Do truth commissions achieve truth? Do they achieve reconciliation? This article will consider these two questions in turn. I argue that truth commissions have failed to discern and report accurate and complete records of past atrocities, but they are socially and politically purposive. To reach this conclusion requires examining some theoretical concerns about the nature of truth and consideration of the accuracy and completeness of commissions’ reports. I argue that truth commissions do not achieve reconciliation, but they can catalyse it. I develop this argument through examining meanings of reconciliation, its (contested) relationship with truth and issues that complicate and advance its achievement. In this article I differentiate between truth as a product—a commission's report—and truth seeking as a process. I examine the contribution of both product and process to the achievement of truth and reconciliation.  相似文献

Across the United States, communities encumbered by violence, economic injustice, legacies of oppression and continued social, economic, and political marginalization are increasingly turning toward truth and reconciliation commissions (TRC) to address and remedy persistent inequality. While modeled after the international truth movement, TRCs in the United States are often not state-sanctioned and characterized by fundamental differences that beg the question: How are peace and justice dialectically linked to, and flow from geographic specific understandings of violence? Drawing from the TRC experiences of Greensboro (NC) and Detroit (MI), this paper examines the way communities that were burdened with a history of violence are turning toward TRCs as viable vehicles for addressing violence and inequality in contemporary US society. This paper furthers our understanding of the geographic ruptures violence creates in communities and the often hidden realities that the legacy and memory of violence has for oppressed people in the United States.  相似文献

The Howard government's foreign policy objectives concerning East Timor remain the subject of intense historical debate. Given that some Indonesians harbour suspicions about Australia's role in East Timor's independence, it is important to reflect on Australia's diplomacy throughout this period. This article draws on 15 interviews with former politicians and officials—including Prime Minister John Howard and Foreign Minister Alexander Downer—to argue that in 1998, Australia's foreign policy was focused on supporting Indonesia's democratisation process and maintaining the bilateral relationship. It was only when Indonesia moved towards a ‘special status’ of autonomy for East Timor that Australia reconsidered its own position. Although rarely acknowledged, Australia's policy shift actually precipitated outcomes that it had sought to avoid. As such, Habibie's decision to allow self-determination in East Timor can only be viewed as an unintended consequence of Australian diplomacy—independence was never the objective of Australian foreign policy.  相似文献

Abstract

This essay is concerned with the nature of the human experiences of transcendence and solidarity with particular reference to state-sanctioned violence and the non-violent resistance inspired by Christian faith. With research undertaken in East Timor, the essay identifies two different forms of transcendence—one marked by mob violence; and the other by ecclesial solidarity. It explores these forms of transcendence in the context of the statesanctioned executions in East Timor that occurred in 1999 after the populace voted for independence from Indonesia, which had brutally occupied the territory from 1975 to 1999. Through the story of a group that was to be executed, the essay explores the nature of state-sanctioned violence as structured by violent transcendence; and the Christian solidarity informed by a pacific transcendence located in the victimhood of Christ. The essay claims that the anthropological insights of René Girard provide an important lens to understanding the East Timorese experience, in which I argue that statesanctioned violence was resisted through the pacific transcendence located in Christ that awakened a consciousness of the victim.  相似文献

The French–Portuguese Ethnological Mission to Portuguese Timor (1966/1969) financed by French and Portuguese research bodies and initially directed by Louis Berthe was the first mission that conducted lengthy and thorough ethnographic research in East Timor vernaculars and with East Timorese communities. Using personal and scientific archives, printed and oral sources, this article analyses the mission’s background, the role of Ruy Cinatti (a Portuguese poet, former colonial official in Timor and anthropologist trained in Oxford) in its launch, and its political and scientific context. The mission, undertaken during the Portuguese late colonial period and subject to the Portuguese authorities’ approval and surveillance, marked East Timor as a site of anthropological inquiry into the Anthropology of European tradition produced in Southeast Asia, affiliated to post-war structuralism. This case study throws light on individual agency, Portugal’s shortcomings in modern anthropology training, the international competition for Portuguese Timor as part of the Indonesian “field of ethnological study” and the transnational connections in its construction in the era of decolonization.  相似文献

Attacks on built cultural heritage often occur during times of armed conflict. Many such acts are not collateral damage, but rather are deliberate and ideologically driven assaults intended to eradicate the adversary’s identity and collective memory. They represent ‘urbicide’ and ‘identicide’. The victims typically attempt to mitigate the loss, frequently by reconstructing the lost historic place and thereby restoring tangible evidence of their identity. Reconstruction, however, is itself an ideological act and a destructive activity, since it erases memories of the violence and removes physical evidence. The United Nations Educational, Scientific and Cultural Organisation has commemorated several cultural heritage sites that have been destroyed and subsequently reconstructed, by inscribing them on the World Heritage List. Although this ensures the perpetuation of their memory, it may distort the original purpose of the list as a celebration of ‘outstanding universal value’. Beyond commemoration, a desired outcome is reconciliation. True reconciliation requires the release of anger and pain, so that memories of the violence may be retained without a desire for retribution. This article looks at a selection of acts intended at destroying cultural heritage, including some that did not occur during war, and examines means and motives for achieving mitigation and reconciliation.  相似文献

The fate of East Timor provides a barometer for how far the normative structure of international society has been transformed since the end of the Cold War. In 1975, the East Timorese were abandoned by a Western bloc that placed accommodating the Indonesian invasion of the island before the protection of human rights. Twenty‐five years later, it was the protection of the civilian population on the island that loomed large in the calculations of these same states. Australia, which had sacrificed the rights of the people of East Timor on the altar of good relations with Indonesia, found itself leading an intervention force that challenged the old certainties of its ‘Jakarta first’ policy. The article charts the interplay of domestic and international factors that made this normative transformation possible. The authors examine the political and economic factors that led to the agreement in May 1999 between Portugal, Indonesia and the UN to hold a referendum on the future political status of East Timor. A key question is whether the international community should have done more to assure the security of the ballot process. The authors argue that while more could have been done by Australia, the United States and officials in the UN Secretariat to place this issue on the Security Council's agenda, it is highly unlikely that the international community would have proved capable of mobilizing the political will necessary to coerce Indonesia into accepting a peacekeeping force. The second part of the article looks at how the outbreak of the violence in early September 1999 fundamentally changed these political assumptions. The authors argue that it became politically possible to employ coercion against Indonesian sovereignty in a context in which the Habibie government was viewed as having failed to exercise sovereignty with responsibility. By focusing on the economic and military sanctions employed by Western states, the pressures exerted by the international financial institutions and the intense diplomatic activity at the UN and in Jakarta, the authors show how Indonesian political and military leaders were prevailed upon to accept an international force. At the same time, Australian reporting of the atrocities and how this prompted the Howard government to an intervention that challenged traditional conceptionsof Australia's vital interests, is considered. The conclusion reflects on how thiscase supports the claim that traditional notions of sovereignty are increasinglyconstrained by norms of humanitarian responsibility.  相似文献

This article provides a multi-dimensional picture of West and East Timorese participation in war-time violence using Japanese, Portuguese and English sources. It argues that mobilization of the ‘natives’ by foreign forces in neutral Portuguese Timor brought about a reorganization of social relations on Timor Island. From a local perspective, the exploitation of the Timorese resulted in a great number of casualties, and intensified existing tensions, but also created trans-colonial communities.  相似文献

The eternal conflict between justice and violence is the theme of director John Ford's last great film, The Man Who Shot Liberty Valance. In the world of the American West where Ford's story is set, justice does not just happen; it is a work of manly courage that encompasses a willingness—in extreme cases—to kill those men, such as Liberty Valance, who challenge law and order. Justice will require, as Plato said, a rightly ordered soul, but it will be a soul that must do violence to realize justice in a world that too often resembles a Hobbesian state of nature. In Ford's view, the truth of these violent origins of justice are more likely to be obscured than illuminated by the civilized historian's account of this truth. And we do violence not merely to justice but also to truth itself if we fail to respect the hard reality that civilization requires such measures.  相似文献

In the last five decades the Middle East has been the scene of very intensive conflict, violence and terror. The magnitude of violence has intensified following the events of September 11, 2001. There has been an outpouring of writing and scholarship that focuses on the analysis of this phenomenon. This paper attempts to reveal the major factors that have contributed to the state of violence in the Middle East. The paper argues that the failure of most of the Middle Eastern regimes to widen the arena of political participation, as well as their inabilities to improve the socio‐economic conditions of the masses, has been the major cause for violence. Adding to this the US global strategy to fight terror, and subsequently the invasion of Iraq, as well as the failure to reconcile the Palestinian issue also precipitated the state of violence in the Middle East. It is only after redressing the socio‐economic and political grievances of the masses, and finding remedies to both the Palestinian and Iraqi issues that we can contemplate the idea of a peaceful and stable Middle East. In this article, the author will attempt to address each of these factors.  相似文献

Throughout the first three decades of the twentieth century, black people in New York City encountered white violence, especially police brutality in Manhattan. The black community used various strategies to curtail white mob violence and police brutality, one of which was self-defense. This article examines blacks’ response to violence, specifically the debate concerning police brutality and self-defense in Harlem during the 1920s. While historians have examined race riots, blacks’ everyday encounters with police violence in the North have received inadequate treatment. By approaching everyday violence and black responses—self-defense, legal redress, and journalists’ remonstrations—as a process of political development, this article argues that the systematic violence perpetrated by the police both mobilized and politicized blacks individually and collectively to defend their community, but also contributed to a community consciousness that established police brutality as a legitimate issue for black protest.  相似文献

A central factor in the failure to resolve the Israel–Palestine conflict is the direct competition that exists between its two most central international norms: ‘self-determination’, the fundamental claim of the Palestinians, and ‘self-defence’, the overriding concern of Israelis. Particularly since 9/11, Palestinian violence has been a liability for their cause and has served to validate Israel's self-defence arguments. Increasingly, Palestinian violence has been perpetrated by the Islamically oriented under the banner of jihad, which is understood almost exclusively in terms of armed struggle. Non-violence — which has the potential to undermine Israel's self-defence arguments and generate external pressure on Israel to adhere to the terms of a just peace — has been under-appreciated by such Palestinians. Non-violence is far from having a normative status in the Muslim world as an Islamically legitimate response to occupation and it is yet to be conceptualised as an effective form of resistance. The concept needs to be reformulated in accordance with the realities and opportunities confronting the Palestinians. Contextualisation combined with a maqasid or objective-oriented approach establishes non-violence as a preferable option to violence both in terms of the higher objectives of jihad, enshrined in the Quran, as well as of the attainment of Palestinian self-determination.  相似文献

A largely peaceful collapse of dictatorships both in the communist world and beyond occurred in 1989. That year also saw one notable failure: the violent suppression of peaceful protest in Tiananmen Square, raising the perennial question of how far dictatorships can be effectively undermined by non‐violent methods. This review article offers no definitive answer to the question but provides a series of specific case‐studies from different countries, each chapter written by an expert on the country concerned. Besides covering the collapse of communist rule in the Baltic states, East Germany, Poland and Czechoslovakia, it examines the role of non‐violence in four post‐communist revolutions: in the rump Yugoslavia, Kosovo, Georgia and Ukraine. But its scope goes far beyond the former communist world. The authors demonstrate that non‐violence has, with varying degrees of success, played a role in many regions—in India under British rule; in the US civil rights campaign; in Northern Ireland prior to the troubles; in Portugal during the transition to democracy in the 1970s; in Iran before the overthrow of the Shah; in the Philippines before the removal of President Marcos in 1986; and in Chile in the late 1980s, gradually ending the Pinochet dictatorship. The negotiated dismantling of apartheid in South Africa is the subject of a long chapter. The book also examines two conspicuous failures of peaceful protest—China in 1989 and Burma in 2007. The book's conclusions are understandably cautious, but the authors concede that civil resistance has proved a more potent weapon than was previously supposed. At all events, so the reviewer argues, the notion that civil resistance can only work in free societies has been proved demonstrably wrong.  相似文献

Abstract

The article explores the relationship between religion and violence—both in the role religion has played in overcoming violence and in sometimes being at the heart of violence. Recent Indian history of religiously fuelled violence is the case study in this article. Additionally, the history of Christianity is dotted with violence—imperialism and colonialism have been justified by some historians. This should be the basis for a challenge to the imperial and implicitly ‘Christian’ designs that accompany the present war against Iraq.

The Bible and Christian theology contain violent images. There is ambiguity in defining violence, because sometimes it is difficult to name the more subtle forms of violence. The authority of the Church is questioned as it has sometimes been silent about the violence within its own life.

The Churches need to engage in intra-Christian dialogue so as to mutually focus on the ministry of reconciliation and healing. The Churches need also to engage in inter-religious dialogue, recognizing a common spirituality of non-violence present in all religions.  相似文献

East Timor is the newest state of the twenty–first century. Yet its human development indicators compare with the most severely collapsed states in the world. Two and a half years of international administration by the United Nations seems to have had little effect on a social and political reality that has evolved by itself. In effect, the UN has given birth to a failed state. The purpose of governorship types of intervention — which attempt to (re)build governments that have collapsed or states that have failed — was to take control of a local political process and break with an abusive past. This aim was the rationale behind the most total form of international administration — UN statehood and international sovereignty in East Timor. In practice, however, the intervention failed to decentralize its own absolutist form of authority, but succeeded in excluding the local population from the equation. If there is to be any future for interventions that are both effective and legitimate, then they will need to guarantee much greater and genuine integration of the local population. ‘Participatory intervention’ is the next doctrinal puzzle to solve in the evolution of international state–building enterprises of any brand.  相似文献

This study seeks to revisit and evaluate the “combat theology” developed by Canaan Banana, a contemporary theologian, Methodist minister and the first president of Zimbabwe, notably with regard to the issue of land dispossession. It does so primarily against the backdrop of the historical analysis of the ways in which power operated at the intersection of religion and politics during the first three decades after Zimbabwe’s attainment of political independence (1980). The article interrogates several facets of Banana’s liberationist view of justice with regard to the land issue, including (a) speaking truth to political power, regardless of consequences; (b) bearing a prophetic witness vis-à-vis the church’s own complicity in wrongdoing; as well as (c) making a distinction between the selective acts of “liberating violence” and the systemic violence inherent in unjust socio-political structures.  相似文献

ABSTRACT Customary land tenure claims provide a useful analogy for customary access and usage rights to critical water resources. In an increasingly water‐constrained future, such rights are at risk of political and economic contestation and local communities may find themselves abruptly divested of critical water resources just when they need them most. The new nation of East Timor is not abundantly endowed with water and inland sources are particularly vulnerable to the impacts of reduced rainfall and groundwater contamination. Recently McWilliam (2003) has suggested that in future disputes over Timorese sea tenures, the recognition of customary access or exclusive property rights to specific water resources will depend upon clearly articulated evidence of longstanding cultural associations and interactions with the aquatic landscape. The ethnographic literature provides substantiating accounts of the centrality of water in the local cosmologies of various East Timorese ethnic groups. This paper extends McWilliam's marine argument to inland water resources by reviewing the salient ethnographic evidence for Bunaq, Mumbai and Eastern Tetum populations to show that water is a key organising metaphor in the expression of Timorese kingroup affiliation, social identity and power relations. Local ritual practices further affirm customary rights of access and water use. There is an urgent need for such customary rights to water to be recognized in the current redistribution and demarcation of internal boundaries in East Timor, as well as in future struggles against vested economic and political interests.  相似文献

This paper explores the pivotal status of mountain spaces in the 19th-century imaginary of wild peoples and black races in island Oceania. It adopts the notion of ‘heterotopia’ in order to examine how arrangements of human difference and spatial alterity were productively brought together in racial anthropology and in colonial praxis. Taking the example of the Portuguese former colony of East Timor, the author argues that anthropological theories of ‘mountain Negroes’, local categories of ‘mountain enemies’ and experiences of colonial hostility were mutually reinforcing.  相似文献

ABSTRACT

East Timor's twin experiences of colonialism established its collective identity and internally recognised rights of self-determination. Political boundaries were created through negotiated treaties between Portugal and the Netherlands, and Portuguese colonialism provided East Timor with its status as a non-self-governing territory under international law in 1960. Indonesian colonialism resulted in a discursive battle over identity as both the Indonesian government and East Timor's independence movement employed ethnocultural narratives and myths to persuade the international community of the legitimacy of their respective political claims. During debates over East Timor's political status that occurred between 1975 and 1999, Indonesia emphasised the ethnic ‘kinship’ between Indonesians and East Timorese. In contrast, East Timor's representatives emphasised cultural links with Portugal and Melanesia to prove its distinctiveness from Indonesia.  相似文献
