This paper investigates how the discursive battle for the Flemish nation is waged in the Flemish mass media by politicians of the Flemish nationalist party, the New Flemish Alliance (N‐VA). I focus on the ‘new nationalism’ that N‐VA politicians advocate as a means to ‘banalise’ a hot Flemish nationalism. I establish that N‐VA spokespeople and especially their chairman Bart De Wever invoke discursive alliances with established scholars such as Anderson, Hroch, Calhoun and Billig. On the one hand, these alliances are used to sell their nationalism as a non‐ideological or non‐discursive project. On the other hand, the analyses of these intellectuals are used as manuals to ‘banalise’ a hot nationalism. The concept of ‘scientific’ nationalism refers to the entextualisation of scientific discourses in order to legitimate and banalise the nationalist project of the party as ‘in line with science’.  相似文献

Abstract. This article will address the assumption that the essential definition of nationalism is parliamentary political. By highlighting the solitary Scottish nationalist movement in the mid-nineteenth century, the National Association for the Vindication of Scottish Rights, this article asks whether a ‘centralised’ state for the Scottish nation should be the model against which nationalism is interpreted. By developing the concept of ‘civil society’ as both ‘container’ and ‘director’ of nationalism, this article will show the influence of a ‘decentralised’ state to conceptions of ‘best-governing’. By stressing the contradictions in the legitimacy of the British state mid-century, it will be argued that Scottish nationalism can not be regarded as merely romantic, nor, as its outcome, can Scottish culture be presented as somehow weak. This article will argue that intellectual thought regarding the state meant that the only form of nationalism at this time was ‘Unionist-nationalism’, more union with England, not less.  相似文献

The aim of this paper is to understand contemporary forms of nationalism in a socio‐political context in which neo‐nationalism has obtained a dominant role not just in politics but in public discourse and in the cultural field as well. It investigates the emergence of a particular music scene in the beginning of the 21st century, shaped by rock bands and performers and supported by far‐right political actors, which has made the ‘national’ imagination emotionally and ideologically appealing to a considerable part of Hungarian society and first of all to young people.  相似文献

The long established distinction between civic nationalism and ethnonationalism is useful heuristically to understand different dimensions of nationalism and perhaps track a movement from ethnic forms to civic allegiances, though some have challenged its empirical veracity and others question the normative implications of such a distinction. This paper demonstrates the ways in which the two are elided in everyday discourses about migrants in Australia. We argue suspicion of cultural difference, identified more than three decades ago as the new racism, has given way to talk of the need for migrants to ‘follow the law’. This serves rhetorically to reinforce the notion that migrants, often implied to overlap with the category ‘Muslims’, are insisting on breaking the law and/or changing it and are therefore culturally incompatible with a modern liberal democracy. We argue that since ethnic nationalism, like racism, is out of favour normatively, ethnic nationalist arguments are now superficially concealed beneath the acceptable language of civic nationalism. The manner in which this occurs is mapped discursively using data from a corpus of twenty seven focus groups conducted around Australia.  相似文献

ABSTRACT. This article deals with Swiss nationalism and Swiss nation‐building. Its main thesis is that Switzerland cannot accurately be described as either a nation or a non‐nation but is something in between, and could thus best be characterised as a ‘fractured’ nation. Switzerland has experienced some powerful nationalist moments, from the creation of the Swiss state in 1848 to the last few decades. Yet this recurrent nationalism among the Swiss, considered alongside their more traditional reluctance to consider themselves a nation, make Switzerland a peculiar object: a ‘fractured’ nation. This flawed process of nation‐building in turn reveals some basic characteristics of all nations – inherent artificiality, and the tremendous efforts undertaken to hide it. Switzerland could be considered an unfinished, incomplete nation, and this is precisely why its study can be interesting for scholars of nations and nationalism.  相似文献

This article analyses the features and problems of ethno‐nationalism in the global context. The existing bodies of theories and literature on ethno‐nationalism mainly reflect the views and interests of the colonising ethno‐nations and their states at the cost of the dominated ethno‐nations. This preliminary study shows the inadequacy of information, knowledge and theory in the study of nationalism by questioning the validity of the global ‘modernising’ projects of modernisation theorists and some Marxists and by addressing the question of ethno‐nationalism from the perspective of the colonised ethno‐nations. By providing the reference cases of the Oromos and the Southern Sudanese, this study explains the challenge ethno‐nationalism poses to the nature and role of the state.  相似文献

ABSTRACT. Although researchers have deconstructed the myth of stark social differences between the various North American sub‐societies, an assimilating American melting pot and an ethnically oppressive monocultural Québec are still popular representations within Canadian majority discourses, such as the English‐language mainstream media and parts of academia. In this paper, I argue that images of ‘America’ and ‘Québec’ play important roles for the multicultural reconstruction of Canadian nationhood. Examining selected op‐ed articles from two Toronto‐based mainstream newspapers during the 1990s, I develop and exemplify a theoretical understanding of how national identities are constituted and transformed within inter‐ and intra‐national relations of power and alterity. I pay special attention to the particularisation of Canada through the confrontation with American nationhood, the ambiguities of recognising the distinctiveness of Québec inside Canada, and the consequences of projecting Québec's supposedly ‘ethnic’ nationalism outside the boundaries of Canadianness.  相似文献

This article examines how and in which societal and political contexts nationhood is expressed and symbolised in reunified Germany. This ‘rediscovery’ of nationhood since the 1990s mixes new and old motifs of the cultural repertoire of ‘the national’ for different purposes. Three main contexts triggered a rediscovery of ‘the national’ after 1989: reunification, immigration and the retrenchment of the social state. I argue, by analysing ethnographic material and political discourses, that these contexts, on the one hand, rearticulate old forms of ethnic and cultural nationalism and, on the other hand, create new images and symbols of an open civic society and immigration country. There are ‘playful’ forms, such as campaigns of nation branding, that symbolically include the ‘productive’ and ‘useful’ immigrant into the national project. Moreover, such campaigns serve to legitimatise the downsizing of the national state that – according to a neoliberal attitude – relies on a new community spirit of entrepreneurial, ‘activated’ citizens who ‘help themselves’. Thus, focusing on these pluralised renationalisation processes makes evident how polyvalent ‘the national’ still is. It can be employed by those who attempt to ‘reunite’ the East and West Germans, by businesses to sell their goods and ideas and by almost any political orientation, be it right‐wing or left‐wing.  相似文献

This article examines the nature of US oil intervention in West Africa and in particular the ways in which US strategic policy is increasingly being wedded to energy security. It argues that academic debates of a ‘new oil imperialism’ overplays the geostrategic dimensions of US policy, which in turn underplays the forms of globalization promoted by Washington in the postwar world. Specifically, the US has long sought to ‘transnationalize’ economies in the developing world, rather than pursue a more mercantilist form of economic nationalism. This article argues that US oil intervention in Africa conforms to this broader picture, whereby processes of transnationalization and interstate competition are being played out against the backdrop of African oil. The recent turmoil in the Middle East and North Africa will add to these dynamics in interesting and unpredictable ways.  相似文献

Abstract. Following the liberation of the Netherlands from German occupation in 1945, many Dutch intellectuals were seriously concerned about the moral comportment of the Dutch in particular its youth. In their view, the war led to a sapping of norms, values and virtues they deemed ‘typically Dutch’ which could bring about complete social disintegration. Therefore, they launched campaigns to reinstate the ‘old ways’. Based on what they believed to be the nation's authentic folk culture and character, they attempted to culturally colonise the Dutch. This article describes and analyses various forms of this institutional cultural nationalism in the second part of the 1940s.  相似文献

Most recent treatments of Melanesian post‐contact change have presumed that objectifications of ‘culture’ and ‘tradition’ have intensified and proliferated in response to the forces of colonialism and the penetration of the nation‐state. Harrison (2000) has recently argued, however, that in pre‐colonial times too Melanesians characteristically objectified their cultural practices and identities as ‘possessions’ that could be readily exchanged or transacted. Supposedly, the key difference between the two eras has accorded with different formulations of ‘property’: ‘private property’ and the logic of ‘possessive individualism’ in the post‐contact era; and ‘trading and gift‐exchange systems’ or ‘prestige economies’ in pre‐contact times. In this article I examine Harrison's portrayal of Melanesian cultural practices as ‘possessions’ and the notions of ‘property’ that he sees as key to the cultural objectification in both pre‐ and post‐colonial settings with reference to ethnographic and historical information regarding the North Mekeo peoples of Papua New Guinea. I argue from the perspective of the New Melanesian Ethnography that Harrison's view of pre‐contact prestige economies and trade and gift exchange systems retains several misleading a priori assumptions about ‘commodity exchange’ and, illustrating the potential of the New Melanesian Ethnography for historical applications, that he overemphasizes the extent to which post‐contact changes in cultural objectification have involved individualised and commodified forms of property. Consequently, in the case of North Mekeo, both the continuities and the changes between pre‐ and post‐contact cultural objectifications may have proceeded differently from the ways Harrison has outlined for Melanesia generally.  相似文献

During South Africa’s transition from apartheid to democracy the most virulent opposition to change came from Zulu nationalism. Post‐apartheid, however, Zulu nationalism has largely waned. This is because Zulu nationalism was instrumentally invoked and jettisoned by the Inkatha Freedom Party. Beginning in 1975, Inkatha embraced a ‘third way’ resistance politics between ‘acquiescence’ in apartheid and ‘impossible’ militant resistance. It was only later that Inkatha turned to Zuluness when it was out‐competed by the ANC and allies, first over the leadership of resistance politics and secondly during the transition. After 1994 the inclusion of the IFP in democratic government made old strategies redundant and thus it abandoned Zulu nationalism. Moreover, while a widespread sense of Zuluness exists, the meanings attached to it vary to the extent that the Zulu nation cannot exist. Thus the Zulu nationalism of the transition was an elite‐driven political nationalism prosecuted without a popularly imagined Zulu nation.  相似文献

Abstract. In this article I attempt to do two things. First I consider in what sense it could be reasonable to talk of a ‘Balkan mentality’, shared across national divisions by all peoples in Southeastern Europe. I argue among other things that nationalism and its impact on culture and scholarship has been a major stumbling block for the conceptualisation of a shared ‘Balkan mentality’. Secondly, I go on to examine one possible context in which a shared mentality could be said to have existed among the Orthodox Christians in the Balkans. I suggest that such a context could be located in the pre-nationalist Balkan society of the eighteenth century, a period in which the region was politically united by Ottoman rule. To illustrate the content of the mental outlook shared by the Balkan Orthodox in the eighteenth century I examine the autobiographical writings of three major authors, one writing in Greek (Caisarios Depontes), one in Bulgarian (Sofroni Vra?anski) and one in Serbian (Matija Nenadovi?). I identify the shared mental elements reflected in their texts and point out how the transition to a national self-conception taking place at the turn of the eighteenth and nineteenth centuries in the Balkans, marked the end of this shared ‘Balkan mentality’. The study is thus an exploration in the ‘prehistory’, as it were, of nationalism in the Balkans, an exploration which also looks at the symbolic origins nationalism in the region as reflected in the texts of two of the three authors.  相似文献

This paper identifies external factors affecting the capacity of Australia's now‐formalised 56 regional natural resource management (NRM) bodies and their community‐based Boards to meet planning and management responsibilities. It demonstrates that little is known about the basic capacity‐related characteristics of NRM regions, despite the lengthy and elaborate process of regionalism that Australia has embarked upon, with its associated and substantial devolution of responsibilities and resources. A suite of indicators is used to develop an ‘exploratory’ capacity typology of NRM regions. The ten regional ‘types’ identified are found to attract varying budget allocations under the Natural Heritage Trust Extension and National Action Plan for Salinity and Water Quality. There are indications that State and regional interests within and outside NRM can significantly influence the distribution of resources. An examination of resources allocated to capacity‐building activities shows significant differences between regions in the scale of resources allocated (0–96% of total budget). The paper argues the case for intervention to reduce the gap between ‘have’ and ‘have not’ regions, and for further exploration of disparities in the allocation of resources to capacity‐building activities. Clarification is needed of the extent to which capacity‐building activities adequately target regional NRM bodies and their Boards.  相似文献

Language is often taken as a primary differentiating factor between people as it functions as a vehicle of cultural expression, thus becoming one of the primary markers of identity. In the history of nationalism, language has always enjoyed a privileged position. Not only had the German Romantics such as Herder and Fichte held language as the fundamental characteristic of a nation, but modernist scholars such as Anderson, too, have given language a central place in their respective assessments of nationalism. In Anderson's analysis, ‘languages of power’ enable an imagined community to become real. However, are all nationalisms glotto‐centric? If not, why not? This article takes the case of Kashmiri nationalism, or the Tehreek, to demonstrate that language and nationalism are not necessarily codependent. The paper will first explain why Kashmiri never came to become a language of power in the region and how the disadvantaged position of the Kashmiri language precludes/d it from having any significant role in Kashmiri nationalism. Second, the paper argues that the multilingualism of Kashmiris has turned out to be a blessing in disguise for the Tehreek and allowed Kashmiri nationalism to assert its civic character.  相似文献

The operation in October 2010 to rescue 33 miners trapped in the San José mine near Copiapó, Chile, which culminated in a technologically and emotionally dramatic rescue after 69 days of captivity and the expenditure of at least 10 million dollars, captured the world's attention. The story acted as a kind of ‘accidental Olympics’, evoking national sentiment and global communitas, and offering more than a billion people the chance to peek into the lives of the miners and their families. But responses to the rescue were not the same everywhere. This article examines responses in Mexico. Whereas elsewhere the story's appeal lay in its capacity to be presented as a ‘politics‐free zone’, this seemed to be less the case in Mexico. Some Mexican publics, at least, were relatively immune to the apolitical ‘inspiration’ offered by the media and enthusiastically taken up elsewhere. This is because many Mexicans see a painful contrast between circumstances in their country and those in Chile. This sense of contrast manifested itself not only in a lower degree of ‘buy‐in’ to the feel‐good aspect of the story in Mexico, but also in a surge of ill‐feeling and protest against the Mexican government, and in a telling spate of jokes that did the rounds in October and November, which were disseminated on Twitter and YouTube and reported in television and print media. The jokes followed the formula: ‘If the [Chilean] miners had been Mexican…’ and drew on strains of social and political satire with a long history in Mexico.  相似文献

This article questions the utility of the term ‘radicalization’ as a focus for counter‐terrorism response in the UK. It argues that the lack of clarity as to who the radicalized are has helped to facilitate a ‘Prevent’ strand of counterterrorism strategy that has confusingly oscillated between tackling violent extremism, in particular, to promoting community cohesion and ‘shared values’ more broadly. The article suggests that the focus of counterterrorism strategy should be on countering terrorism and not on the broader remit implied by wider conceptions of radical‐ization. This is not to diminish the importance of contextual or ‘root cause’ factors behind terrorism, but, if it is terrorism that is to be understood and countered, then such factors should be viewed within the terrorism‐counterterrorism discourse and not a radicalization‐counter‐radicalization one. The article goes on to consider the characterization of those presenting a terrorist threat to the UK as being ‘vulnerable’ to violent extremism. While it argues that the notion of vulnerable individuals and communities also lends itself to a wider ‘Prevent’ remit, it cautions that the impetus towards viewing terrorism as the product of vulnerability should not deflect us from what has generally been agreed in terrorism studies—that terrorism involves the perpetration of rational and calculated acts of violence.  相似文献

Abstract. This article examines the structural and ideological factors that paved the way for the eruption of violence against non‐Muslims in Turkey on 6 September 1955. I argue that the conventional explanations that treat this instance of collective violence either as spontaneous rioting caused by over‐excited masses or as a government conspiracy that eventually got out of control are insufficient in that they fail to answer how and why so many people participated in these riots when we know that nothing on this scale ever took place in the history of the republic. In order to adequately understand the dynamics behind these riots one first needs to situate them in the broader historical context of the emergence, development and crystallisation of Turkish nationalism and national identity that marked the non‐Muslim citizens of the republic as the ‘others’ and potential enemies of the real Turkish nation. This historical analysis constitutes the first part of the article. Since ethno‐national riots do not always occur whenever there are conflicting identities, one also needs to explain the processes through which ethno‐national identities become radicalized and polarized. Thus, in the second part of the article, I focus on the economic, political and social conditions of the post‐single‐party era (post‐1950) that helped to radicalise the sentiments of the growing urban populace against the non‐Muslim ‘others’. I argue that it was the socio‐economic, ideological and political transformations of the Democrat Party era that made it possible for ethnic entrepreneurs and state provocateurs to mobilise the masses against a fictitious enemy.  相似文献
