Abstract

The impact of State intervention in rural education was not to supplant the role of the aristocracy and gentry in providing schooling for those who lived on their estates. Rather it brought about a partnership between evolving State policy on the one hand and continuing propertied paternalism on the other. This article argues that the point of conjunction in the partnership occurred through the acquisition of government grants that were, throughout the period, linked to evolving conditionality. The responsibility for obtaining and maintaining school grants expanded the roles of landowners, as they became school managers as well as benefactors. Through the use of school logbooks these dual roles will be illustrated to show the complex relationship that some landowners in Northumberland had with their village schools which primarily focused on fulfilling the criteria for gaining government finance.  相似文献

The presence of leprosy in China is documented to 190 BC , and possibly earlier.; It is believed to have spread from China to Japan. Its presence in Oceania has heretofore been documented only since the eighteenth and nineteenth centuries AD, and has been attributed to migration of people from China into the Pacific subsequent to western contact and trans-Pacific trade. In the osteological analysis of 700 skeletons from pre-Spanish archaeological contexts on the islands of Guam and Saipan in western Micronesia, at least six cases of leprosy have been discovered. Radiocarbon dating places two of these in the thirteenth to fifteenth centuries AD, one in the eleventh to thirteenth centuries, and one in the seventh to eleventh centuries. This clearly indicates that the introduction of leprosy pre-dates western contact and suggests possible contact with, or immigration from, China or Japan.  相似文献

Abstract

American foreign policy is often extolled in terms of exporting "freedom" to the rest of the world— extending God's gift to humanity (according to President Bush's Second Inaugural). But just what notion of "freedom" undergirds this project? According to the National Security Strategy, the freedom being globalized is a negative, non-teleological notion of freedom that primarily underwrites the expansion of free markets. But such a liberal, non-teleological notion of freedom is just the notion of freedom that is rejected by the orthodox (Augustinian) theological tradition. So the theological invocations that cloak this foreign policy can only be, technically, heretical. This paper takes Augustine's theology as a mode of cultural criticism, offering a contemporary rendition of Augustine's critique of empire in The City of God by interrogating the discourse of freedom associated with the Bush Doctrine as well as a critique of Hardt and Negri's alternative as it is laid out in Empire and Multitude.  相似文献

Michael Haneke’s film The White Ribbon (2009) narrates violent attacks that disrupt the cyclical life of a German village in 1913–14. The narrator frames the violence as a study of the origins of fascism: the alleged perpetrators are children, who rebel against the disciplinary powers of patriarchal authority. Coming to maturity during World War I, they will have become the generation of Nazism’s followers. In contrast to psycho-historical readings of The White Ribbon as a cinematic exploration of the causal relationship between the authoritarian formation of the juvenile subject and her susceptibility to fascism’s redemptive illusions, I propose an anti-psychological interpretation of the film. This reading seeks to understand The White Ribbon in terms of Haneke’s aesthetic and formal choices, which underpin his notion of “ethical spectatorship.” I argue that the film offers a dual metaphorical construction of the nexus between memory and the cinematic image, and of the mnemonic and affective aspects of the history of violence. Haneke forges a link between the European attitude to its history of fascism and its ongoing politics of exclusion, arising from its covert fascist desire for the unified self. The significance of The White Ribbon in the ongoing debate on history/memory thus lies in its critique of Europe’s current self-understanding as having outgrown its violent past.  相似文献

I assume that (a) the demand for sin is characterized by heterogeneous preferences and (b) private behavior diverges from public statements. From these assumptions, in the first section of this article I derive a series of propositions about morality policy. Rational politicians will perceive that demand for restrictive policies will be greater than it actually is and thus compete to produce more extreme policies. Bureaucracies will lack expertise and thus will not provide a check on political excesses. This "politics of sin" can be translated into a contemporary form of redistributive morality policy politics if the issue can be refrained by political actors to legitimate an opposition position. In the second portion of the article, I argue formally that sin policies in general will fail because they operate on subsets of the population that are more and more resistant to the policy instruments available to government. I conclude with potential expansions of this theory, including how it might be generalized to other types of public policy.  相似文献

We have amplified Mycobacterium leprae DNA from the skeleton of an adult human female exhibiting signs of lepromatous leprosy (LL). The remains were excavated from the site of Devkesken 6 on the Ustyurt plateau of Uzbekistan and date to between the 1st and 4th centuries AD. Recovered DNA was fragmented but of sufficient quality and quantity to allow a series of biomolecular genotyping methods to be applied. These methods included variable nucleotide tandem repeat (VNTR) typing of two microsatellite and one minisatellite regions and also single-nucleotide polymorphism (SNP) typing for nine informative loci.Genotyping showed that the causative strain of M. leprae exhibited a SNP-type 3 profile, characteristic of cases associated geographically with Europe and North Africa. Further SNP sub-typing was performed and the data obtained from the Uzbek leper was compared with the same loci amplified from a case of LL recovered from Blackfriars, Ipswich, UK dating to between the 13th and 16th centuries AD. Unique group 3 subtypes were found in both the Uzbek case and Ipswich 1914. These appear to be ancestral to recent type 3 strains. Mycolic acid analysis confirmed the presence of M. leprae in the Uzbek samples. Phylogenetically informative SNPs and other polymorphic loci will contribute to the study of human migrations, as well as the origin and spread of leprosy.  相似文献

Infective lesions of bone in leprosy are of two types. In the rhinomaxillary syndrome, superficial infective changes in the bones of the maxilla are due to the presence of Mycobacterium leprae. Lytic foci in the medulla or the outer cortical surface may be due to Mycobacterium leprae at the site as granulomatous lesions. The most frequent infective bone changes in leprosy are, however, sequelae of regional anaesthesia and soft tissue ulceration. The bone lesions are due to pyogenic bacteria and the nature of these infective lesions is similar to that in non-leprous conditions. The pyogenic lesions in leprosy are restricted to the bones of the hands, feet and lower legs.  相似文献

One of the outcomes of judgmental administrative attitudes toward indigenous praxis in colonial Papua New Guinea was a convention that an antagonistic relationship existed between European law and ‘native custom‘. By the end of the colonial period the defence of ‘custom’ had become part of an anti-colonial polemic among indigenous intellectuals and politicians. The Village Court system was established in this rhetorical climate. Its mission, reinforced in legislation, included the favouring of ‘custom’ in the dispensation of justice. Subsequent academic and journalistic commentaries on the development of the Village Court system have perpetuated a binary notion of the relationship between law and custom, whether portraying it as antagonistic or articulatory. This article focuses on a single case from a Port Moresby village court, involving an accusation of attempted sorcery. The case raises questions not only about the validity of the discursive law/custom dichotomy but about the notion of custom itself in the context of the dispensation of justice in contemporary Papua New Guinea. It is suggested that in village court praxis, the notion of custom serves the exploitation of village court officers as cheap labour in the justice system.  相似文献

This study considers the role of epistemic turning points in the historiography of sexuality. Disentangling the historical complexity of "scientia sexualis," I argue that the late 19th century and the mid-20th century constitute two critical epistemic junctures in the genealogy of sexual liberation, as the notion of free love slowly gave way to the idea of sexual freedom in modern western society. I also explore the value of the Foucauldian approach for the study of the history of sexuality in non-western contexts. Drawing on examples from Republican China (1912-49), I propose that the Foucauldian insight concerning the emergence of a "homosexual identity" in the West can serve as a useful guide for thinking about similar issues in the history of sexuality and the historical epistemology of sexology in modern East Asia.  相似文献

This paper presents a critical political ecology of human–forest interactions in a Bulgarian locality. Based on primary fieldwork carried out annually since 1992, the argument is advanced that even in a relatively small space, environment–society relationships are sufficiently complex to make the enterprises of empirical analysis and theory-building quite challenging. Yet, as this case study of informal resource use practices shows, it is precisely because environment–society relationships are so intertwined that a 'symmetrical' treatment of humans and non-human actors is required; one that takes us well beyond the traditional political ecology of Blaikie or Black, but which, I shall argue, does not escape it entirely. Through a detailed ethnographic account of herb and mushroom collecting I develop the idea of 'symmetry' in three distinct ways. First I will explore the by now well-publicised notion that non-humans can be actors too. Second this basic insight will be developed via the more advanced conceptualisation of entities such as Thrift's 'effloresences' or expressions of 'distributed' information spaces and applied to the case study of herb and mushroom collection in a southwestern Bulgarian locality. Finally I consider the theoretical and practical policy implications of this analysis for all concerned, but most particularly those who claim to 'manage' and 'regulate' human–forest interactions.  相似文献

In Sigtuna, Sweden, a medieval cemetery, including 227 skeletons, was analysed in 2006. On the outskirts of the churchyard, six skeletons with bone changes indicating systemic inflammatory disease were observed. Two out of three individuals with well‐preserved facial bone regions displayed signs of rhinomaxillary remodelling. Four of the afflicted exhibit severe bilateral alterations of the lower legs and phalanges of the feet and concentric atrophy of the metatarsals. In addition, one of the individuals exhibited a kyphosis in the lumbar vertebrae. In a discussion about alternative diagnoses, lepromatous leprosy and tuberculosis were identified as the causes of the destructive lesions in two individuals. Though the skeletal changes of the lower legs and feet in four cases demonstrate a close resemblance to secondary lesions of leprosy, the disease could not be confirmed. The skeletal changes of the last individual were unspecific and the possible causes several, rendering diagnosis difficult. The burial locations imply that the afflicted persons belonged to a lower social stratum. Due to the significantly higher frequency of pathological changes in the cemetery compared to other cemeteries in the town, the individuals could be regarded as fellow sufferers among others with various medical conditions. The bioarchaeological identification of systemic infectious diseases of a group of individuals of this size is unique to north of Scania in Sweden, where only a few cases of leprosy and tuberculosis have previously been diagnosed. The significance of the present study is emphasised by the interconnection between the afflicted, the archaeological context and the knowledge of the medieval society in Sigtuna. In recent years a discursive voice-based form of children's participation has become a global standard. This has rendered more material children's practices particularly in less-affluent regions as deviant forms of participation. Drawing on the case of child labour, I critically examine the dominance of a discursive model of participation in terms of international policy statements. I argue for a more inclusive notion of children's participation incorporating children's economic as well as discursive contributions within their families, communities and schools. At the same time a more nuanced view potentially shifts the policy focus towards the legitimation of child labour rather than its condemnation.  相似文献

A male skeleton of 7th century date from the Anglo-Saxon cemetery at Eccles, Kent, is described. Certain skeletal changes associated with leprosy are manifest. This paper provides an historically grounded theory of U.S. urban policy which is informed by regulationist theory and recent contributions to the theory of the State. It is shown how the content and form of urban policy in the New Deal, was shaped by the rise of mass-production Fordism and informed by the particular struggles that emerged in the United States during the formative period of the 1930s and 1940s. These struggles produced a particular State policy response, setting in place a limited and constrained mode of State intervention in the economy. In the realm of urban policy, this narrow form of State intervention set limits on further rounds of State policy, leaving the U.S. State unable to respond in an effective way to the mounting economic crises of the 1970s and the 1980s, contributing to the so-called "failure" of urban policy.  相似文献
