Political geography has an established tradition of engaging with religiously-driven geopolitik. However, despite the remarkable growth in professed atheist beliefs in recent decades and the popular expression of an imagined geopolitical binary between secular/atheist and religious societies, the geopolitics of irreligion have received almost no attention among academic practitioners. This paper outlines the core tenets of ‘New Atheist’ philosophy, before addressing how its key representatives have taken positions on the ‘Global War on Terror.’ In particular, we critically interrogate the works of Richard Dawkins, Sam Harris, and the late Christopher Hitchens and identify a belligerent geopolitical imagination which posits a civilizational clash between an existentially-threatened secular, liberal West with responsibility to use extraordinary violence to protect itself and the world from a backwards oriental Islam. The paper concludes with four possible explanations for the paradox that the New Atheist critique of religion for being violent acts itself as a geopolitical incitement to violence. In so doing, we seek to navigate debates about the nature and purpose of critical geopolitical research given that the historical, intellectual and political contexts in which it was formed have changed.  相似文献

ABSTRACT

As part of its economic diplomacy, Australia has directed intense effort into both bilateral and plurilateral trade negotiations such as the Trans-Pacific Partnership. According to then Minister for Trade and Investment Andrew Robb, with no major multilateral trade deal in decades, you have to ‘row your own boat’ or risk missing out. With the fundamentals of trade and the nature of trade negotiations changing, trade liberalisation has become an increasingly sophisticated and difficult negotiating area. A case study of the controversial TPP shows the tensions for a middle power navigating this space. The benefits of the TPP are contested and the government faces criticism of the adverse impacts of the agreement, especially investor-state dispute settlement clauses, impact on human rights and suspicion that the TPP is motivated by geopolitical drivers. In order not to lose more than it gains in moving away from the multilateral trade system, Australia must ensure that trade agreements are consistent with WTO rules and have open and fair accession regimes as a basis for signing. Finally, there is the need for higher levels of transparency and democratic accountability than has historically applied. A new white paper is necessary to make the case for trade liberalisation.  相似文献

Although they are often subjected to critical scrutiny, formal geopolitical practices have rarely been put on trial. One exception is the case of Gudmund Hatt (1884-1960), professor of human geography at Copenhagen University from 1929 to 1947, who was found guilty of “dishonorable national conduct” for his geopolitics during the German occupation. As a contribution to the critical history of geopolitical traditions, this article investigates Hatt as an example of a small-state geopolitician. Particular attention is given to his view of geopolitics as a practice and as an essentially material struggle for Livsrum (living space), and what this made him infer for the great powers and for small-state Denmark. Hatt’s geopolitical ideas had many parallels to those of his great-power contemporaries, but in important respects, his analyses also differed from traditional geopolitics. It is argued that, to a significant degree, this difference is related to the fact that Hatt narrated geographies of world politics from a small and exposed state with few territorial ambitions. This made him emphasize economic relations, efficiency rather than territorial size, and the geopolitical role of the Danish Folk (i.e., the nation). Hatt’s position as a peripheral observer to the geopolitical mainstream may also explain his understanding of geopolitics and living-space politics as practices pursued by all great powers.  相似文献

The governance of Antarctica has re-emerged as a geopolitical issue in the past decade due to the increased presence of China, India and Russia; the continent's importance in understanding global climate change; and its economic potential as a source of marine, genetic and mineral resources. This article examines the challenges for the Antarctic Treaty System (ATS) in this context and the consequences for Australia's foreign policy in its dual role as both a territorial claimant and supporter of ATS norms of cooperative science and environmental protection. The central argument is that Antarctic ‘bifocalism’ is under pressure as increased commercial activity and problematic jurisdictional interfaces with other regimes create difficult regulatory challenges for the ATS and encourage assertions of sovereignty that cannot be resolved within the existing regime. Consequently, the author argues that it is vitally important for Australia to preserve the legitimacy of the ATS through a policy framework of ‘strategic denial’ that aims to prevent all states from acquiring sovereignty over Antarctic territory. Australia should therefore reject recent proposals to securitise Antarctic policy or pursue World Heritage listing because they involve assertions of sovereignty that risk fracturing the ATS and thus compromise Australia's enduring interest in keeping Antarctica as ‘a continent of international cooperation and peace’.  相似文献

ABSTRACT

The Turnbull government presented Australia’s fifth national multicultural policy statement in March 2017. This article analyses the policy statement and argues that it represents the most significant change to Australian multicultural policy in four decades. Among other things, it abandons the language of government responsiveness to cultural diversity that previously defined Australian multiculturalism. The 2017 policy amounts to a new form of post-multiculturalism—different from earlier conservative, neoliberal and centre-left versions—in that it seeks to ‘mainstream’ multicultural policy on the grounds that Australian multiculturalism has succeeded in its intended task. While a mainstreaming strategy of this sort is, I argue, theoretically consistent with Australia’s liberal nationalist approach to cultural diversity, the institutional and attitudinal conditions that it presupposes are yet to be fully realised in Australia. More multicultural work needs to be done before this kind of post-multiculturalist approach is practicable.  相似文献

Abstract: This paper seeks to theorize the structuring of geopolitical worldviews and attitudes by the comic book medium and by serial popular culture more broadly. Evidence of the use of comic books to promote specific discourses by geopolitical actors is presented, and the conventions that govern the limits of comic book narration are outlined. Among the conventions of production discussed are the role of “continuity” as a structuring force and the serial nature of most comic books. The impact of these conventions is viewed through an examination of Watchmen and Captain America comic books. Both series revolve around issues of political legitimacy and the structuring of geopolitical space, but do so in different ways. This leads to insight connecting seriality with the concept of the nation itself. Finally, a theorization of the limits to comic book and other serialized discourse is outlined, and its ultimately conservative political outcome is described as endemic to the genre.  相似文献

This article interrogates the geopolitical content of the internationally popular television series Bron/Broen (‘The Bridge’) and its two subsequent adaptations. In my analysis of The Bridge as a global phenomenon, I make a threefold contribution to the literature of popular geopolitics and cultural geography. First, in a normative contribution intended to challenge mainstream assumptions regarding the banality of the medium of television, I situate TV-viewing within the discursive battlefield of global politics as an affective act of world-building, a phenomenon enabled by the emergence of a third phase of television (Television 3.0). Second, via a theoretical contribution, I conceive of Bridge-gazing as a form of quotidian geopolitical interaction, wherein the spectator maps their own emplacement in the world’s various (b)order regimes, while also engaging with the distant politics of the series’ narratives. And, third, in an empirical contribution, I provide a exegetic analysis of the three iterations of The Bridge by interrogating the three series’ geopolitical interventions into pressing issues associated with unfettered globalisation, the purported victory of neoliberalism and the waning of the nation-state.  相似文献

Compared to its relations with the People's Republic of China (PRC), Australia's relations with Taiwan are often underrated. As a substantial trading partner and as a polity that has transformed into a robust ‘Asian democracy’, Taiwan constitutes a significant if highly complex dimension of evolving Australian foreign policy. A workshop was convened at the Australian National University in early May 2007 to consider the evolving geopolitical, economic and socio-cultural dimensions of bilateral relations between these two regional actors. Among the basic themes emerging from workshop deliberations were how the growth of Chinese power would effect stability in the Taiwan Straits and throughout maritime Asia; how Chinese power would shape future order-building in the region and any role that Australia and/or Taiwan might play in that process; how Taiwanese democracy would factor into any future regional order and what Australia's future Taiwan posture should be given that that country is committed to a ‘one China policy’ acknowledging the PRC as China. Among the conclusions reached were that Australia must intensify its diplomatic efforts toward both Beijing and Washington to ensure that potential Sino–American differences over Taiwan do not escalate into military conflict and that time and generational change may work to facilitate a peaceful solution to this protracted security dilemma? ? ABSTRACT

In the decade preceding the election of the Abbott Coalition Government in 2013, a so-called ‘golden consensus’ governed Australian aid policy. During this period Australia’s aid spending increased by over 80% in real terms. However, after winning government the 2013 Federal Election, the Abbott Government made a series of significant and unexpected aid policy decisions, cutting the aid budget three times in fifteen months and integrating AusAID, Australia’s aid agency, into the Department of Foreign Affairs and Trade. This article considers the future role of aid in Australia’s diplomacy primarily by engaging with a prior question: how was it possible for the golden consensus to be uprooted so easily? Conducting a post-mortem reveals that Australia’s development constituency bears some responsibility for the fragility of the consensus. This analysis also reveals the critical role the development constituency will play in determining the extent to which Australia is able to embrace the ‘beyond aid’ agenda. To meet this contemporary challenge, the development community must heed the lessons of the collapse of the golden consensus and, in particular, overcome its reticence to engage in broader foreign policy debates.  相似文献

This paper examines the central role of the camp in the early Israeli state period and its spatial and geopolitical evolution. Unlike official Israeli history, which presents the immigrant camps as an inevitable improvised response to the unexpected problem of mass immigration, I examine the camp as a strategic modern biopolitical instrument that allowed for the state's profound geopolitical changes and was itself altered according to them. The paper analyses the ways in which the camp facilitated the creation of Israel as a state formed by two seemingly contradictory, but in fact complementary, conditions: on one hand, a product of a chaotic ‘state of emergency’ and a form of ‘ordered disorder’ created by mass immigration, and on the other hand, a product of a comprehensive, tightly controlled modernist project combining physical planning and social engineering. This duality reveals the role of these immigrant camps, which were created both in Israel and abroad, as spatial ‘black holes’ which swallowed the contradiction between the radical geopolitical transformation and the rational self-image of the Israeli state-building project. The evolving and hybrid typologies of the camp in Israel's pre-state and early-state periods expose it as a versatile instrument, highlighting the need for informed spatial and geographical genealogies of the camp in order to illuminate its various transformations.  相似文献

Whaling has been a consistent theme in Australia’s relations with Japan since the 1930s, Australia having endeavoured to regulate, restrict, or bring to a complete halt Japan’s Antarctic whaling virtually since it began. Australia’s motivations have been mixed, involving at various points, some combination of protection of Australia’s coastal whaling industry, concern for Australia’s security, for safeguarding Australia’s Antarctic territorial claim, and more recently, concern for Australia’s whale-watching industry and/or for the whales. Since environmental consciousness became a primary factor in the 1970s, Australian policy has been aligned with that of anti-whaling non-governmental organizations (NGOs), albeit that certain actions of NGOs have caused difficulties for the Australian Government. Law – inclusive of legal argument in the course of diplomacy, domestic laws, and international litigation – has been a mechanism of influence used by the Australian Government and NGOs. This paper traces Australia’s legal opposition from its beginnings until Japan’s announcement in December 2018 that it would end Antarctic whaling.  相似文献

This article aims to develop the agenda of a grounded, contextual critical geopolitics, with particular emphasis on the interaction between local and hegemonic geopolitics. This is achieved by examining the local reception of the geopolitics of the ‘global war on terror’ (GWOT) in the context of the establishment of US bases on Romanian territory following the 2004 US Global Posture Review. A close reading of this context reveals a complex and ambiguous relationship, simultaneously assertive and subversive, between the GWOT's sui generis, territorially non-specific geopolitics of transit, and Romania's exceptionalist geopolitics of place, significance, and convergence. Not only did the GWOT geopolitics fail to erase local geopolitics, but it also became muddied, contaminated, and inadvertently destroyed by the ‘old’ local geopolitical knowledge. This suggests an understanding of geopolitics as a palimpsest, the product of serial, imperfect, synchronic and diachronic erasures and writings-over that produce geopolitical knowledge of, and in different contexts. In broader conceptual terms, this study highlights the heteroglossia of geopolitical knowledge, the resilience of local geopolitics, and the importance of contextual sensitivity in the pursuit of the normative mission of critical geopolitics.  相似文献

The High Court of Australia’s decision in Monis v The Queen and Droudis v The Queen concerned whether Monis and Droudis’s use of the postal service to send offensive letters warranted the constitutional protection of the implied freedom of political communication. The outcome was a split decision: the three men judges found for Monis and Droudis, and the three women judges against. We argue that this decision was significant because it draws attention to the law’s key role in framing political understandings of the nature of and demarcation between public and private spheres. The Court’s interpretations concerning how we should understand and apply the foundational relationships binding the state, the individual, and the public and private spheres in the twenty-first century highlights the gendered complexities of the politics shaping those relationships. It also highlights the gendered privileging of what sort of speech should be exempted from the law’s immediate purview, and in so doing, further reveals the masculinism upon which Australia’s constitutional framework rests.  相似文献

The atlas emerged as a cartographic and bibliographic response to early modern Europeans’ search for geographical order in a rapidly changing world. In particular, atlases were mediators in the restructuring of European ideas about political territory which culminated in the emergence (by the end of the eighteenth century) of the territorial state and its progeny, the nation‐state. For more than two centuries atlases defined political territories ever more precisely for their readers and expressed hierarchical relationships among those territories, while giving form to the political territoriality and geopolitical orientations of particular nations.  相似文献

This paper examines how racial violence underpins the European Union’s border regime. Drawing on two case studies, in northern France and the Balkans, we explore how border violence manifests in divergent ways: from the direct physical violence which is routine in Croatia, to more subtle forms of violence evident in the governance of migrants and refugees living informally in Calais, closer to Europe’s geopolitical centre. The use of violence against people on the move sits uncomfortably with the liberal, post-racial self-image of the European Union. Drawing upon the work of postcolonial scholars and theories of violence, we argue that the various violent technologies used by EU states against migrants embodies the inherent logics of liberal governance, whilst also reproducing liberalism’s tendency to overlook its racial limitations. By interrogating how and why border violence manifests we draw critical attention to the racialised ideologies within which it is predicated. This paper characterises the EU border regime as a form of “liberal violence” that seeks to elide both its violent nature and its racial underpinnings.  相似文献

An overtly hostile response to asylum seekers was observed in questionnaire responses provided by residents of Port Augusta, South Australia in April 2002. A social construction approach to identity and representation was used to interrogate this antagonism within its social, cultural, political and geographical contexts. Asylum seekers were constructed as ‘burdensome’, ‘threatening’ and ‘illegal’, and opposition to them was set within the discursive framework of a ‘Self/Other’ binary. Enmity towards asylum seekers was articulated concurrently with overwhelming support for the Federal Government's exclusive and deterrence‐oriented asylum policies. However, vehement opposition was expressed regarding the government's decision to construct Baxter Immigration Reception and Processing Centre in close proximity to Port Augusta. Factors contributing to the respondents’ negative perceptions of asylum seekers include xenophobia (specifically Islamophobia), events of geopolitical significance, and problematic government and media representations of asylum seekers. An awareness of these factors is necessary to unpack and, potentially, to destabilise the negative constructions of asylum seekers circulating in contemporary Australian discourses. Their entrenchment in the national consciousness may lead to tangible social implications including fear, friction and ultimately violence between the ‘Self’ and ‘Other’, and this should therefore be countered. Community antagonism also contradicts notions of a culturally tolerant Australia and fosters electoral support for the policies of exclusion and deterrence that undermine Australia's commitment to international human rights frameworks.

ABSTRACT

Foreign policies of landlocked states have been a topic of interest for scholarship on international relations but the landlocked states in South Asia have received negligible attention. Due to their geographical realities, South Asian landlocked states that include Afghanistan, Bhutan and Nepal, depend on their neighbours for trade with the outside world. A range of factors place landlocked states in an unequal relationship with their coastal neighbours. While these factors include the superiority of coastal neighbours in terms of economy, population size, and military strength, we argue that their landlockedness plays a crucial role. To further investigate the role of landlockedness, this study compares the foreign policy decisions that guide India-Nepal and Afghanistan–Pakistan relations. Based on the assessment of historical, economic and geopolitical factors, we argue that India and Pakistan exploit their landlocked neighbours to achieve their national interests. Frustrated by the treatment of their coastal neighbours and the presence of new trade opportunities have compelled Afghanistan to use its closeness with India to counter over-dependence on Pakistan and Nepal has enhanced cooperation with China to overcome its reliance on India, thereby creating a new geopolitical dynamic within South Asia.  相似文献

A prominent UK-based political and historical geographer analyzes ethnogeopolitics, a new trend in Russian political discourse that is distinguished by the primary role it assigns to ethnicity (rather than the nation-state) as a geopolitical factor—i.e., recognizing formal (often poly-ethnic) ethno-national groupings on their respective ethnic spaces as important "geopolitical subjects" in their own right with a certain autonomy in world politics. After defining and otherwise setting out the differences between ethno-geopolitics and the more mainstream school of Russian geopolitics emerging after the disintegration of the USSR, the author proceeds to assess the extent to which ethno-geopolitics is shaping current Russian geopolitical thought in two critically important arenas: (1) Russia's relations with other great powers at the global level and (2) the dynamics of ethnicity (and inter-ethnic relations) within its own boundaries as well as in neighboring states.
