to implement new counter‐terrorism structures. However, while these have raised concerns around human rights and the ability of people to come together and organize on shared interests, the response of civil society in Kenya has been muted. It is mainly human rights campaigners, lawyers, Muslim organizations and leaders, and some politicians that have opposed proposed anti‐terrorism legislation. Even fewer groups have spoken out against the government's participation in a regional rendition programme in the Horn of Africa supported by the United States. This weak response reflects the significant ethnic and regional fragmentation that prevails in the country. This article critically examines the impacts of counter‐terrorism in Kenya and civil society responses to these in a shifting political landscape.  相似文献
