Has the Cold War returned to East Asia?

The rise of a non-democratic China as the world ‘s second largest economy, still officially subscribing to Communism or ‘Socialism with Chinese characteristics’ as its ideology1^?1 In Xi Jinping's first speech as the new Chinese leader, after assuming his position as Party Secretary at the 18^th Party Congress in November 2012, he declared that, “we will ensure that our Party will remain at the core of leadership in advancing the cause of socialism with Chinese characteristics”. By adopting the term “Socialism with Chinese Characteristics” – zhongguo tese de shehui zhuyi, the Chinese Communist Party has argued that it has not abandoned socialism by introducing foreign capital and the opening up the Chinese economy to market forces. But to what extent are there historical parallels between the Cold War and the current East Asian international relations system?

The director of the Institute of Geography accuses Anuchin of having misrepresented the character of the research conducted at the institute. Gerasimov says that the institute's present emphasis on the study of natural resources and the forecasting of changes in the natural environment that result from man's activities in fact require close collaboration between physical and economic geographers.     

Samuel Pepys’s Navy Preserved In Situ?

Abstract

This paper will focus on the wreck of the Stirling Castle, which was one of four ships of the line to perish on the Goodwin Sands during the Great Storm of 27 November 1703. The Goodwin Sands lies off the south-east coast of Kent between Dover and Ramsgate. These sands are famously known as the ‘Ship Swallower’. This paper will discuss what has been learnt from the site’s investigations, the heritage management issues of preservation in situ, and offer a strategy for the future management of the site.     

‘The Next Wave of Italians Has Come to America’: Italian Investments and Business in the United States, 1980-2013

Abstract

This article examines the economic and socio-cultural impact of Italian investments and business in the United Stated from the 1980s onwards. It investigates flows, networks and ideas that have cut national boundaries and politically-defined spaces. The article argues that the last three decades of Italian investments and business in the USA have re-defined the symbolic space held by Italy and Italians in the American imagination. It also argues that the distinctive Italian contribution to the American business environment lies in the so-called ‘fourth capitalism’ and in the family business aspects of Italian Capitalism.     

What Has the Geography of Sleeping Arrangements Got to Do with the Geography of Our Teaching Spaces?

As geographers we are used to researching and teaching about those other than ourselves and it is timely to turn our gaze on the social and spatial practices of our own teaching spaces. One particular teaching space is the overnight geography field trip, a context in which geography fieldwork is ostensibly the main focus for two or more consecutive days. Teaching spaces such as classrooms and field trips, like all social spaces, are imbued with spoken and unspoken assumptions about sexuality, gender and 'race'. Geography field trips are one site in which to examine how social space is constituted via spoken and unspoken assumptions and how these assumptions shape field trip participants' understandings of themselves within these spaces. Simultaneously, field trips offer a site for the consideration of the socio-spatial relations of the reproduction of contemporary geographic knowledge. This article is one response to what Jon Binnie identified as an urgent need for geographers to understand how geography is being taught. Although sleeping arrangements are 'not formally notified' as part of fieldwork activity, the author demonstrates how sleeping arrangements conveyed important messages about sexuality, gender and cultural practices during seven overnight field trips held by two universities and two high schools in New Zealand. The concern is how apparently mundane arrangements such as the organisation of sleeping might reveal the ongoing hegemonic social and spatial relations of teaching and learning geography, as these are shaped by sexuality, gender and 'race', so that we might be better informed to challenge and change these practices.     

The Making(s) of an Alternative Urban Policy: What Happens When Free Fares Come to Town?

While many urban policies and practices claim to offer an “alternative” to the “mainstream” of urban entrepreneurialism, they remain under-theorised and prone to alignment with entrepreneurial agendas. In this paper I examine fare-free public transport (FFPT) as a salient example of an alternative urban policy. Looking at Aubagne (France) and Tallinn (Estonia), I explore what happens when an alternative policy “comes to town”. I detect how FFPT enters local urban regimes, and study the (non-)participation of public transport passengers and workers in the decision-making process about whether and how to abolish public transport fares. My analysis reveals that albeit alternative policies such as FFPT seem to oppose entrepreneurialism, they may hinge on urban regimes that span across institutions, leave the local configurations of power unchallenged, and strenghten local elites. The adaptability of alternatives to diverse political and intellectual positions explains their resilience. Consequently, their radical character cannot be taken for granted and remains an object of political struggle.     

The New Spirituality,or The Democratization of Divinity and Vice Versa (Has the New Age Come of Age?)

America and indeed the West have been witnessing the emergence of a new spirituality. Where once one looked for God beyond oneself, many now claim to have found God within. Perhaps contrary to initial appearances, the New Spirituality embraces many important tenets of older philosophic and spiritual traditions. But for this very reason (among others), the New Spirituality also stands in need of critique informed by those same traditions. This article explores the character and origins of the New Spirituality and attempts a critique from the perspective of Socratic or classical political philosophy. The effort at critique yields a certain appreciation, including the suggestion that the New Spirituality might help us gain access to certain elements of the classical tradition. But the critique also addresses a troublesome utopian temper that raises serious questions about the wisdom and goodness of this growing movement.

Has planning been de‐democratised in Sydney?

This paper investigates the complex and continuously evolving processes of de‐democratisation evident in urban planning practice in Sydney between 2011 and 2017. New South Wales' successive rounds of planning reform, establishment of a metropolitan commission, and amalgamation of local governments over that period have aimed to reduce local democratic participation in planning decisions, but they have had uneven success. I argue that while New South Wales' efforts to streamline development and de‐democratise planning have evolved considerably in response to multiple forms of opposition, the success of the neoliberal project is still uncertain. The insights this story offers add complexity to theorists' claims about the inevitability of depoliticisation and the end of meaningful democratic engagement. The story also offers insights about how power is created, lost, and regained in particular local circumstances.     

From Civil War to ‘Civil Society’: Has the End of the Cold War Brought Peace to Central America?

Revisiting one arena of the Cold War—Central America—which dominated international headlines in the 1980s, this article explores its legacy on the region. It asks whether the ending of the Cold War and the peace accords which concluded the internal wars of Nicaragua, El Salvador and Guatemala in 1990, 1992 and 1996, respectively, have brought sustainable peace, development and democracy. In particular, it explores the changing agenda of international financial and development agencies which have supported the postwar reconstruction of the region. The experiences of Nicaragua and El Salvador have shown that failure to coordinate the efforts at economic adjustment with those of peace-building compromised the possibilities of development and democratization, particularly for the poorest sectors of the population. Conservative elites who emerged intact from the war were able to consolidate their economic power, and resist and limit political reform, while handing responsibility for the poor and the former war zones to international agencies. The latter have shifted their agenda in the Guatemalan peace process, incorporating a strategy of 'civil society strengthening' in order to build capacity within society to create more accountable and democratic states.
The conclusion of the article explores the ambiguities of this strategy. On the positive side it legitimizes and protects the newly won but fragile freedoms of speech and association in the region; on the negative side, it risks turning a historical social and political dynamic into externally funded 'projects' with limited sustainability, whose outcome many international agencies tend to assume they can shape to their own expectations.     

Who Has the Rights to Talk About the Human——Rights of Tibetans

At present, Tibetan human rights are a hot topic amongst some people right around the world. On the face of it they sound plausible. But as a matter of fact, they have absolutely no idea of what “Old Tibet” （referring to the time before the peaceful liberation in 1951） was really like, how the Tibetan slaves/serfs lived in old Tibet and how they survived in an appalling lack of numan rights in those days.     

Has the euro sustainably increased home price co‐movement?

A low level of co‐movement between different euro country housing markets creates difficulties for the ECB in setting monetary policy. Such co‐movement across eurozone countries has been the subject of a number of studies, using different methodologies and finding mixed results. In this study, we use endogenous break methods to explicitly test for whether the introduction of the euro has changed home value co‐movement. We also employ informal correlation analysis. Endogenous break results indicate no sustainable increase in co‐movement attributable to the euro, whereas correlation analysis is suggestive of a decrease in synchronization since the currency's introduction.
