The imbalance in the age structure of the U.S. population has created conditions for heavy demand and consequently pressures for rising relative prices in the market for owner-occupied single family housing in the 1980s and 1990s. Working in reverse, the unbalanced demographics may well lead to the falling relative price of housing around 2010, the period in which the baby boom generation will be retiring and may wish to liquidate its housing investment. Changes in housing policies during the 1980s could help offset the anticipated costs associated with the swings in demand pressures in the housing market over the next forty years. Current favorable tax and financial policies toward homeownership encourage both the overconsumption of housing and the overinvestment in housing as a retirement asset. Tax and financial policies could be changed to neutralize the attractiveness of owner-occupied single family units relative to alternative types of housing units. To avoid overbuilding for the future, policies could encourage the efficient use of existing housing resources through intergenerational turnover, upgrading of units and neighborhood improvement, and condominium-style conversion of multiunit structures from rental to owner-occupancy. Finally, tax and financial policies toward investment could encourage the baby boom generation to diversify its retirement assets outside of housing.  相似文献

We propose an urban search‐matching model with land development. Wages, unemployment, prices of housing and land are endogenously determined. We characterize the steady‐state equilibrium and then discuss the issue of efficiency. To explore interactions among markets, we implement comparative static analysis. We also consider three policies: an entry‐cost policy that reduces firms' entry, a transportation policy that reduces commuting costs, and a housing policy that decreases rental prices. We find that the transportation and housing policies are more efficient if the unemployment rate is low, while the entry‐cost policy is more efficient if the unemployment rate is high.  相似文献

The city of Landskrona in the South of Sweden has never fully recovered from a phase of heavy deindustrialization during the 1970s and 1980s. After years of socially inspired plans and projects, the local authorities have now decided to shift gear and tackle problems of criminality, unemployment and social exclusion through a renovation and eviction plan of the inner city. The basic thought behind the plan is to radically alter the social fabric of the inner city through major alterations of the housing market. The Crossroads Centre/East plan proposes that the municipal authorities, together with five real estate companies, form a new company to renovate houses, convert rental apartments to condominiums, demolish and rebuild. One hundred million Swedish kronor are invested in the company – 95 million will come from municipal funds. The proposal in the City Council, led by the Liberal Party, was supported by 49 out of 51 Councillors, including the Social Democrats and the extreme right‐wing Sweden Democrats. The aim is not hidden: welfare recipients should be actively steered away from the city centre and make place for a (imaginary) wealthy middle class. The overall objective of the company is ‘to improve both the physical and socio‐economic status in Landskrona's central and eastern parts’. To understand this urban renewal proposal, we would like to present Landskrona as an example of a watershed in Swedish housing politics that forces us to consider: (1) the nature of gentrification processes in Scandinavia – from gentle to brutal; (2) the shift in viewing affordable housing as a problem, rather than a solution; and (3) the possible introduction of “renoviction” in Sweden.  相似文献

It is estimated that the Federal government will spend more than $170 million on the Experimental Housing Allowance Program (EHAP). So far more then $50 million has been spent on EHAP research alone. This paper indicates some of the analytical issues in evaluation and suggests that housing allowance policies have ample historical precedent.  相似文献

THE ALTERNATIVE     
Information agencies set up for business-friendly opinion moulding in Sweden worked actively with similar organizations in the Nordic countries to formulate a pro-business ideological programme after the Second World War. The intent of this so called ‘Alternative’ was to counteract social democratic ideas of a more state-planned economy. This article contributes to earlier research on how business interest associations in corporatist countries responded to the development of the welfare state in the Keynesian era. Over time, the programme became less about taking an ideological stance in defence of free enterprise and more about dealing with the economic consequences of record growth. Business involvement in cartelization proved difficult to combine with arguments for free competition, free markets, and non-regulated prices. Collaboration as well as new institutions for both formal and informal discussions between labour and capital during the 1950s and 1960s, at least in Sweden, seems to have reduced the sense of urgency for an ideological programme for business. In the end, no Nordic business programme was ever realized.  相似文献

Housing was a backbone of the Danish welfare state, but this has been profoundly challenged by the past decades of neoliberal housing politics. In this article we outline the rise of the Danish model of association‐based housing on the edge of the market economy (and the state). From this, we demonstrate how homes in private cooperatives through political interventions in the context of a booming real estate market have plunged into the market economy and been transformed into private commodities in all but name, and we investigate how non‐profit housing associations frontally and stealthily are attacked through neoliberal reforms. This carries the seeds for socio‐spatial polarization and may eventually open the gate for commodification – and thus the dismantling of the little that is left of a socially just housing sector. Yet, while the association‐based model was an accessary to the commodification of cooperative housing, it can possibly be an accomplice in sustaining non‐profit housing as a housing commons.  相似文献

Archaeological bone undergoes alterations after burial (diagenesis) that constitute a problem for the survival of archaeological information. A common method to assess this alteration is Fourier transform infrared spectrometry (FTIR). However, the commonly applied method (FTIR–KBr) is destructive and sample preparation may influence the results. This paper tests the suitability of FTIR attenuated total reflection (FTIR–ATR), a method not commonly used to investigate bone diagenesis. FTIR–ATR requires less sample preparation and can be non‐destructive, allowing analysis of bone cross‐sections. Modern and archaeological bones were analysed using both methods and different sample preparation methods were tested. The results show that FTIR–ATR has advantages for the rapid assessment of bone diagenesis.  相似文献

Abstract

During the Industrial Revolution period, rows of small houses built for industrial and other workers became a common landscape feature in Britain. Most were through houses, but, in many parts of the country, sizeable numbers were built as back-to-backs. By the early Victorian period, such houses had become associated with high-density and extremely squalid loving conditions in industrial towns and were strongly condemned by contemporaries. Of particularly concern were the health hazards that were seen to arise from a lack of through ventilation. Less well recognised and discussed by historians, however are the-back-to back houses that were associated with rurally-based industry. Focusing on textile Lancashire, this article addresses the theme, demonstrating not only the importance they could have as a component of rural settlement during and beyond the Industrial Revolution era, but also that they came to offer much improved standards of accommodation.  相似文献
