Ethnic return migration and the nation‐state: encouraging the diaspora to return ‘home’

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration.     

The state of globalisation and the globalisation of the state

This article examines how to evaluate claims about the extent and impact of globalisation. A focus on the significance of earlier phases of globalisation is essential, but underestimating the importance and scope of recent developments is the wrong lesson to learn from a more historically informed analysis. While it is necessary to maintain a healthy scepticism towards endings, inevitability and irreversibility, it is important to remain open to the possibility that the world political economy has indeed undergone substantial transformation. This article argues that quantitative measures of globalisation need to be supplemented with an analysis of the pivotal role of the state in spurring and sponsoring the process of global economic interaction. State constructions of the imperatives of globalisation have aimed to bolster the acceptance of policy changes that support globalisation and transform domestic political economies. There is continuing potential for state activity to have effects--both positive and negative--on the progress of economic globalisation.

The HMS Swift shipwreck: The development of underwater heritage protection in Argentina

Abstract

The aim of this article is to evaluate, with a critical perspective, the legal framework for heritage protection in Argentina, viewing it within an international context and focusing on the HMS Swift shipwreck – sunk in Puerto Deseado (Santa Cruz province) in 1770 – as a case study. Moreover, some initial proposals for a management plan are presented as a first step in thinking about the challenges of preserving underwater sites in Argentinian Patagonia.

Through this analysis some interesting points are outlined, including the reasons that make the Swift shipwreck a leading case in Argentina. It is the first interdisciplinary underwater archaeology project in the country comprising archaeologists who are also divers; it is supported by national authorities; and it is the first project of its kind to give underwater archaeologists experience in dealing with archaeological research and preservation in an environment of multiple conflicting interests.

The international relevance of the Swift case relies on the nature of underwater cultural heritage as an international resource. The project's history is located in an international setting, derived from ihternational trade and communication, in which many ships and their contents have been lost far from their origin or destination. At a national level the Swift is a wreck with significant historical and cultural value. It is in a unique state of preservation and its location near to the shore makes it highly accessible. Locally,HMS Swift will be relevant when Puerto Deseado's community starts to recognise it as a significant part of their own heritage and local people become involved in the preservation of the wreck.     

The internationalization of the Chinese state

In the last decade, responding in part to an important increase in the number of Chinese state-owned enterprises operating overseas, the study of China’s international relations has gained academic prominence. Research often emphasizes the ways in which domestic characteristics of the Chinese state shape the nature of its transnational engagement. However, the transformations experienced by the state in processes of internationalization remain largely under-researched. This article problematizes the internationalization of the Chinese state, analyzing it as a process of gradual re-territorialization, which induces power redistributions and cultural transformations. Using a variety of examples for illustrative purposes, and drawing upon multidisciplinary work on the state, the article argues that the Chinese state is undergoing a process of decentred internationalization that is the effect of an entrepreneurial statehood rationale. Contrary to essentialist and orientalizing meta-narratives, the analysis of shifting cultures and power redistributions within the internationalized state opens up new avenues for academic enquiry on the micro-politics of everyday affairs in international relations.     

The state of war

This article frames the discussion of the ‘state of war’ in this issue of International Affairs. Beginning by noting the continued recurrence of ‘traditional’ modes of war along side so‐called ‘new wars’ and calling to aid Rousseau's brutal satire of 1756, The state of war, the article offers a discussion of three ‘responses’ to the reality of war in international relations—the heroic response, the realpolitik response and the compassionate response—and argues that a synthesis between them characterizes the general approach to war in any historical period. It then considers how the contemporary synthesis might be viewed and offers thoughts on the articles in this issue in the light of this suggestion.

A Brief Overview of the Evolution of Historical Archaeology in Argentina

This introductory chapter presents a brief overview of the evolution of Argentine historical archaeology as a scientific discipline, starting from the first pioneering work until its consolidation and future prospects. It also includes a summary of each of the paper presented.
