The study of interest group behavior has focused on many tactical decisions, but not on the decision to participate in presidential transitions. This is a limitation because transitions are associated with policy change and are the first opportunity to influence a new president. This article develops a theory of interest group participation in presidential transitions through an original survey administered during the 2008–2009 Obama transition. The findings suggest that groups participate based on their relationship with the outgoing administration and an evaluation of whether the transition will to lead policy change that advances or harms their interests.  相似文献

Research on presidential agenda setting has rarely attempted to simultaneously assess the ability of the president to influence the policy agendas of the mass media and the public. This is primarily due to the lack of time-refined measures of public issue attention. With advances in technology, information about Internet search engine behavior can provide an indication of the level of interest the public has over time about specific issues. Using Google Trends weekly data about public search interest levels, this project contrasts dynamic attention to several economic issues: unemployment, recession, and inflation. The vector autoregression analyses performed suggest the president does not have the capacity to directly guide public attention, nor does the president have the capacity to indirectly guide public attention through the media. There is some indication that the president can indirectly guide public attention by influencing actual economic conditions, and that the president is responsive to attention from the mass media and the public. The moving-average representation analyses indicate that an increase in presidential attention has the potential to produce a small contemporaneous increase in either mass media or public attention to some economic issues. The duration of these positive shifts in mass media or public attention are all very brief, indicating the president has a limited capacity through either direct or indirect leadership to sustain the attention other actors in the political system place on the specific issues studied. Strong evidence in all three of the issue areas studied supports that mass media attention and public attention are closely related.  相似文献

Among the often-cited powers of the presidency is the power of the pulpit. Presidents attempt to influence Congress directly and indirectly through their rhetoric and its influence on national policy debates. This includes the power to shape debates through the use of frames. While much is known about framing, no past study has attempted to document all frames utilized by a policy entrepreneur in his attempt to shape the policy debate. Comprehensive understanding of frame creation is necessary to understand what frames persist and how frames are used in policymaking. This study identifies how one president, Barack Obama, framed domestic policy issues in speeches early in his administration. Identifying frames the president uses provides insights into this president's attempts to set the public agenda. The findings of this study suggest that Obama's use of specific frames is highly idiosyncratic, but that these idiosyncratic frames coalesce around identifiable policy areas, particularly macroeconomic policy. This study provides insight into how one president attempts to both frame and set his domestic policy agenda.  相似文献

The elevation of Calvin Coolidge to the presidency in the summer of 1923 was impressively smooth. The new president was entirely comfortable in his new role and impressed Washington officialdom with his self-assuredness, political adroitness, and hard work. One of his main initial objectives was to develop a strong and productive relationship with Congress and to lobby it to enact his extensive and progressive legislative agenda. During his first year, he worked vigorously at these tasks and achieved a notable degree of success. However, in July, 1924, the president confronted a devastating personal tragedy–the death of his young son–that left a deep imprint on the remainder of his presidency. He lost interest in legislative affairs and withdrew from interaction with Congress. The result is that he has been ranked among the least successful presidential leaders of Congress in U.S. history. However, incapacitation as a result of severe clinical depression rather than either incompetence or ideology was the precipitating cause.  相似文献

Combating piracy is fundamental to the policy ‘priorities’ of the Motion Picture Association of America, the trade association representing the major Hollywood entertainment corporations. As the MPAA implements a multitude of actions to fight piracy, it is impossible to locate the formation of the Association’s anti-piracy policy in any single source. Instead, this article sees MPAA anti-piracy policy as formed across three fronts: the legal, through anti-piracy litigation; the political, by the MPAA joining with other trade groups from across the copyright industries to lobby for stronger domestic copyright laws and influence US trade policy; and the discursive, seen in the production of statistics to evidence the value of copyright to the US economy and consequent harms caused by piracy. Examining these actions confirms the cultural and economic influence of MPAA policy but the article is also concerned with how Hollywood’s anti-piracy efforts are challenged and contested from various directions.  相似文献

In this paper, we investigate the agenda leadership capability of two American political institutions, Congress and the presidency, in an array of issue areas that include both domestic and foreign policy. The president has long been considered to have the most significant role in setting the policymaking agenda, but there is limited empirical research to support that claim. Examining the issue areas of defense, environment, health care, international affairs, law and crime, and macroeconomics from 1956 to 2005, we find statistically significant positive influence by the president on the congressional agenda in all six of the policy areas under examination, providing compelling evidence of presidential agenda leadership and a reactive Congress. Additionally, we find that the agenda relationship between the president and Congress is issue dependent, in that presidential attention has the largest substantive effect on the congressional agenda in the area of international affairs.  相似文献

The legitimacy of government agencies rests in part on the premise that public administrators use scientific evidence to make policy decisions. Yet, what happens when there is no consensus in the scientific evidence—i.e., when the science is in conflict? I theorize that scientific conflict yields greater policy change during administrative policymaking. I assess this claim using data from the U.S. Food and Drug Administration (FDA). I identify policy change—what I refer to as “policy development” in this article—between the FDA's draft and final rules with a novel text analysis measure of shifts in regulatory restrictions. I then go on to find that more policy development does occur with scientific conflict. Moreover, using corresponding survey data, I uncover suggestive evidence that one beneficiary of such conflict may be participating interest groups. Groups lobby harder—and attempt to change more of the rule—during conflict, while an in‐survey experiment provides evidence of increased interest group influence on rule content when scientific conflict is high.  相似文献

Since the late 1960s, the number and types of organized interest groups working at the state level have increased dramatically, but research shows that traditional organized interest groups, such as business and labor unions, are still the most influential in state policymaking ( Thomas and Hrebenar 1996 ). Less is known, however, about the influence of non‐economically focused interest groups in the state policy process. Using pooled cross‐sectional data from the American states, I explore the effect that nontraditional organized interests can have on state policy. Specifically, I examine the influence of the Humane Society of the United States on state adoption of animal cruelty felony laws. Although the Humane Society is not one of the traditional groups expected to have a significant influence in state policymaking, my results suggest that it has played a significant role. However, I also find that the Humane Society's influence on the stringency of these laws is less pronounced.  相似文献

We compare presidents' legislative support and success at the vote level of analysis. In so doing, we remind readers that these two outcomes measures, collected by Congressional Quarterly, Inc., may or may not reflect presidential agenda preferences. Success refers to a victory for the president on his vote positions, while support refers to margin of legislators taking the same position on the vote as the president. The vote level provides numerous characteristics of the legislation itself that serve as useful predictors of these two presidential position outcomes. These include its substantive nature, the stage of the vote on the floor, and the issue area of the vote. In addition to the characteristics of the votes themselves, we also incorporate presidential resources and environmental conditions. Virtually all of the component variables within these three concepts contribute to explaining presidents' legislative success and support in the House. We also find that, while models of overall House success and support perform similarly, controlling for party coalitional support dramatically alters the observed relationships. Therefore, without this further analysis, scholars risk misinterpreting the relationship between the president and Congress. Although we have not measured influence, we believe that these findings raise important implications for scholars of presidential-congressional relations and also suggest avenues for further research.  相似文献

We examine the influence of various political actors on the substance and timing of presidential orders. Specifically, we analyze President John F. Kennedy’s decision to issue E. O. 11063, which directed the federal bureaucracy to eliminate discrimination in the sale or lease of residential property overseen by the federal government. We show that this order did not result solely from Kennedy’s policy preferences; rather, it was a product of persuasion by several political actors who coaxed Kennedy to act. This reinforces previous findings that the president’s power of the pen is often conditioned by the informal political costs of unilateral executive action.  相似文献

Smart growth is a planning and land use policy objective that generally focuses on where development should occur and how best to protect natural resources. What explains the adoption of smart growth policy by local government? This study focuses on a cooperative intergovernmental program that seeks to enhance local government abilities to work toward achieving state goals on sustainability. Extant research suggests that local interest group preferences shape policy decisions. However, much of the evidence on the influence of local interest groups on smart growth policy is presented within the coercive intergovernmental context. This article argues that resource dependency influences local decisions in pursuing a smart growth agenda when state incentives are provided. The findings suggest that fiscal capacity and the characteristics of local governing institutions are significant predictors in the decision to take part in an intergovernmental program. Business and neighborhood interest groups have a significant effect on policy adoption, as do local characteristics depending on the smart growth functional area.  相似文献

Despite the prevalence of state‐level commissions convened to make policy recommendations, research to date has not systematically investigated the ways in which these bodies impact policy or degree to which state‐level interest groups can use these institutions in that process. We argue that less powerful groups will favor these mechanisms and use them to get issues onto the institutional agenda and to increase the likelihood of legislative success. We also suggest that traditionally powerful groups will oppose the creation of reform‐minded task forces, but will likely use them to hinder policy change once they are formed. We test this assertion in an analysis of the creation and recommendations of task forces convened to study autism insurance mandates, as well as the eventual adoption of such mandates, in the American states between 2001 and 2010. The results suggest that public and industry groups influence the formation and recommendations of task forces, but that the latter appears to have a relatively larger impact. They also suggest that a task force recommendation has a large impact on the likelihood of adopting an autism insurance mandate and that neither the insurance industry nor autism advocacy groups have a direct influence on adoption after controlling for the presence of a recommendation.  相似文献

Anthropologists have showed only marginal interest in road safety, despite the loss of some 1.3 million people killed in road crashes every year, the bulk of which occurs in ‘developing’ countries. 2011 marks the beginning of a UN Decade of Action for Road Safety. Its scope is ambitious: to save five million lives and fifty million injuries by the end of the ‘decade’ in 2020. In this article, the author examines the way public health professionals and educators have appropriated the language of epidemiology to argue that road death and injury can be viewed as an ‘epidemic on wheels’ or a ‘disease of development’, to mention two often cited epithets among participants in the global road safety lobby. One major consideration of interest to anthropologists and policy makers is to what extent this effectively essentializes road death in Africa and depoliticises its injury politics. Bearing in mind the historical context of medical interventions in Africa, the article examines the global road safety lobby and its affinity with public health as a form of transnational governance, arguing alternatively that if the UN Decade of Action on Road Safety is to have any significant impact, it must recognize more clearly the political stakes being raised in claims to reduce deaths and injuries caused by automobility.  相似文献

For all its importance, comparatively few, empirically-based studies have centered on the presidential veto, and virtually none have sought to classify vetoes by presidential motivation or policy area. This article updates and confirms the major findings of extant studies, and suggests one important caveat to the conclusions of older research: the categories of and reasons for presidential vetoes are remarkably similar from president to president, independent of party. Frequently, presidents have just as much in common with each other in doing battle with Congress than as Republicans or Democrats fighting for different ideological programs and considerations.  相似文献

The ‘women's lobby’ or the ‘powerful feminist lobby’ has been held responsible for a range of evils including the undermining of the traditional family, public expenditure on community services, social engineering and the imposition of ‘political correctness’. To what extent is there a ‘women's lobby’ working from inside or outside government to influence public decision‐mating? In this paper we explore this question, using data from a social network analysis of the Australian women's movement conducted in 1992–3.

Our findings are that there is a large, very loosely connected network of organisations engaging in advocacy on behalf of women. Density of ties is less than is found in a comparable study of the Canadian women's movement but there are more ties between non‐government groups and government agencies. Issues of organisational philosophy have inhibited the development of a ‘peak body’ for the non‐government women's movement and led to reliance on issue‐specific coalitions. Latterly, awareness of increasing fragmentation has led to a series of attempts to create more effective national networking.  相似文献

One of the most widely accepted sources of presidential power is agenda setting. Being able to affect the media's agenda on key issues–influencing the systemic agenda and expanding the scope of conflict–has enormous consequences for the president's ability to govern effectively. Yet the literature to date has not conclusively determined the extent to which presidents consistently set agendas, especially over the media, because it has not explicitly considered variation in agenda setting influence by policy type. For these reasons, we test whether presidential public statements have increased the media's attention to three policy areas. Using Vector Autoregression (VAR) analysis, we demonstrate that presidents have some influence over the systemic agenda, at least in the short term, with policy type being an important predictor of presidential influence. Understanding when and why presidents may or may not be successful agenda setters is crucial to explaining the varying legislative impacts of presidential speech making.  相似文献

Faced with long intervals between federal minimum wage increases in recent years, state legislatures are increasingly likely to take action. Motivated by the relative dearth of empirical work on minimum wages in the American states, this article considered various explanations to determine which factors are associated with legislative efforts to pass wage increases. Taking seriously the view that disagreements over the effects of minimum wage increases enhances the influence of political factors, we drew on the policy adoption and diffusion literature to examine how internal determinants (political and economic variables) and regional diffusion pressures relate to both the introduction and adoption of minimum wage legislation in the American states in the years between the last two federal minimum wage increases (1997–2006). Employing negative binomial regression to analyze annual bill introductions, we found that a number of political variables are related to the consideration of minimum wage increases. However, using event history analysis to examine annual adoptions of minimum wage increases, we found few of the same variables matter. We concluded with a discussion of the empirical results within the context of the broader policy literature and cautioned future scholars to consider seriously whether political factors exert distinct influences at different stages of the policy process.  相似文献

We analyze the Supreme Court nomination process in order to provide a general explanation of presidents' propensity to win confirmation battles even in the face of an ideologically hostile Senate. The analysis serves two purposes. First, we argue that employing the conventional measure of the Senate's power to constrain the president's choice of nominees–the median senator–provides an inaccurate picture of this process. In its stead we argue that the filibuster pivot (or the sixtieth most liberal or conservative senator) more accurately captures the Senate's power over the president (Krehbiel 1998). Second, we argue that even under this more stringent spatial constraint, presidents still have the ability to win most confirmation battles with the Senate. Indeed, our results indicate that presidents often overcome situations where the Senate should reject their nominees, or where it should force them to make a less desirable choice, by invoking political capital.  相似文献

Following the murder of George Floyd, there was widespread debate about the policies that govern the use of force by police, but municipal leaders suggested that police unions kept many of the proposed changes from being adopted. Although there is anecdotal and scholarly evidence that unions frequently oppose policing reform, the limited literature in this area actually offers somewhat mixed conclusions about the relationship between union strength and the success of previous reform efforts. In this study, we draw on Halpin's theory of interest groups as politically adaptive organizations to develop expectations about the behavior of police unions in police governance subsystems. We hypothesize that union attempts to influence policy will correlate positively with reform adoption when the political environment is conducive to victory on that front or makes the cost of opposition too high and negatively when the opposite conditions hold. Analyses of the impact of union campaign contributions on the adoption of use-of-force policies in the 100 largest U.S. cities demonstrate that the nature and direction of union influence are moderated by the political climate of the jurisdiction in which they operate.  相似文献

When black Americans and white Americans want the president to do different things, who wins? When low-income earners prefer different government action than do middle and high-income earners, whose preferences are reflected in presidential behavior? Recent studies show that congressional behavior often most closely follows the preferences of the white and the wealthy, but we know relatively little about presidential behavior. Since the president and Congress make policy together, it is important to understand the extent of political equality in presidential behavior. We examine the degree to which presidents have provided equal representation to these groups over the past four decades. We compare the preferences of these groups for federal spending in various budget domains to presidents’ subsequent budget proposals in those domains from 1974 to 2010. Over this period, presidents’ proposals aligned more with the preferences of whites and high-income earners. However, Republican presidents are driving this overall pattern. Democratic presidents represent racial and income groups equally, but Republicans’ proposals are much more consistent with the spending preferences of whites and high-income earners. This pattern of representation reflects the composition of the president's party coalition and the spending preferences of groups within the party coalition.  相似文献
