殡葬改革是我国政府持续推行的一项文化和社会改革政策,旨在改善民生,而由此引发的争议则与不同地区的具体实施方式有关,并涉及对传统丧葬文化和习俗的多元认知。具体到土葬还是火化的话题而言,争议集中在土葬浪费土地资源、森林木材资源,以及传统仪式的铺张浪费等方面,有待于学术界进一步的讨论和厘清。与传统殡葬有关的土地占用、木材损耗、金钱浪费等现象,并非不可改进,也并非与当今社会发展难以兼顾。或许,在尊重传统文化认同的基础上,区别对待殡葬改革进程中的城乡差异,有助于多元化地解决这一问题。  相似文献

家庭史学是史学的一个新成员,现已成为新史学的研究热点之一。家庭生产包括物质生产和人口生产两个方面。英国工业革命时期,物质生产的发展改变了人类单一依靠土地的生产方式,增加了财富.使人口增长成为可能,人口增长又反过来成为英国工业革命的推进剂,当两发展不协调时可以通过生育控制等来达到平衡。在英国工业革命这一特定的历史时期,两种生产互为因果、互相制约,形成社会发展的良性机制。  相似文献

Indian women's writing in English has long depicted Indian women as victims of society, whose rights are routinely exploited and whose welfare and happiness are commonly sacrificed for the good of their families and communities. The literature has often depicted the women as complicit, accepting and upholding the definition of a good woman as one who is faithful, virtuous, self-effacing and obedient. This definition is also one the women instil in their daughters, thus reinforcing this code of ethics. This article observes that there is a tide running contrary to this and that there is a new breed of women in twenty-first century Indian literary fiction in English: women who are single and married, working and non-working, middle and upper-middle class and wives and mothers, who are no longer prepared to be ‘good girls’. These women knowingly, thoughtfully and successfully defy societal conventions to have pre and extramarital affairs, divorces and even custody battles for children, without shame, guilt, dire consequences or even societal condemnation. This article argues that these writings represent a quietly radical departure from the conventional depictions of the roles, expectations and morals of middle-class urban twenty-first century Indian women.  相似文献

British Indian revenue policy determined British‐Indian property law. ft was essential to establish a class of landed proprietors, entitled by law to collect rents from their tenants, from which in turn government could legally assess its revenue demand. Revenue was principally settled with the zamindars, who had had rights to a share in agricultural produce which carried a duty to meet government's revenue demand recognised by the Mughal government. The zamindars were redefined unequivocally as landlords by the British‐Indian property law. Their estates were assigned on the basis of existing records and were composed for the most part of disparate shares in villages. Such estates were essentially not economically viable; the social and domestic circumstances of the zamindars further compromised the management of their estates. Government intended that the landlords should become progressive farmers, but conditions, as much a product of legal enactment as of economic reality, frustrated that aim. The history of the nineteenth century administration of British India illustrates the dilemma of government, and the conflict between conservatism in the rural sphere and the pursuit of progressive policies. The radical reform of the zamindars’ estates, namely the drastic curtailments which took place under the zamindari abolition statutes under the Congress government's programme for land reform, has paradoxically achieved for independent India that which the government of British India struggled throughout a century and a half to achieve: the creation of the progressive proprietor.  相似文献

A large proportion of American Indian reservation lands are owned by non‐Indian entities. A Geographic Information System (GIS) is a powerful tool for visualising land tenure changes, and public participation GIS (PPGIS) is one approach for using spatial technologies to facilitate the identification and reacquisition of reservation lands by tribes. While some tribes have successfully harnessed GIS for land management and for systematically identifying lands for reacquisition, others struggle to implement land management systems such as GIS for these purposes. This paper situates PPGIS in relation to other forms of participatory action research and outlines our use of a PPGIS framework to engage undergraduate geography students in the mapping of land tenure status on ten rural Minnesota Indian reservations as part of a collaborative partnership with the Indian Land Tenure Foundation (ILTF). A PPGIS framework allowed us to collaboratively define research goals in response to tribal community needs and provided structure for student work with partner reservations to develop and implement tailored mapping and analysis techniques. Two sets of findings are significant. First, the assembly of a standardised set of maps for American Indian reservations in Minnesota provides a tremendous visual and analytical resource for ILTF and individual tribes to pursue land reacquisition within reservation boundaries. Second, from a PPGIS perspective, we found that working with a coordinating or ‘bridging’ organisation provided key benefits by enabling education of both the student–faculty partners and the individual tribes. The PPGIS model empowered both partners by allowing tribes to harness a powerful technology to assist in visualising land‐based assets and allowing students to contribute to native land reacquisition efforts through application of their GIS skills. This mapping helps facilitate economic and cultural viability in tribal communities by providing an important visual catalogue of existing land‐based assets, in support of future land acquisition and economic development planning.  相似文献

A review of broad research problems leading to ultimate transformation of the Central Asian environment for the purpose of expanding irrigated agriculture and desert grazing. The problems are: land resources and reclamation needs for irrigation purposes; the water and salt regime of irrigated fields, regional types and methods of control; the water and salt budget of irrigated areas and means of determining and regulating it; the hydrologic cycle of Central Asia and ways of transforming it for irrigation purposes; and the use of forage and water resources for expanding the desert grazing economy.  相似文献

改革开放以来,我国农地产权制度改革大致上经历了四个阶段。从改革过程看,经过了从强制性变迁到诱致性变迁的过程,遵循了生产关系一定要适应生产力发展的规律,增强了农民对土地的稳定感和权属感,尊重了广大农民的自由选择,进一步协调了效率与公平的关系。展望未来,农地产权制度改革的方向应是完善农地承包权流转制度。  相似文献

This article examines the programme of land surveying and registration that was undertaken by the British-led administration of the Anglo-Egyptian Sudan in the period 1898–1914. The Legal Secretary, Edgar Bonham Carter, stated that programme was the most important project of his division in this period. Scholars have shown that the programme, known as land ‘settlement’, was used to build alliances with elites and to clarify title for European investors in the new irrigation scheme at Gezira. This article argues that, as such, the ambitions of land settlement were relatively limited. In many other colonies, and in Britain itself, politicians and administrators across the political spectrum saw the reform of private property in land as the key for addressing structural problems in agricultural labour. One might have thought that, the Sudan, land settlement might have provided a means of addressing the dependence on slave labour in agriculture. The article demonstrates that, except for a small number of administrators (including Bonham Carter), this was not the case. The general indifference to slavery itself carried through to an indifference to the transformative potential of land law. The article examines the proposals of this minority of administrators, and contrasts their views with the majority’s focus on land settlement as demonstration and opportunity to enhance state power.  相似文献

The hypothesis that failures of land reform programmes are due to the political power of dominant classes is problematic where land is scarce, ownership not highly concentrated and politics not especially exclusionary. Since the late 1960s, land reform in West Bengal has been initiated by radical rural political mobilization—with significant participation by the agrarian underclass. The Communist Party of India (Marxist)—the largest radical party in West Bengal-has been unable to extend its redistributive land reform agenda beyond a point because of political difficulties rooted in West Bengal's intense competition for scarce resources. It has modified the land reform agenda to accommodate the competing demands of the poor and the non-poor, and there are signs that land reform is losing saliency in the policy agenda. This paper argues that the weak implementation of land reform in West Bengal is explained not by the power of the dominant classes, but as an adaptation of policy to an environment of resource scarcity and a relatively low level of land concentration.  相似文献

ABSTRACT.  This study analyzes the economic impacts of job decentralization with the aid of the Seoul metropolitan input–output model (SMIO) for the Seoul Metropolitan Area (SMA). Two main features can be highlighted: modeling perspective and simulation results. The SMIO is a pioneering work in the application of this type of metropolitan input–output analysis to the real world by taking into account the spatial and industrial relationships of multiplier effects simultaneously within a metropolitan economic system. The simulation results show that job decentralization results in a serious spatial and industrial restructuring of the metropolitan economy, and that the SMA gains significant economic benefits from job decentralization, no matter where the job expansion takes place within the metropolitan region. Interesting to find is that job decentralization generates positive induced effects for all scenarios through a virtuous circle of production, income formation, and consumption, given suburbanized population, which is one of the economic reasons why jobs follow people.  相似文献

This is an article on malarial risks and prevention. Malaria is the deadliest tropical parasitic disease and one of the leading causes of death. The risk for this disease has been linked with changes in land use related to road building, mining, logging, and agricultural and irrigation projects. Global climatic change, disintegration of health services, armed conflicts, and mass movements of refugees also contribute to the increasing risk for malaria. Disease prevention includes a variety of measures that may protect against infection. They may be directed against the mosquito vector or against the development of disease in infected individuals. The WHO stresses the curability of malaria in spite of the occurrence of drug resistance. If the antimalarial drugs are used properly and targeted to those at risk, malarial disease and death can be reduced. Vaccines are also in development; an effective one could be available within the next 7-15 years.  相似文献

American reactions to the Morant Bay rebellion of 1865 reveal that three decades after abolition, British West Indian emancipation was still considered relevant to policy debates in the United States. The early 1860s saw a significant shift in northern views of the British Caribbean colonies, in particular as a result of the writings of William G. Sewell on the subject. For Republicans, escalating social conflict in Jamaica highlighted above all the need to prevent former slaveholders from monopolizing political power after emancipation, and this interpretation of the West Indian experience reinforced the evolving case for equal rights. Many had argued that former slaves’ economic independence had been the major cause of declining plantation production in the West Indies. However, Republicans tended to accept representations of black farmers in the Caribbean as an incipient middle class, and never concluded from the British case that access to land for freed slaves would be fundamentally at odds with maintaining future cotton production.  相似文献

This article focuses on the two major reforms undertaken in the Cuban agricultural sector during 1993 and 1994: the re-organization of the state farm sector into worker-managed production co-operatives and the opening of free agricultural markets for above-plan production. It is argued that the Cuban agricultural sector is now characterized by multiple forms of organization of production and land tenure or a ‘mixed economy’, and that the two reforms have produced a turn-around in agricultural performance. Still, the macro-economic impact is likely to depend on a deepening of the reforms in two directions: the development of a free market in agricultural inputs and a reform of the food rationing system.  相似文献

The government of Laos has identified the eradication of poverty as a priority. Given the primarily agricultural character of the country, it has selected land reform as a core policy to reach this goal. The policy has two major aims: to increase land tenure security in order to encourage farmer involvement in intensive farming, and to eliminate slash‐and‐burn agriculture to protect the environment in a country still rich in forest resources. State intervention takes the form of land allocation, a process which combines the protection of some areas of village land with the formal recognition of private ownership in authorized farming areas. In a country with different types of geography, the effects of the policy are variable, but the research presented in this article demonstrates that the land laws have shortcomings which allow for differing interpretations depending on the local social relationships. Since local specificities are not taken into account, the reform is proving counterproductive for both forest protection and agricultural modernization, as well as having a negative social impact by marginalizing the poorest farmers.  相似文献

In the context of South Africa's land reform programme, the concepts of ‘property’ and ‘rights’ carry a heavy ideological baggage. This is evident in the country's land reform policies, which have sought to reach a compromise between differing and often contradictory histories involving both rights and property. A shift in government policy, from treating land reform as a question of rights to a question of the transfer of land, has been accompanied by a reification of the idea of community. The result is a policy that is seriously out of touch with the complex legacy of dispossession that the land reform programme was meant to address. As shown by the case presented in this article, these problems become exacerbated when the land in question is part of a conservation area.  相似文献

农村土地流转长期受到决策者的鼓励,但我国农村土地使用权流转率一直偏低,西部地区尤其如此。本文试图以陕西省为例,通过问卷调查和访谈,分析农地社会保障功能等因素影响农地使用权流转率的作用机制;并从供给和需求两个方面,分析了经济落后地区农村土地使用权流转率偏低的原因。研究结果表明,农地流转受到现行的以提供社会保障为基本目的的农地制度的约束,任何旨在提高农地流转率的改革措施,都必须考虑现行农地制度的社会保障功能和地区差异,实行因地制宜的农地流转制度。  相似文献

土改运动后农民生活水平的提升,可以从农民购买力的变化上得到集中反映。农民生产恢复和发展后,出售的粮食日渐增多。粮食丰收直接导致农民手中资金的增多,从而引发农民购买力的急剧上升。农民的购买力可分为两方面:一是生产资料的购买,是为了增加土地投入;二是生活资料的购买,是为了提高生活水平。翻身农民购买力的提高,首先体现在对农业生产资料的购买上。如果说土改后农民生产资料购买力的增加反映了农民投资土地的生产积极性高涨的话,那么土改后农民对生活资料购买力的增加,则反映了农民在生产恢复后对美好生活的渴望。农民购买力的提高,刺激了城市工商业的发展,加速了城乡物资交流,为新中国的工业化开辟了道路。  相似文献
