In this lecture in honour of John Whitehead, Strobe Talbott reflects on the history of the international system, the emergence of the nation-state and the role the US has played in the formation of post-Second World War international institutions. He draws a distinction between the typical Westphalian nation-state, exemplified in Europe, and the United States, a nation based on the 'exertion of political will and championship of political ideas'—a distinction that helps to account for the strain of 'exemplary exceptionalism'; in the history of US foreign policy. Turning to a dichotomy of approach in the foreign policy of the current Bush administration, the author draws attention to the continuation of a tradition of 'moral clarity' on the one hand and on the other hand the introduction of a new concept that saw the preeminence of American power reordering a dangerous world. He believes the Bush 'revolution' in foreign policy reached its peak with the Iraq war and that there is now hope the US will recommit itself to the international institutions severely damaged over the past two years and will begin a new era in which America takes a leading role within a multilateral framework.  相似文献

Abstract

Werra slipware is a high-quality tableware, made in the Werra valley of northern Germany during the period c. 1570–1630. The history of the study of this ware is described. Its occurrence on 175 sites in Britain and Ireland, and 13 in North America, is documented and discussed. The market for this ware was very largely coastal and urban. In some instances its use may be related to communities of Strangers. The dating, vessel forms and decoration of this ware are also considered.  相似文献

The three western nuclear powers have in recent years been more preoccupied with threats from regional powers armed with weapons of mass destruction than with potential major power threats. London, Paris, and Washington have each substantially reduced their deployed nuclear forces and sharply cut back their range of delivery systems since the end of the Cold War in 1989‐1991. While each has manifested greater interest in non‐nuclear capabilities for deterrence, each has attempted, with varying degrees of clarity, to define options for limited nuclear use. All three have articulated their nuclear employment threats within a conceptual framework intended to promote deterrence. Despite the differences in their approaches and circumstances, the three western nuclear powers are grappling with tough and, to some extent, unanswered questions: what threat will deter? To what extent have the grounds for confidence in deterrence been diminished? To what extent has it been prudent to scale back deployed nuclear capabilities and redefine threats of nuclear retaliation? To what extent would limited nuclear options enhance deterrence and simplify nuclear employment decisions? What level of confidence should be placed in the full array of deterrence and containment measures? To what extent is deterrence national policy, and to what extent is it Alliance policy?  相似文献
