Expanding the ‘language’ of planning: A meditation on planning education for the twenty‐first century

What kinds of knowledge do planners need in a post‐modern age in which cities and regions are characterized by fragmentation, polarization, and ‘difference’ in its many guises? This paper identifies four dilemmas of traditional planning education: the reduction of ‘knowledge’ to a set of measurable skills; the ossifying of programmes around a core which reinforces an outdated modernist paradigm; the loss of focus on questions of meaning, of value, of the spirit, which has resulted from a divorce between planning and design education; and the tendency to draw tight boundaries around professional identity, which prevents a truly interdisciplinary practice from emerging.

Preparing planners for the challenges of the twenty‐first century might involve the following: identifying the specificity of the domain of planning in a more dynamic way so that the core does not become redundant every decade; articulating planning programmes with environmental and design programmes; shifting from an emphasis on skills to key literacies (five are identified); approaching planning as an ethical inquiry.     

Frozen ground in the sub‐arctic region and its biological significance

Abstract

Climate change is increasingly discussed in apocalyptic terms, a spectre-invoking crisis discourse that simultaneously legitimises society-wide action, while de-politicising this very political issue. This paper examines the depoliticisation of climate change adaptation in Kenya, a country which has been recently praised as a developing country with a progressive adaptation policy. Using examples from fieldwork in Kenya, it focusses on Kenya's recently adopted National Climate Change Response Strategy (NCCRS), and argues that Kenya's adaptation discourse is driven by particular imaginaries, specifically: adaptation as a ‘universal apocalypse’, and adaptation as a technical-economic problem. These function as deliberate anti-political strategies, aimed at obscuring the highly charged realities of adaptation. For Kenya's current political elite adaptation is predominantly a matter of reducing the perceived risks to economic growth, and enhancing opportunities to gain revenue from international funding sources. This is achieved through a discursive construction of a particular vision of adaptation, and against a backdrop of a capitalist strategy for growth. The paper concludes that a critical and political interpretation of the NCCRS and similar adaptation strategies is necessary to keep equity and justice at the centre of the climate debate, and to dispel the myth of adaptation policy making as a rational and disinterested process.     

Sandercock: ‘Expanding the language of planning’

In her book Towards Cosmopolis, to which this paper is an appendix, Leonie Sandercock outlines with insight, passion and sensitivity an emancipatory politics of difference and the ways in which a progressive planning, transformed from its modernist roots, can contribute to such a politics. It is in this context that she has developed the idea of what a planning curriculum should look like. But somehow, in discussing planning education, the forceful and imaginative thrust of her book seems to get lost in a rather narrowly‐based conception of what ‘planning education’, itself a multiplicity of practices, looks like these days and in homogenized images of the ‘planner’ which can easily be criticized.     

Cross‐border cooperation: A major element in regional policy in East Central Europe

Borders in East Central Europe have become much more permeable over the past ten years as formalities have been simplified and many new crossing points have opened. At the same time cooperation in border regions has increased, thanks mainly to resourcing through EU ‘Inrerreg’ programmes, to include a range of business, cultural and conservation interests. In many cases these arrangements have been formalised through Euroregions which have become an indicator of good international relations. The paper reviews these trends with reference to examples and pays particular attention to environmental projects and the joint planning initiatives being undertaken in a number of the Euroregions. At a time when regional policy has been generally weak, cross‐border cooperation has contributed significantly to cohesion and it is also a good indicator of stability in the region. However, the impact has been greater in the north than in the Balkans and the first round of EU eastern enlargement will have implications for cooperation across the new external borders.     

A civilized nation: Japan and the Red Cross 1877–1900

Abstract

The history of both the Red Cross and the Japanese Red Cross is based on a teleological and eurocentric narrative which is strongly shaped by national histories and focused on persons. To assume 1863 as the founding date of the Red Cross is highly debatable, considering that most national relief organisations were renamed ‘Red Cross Societies’ only in the 1880s. In this Japan is no exception, since first a Haku-Ai-Sha (Philanthropic Society) was founded in 1877 and then turned into the Japanese Red Cross Society in 1887. Japanese actors must be regarded as intrinsically motivated and active participants in the Red Cross movement who saw an ideal and a model in the Euro-American ‘way of civilisation’ and humanity. It has taken about 30 years to turn the Haku-Ai-Sha in Japan into a humanitarian society which is accepted both at home and abroad and, with its 728,507 members in 1900, which constituted the largest Red Cross Society in the world.     

China’s Belt and Road Initiative: Views from the ground

The Chinese government promotes the Belt and Road Initiative (BRI) as a global strategy for regional integration and infrastructure investment. With a projected US$1 trillion commitment from Chinese financial institutions, and at least 138 countries participating, the BRI is attracting intense debate. Yet most analysis to date focuses on broad drivers, risks, and opportunities, largely considered to be emanating from a coherent policy imposed by Beijing. In this special issue, we instead examine the BRI as a relational, contested process - a bundle of intertwined discourses, policies, and projects that sometimes align but are sometimes contradictory. We move beyond policy-level, macro-economic, and classic geopolitical analysis to study China's global investments “from the ground”. Our case studies reveal the BRI to be dynamic and unstable, rhetorically appropriated for different purposes that sometimes but do not always coalesce as a coherent geopolitical and geoeconomic strategy. The papers in this special issue provide one of the first collections of deep empirical work on the BRI and a useful approach for grounding China's role in globalization in the critical contexts of complex local realities.     

Recovering social memories from the past: the 1884 novel Ramona and tourist practices in turn‐of‐the‐century southern California

Scholars studying social memory have identified a priority for future work: using the study of documented social memories to understand constructions of the past and social identities in the present. Recovering such lived, individual engagements with social memory is challenging when those engaging the memory are deceased, yet that is what this article attempts to do: Through fine‐grained study of archival traces, I explore the lived practices of tourists in an attempt to understand how the immensely popular 1884 novel Ramona changed the way people thought about southern California's past, creating a new, Ramona‐inspired social memory for the region. In so doing I suggest that those interested in recovering social memories (like these) from the past use such detailed analysis, paying close attention to even the tiniest of details.
