Abstract

This paper examines what it means to study national identity politics in an age during which state-to-state relations are being conceptualised increasingly in terms of economic rivalry and less in terms of political enmity. It is suggested that this transformation has not been sufficiently taken into account in the study of national identity politics that continues to operate on the basis of the friend-enemy distinction. It is also suggested that the ‘old school of national identity politics’ with its emphasis on territorial exclusion and geopolitical images of threat and enmity has done highly important work in deconstructing security discourses and it is noted how they are linked to a specific, realist understanding of the world. That is, they have disclosed how what Alexander Wendt calls the ‘Hobbesian culture of anarchy’ has motivated national identity politics. Further using Wendt's characterisation of the three cultures of anarchy, the paper suggests that in the practices of contemporary national identity politics the logic of economic competitiveness and the logic of political enmity continue to co-exist but that ‘state survival’ is being increasingly understood as a matter of economic competitiveness and decreasingly as that of military power. On this basis it is argued that the era of competition states begs an analysis of the conflictual and often contradictory articulations of the Self's relation with the Other. It is proposed that a fruitful road of enquiry would open up if national identity politics was examined within the framework of political struggles whereby the national survival and Self/Other relations are played out against the background of the global marketplace paradigm which resonates more with the Lockean than the Hobbesian culture of anarchy.  相似文献

ABSTRACT. Historically, conflict between the two communities in Cyprus has been characterised by the diverging demands of ethno‐nationalists. The introduction of the Annan Plan for the solution of the Cyprus problem has fostered new trends in Cypriot politics and a new alignment of the political forces on the island. This paper argues that the conventional ethno‐nationalist division and the left–right divide are no longer sufficient in understanding the conflict in Cyprus. The new dividing and unifying elements in Cypriot politics can be best understood through analysing the views of political actors on such issues as sovereignty, territoriality, identity and power‐sharing.  相似文献

This article combines political and economic geographies with social and cultural theory by reviewing structural and actor-centred approaches to urban governance alongside work on identity, community, masculinity and ‘rights to the city’. The article seeks to bring these literatures into dialogue via an analysis of mayoral politics, presenting empirical research from a UK city in order to highlight the influence of class, sexuality and racism on urban politics. It shows how theoretical and empirical engagement with unequal social relations and their discursive construction through cultural forms and practices offers fruitful avenues for geographical understanding of territorial and relational urban governance.  相似文献

The distinguishing characteristic of cultural policy in countries characterized by a legacy of coloniality is the importance of the identity formation and the politics that are involved in formulating its definition. At root, coloniality is an experience involving dominating influence by a stronger power over a subject state. However, this is not just a matter of external governance or economic dependency, but of a cultural dominance that creates an asymmetrical relationship between the ‘center’ and the ‘periphery,’ between the ruling ‘hegemon’ and the marginalized ‘other.’ In these circumstances, what constitutes an “authentic” culture, and how this informs national identity, is a central political and social concern.  相似文献

Abstract. The reconfiguration of political space is bringing about new forms of territorial politics. The meanings of nationalism and the state are being transformed and new types of autonomist movement are emerging. These are often seen as a resurgence of ethnicity, or as attempts to recreate mini nation-states fragmented from the existing ones. Mainstream political science tends to regard them negatively. It is argued that the resurgence of minority nationalism is also a response to the needs for collective action in a world of weakened nation-states. New forms of collective identity and action are emerging which recognise the limitations of traditional sovereignty and the necessary interdependence of the contemporary world. There is much that is new here, but also much that has always been present but has been lost in the state-centred perspective of political science. The argument is illustrated by an examination of three of the most electorally successful nationalist movements in the Western world, in Quebec, Catalonia and Scotland. These are seen not as classic nationalist movements but as nation-building projects which recognise the limitations of the nation-state formula and are engaged in ‘stateless nation-building’. This project is difficult to translate into constitutional terms or to reconcile with the model of the state prevailing in the respective majority communities.  相似文献

This paper offers a reinterpretation of what critical theorist Moishe Postone calls 'the fundamental core of capitalism'. In so doing, it seeks to lay a set of theoretical foundations for a renewed Marxian political economy in geography, at a time when Marxism has been eclipsed as a leading critical paradigm within the discipline. The argument works on two fronts simultaneously. On the one hand, the ongoing hegemony of economic and political neo-conservatism is occluding the violent realities of a capitalist world economy behind the anodyne logics of free-market theory. These realities suggest the continued relevance of, and need for, a strong Marxian critique of political economy. But on the other hand, Marxism has been reprimanded by its erstwhile allies on the Left of geography for being too 'modern' and too capital- and class-centred. In light of this double challenge, the paper seeks to develop a 'both/and' Marxism for geography that can chart a third way between the antinomies of modern and after-modern modes of theorizing capitalism and class. A project of 'envisioning capitalism' is suggested on this basis, which combines the 'power' of modern theory with the epistemological reflexivity of after-modern theory. At the same time, capitalism and class are rethought at an ontological level and shown still to be essential features of the fin-de-millennium world, but far less closed and hegemonic than is suggested by modern modes of Marxism. Finally, a return to a class politics of redistribution is suggested, but in a way that draws in more recent Left geographical concerns with identity, difference and recognition.  相似文献

ABSTRACT

This paper examines social media movements, specifically #MeToo, in relation to the politics of feminism and white privilege in the contemporary global political economy. Analysis of social media movements is located as a key part of the intricate web of practices that enable certain types of gendered identity and socioeconomic privilege to intersect, in powerful ways and to potent effect. The paper argues that, while scholarship on the global political economy has not often taken seriously popular culture sources in and across world politics, and needs to do better in this regard, investigating the politics of popular culture, race and socioeconomic privilege in contemporary world politics is important. This is because such analysis foregrounds everyday, cultural practices of knowledge formation, building space for emphasising relations of power but also highlighting the possibilities of and for resistance, agency and avenues for creative thinking and doing in world politics.  相似文献

The pro‐life movement regularly employs tactics of political harassment in its campaign against abortion. As the murder of the controversial abortion doctor George Tiller in Wichita, Kansas, demonstrated last year, such tactics often betray a potential for violence. This paper explores how the militant tactics of the pro‐life movement in the 1990s have contributed to the formation of a ‘new’ political identity in Kansas politics: that of the moderate Republican. This article confronts a persistent challenge in research on children's geographies and politics: the difficulty of recognizing forms of political agency and practice that by definition fall outside of existing political theory. Children are effectively “always already” positioned outside most of the structures and ideals of modernist democratic theory, such as the public sphere and abstracted notions of communicative action or “rational” speech. Recent emphases on embodied tactics of everyday life have offered important ways to recognize children's political agency and practice. However, we argue here that a focus on spatial practices and critical knowledge alone cannot capture the full range of children's politics, and show how representational and dialogic practices remain a critical element of their politics in everyday life. Drawing on de Certeau's notion of spatial stories, and Bakhtin's concept of dialogic relations, we argue that children's representations and dialogues comprise a significant space of their political agency and formation, in which they can make and negotiate social meanings, subjectivities, and relationships. We develop these arguments with evidence from an after‐school activity programme we conducted with 10–13 year olds in Seattle, Washington, in which participants explored, mapped, wrote and spoke about the spaces and experiences of their everyday lives. Within these practices, children negotiate autonomy and self‐determination, and forward ideas, representations, and expressions of agreement or disagreement that are critical to their formation as political actors.  相似文献

ABSTRACT

This essay argues that queer theory’s ongoing reflection about its own disciplinary identity yields insights that could benefit contemporary political theology. Exploring how internal discussions and debates on the queerness of queer theory can serve as an instructive analogy for similar conversations about the “theologicalness” of political theology, this essay proposes two potential insights that can be gleaned. First, political theology should continue to draw on and do theology, but it should not worry about venturing outside the bounds of what is presumed to be the theological. Theological reflection develops from, and also engenders, communicative and critical expressions, which are deeply important theological modes of political theology, central to its identity even as they appear at times to broaden or stray from it. Second, political theology should look more to politics, broadly understood as the various ways of ordering human life and the utilization and manifestation of power in that structuring, for the theology it offers. In these ways and more, this essay concludes, political theology, like queer theory, is both theory and praxis, a body of knowledge and way of life.  相似文献

This article draws on research with resident action groups and other alliances in Sydney. It investigates the ways in which citizens work beyond the formal planning system to approach and achieve their urban development goals. The post‐political treatment of community voices in planning relies on the centrality of consensus politics in current participatory planning regimes. By providing a democratic outlet that is far removed from the actual development outcome, powerful urban actors can silence through inclusion. Planning theorists have posited that one pathway beyond this post‐political moment in urban planning is provided by Chantal Mouffe's critique of Habermasian communicative theory and consensus politics, which she bases on her theory of agonistic pluralism. Following Mouffe, to achieve a productive agonistic politics, any rigid antagonisms between “enemies” need to be moderated to more mutable “adversarial” positions. However, we have little knowledge of the conditions that might precipitate such a change in praxis. To address this gap between theory and praxis, we use focus group data to show how local resident action groups and urban alliances work through three modalities of antagonism to achieve their urban development goals. We add empirical weight to the idea that citizens can shift from rigid and fundamental antagonisms to the potentially more productive adversarial politics of agonistic pluralism but therein expose some limitations with how Mouffe's ideas are being applied to urban planning.  相似文献

The politics of identity and recognition regarding the Kurds in Turkey has gained momentum since 2002 but has never been implemented fully. The rightful critics emphasising the continuity of the State's authoritarian character, however, have not so far analysed if their own normative suggestions are theoretically consistent and sociologically grounded. Based on the Author's fieldwork and contemporary social surveys, this article shows that there are conflicting views within the Kurdish community about the forms that the politics of recognition could take. By exploring the conflicts of interest within the Kurdish community from a bottom‐up approach, the article concludes that the recognition of an authentic Kurdish identity is problematic sociologically. It is also more likely to harm than help the Kurds in the country from a normative perspective. The article explains how the quest for an authentic Kurdish political identity and attempts to generate it actually limit the individual autonomy and exacerbate the disparity between the Turks and the Kurds in the country.  相似文献

Traditionally, research on political preference has primarily focused on adults within their local political context. This research attempts to show that the perceived political preference of children is part of their national identity, and encompasses not only local politics but also the global and regional discourse. The present study surveyed 1187 Palestinian adolescents attending school, grades 5–7, in the West Bank to examine whether children's future political party preference is grounded in local/global discourse. The findings revealed a discrepancy between participants' perceptions of the local dominant political party and their projected political party preferences. This research argues that political party preference is facilitated through the transcendence of national identity embedded in children's geopolitical agency. The significance of the findings emphasizes that territorial boundaries are artificial; therefore, children's geopolitical agency is impacted by extraterritorial discourse and is able to transcend the local and regional context into a global politics.  相似文献

The formerly socialist East European countries have undergone extensive political and territorial changes since the collapse of the Soviet Union in 1989. This transformation has largely been associated with two simultaneous developments in the post–socialist states: nationalisation and European integration. The concept of post–socialist borderland underlines the scope and effect of post–socialist identity politics in the countries applying for EU membership, and also points at the dramatically changing political map of Europe.
In discussions about the ongoing European integration, stability is expected to emerge through inclusive arrangements. It has generally been thought that political accommodation is not at issue at the future internal or external borders of the EU. However, the European enlargement project faces severe problems as nationalization and European integration represent contradictory tendencies in post–socialist democratisation and European stabilisation.
This article discusses the role that borderlands play in balancing between national and European goals. The evolving European integration is examined from the vantage point of the states applying for membership. Particular attention is paid to the contextual basis of political argumentation, the structural politics of the European Union, and the nationally sensitive elements of the nation–state. The example of the Estonian/Russian borderlands represents a 'post–socialist' condition, within which old loyalties of the past meet contemporary socio–economic and political realities, threats and future expectations. These issues seem to influence considerably the formation of 'common European goals' in the enlarged European Union.  相似文献

The current financial, economic, social, and political crisis is widely thought to benefit far‐right parties in many European states. The Front National party, a fixture in French politics for more than two decades, achieved its best result ever in the 2012 presidential elections. This article explores far‐right voters’ accounts of their political life‐stories, analyzing the factors that trigger people's “conversions” to the right, and examining the ways in which this increasing, yet diverse minority views French history, society, and politics. Far‐right supporters legitimize their political convictions and actions in different ways. Some believe that they are part of a “resistance movement”, others draw on what they believe to be sociological or anthropological insights. Many pretend to advocate Republican ideals such as equality and freedom. Democracy stands to gain from drawing this growing part of the population back into mainstream debate, and social scientists may have a role to play in this effort.  相似文献

Abstract

This article considers whether contemporary debate about the "post-secular" has overlooked the extent to which, as a concept or epoch, it may be "gendered." Jürgen Habermas has suggested that there is something "missing" from secular reason in the shape of transcendental and metaphysical values; but I will contend that the debate is in danger of neglecting the central role of gender—so integral to the conceptual and political formation of modernity—in any rethinking of the symbolic of the post-secular. As feminist theorists have long been reminding us, many of the same processes that gave birth to modernity's elevation of public reason, impartial and non-contingent subjectivity, and models of the free, self-actualizing autonomous agent facilitated by the formation of liberal democracy, were not actually neutral or universal; but highly gendered. They rested on binary representations of women and men's differential nature; and they conceived of differential and gendered division of labour which often precluded women's claiming full humanity, let alone full and active citizenship. So gender, and women, are also in danger of disappearing from this new post-secular chapter in the debate about religion, politics and identity. This article examines how this omission might be corrected, and will outline what might be some of the most significant issues at stake.  相似文献

Sharman's 1989 APSA Presidential Address is a welcome critique of the interpretation of Australian politics, but the questions that it raises need to be taken further. The importance of Australian political experience in the formation of an indigenous political tradition is recognised, but it is misleading to see it as stemming from the desire to limit executive power. This article explores the nature of this indigenous governmental tradition, and goes on to consider what we learn from this debate about the nature of constitutional theory, and the relationship of academic debate to constitutional models.  相似文献
