To ask ‘Is Britain European?’ is to engage in a particularly difficult area of the always elusive business of Identity Studies. The very nature and future viability of Britain have recently been subject to extensive questioning. Meanwhile, one can distinguish at least six politically relevant senses of the term ‘European’. Britain was never as exceptional as was suggested by the traditional story of British exceptionalism told by the ‘Island Story’ school of historians. Moreover, it has become much less insular over the past sixty years. The question is whether the process has been Europeanization, Americanization or simply globalization. There is considerable evidence that the country's ties to what Churchill called 'the English‐speaking peoples' are still as strong as those to continental Europe. In fact, both sets of ties have become stronger. But these identities are not exclusive. Britain has always been a place of multiple over‐lapping identities: English, Scottish, Welsh and Irish, as well as British, European and transoceanic. That Britain's European identity is bound to remain only a partial identity does not mean it has to be a shallow one. If Britain is to be a full and effective participant in Europe it has to deepen its European identity, to develop something of the normative, idealistic sense of being European which is second nature to most continental Europeans engaged in these debates.  相似文献

Abstract

This article comments on the special issue from a political science perspective. It starts with an attempt at interpreting the contributions from a diffusion perspective. The articles show a sophisticated understanding of diffusion as “interdependent decision-making”, that is multi- rather than uni-directional, focuses on diffusion as a process (not an outcome), and takes a decidedly agency-centered view. The article then highlights some of the empirical findings in this special issue. This concerns, among others, the crucial role of the Council of Europe (CoE) as a laboratory for generating new policy ideas and an agenda-setter, as well as the equally important function of the various parliamentary assemblies as mechanisms by which policy ideas diffuse. At the same time, there is also a power story in this special issue. The EC ultimately dominates the processes in most policy areas. The article concludes with remarks on the fruitfulness of an interdisciplinary dialogue between historians and social scientists as documented by this special issue.  相似文献

So far, historians working on the two sides of what used to be a divided Europe have had considerable contacts but they have operated – at least in the realm of international history and the history of European integration – with largely separate agendas and networks. The authors of this special-issue introduction have both come to work on the increasing interaction between East and West in the framework of détente, and feel that the time is ripe for a scholarly analysis of the concepts, strategies and approaches of the Socialist regimes to pan-European co-operation in the long 1970s. Through a collaborative research effort, specialists on specific Socialist countries and historians of Western Europe (and particularly of its integrative experience) are brought together in this special issue of the European Review of History to bridge the existing gap between two parallel strands of scholarship. Their close collaboration is the key to the conceptual development of a broader view of pan-European co-operation against the background of global economic trends.  相似文献

Abstract

The article explores the historical roots of the current tensions between the local and the global in Europe, as expressed by the region's audio-visual industries. It suggests that current postures and initiatives have their origins in efforts, which began in the 1920s, to defend ‘an idea of nationhood which presumed sovereignty over culture’ (V. de Grazia), against the perceived onslaught of American cinema, jazz, radio, advertising, etc. The argument follows the evolution of these strategies of cultural protectionism and adaptation through the age of radio and television, down to the Internet. It suggests that ‘Europe’ as a cultural entity will not be formed by this experience, since although every society uses the same sort of tactics and language to face up to globalization, the impulse to cling to local identities and idiosyncracies is, if anything, getting stronger today.  相似文献

The territorial and spatial planning impacts of European Union (EU) economic and competition policies have remained under-researched in the field of European spatial planning, in contrast to other EU policy fields. This briefing explores how two elements of the EU competition policy, the regulation of “state aid” and the liberalization of “services of general interest (SGI)”, have significant implications for the pursuit of the objective of territorial cohesion through spatial planning and territorial development policies at different scales. The paper first reviews the development of the concept of territorial cohesion in the EU discourse and policy agenda since the mid-1990s, as well as the contribution of public services (Services of General Interest, or SGI in EU jargon) to it. It, then, reviews how the EU state aid rules and liberalization policies affect the state's ability to intervene (i) in support of sub-national territories which are lagging behind or suffering decline, and (ii) in the provision of public services across the national territory, specifically in peripheral regions or areas where the provision is not catered for by the market. The conclusion of the paper outlines the additional challenges to the pursuit of territorial cohesion in the EU posed by the post-2008 economic crisis and suggests avenues for future research.  相似文献

Taking as read the wide range of other instruments that the EU has for international influence (enlargement, aid, trade, association and other arrangements, etc.), the Common Foreign and Security Policy (CFSP), under pressure from the Kosovo conflict, has been shaped by two important decisions in 1999: the creation of the European Security and Defence Policy (ESDP) to give the EU a military capability when NATO as a whole is not engaged, and the appointment as the new High Representative for the CFSP of a high-profile international statesman rather than a senior civil servant.
A major European effort will still be needed if Europe is to be effective militarily, whether in the EU/ESDP or NATO framework. The management of the CFSP has been held back by the doctrine of the equality of all member states regardless of their actual contribution. This in turn leads to a disconnect between theory (policy run by committee in Brussels) and practice (policy run by the High Representative working with particular member states and other actors, notably the US). It has been difficult for Javier Solana to develop the authority to do this, not in competition with the Commission as so widely and mistakenly believed, as with member states themselves, and particularly successive rotating presidencies. It is important that misdiagnosis does not lead to politically correct solutions that end up with the cure worse than the disease. Ways need to be found to assure to the High Representative the authority to work with third countries and with the member states making the real contribution, while retaining the support of all. Then, with its own military capability, the EU can have a CFSP that is the highest common factor rather than the lowest common denominator, with member states ready to attach enough priority to the need for common policies to give Europeans a strong influence in the big foreign policy issues of the day.  相似文献

Abstract

Jürgen Habermas’s recent work is defined by two trends: an engagement with the realm of the sacred and a concern for the future of the European Union. Despite the apparent lack of connection between these themes, I argue that the early history of European integration has important implications for Habermas’s conclusions about the place of faith in public life. Although Habermas’s work on religion suggests that the sacred contains important normative resources for postsecular democracies, he continues to bar explicitly religious justifications from discourse within state institutions. I question this exclusion of faith by reconstructing the role that political Catholicism played in the foundation of the European project. By focusing on two of the most important actors involved in the creation of the first European Community, French Foreign Minister Robert Schuman and German Chancellor Konrad Adenauer, I show how explicitly religious reasons can broaden political perspectives, resulting in the creation of new, inclusive, postnational forms of communal life. Pushing Habermas to accept the implications of his theological turn, I argue that pluralistic, nondogmatic and nonauthoritarian religious claims should be allowed to enter into the formal public sphere through a discursively determined interpretation of secular translation.  相似文献

Transport corridors are viewed as a promising way forward in European Union (EU) transport policy, assumed to contribute positively to regional economic development. However, the validity of this assumption is not evident. The aim of this paper is to empirically test whether agglomeration economies in European transport corridor regions are positively related to indicators of regional economic development compared to regions outside the scope of corridors. The results build on the notion that the type of agglomeration economy in combination with the structure of the economy matters for prospects of structural economic growth in different regions. In this way, the analysis not only contributes to enhancing the empirical scrutiny of the corridor concept in EU transport policy, but also provides new insights into how corridors contribute to regional economic growth. We find only limited evidence for a corridor effect across European regions on productivity and employment growth externalities. Instead, we find a large degree of spatial heterogeneity interacting with corridors—a heterogeneity that has been little recognized in EU policies. We suggest that recent attention to place-based development strategies may accord well with the kinds of agglomeration effects related to corridor development observed in this study.  相似文献

Typical of the 1990s, the global cities phenomenon preceded the past decade’s massive spread of smart cities. Yet the question of how the two phenomena currently coincide remains to be considered, as well as an analysis based on viewing smart cities as global cities. An analysis related to the European scenario is developed in this article, aimed at giving a response to the previous considerations. An index is also proposed; concerning the global character of the cities, it considers the ability of the cities to attract Foreign Direct Investments (FDI). Results of the proposed analysis show that in Europe four main scenarios exist. Two regarding positive and negative correlations between the diffusion of global and smart cities, and another two scenarios demonstrate cases in which the two features are not correlated. The first two cases are respectively related to smart cities that are also global cities. The last two cases deal with the presence of different drivers that are not related to smart urban plans, which could, however, drive the attraction of FDI or which could also promote smart actions without the thrust of FDI. Europe is being re-defined as a result of the combined effects of a complex set of processes. What sort of Europe is emerging from them? What criteria are being deployed to define Europe, Europeans and Europeanness and their respective boundaries? Such questions are considered via exploring a number of themes about and through Europe. They centre on the ways in which, and criteria by which, geo-political and economic spaces in Europe have been defined and divided. These practical cartographic processes are linked to changes in systems of, and the construction of new scales of, governance and regulation. As both supra-nationalism and the emergence of an EU 'super-state' and sub-nationalisms challenged the authority of the national state, new multi-scalar complex systems of governance and regulation resulted. These in turn are related to questions of singular and multiple identities, discussing these in the context of the possibilities for the emergence of a European civil society. Recognizing that the future map of Europe will not be determined by Europeans alone, the legacies of the division within Europe between NATO, the Warsaw Pact and neutral states and implications of the neo-imperialist geo-political ambitions of the USA state and military-industrial complex are then explored. Finally, some conclusions are drawn.  相似文献

This article reviews current developments in European regional studies. A brief history of settlement archaeology as practiced in Europe is followed by a discussion of new approaches to regional analysis and surface survey. I argue that recent, steady investments in the technology, methods, and theory of regional archaeological analysis and surface survey have stimulated advances in the study of settlement patterns and settlement pattern change through time in many parts of Europe. When innovative technologies (e.g., remote sensing, GPS, GIS), methods (e.g., geoarchaeology, “siteless” survey), and new theoretical frameworks (both processual and postprocessual) have been combined, breakthroughs in our understanding of European settlement have resulted. In the last half of the article, I describe some of these breakthroughs in a broad discussion of European settlement history, beginning with the earliest prehistory of Europe through the Middle Ages. Shifts in perspective are particularly apparent for phases of transition: from the Middle to Upper Paleolithic, Paleolithic to Mesolithic to Neolithic, and with the rise and expansion of states.  相似文献

The confluence of the Supreme Court's Obergefell decision on gay marriage and the unusual nature of the 2016 U.S. presidential election presents American Christians with significant political questions. Obergefell's elevation of gay marriage to the status of a constitutional civil right put U.S. law and Christian orthdoxy at loggerheads, thereby raising serious issues with regard to the continued ability of religious organizations to participate in the not-for-profit sector and in higher education. At the same time, the nationalistic turn of the the Republican party under Donald Trump generated dissonance with Christian views of human solidarity. The new situation seems to shift the landscape of American politics and raises the possibility of new alternatives. Contributors to this symposium were asked to evaluate the prospects for an Americanized version of European Christian Democracy. While they generated a diversity of opinion about Christian Democracy, the group pragmatically recognized the many obstacles in place. Some argued against the idea because of reservations about associating the Christian faith with the coerciveness of law. Others noted the proven virtues of such parties in Europe. This article interacts with the different responses and makes a case for why Christian Democracy might have a brighter future in the U.S. than many believe. The primary reason is that Christian Democracy emerged in response to aggressive secularism in Europe's past that may only be reaching similar levels in the U.S. today. Therefore, a new political movement with similarities to Christian Democracy might make sense in the American context.  相似文献
