The split in the Australian Labor Party (ALP) of the mid-1950s had a lasting impact on both the political and industrial wings of the labour movement. In electoral terms the creation of the Democratic Labor Party (DLP), and the DLP's second-preference strategy, in particular, had adverse consequences for the ALP. This article re-examines the DLP in terms as a political party, a promotional pressure group and as part of a social movement. The article argues that as a party, the DLP was a failure largely due to its narrow focus on anti-communist defence and foreign policies. But as part of a social movement, it was far more successful and its legacy was still evident in 2007, and was found in the non-labourist social conservatism of the Howard government.  相似文献

Abstract

This article examines the Popular Front campaigns in 1938 and 1939 at grassroots level. It does this by taking the North-East region as a case study. The north-eastern labour movement was traditionally moderate and loyal. Substantial support for the policy in regions like the North-East was vital if the labour movement as a whole could be won over to the Popular Front. The article concentrates on Sir Stafford Cripps's 'Petition Campaign' launched in February 1939 and compares it with the earlier United Peace Alliance campaign. It discusses the individuals and organizations that supported or opposed the Popular Front project, and the problems with the nature of their reaction. The explanation of the failure of the Popular Front campaigns in the North-East necessitates the exploration of the attitudes of Labour, Liberal and Conservative Party supporters and grassroots activists, thereby throwing light on the political culture of the region.  相似文献

This article examines the opinions, arguments and actions which led to the foundation of universities in the North: in alphabetical order, Leeds, Liverpool, Manchester, Sheffield. Among the topics discussed are: the availability of funding from private sources, the extent of local (especially aristocratic) support, the limited involvement of governments, the differing attitudes towards science and technology, and civic rivalries. In this article, we contrast the long‐term consequences of incrementalism and punctuated equilibrium. We test what the impact of each of these types of policy change is on long‐term budgetary outcomes for the American states. Policy scholars have applied both theoretical approaches to the study of budgetary spending as an extension of policymaking. Given the two contrasting paradigms of policy change, we develop the following line of inquiry: Does punctuated equilibrium create a different budget in the long term than incrementalism? We address this question through an analysis of American state budgets because the U.S. states provide a rich variation in both budgetary outcomes and political institutions. We use budget data from all American states across all government functions for the period between 1984 and 2009. We find that, first, state budgets and budget functions vary in their degree of punctuation and, second, the degree of punctuation in a state's budget function corresponds to smaller long‐term growth. Additionally, the kind of spending matters: allocational budget categories are more likely to exhibit punctuations.  相似文献

Accounts of the Constitutional Revolution in Iran have tended to ignore the role of the Baha'is in that event. This paper looks at the case of Sari, capital of Mazandaran province, where the Baha'is of the city played a major part in initiating the move towards Constitutionalism and in educating people about the reforms envisaged and about the modern world. They also led the way in carrying out some of these reforms. In particular, the Baha'is established the first modern schools in the town. In this process, they were opposed by the Muslim ‘ulama in the town, who equated Constitutionalism and the Baha'i Faith, and persecuted the Baha'is of the town relentlessly for both reasons, leading eventually to the killing of five of the leading Baha'is of Sari in 1913. A brief account is also given of the attitude of the Baha'i leader ‘Abdu'l-Baha (1844–1921) towards the Constitutional Movement and the role of the Baha'is in it. This paper follows the events of the seven years 1906–13 in Sari and describes seven swings of the pendulum of power in the town alternating between the Baha'is and Constitutionalists on the one hand and the ‘ulama and the royalist forces supporting Muhammad ‘Ali Shah on the other. It points out that the neglect of the Baha'i aspect of these events by historians has led to a failure to account adequately for some of the events of these years.  相似文献

ABSTRACT

Although European discovery in the Arctic began during the Middle Ages, sovereignty issues did not become a major concern until the early twentieth century. At that time, the controversial sector theory was taken up by Canada, the United Kingdom and the Soviet Union, but opposed by the United States and Norway. This article examines the sector theory in Canadian state practice, clarifying the version of the theory to which Canadian officials subscribed and the aims they hoped to achieve through its use. The international response to Canadian claims is also described.

The article demonstrates that Canadian use of the sector principle during the 1920s was pragmatic and successful, but in later decades, confusion arose both inside and outside the government. Inconsistent public statements were made by government representatives in the 1950s and 1960s; these have puzzled and misled scholars ever since. Differences between the Canadian and Soviet versions of the sector theory, lack of adequate institutional memory in Ottawa, and partisan political rivalries all played a part in creating the confusion, but perhaps the key factor was the inherent difficulty of state control over this remote yet geopolitically crucial region.  相似文献

The recent change to the number of senators to be elected from each state will alter the quota for election of senators in a way which will have the consequence of making it harder for minor party and independent candidates to secure representation in the Senate. This, in turn, will have the effect of reducing the likelihood that minor party and independent senators will hold the balance of power in the Senate with a consequent decline in the ability of the chamber to continue to make the major contribution to the governmental process at the national level that it has done in recent times. This proposition is examined first in terms of the logic of the quota system of proportional representation given various patterns of voting support for large and small parties, and secondly in terms of the performance of minor party and independent candidates in Senate elections since 1949.  相似文献

Abstract

This article examines the child-relief activities of the American Red Cross in Hungary in the aftermath of the Great War, offering an insight into the workings of humanitarianism in interwar Europe. A close look at this one Central European ‘playground’ of transatlantic intervention helps us understand the logic and the underlying political, economic and ideological motives behind Allied humanitarian aid to ‘enemy’ children. Analysis of the ways in which the war’s aftermath affected children, their bodies and their relief throws light on the relationship between violent conflicts, children in need and humanitarian intervention. The article looks particularly at the role of the child’s damaged body and its photographic representation, making it what Cathleen Canning calls an ‘embodied experience of war’. Exploration of the humanitarian discourse around the suffering child helps us identify the humanitarian reaction to the unforeseen social consequences of wartime confrontation. The article argues that the harmed body of the ‘enemy child’ served to mobilise transnational compassion that challenged the war’s deeply anchored ‘friend–foe’ mentality. The child turned into a means of configuring and translating human suffering beyond ideological and political borders. At the same time humanitarian child relief helped to further consolidate asymmetric international power relations.  相似文献

Abstract

Through exploring the neglected career of John Campbell, an Irish-born Chartist refugee who ascended to a leadership role in the antebellum American labor movement, this article seeks to shed light on how revolutionary upheaval in Europe, debates over immigration, and sectional conflict affected working-class politics. Focusing on the period 1848 to 1851, and tracing Campbell's rapid evolution from a radical opponent of slavery to an ardent supporter of black subjugation, I argue that labor historians need to pay closer attention to shifting local and national contexts to understand the racial politics of labor agitators. Yet even as Campbell's views changed, his commitment to a producerist vision remained constant; by 1851 he had simply added people of African descent to a list of “idle” nonproducers who lived off the labor of workingmen. His proslavery twist on producer ideology suggests historians of antebellum social relations may need to go beyond interrogating the racial dimensions of artisan republicanism to gain a fuller understanding of the variety of working-class attitudes to race.  相似文献

Abstract

This article combines evidence from a variety of Poor Law sources, including apprenticeship registers and indentures, and minutes of discussions of parish officials, and information from business records, to assess the relationship between textile entrepreneurs and Poor Law officialdom in the development of the early textile factory labour force in the North of England, of which parish children formed an important component. It reveals the distribution of parish apprentices over long and short distances to the early northern textile mills. The impact of such labour on textile manufacturing in the later eighteenth and early nineteenth centuries will be considered; and finally the experience of parish children as they became accustomed to novel working conditions will be explored. The analysis of Poor Law and business documentation reveals a meticulous record-keeping process, and a formality of procedure not previously acknowledged. It has been possible to trace apprentice children, both individually and in groups, from their parish of origin through their years of apprenticeship to adult employment. Reports of factory visits and correspondence between parish officials and employers are examined to analyse the relationship between parish and employer through the course of the apprenticeship term. It concludes that parish children were more important to the formation of the early textile factory workforce than conventionally believed, and that their apprenticeship enhanced their longer term employability.  相似文献

This article examines the attitudes of US, British, and Soviet policy-makers as they planned for the forthcoming peace during the Second World War. It charts how they moved from planning a ‘peace by dictation’ of the great powers, to planning one which would be based on a model of collective security involving all members of the United Nations alliance. The latter plan would reflect both the great powers’ special responsibilities for maintaining international peace and security and the stake which lesser powers had in such a venture. In addressing these historical developments the article employs two concepts familiar to International Relations scholarship, namely concert and hierarchy. It shows how the understandings which the principal post-war planners had of these concepts – and crucially of their inter-relationship - changed over time and the consequences of these changes. The article makes two core claims: firstly, that as post-war planning progressed, the attitudes of the Big Three towards the acceptable nature of the great power–lesser power hierarchy changed radically; and secondly, that the structure and nature of today's United Nations Organisation is in significant part a consequence of these changes.  相似文献
