ABSTRACT. While the origins of nationalism are sought in global historical trends, few analysts have shown how nations themselves are constituted and re‐shaped by circulating global power, ideas and models. The view from East Asia shows that these circulations are mediated by regional developments and interactions which bind these nations together in rivalry and interdependence. The histories of China, Japan and Korea have been closely tied together since the end of the nineteenth century and, with a gap of about thirty years during the Cold War, have intensified once again. The global and regional constitution of nations produces a dialectic between its global form and aspirations and misrecognition of this constitution arising from the self‐perception of nationalism as historically immanent. This tension between the global constitution and national misrecognition contributes to the tenacity of nationalism. It also allows us to get a better grasp of the relationship between historical change and structure in nationalism and the relationship between state and popular nationalisms in the countries of the region.  相似文献

The articles in this special issue, entitled Reform and Revolution in Scandinavia, 1917–1919: Entangled Histories and Visions of the Future, deal with the political turmoil in Scandinavia in the late 1910s, accelerated by the First World War and the revolutions in Russia in February/March and October/November 1917 and eventually in Germany in the autumn of 1918. Their special focus is on the political debates about reform and revolution and the related visions of the future of political order and social structures in national contexts and across borders. The articles examine how actors with different agendas in different contexts exploited the opportunities opened up by a window of change. None of the Scandinavian countries were directly involved in the theatre of war, but the whole of Scandinavia was associated with the hostilities in many other ways. The revolutionary processes in Russia affected Finland directly but – reflecting the events spreading from Petrograd – the debates about the legitimacy of the established political order intensified in all Scandinavian countries. The articles demonstrate how the debates and political processes took diverse forms in varying national contexts but were often more dependent on international relations, transnationally interconnected and entangled, than has traditionally been recognized in nation-state-centred historiographies.  相似文献

Atomic energy developed from 1940 as a subject shrouded in secrecy. Identified successively as a crucial element in military strategy, national status and export aspirations, the research and development of atomic piles (nuclear chain-reactors) were nurtured at isolated installations. Like monastic orders, new national laboratories managed their specialist workers in occupational environments that were simultaneously cosseted and constrained, defining regional variants of a new state-managed discipline: reactor technology. This paper discusses the significance of security in defining the new subject in the USA, UK and Canada – wartime allies with similar political traditions distinct but trajectories in this field during the Cold War. The intellectual borders and content of the subject developed differently in each country, shaped under the umbrella of secrecy by disparate clusters of expertise, industrial traditions, and national goals. The nascent cadre was contained until the mid 1950s by classified publications and state-sponsored specialist courses. The early context of high security filtered its members and capped enduringly both their professional aspirations and public engagement.  相似文献

This paper investigates the role of tourism in the construction of (un)familiarity in Karelia at the Finnish–Russian borderland. From a historical perspective, it deals with a culturally homogenous space, which more recently became divided by the border into two nation states that differ politically, ethnically and linguistically. In the course of the Cold War, unfamiliarity was one of the tools used by the Soviet political elite in construction of national identity. However, after the collapse of the Soviet Union, when the border regime became liberalized and cross-border interaction began, familiarity became one of the key factors of the regional identity construction. The case of Sortavala, on which this study focuses, allows us to analyse how identity was constructed in official and media discourses. Although familiarity in the local context is more prominent, unfamiliarity is also at stake, not only in a negative sense, but also from a sense of curiosity about historical ties between the different parts of Karelia. This paper contributes to an understanding of EU external bordering politics. It also highlights the role of local actors in the (re-)construction and (re-)interpretation of borders. Tourism is seen as one of the facets of local identity formation. This study attempts to understand tourism-driven cross-border region-building processes.  相似文献

One of the most important questions at the 1919 Paris Peace Conference was what to do about the newly re‐created state of Poland. The Paris peacemakers realised the importance of the settlement, thanks in part to dire warnings about Poland's future, and the leaders spent much time discussing the territorial settlement. Yet discussions of this important question regularly strayed from debates about policy to incorporate understandings of Polish national character. In particular, the leaders of the so‐called Big Three, Britain, France, and the United States, connected expert opinion and the broader political landscape to stereotyped understandings of national character, among other factors. With reference to scholarship on stereotyping, this article analyses how developing attitudes on Polish national character became integrated into the complex settlement of Poland's borders. The peacemakers' decisions, which were a compromise between different points of view, reflected interconnected understandings of the Polish settlement.  相似文献

The archaeological reconstruction of ancient states requires consistent regional measures of state-directed power and influence. This paper presents data from a series of systematic archaeological surveys in the Cusco region of highland Peru to evaluate patterns of influence by the Wari state during a period of colonization from ca. AD 600–1000. We discuss interpretive debates over the nature and intensity of Wari social power, suggesting that site-based studies can be contextualized meaningfully using our large-scale dataset, which offers settlement patterns at varying distances (0–70 km) from Pikillacta, a Wari administrative center. We discuss local settlement patterns before and during Wari colonization, as well as the distribution of Wari pottery and local Wari-influenced wares. We then use a geographic information systems analysis of travel time from key sites to evaluate the broad regional distribution patterns of local and Wari ceramic styles. Although the regional survey data do not inform us reliably about all kinds of social power, we conclude that the Wari cultural, economic, and political influence over the Cusco region was limited and discontinuous—an example of colonization that resembles the practices of other early states.  相似文献

This article reports on a continuing project which has developed a major reconceptualization and revision of how borders may be seen and measured through the use of GIS. Using the data layers of the ARC/INFO GIS system, a new dataset has been developed which allows analysts to talk about the specific qualities of borders in terms of opportunity and willingness, that is, the ease of interaction and salience, respectively. The theory and method behind this reconceptualization is described. The results are represented both in visual terms—maps—and through the use of a quantitative dataset which lets us go beyond simply observing the number of borders a state possesses, whether or not a border existed between two states, or the length of that border. The dataset is presented and discussed, as well as preliminary analyses of the borders of conflict dyads from three separate conflict datasets. The basic ‘interaction opportunity’ model that underlies the opportunity and willingness framework is supported.  相似文献

In common sense perceptions of lay people, borders are perceived as essentialist, as things that demarcate inhabitants in one state from those in another, but being defined as state borders is too narrow a perspective on the spatial divisions of people. In sociological theory, borders are considered as social constructions. Borders are socially constructed; however, the kinds of constructions take on different forms. State borders―or political borders―initiate and work in a complex set of relations with other types of borders such as cultural, linguistic and economical. Whilst borders in political theory are considered the outcome of institutional processes, often as a consequence of political power struggles, for example, wars, borders are addressed differently in other theoretical approaches. A dominant paradigm in border studies perceives borders as social constructions created through both institutional practices and everyday social interaction. The social construction of borders takes place in the specific daily life interaction among people. The article focuses on two central concepts in its analytical strategy. First, the concept of unfamiliarity is introduced as a concept that addresses the mental categorizations that are created in interactions across borders. Second, the concept of “borderwork” by Rumford is introduced as an analytic tool in order to identify processes of border constructions in individuals’ daily interaction. The main aim of the article is to establish the relationship between borderwork and unfamiliarity. The analytical frame has been adapted to the specific case of introducing a Euroregion in the Danish–German border region, and it is demonstrated how interplay between unfamiliarity and borderwork may contribute to explain the resistance towards formal cross-border interaction. Furthermore, the case analysis draws attention towards the subtle mechanisms that contribute to maintaining borders as barriers in a formally debordered Europe.  相似文献

The impacts of border politics on tourist mobilities become even more explicit in unstable and geopolitically sensitive borders. The balance between security and economy in the course of tourism development can be easily disrupted at these unstable borders, as shown in the case between China and Myanmar. This article explores the enabling and disabling of cross-border tourist mobilities— legal day trips for sightseeing and illegal border-crossers for gambling—to reveal how these two tourist mobilities are driven by differences (exotic culture vs. sinful gambling) and regulated by Chinese law enforcements (protective control vs. stringent deterrence). We find that borders can both invoke a special type of fascination among tourists and become a territorial barrier to limit tourist mobilities into foreign countries. The article presents two arguments. First, the operation of bordering dynamics discursively produces the geopolitical difference between two sides of the border, a difference allowing state agencies to promote and order cross-border tourism. Second, no matter how much it can contribute to the local economy, the cross-border tourism industry is subordinated to security concerns caused by illicit activities and political instability, particularly when national governments can effectively exercise power in their border regions. Together, the interlinked pattern of debordering for tourist money and rebordering for national security generates an explicit spatial expression of bordering dynamics.  相似文献

Phrases from Robert Frost's well-known poem “Mending Wall” are often used to frame discussions of borders in academic and political discourse. Used by some to justify the construction of physical barriers, others have used excerpts from the poem to fundamentally question the truism it appears to project. In light of recent interest in borders, our paper returns to Frost's full poem and its contexts in order to define, theorize, and critically mobilize what we take to be a useful ambivalence regarding fences. We use Frost's formulations to address the universal difficulty of moving beyond the borders of our daily lives, whether imposed at the edges of the nation-state, inscribed in our social relations, or inferred within the formal dimensions of a poem. Working at the crossroads of political geography, psychoanalytic theory, and literary analysis we argue that addressing the central role of borders in our lives and Frost's deep ambivalence about fences and borders is a useful step in any political and aesthetic movement forward. We cannot be “good neighbors” in other words or even good co-inhabitants until and unless we acknowledge that we are ambivalent not only toward the Other, but also about the very concept of borders and boundaries itself. Ideas presented about ambivalence provide border scholars and political geographers with an opportunity to re-evaluate our positionality and recognize how our own humanity intersects with that of others.  相似文献

What can an account of manual labour in an increasingly precarious environment tell us about how humans build meaningful lives? Using an ethnographic example from the working relations on a fishing boat based out of the fishing community Tombo in Sierra Leone, I argue that shared bodily work entails possibilities of individual economic gain while simultaneously laying the foundations for solidarity and care. We find a playful competition between working mates at the core of this seeming contradiction. This article explores how people make a living and make a life, not simply despite their continued marginalization in political and economic terms, but through it. In the physically demanding shared labour of hauling a fishing net and learning how to compete for the fish by doing the handfailure, crew members forge relations of care and solidarity that stimulate individual aspirations while asserting the right to life by the sea.  相似文献

This article explores the normative politics of national belonging through an analysis of the ‘China Dream’ and the ‘American Dream’. It traces how politicians and public intellectuals employ such slogans to highlight how national dreams emerge in times of crisis and involve a combination of aspirations and anxieties. It compares parallel rhetorical strategies – ‘patriotic worrying’ in China and the American Jeremiad in the US – to examine how belonging to these two nations involves a nostalgic longing for the past as a model for the future. Debates about the meaning of these national dreams highlight the tension between freedom and equality in the US, between the individual and the collective in China, and between longing for the true nation, and belonging in the actual nation for both countries. It concludes that while this quest for redemption through past models limits opportunities for critical discourse in China, the American Dream still contains much ‘promise’. The China Dream and the American Dream thus are, at the same time, 1) familiar expressions of nationalism and national belonging, and 2) ongoing self/Other coherence‐producing performances that help us to question received notions of nationalism and national belonging.  相似文献

This article examines how Thai–Burma border residents are enrolled and engaged in remaking the political border through their knowledge practices and performances, or their own “borderwork”. Border residents do not perform this work alone, but in connection with other actors including environmental consultants. In order to highlight this co-production of the political border, I bring together border studies scholarship that see borders as process and performance with work in science studies that has highlighted the way that knowledge and order are co-produced. The importance of this approach is that it facilitates an understanding of the multifaceted and contradictory work to remake the border by multiple actors, a way to study “borders from the bottom up” that illustrates how the border is continually enacted. While this article puts forth the notion that the border represents an important site and process of struggle and negotiation in which marginalized communities invest, it also questions the assumption that because residents are engaged in remaking the border, the border is necessarily more ‘democratic’. The discussion and empirical data presented in this article also speak to broader debates in political geography about how borders are remade through practice and performance.  相似文献

Up until the late 1990s, the Balanta of Guinea‐Bissau constituted what could be described as a ‘deep rural society’, whose central identity was linked with rice production and cattle accumulation. At the same time, it could be argued that even in the early days after Independence in 1974, the social aspirations of Balanta young men matched those of other Guinean youths in their shared desire to get away from the strictures of gerontocracy and of rural life. Surprisingly, however, this study documents the agency of many rural Balanta young men in changing oppressive social rules, and in using agriculture as a means to fund their education, to feed their families and as a route to prosperity. The authors conclude that the persistent political instability in the country (most acutely felt in the capital city) and the national and global economic crises, together with the Balanta agricultural ethos and the softening of gerontocratic power, are at the root of this revaluing of rural livelihoods. This article challenges current dominant narratives about the crisis of young men in contemporary Africa and highlights the need to study the aspirations and achievements of youth in their rural–urban nexus from a historical and holistic perspective.  相似文献

International donors and state bureaucrats in the developing world have promoted decentralization reform as the primary means to achieve equitable, efficient and sustainable natural resource management. Relatively few studies, however, consider the power interests at stake. Why do state agencies decentralize power, what political patterns unfold, and how do outcomes affect the responses of resource users? This paper explores decentralization reform by investigating the political processes behind the Philippine state's decisions to transfer authority over national parks management to local government units. Drawing on a case of devolved management at Puerto Princesa Subterranean River National Park, Palawan Island, we examine how political motives situated at different institutional scales affect the broader process of decentralization, the structure of management institutions, and overall livelihood security. We demonstrate how power struggles between the Philippine state and City Government of Palawan over the right to manage the national park have impacted the livelihood support offered by community-based conservation. We conclude that decentralization may offer empowering results when upper-level policies and political networks tie into sufficiently organized institutions at the local level.  相似文献

The ethnic‐civic framework remains widely used in nationalism research. However, in the context of European immigrant integration politics, where almost all ‘nation talk’ is occurring in civic and liberal registers, the framework has a hard time identifying how conceptions of national identity brought forth in political debate differ in their exclusionary potential. This leads some to the conclusion that national identity is losing explanatory power. Building on the insights of Oliver Zimmer, I argue that we may find a different picture if we treat cultural content and logic of boundary construction – two parameters conflated in the ethnic‐civic framework – as two distinct analytical levels. The framework I propose focuses on an individual and collective dimension of logic of boundary construction that together constitute the inclusionary/exclusionary core of national identity. The framework is tested on the political debate on immigrant integration in Denmark and Norway in selected years. Indeed, the framework enables us to move beyond the widespread idea that Danish politicians subscribe to an ethnic conception of the nation, while Norwegian political thought is somewhere in between an ethnic and civic conception. The true difference is that Danish politicians, unlike their Norwegian counterparts, do not acknowledge the collective self‐understanding as an object of political action.  相似文献

A noted political geographer presents an analysis of the August 2008 South Ossetian war. He analyzes the conflict from a critical geopolitical perspective sensitive to the importance of localized context and agency in world affairs and to the limitations of state-centric logics in capturing the connectivities, flows, and attachments that transcend state borders and characterize specific locations. The paper traces the historical antecedents to the August 2008 conflict and identifies major factors that led to it, including legacies of past violence, the Georgian president's aggressive style of leadership, and renewed Russian "great power" aspirations under Putin. The Kosovo case created normative precedents available for opportunistic localization. The author then focuses on the events of August 2008 and the competing storylines promoted by the Georgian and Russian governments. The aim of this article is to discuss how a combined comparative and transnational approach can widen our understanding of historical change. By using examples from the first wave of the women's movement in Sweden and Canada we argue that exploring national differences, investigating differences in class and political culture and finally even tracing the transfer of resources and ideas could open up for new perspectives in gender history. Comparisons of women's organizing in different countries, but within the same international organizations, could help us to discern common structures that otherwise tend to be regarded as unique in one national context. In addition, such an approach can help to highlight specific national opportunities, cultures or strategies influencing the outcome of women's organizing.  相似文献

I argue that transnational ways of seeing help us apprehend the histories of globalization, immigration and imperialism that frame and make legible cultural productions. Focusing on John Cameron Mitchell's 2001 film Hedwig and the Angry Inch, which has been almost universally received as being about transsexuality, this essay argues that the film is equally about transnationality and specifically about how queer identifications and identities are produced in relation to the nation-state. Hedwig explores the limits of national belonging and the pleasures of US popular culture through the lens of sexual and gender identity, with the ambiguity of the Hedwig's body embodying confusion about legal, political and cultural citizenship. The film identifies and critiques the violences of heteronormative national belonging, yet by reading Hedwig alongside the political and legal histories that make its narrative legible, it becomes apparent that the film's popular reception frequently erases the transnational and imperial histories that undergird and produce sexual identities and identification. I argue that cultural practices do not simply reflect national or queer identifications but also produce them. The fissures between the cultural work of the film itself and of its circulation illustrate how despite the mutual imbrication of sexuality and nationality, transsexuality is sometimes more readily apprehended than is transnationality.  相似文献
