Spatial planning in Europe has reached new frontiers. The European Spatial Development Perspective covers the entire European Union and, in spite of having an informal, non-binding status, it is creeping into the regulatory frameworks of the European Union. To stimulate cooperation between the Member States of the European Union, including the accession countries, the map of Europe has been divided into a jigsaw puzzle formed by large transnational areas. In three of these areas, spatial visions have been developed. Bearing in mind the enormous spatial diversity in these new European ‘super-regions’ and the great variety in planning systems, it is astonishing that these visions came about in the first place. In this respect they should be welcomed. On the other hand, the way in which they have been prepared could be questioned. Although they contain policy frameworks with an intended impact stretching far beyond the domain of spatial planning, they have basically been written by spatial planners acting alone. And although the mere idea of transnational areas was to a large extent to stimulate novel conceptualizations of the spatial position of countries and regions, the development of spatial concepts has proved to be extremely problematic. This paper looks at spatial visions for three transnational areas: 1) the Central European, Adriatic, Danubian and South Eastern European Space, or CADSES (VISION PLANET); 2) the North Sea Region (NorVision); 3) North-West Europe (NWE Spatial Vision). The analysis of these visions, following a common format, leads to some fundamental conclusions about the various principles on which such visions can be grounded and the architecture of the processes to be followed. The scholarly focus on the production of space necessitates a thorough reassessment of the static categories employed in the analysis of spatial processes. Emphasizing space as a process, this essay calls attention to the recent implication of Madrid's Retiro Park in larger processes of capital accumulation. At the same time, it highlights the insufficiency of the tempting yet problematic distinction between public and private space that obtains in easy solutions to the struggles over city-space. As many critics have pointed out, there is design flaw in the idea of public space—it can never explain how a given space, such as a park, comes to be free of the ‘private’ (personal and structural) interests operating throughout its societal context. The story of the Retiro ultimately foregrounds the pivotal role of city-space in the drive for capitalist intercity-competition and suggests that the latter process is insufficiently confronted by idealized notions of the role truly ‘public’ spaces might play in radical democracy and citizenship.  相似文献

As digital technologies become ubiquitous in many places, scholars of civic engagement, youth and political life, and geographic education have explored the potential of teaching critical and spatial thinking through digital technologies. This paper examines interactive digital mapping as a technology environment for teaching and practicing critical spatial thinking, in relation to civic engagement. From this participatory and dialogic mapping project with teenage girls in Seattle, Washington, we develop a conceptualization of critical spatial thinking that emphasizes how social and spatial processes intertwine to generate societal inequalities and show how this learning informs students’ social and spatial civic responses. We show how interactive digital mapping pedagogies offer students an opportunity to develop awareness of what happens in their urban geographies, but also how and what they might do to intervene.  相似文献

The visualisation of spatial policy options through maps and other cartographic illustrations can be very powerful both in the planning process and in communicating the key messages of planning strategies. However, experience from the ‘European Spatial Development Perspective’ (ESDP) shows that visualisation can also be the most difficult aspect in transnational spatial planning processes. This paper explores the potential role of policy maps in communicating spatial policy, and the progress made so far in visualising spatial policies in European spatial planning. It suggests possible reasons for the difficulties on reaching agreement on the form and content of planning policy maps at EU and transnational levels. The paper goes on to discuss theories that might assist in improving performance in the use of cartographic visualisations in European spatial planning. The article concludes by highlighting the need for further research on the communicative potential of cartographic visualisations in European spatial planning.  相似文献

The aim is to study children’s politics by exploring how children relate to and rework positions and identities offered to them and others in a residential narrative of ‘Swedes’ and ‘immigrants’. Children’s politics is defined as children practising politics when negotiating and challenging positions and defending identities. The results are based on a reanalysis of two studies. The results show that participating children use the narrative, and to it connected stories about neighbourhoods, to position themselves and to negotiate exclusion, inclusion, identity and belonging. In relation to this they deal with political issues connected to national and global discourses that blame the category of ‘immigrants’ for being the cause of local and national problems. They also reflect on the positions and identities offered in the narrative and use tactics to manage the positions and their consequences. From this point of view, the children practise politics in their everyday lives.  相似文献

As is the case with other metropolitan regions, there are claims that the emerging functional urban region of RheinRuhr needs to develop a cooperative spatial future. This article explores the underlying difficulties in seeking to move forward in regional cooperation and strategic regional development for RheinRuhr. At present, no clear shift can be observed from traditional land use planning and local development approaches towards more strategic planning for the whole urban region. There are still many obstacles to be overcome. Nevertheless, strides have been taken in the direction of improved cooperation. A dense and functionally overlapping (sub)‐regional associationalism seems to be one step towards future city‐regional governance and possibly government. An evaluation is reported of two new innovative modes of structural and regional policies, namely the Regional Conferences and the IBA Emscher Park Planning Company; their impacts on regional policy‐making structures are reviewed. A discussion on more recent approaches to regional cooperation follows. It is argued that, in the long term, as a multi‐regionalized space, RheinRuhr requires some kind of coordinator and moderator and new practices of regional planning and management. The future development of a RheinRuhr metropolitan region requires further steps to be taken towards strategic planning by the Land government as well as a deepening of the level of institutionalization. Some ideas are put forward on how the elaboration of a spatial Leitbild for RheinRuhr could be initiated and supported.  相似文献

Strategic spatial planning which takes an integrated approach to the development of a territory seemed to go out of fashion, but now there are signs that it is being re‐established. This paper explores these developments using case studies from 10 European countries. The analysis uses an ‘institutionalist’ approach, which examines how the ‘agency’ of spatial planning practices responds to the ‘structure’ of contextual forces, at the same time influencing that structure. The ‘driving forces’ which are influencing strategic spatial planning are investigated, as are two aspects of the changes in spatial planning: institutional relations and policy agendas. The conclusions are thatat least in the case studiesthere is a movement in the institutional relations towards horizontal articulation, territorial logic, and negotiative forms. Policy agendas too are changing, becoming more selective and using new conceptions of space and place. Those institutional developments, however, are not necessarily being translated into territorially‐integrated policy (as distinct from functional/sectoral policy). That translation appears to require simultaneous re‐framing of relational resources (trust, social capital), knowledge resources (intellectual capital), linked to strong mobilization efforts (political capital). The cases considered varied significantly in how far that had been done. Where it had, strategic spatial plan‐making practices were playing a key role in developing institutional territorial integration and re‐invigorating territorial identities.  相似文献

A historical and multi-cultural district called ?stiklal challenges the Turkish claim as a secular, culturally Muslim, and ethnically Turkish nation. This region is at the heart of the republic: it is in the capital city of Turkey, Ankara, and within a region called Ulus, i.e. ‘the Nation.’ This district is threatened by a continuous process of demolition that has been taking place around this region since the 1940s, in fact, in the last thirty years, a politics of decay has complemented actual acts of demolition. The female residents of the region counteract this politics by narrating the daily problems that the residents of ?stiklal encounter as a result of this politics. Their strategies of narration constitute a resistance against exclusion. By historicizing the experiences that the district has endured, they fight the temporalization of this space, and manage to transgress its isolation.  相似文献

We integrate into a unified framework the spatial and the employment dimensions of worker mobility, tracing workers across firms, across establishments, and across regions. Drawing upon the spatial dimension of internal labor markets in firms with multiple establishments in multiple locations, our results indicate that the contemporaneous wage premium to migration is around 3 percentage points. For the case of job switchers, we find that the return to regional migration is due to access to better jobs at the destination. We also document the existence of an urban premium for same‐employer migrants but for employer changes this premium is driven by selection.  相似文献

ABSTRACT

State archaeological site files are a critical component of cultural resource management and information management toolkits. Yet, engagement with these datasets for research purposes can be difficult, at best. We address some of the challenges to a synthesis of spatial data from state site files by examining the Woodland period components of Deptford/Cartersville, Swift Creek, and Weeden Island. We also examine time slices of a large set of radiocarbon dates from contexts reported to be associated with Deptford and Swift Creek. Dates are plotted on a map at the same spatial scale as our site files dataset to evaluate time and space simultaneously. This study reveals important gaps in the radiocarbon dataset that can be rectified with strategic sampling. It also supports some long-held ideas about the spatial distribution of Deptford, Swift Creek, and Weeden Island. For example, Weeden Island is demonstrated to be strongly centered on the Alabama and Florida Gulf Coast, whereas Deptford is concentrated on both the Gulf and the Atlantic Coastal Plains.  相似文献

The study of the determinants of African defense demand is of enhanced importance because of unique security challenges, growing defense spending, and changing African Union (AU) integration. From a political geographical vantage, this study presents the first analysis of AU members' demand for defense spending, which accounts not only for members' relative locations, but also for political considerations (e.g., state failure, coups, and armed conflicts). Our analysis marries the economics of alliances with spatial considerations that include members' contiguity, between-member distance, and contiguous threats. Given two-way causal concerns, we employ an appropriate defense demand estimator (i.e., two-step generalized method of moments) correcting for the endogeneity between a member's defense spending and that of the other allies. Evidence of defense free riding or relying on the defense spending of other AU members characterizes contiguous and nearby AU countries during 2002–2019. Defense spending is an income normal good, which generally increases with armed conflict. UN and non-UN peacekeeping troop contributions provide some free-riding opportunities within the AU. Given regional differences in armed conflicts and coups, the determinants of African defense demand are influenced by regional divisions.  相似文献

How do votes disperse through a territory? Studies of spatial voting patterns have largely focused on the influence of local factors on voting. The “Friends and Neighbors” model (Key (1949)) explains the advantage of candidates running for office in the locality with which they are associated (Arzheimer and Evans (2012, 2014): Collignon and Sajuria (2018); Horiuchi et al. (2018); Jankowski (2016); Hunt (2020); Munis (2021)), and the “neighbor” effect helps to explain why votes spread. More recent studies have found that the dispersion of votes decreases with distance (Put et al. (2020); Arzheimer and Evans (2012)). However, we know little about how spatial patterns of voting emerge or the mechanism behind the neighbor effect. We argue that this effect depends on the neighbors’ access to information about a candidate, which is constrained by the way information flows. Although scholars have argued that information is a relevant driver explaining the dispersion of votes (Bowler et al. (1993); Arzheimer and Evans (2012); Evans et al. (2017); Campbell, Cowley, Vivyan, and Wagner (2019)), no research has examined the relevance of the network through which information flows. We propose that a spatial interaction model (Wilson (1971)) allows us to predict where this information flows or the voting pattern that will form. Taking advantage of a quasi-natural experiment in Brazilian legislative elections in 1974 and 1978, we show that votes spread through areas of influence created by a hierarchy of cities based on the flows of exchanges among them, including information. We then use our spatial interaction model to predict voting patterns in the elections of 1978 using data from the 1974 elections. Our findings show that the spatial interaction model results fit the data quite well and can help predict spatial patterns of voting.  相似文献

Actor-centred approaches feature prominently in transnational history. Studying transnational actors has helped to better grasp the extent, dynamics and mechanisms of particular cross-border connections, and has highlighted the entanglement and mutual constitution of cultures and societies in a more general sense. While empirical research continues to reveal more forms of their interaction, the general notion of ‘transnational actors’ has been gradually flattened out: the transnational sphere is now often studied in isolation and conceived of as a rather homogeneous space, while transnational actors are largely viewed solely in their border-crossing capacities and activities. The authors argue that while such a focus successfully captures their mobility, it overlooks another important dimension, namely their embeddedness in local, national, imperial or regional contexts. To reconnect these aspects, the authors situate transnational actors in their diverse socio-spatial relations. Investigating them in this way brings out their important role not only as connectors, but also as producers of various kinds of spaces. The contributions to this dossier highlight that transnational fields of activity are heterogeneous and deeply entangled with other spaces of action and belonging.  相似文献
