In this paper I ask how might environmental justice studies scholarship be recast if we consider the phenomenon of environmental injustice as a form of criminalisation? In other words, since environmental injustice is frequently a product of state‐sanctioned violence against communities of colour, then what are the implications of reframing it as a practice of treating those populations as criminally suspect and as deserving of state punishment? Moreover, how are the targets and survivors of environmental injustice/racism enlisted in generative ways that resist that criminalisation and support abolition? I answer these questions through a consideration of how struggles inside and outside of carceral spaces represent urgent and timely opportunities to rethink the possibilities of environmental justice theory and politics by linking them to practices and visions of abolition ecology and critical environmental justice.  相似文献

Two schools have dominated environmental justice literature: the race school and the class school. The class school tends to explain cases of environmental injustice exclusively from the vantage point of socioeconomic differences. The race school, however, foregrounds racism as an explanatory framework, while still acknowledging the relative role of class in this regard. Both schools tend to base their analyses primarily upon research findings from empirical/geographical studies. This paper joins its voice with the recently growing body of literature that has started to call for the need to transcend this cumbersome race–class dichotomy and move beyond the mundane pattern of case studies research and statistical data gathering. Specifically, it propounds a theory of spa‐cial formation that illuminates the parallel processes of spatial discrimination and racial subjugation, stresses the historical contingency of environmental racism, and highlights the role of the various cultural images, representations and meanings attached to black geographies in laying the moral and ideational foundations facilitating the process of spatial and environmental discrimination against African Americans.  相似文献

This article takes the Nietzschean dictum that history must “serve life” as a point of departure for an analysis of the American institution of Black History Month. Many continue to place great faith in the power of historical education to solve problems of race in America. Against this common‐sense view, this article argues that the excessive historicization of the problem of racism is at least as oppressive as forgetting. The black history propagated during this month has mostly been a celebration that it is history and thus a thing of the past. The article makes the claim that it is precisely a surfeit of black history that has encouraged the view that racism is vanishing in the river of time. The constant demand to view American racism through a historical frame has led to the perception that racism is a problem that must be historically transcended rather than solved. In other words, it is through the widespread dissemination of black history during Black History Month and elsewhere that the historical category of the post‐racial era has been constituted. The postracial era is not, as is so often claimed, a denial of historical context. On the contrary, it is an assertion that the horrors of racist discrimination were once real but are now over and done with.  相似文献

Much environment and development discourse assumes that women are the ‘natural’ constituency for conservation interventions. This article attempts to illuminate this assumption with the lens of a gendered critique of environmentalisms (technocentric, ecocentric and non-western). How do the intellectual roots of Western environmentalisms influence the positions, or non-positions, of contemporary environmentalism with regard to gender? What does research on environmental perceptions in non-Western societies imply about gender differentiation in environmental relations? The article concludes that there are no grounds for assuming an affinity between women's gender interests and those of environments and that such a view is symptomatic of the gender blind, ethnocentric and populist character of western environmentalisms. By contrast the application of gender analysis to environmental relations involves seeing women in relation to men, the disaggregation of the category of ‘women’, and an understanding of gender roles as socially and historically constructed, materially grounded and continually reformulated. The issue of how far women's gender interests and environmental interests go hand in hand leads us to pose a broader question of the degree to which environmental conservation is premissed upon social inequality.  相似文献

ABSTRACT

One of Michele Sarfatti’s greatest accomplishments has been to challenge the notion that there was a fundamental difference between the biological racism predominant in Nazi Germany and the ‘cultural racism’ of Fascist Italy. I examine how this dichotomy took shape and the meaning it acquired over time. My basic argument is that this division is the result of dialogue between Italian and German population experts during the interwar period, and that making a sharp distinction between a ‘German’ and an ‘Italian’ style of racism helped them to construct their own identities. In other words, the debate on racism was a vehicle for defining what it meant to be a ‘true’ Nazi or Fascist. In this way, differences in racist ideology can be understood as a product of struggles over meaning. Ultimately, my aim is to de-essentialize the meaning of race in research on both Nazi Germany and Fascist Italy.  相似文献

Over the past number of years there has been increased interest in racism and anti‐racism amongst geographers. This paper focuses on one type of anti‐racism methodology that relates to critically interrogating my own white colonial settler ancestors and particularly the institutions and structures of which they were a part, and using those understandings to resist the contemporary increase in white supremacy and anti‐Asian racism. It also seeks to demonstrate the links between anti‐racism and decolonization. Particularly, I examine the Native Sons and Daughters of British Columbia, Canada, in the Nanaimo city area, where my great‐grandparents from northern England and Scotland settled as working‐class miners at the beginning of the 20th century. I examine white working‐class settler racism against Asians, especially as practiced against Chinese and Japanese immigrants. While I do not argue that this is the only or even the most important type of anti‐racism methodology, this sort of research and associated production of knowledge can be useful in resisting present‐day anti‐Asian racism, even though I acknowledge that I am still embedded in colonial structures of racism and white privilege.  相似文献

This essay has two objectives. First, it seeks to engage critically with contemporary scholarship on the origins of racism through the lens of an older debate centered around the history of ideas. Specifically, it argues that Quentin Skinner's influential critique of the history of ideas can help identify the pitfalls of our current fascination with the origins of racism—most particularly when such origins are traced back to antiquity and the European pre- and early modern periods. In pursuing its second objective, the essay turns from histories cataloguing ancient, medieval, and early modern racisms to objections leveled, in these same literatures, against scholarship defending the modernity of race. The defense of a premodern origin to race is, I argue, not just a historical argument but a contemporary politics embedded in a narrative of continuity that insists on the relevance of the medieval past to the racial configurations of our current moment. Rather than demonstrating continuity and sameness, this essay seeks to draw attention to alternative modes of historicizing that are more attentive to the alterity of the past.  相似文献

Abstract:  This paper argues that environmental justice scholars have tended to overlook the significance of the state's role in shaping understandings of race and racism, and argues for the use of critical race theory to deepen insight into the role of the state in both fostering and responding to conditions of racialized environmental injustice. Critical race theory offers insights into both why and how the state manages racial categories in such a way as to produce environmental injustice, and how the state responds to the claims of the environmental justice movement. Closer attention to the interplay between the racial state and the environmental justice movement as a racial social movement will yield important insights into the conditions, processes, institutions and state apparatuses that foster environmental injustice and that delimit the possibilities for achieving environmental justice in some form or another.  相似文献

This article approaches “ea”—a Kanaka Maoli (Native Hawaiian) concept meaning life, breath, and sovereignty—as a vital mode of abolition ecologies, and proposes accompaniment as a methodology for mutual collaboration toward this endeavour. Research draws from ethnographic fieldwork on the Wai‘anae Coast of O‘ahu in Hawai‘i, a predominantly Native Hawaiian community, and reflects upon the author’s positionality on Wai‘anae’s insider–outsider borderlands. The argument is multifold: Carceral geographies inscribe racism by cleaving humans from the environment and each other, depriving life‐giving resources from populations deemed a threat to a dominant socioenvironmental order. At the same time, abolition ecologies entail worldmaking predicated on the interdependence of all life forces, employing syncretic practices that join disparate struggles, people, and places to generate possibilities greater than the sum of its parts. Accompaniment works against racism’s practices of criminalisation and containment while contributing to radical, syncretic placemaking as part of an expansive liberatory practice.  相似文献

Policy scholars have effectively leveraged policy process models, theories, and frameworks to respond to a variety of important environmental questions. For example, how do environmental issues arrive on the agendas of policymakers? What factors contribute to environmental policy change? What are the designs and effects of institutions (e.g., policies or cultural norms) on environmental governance? In this review, we survey the field of policy process scholarship, focusing on environmental governance, with three objectives. The first objective is to catalog the policy process models, theories, and frameworks most often featured in studies of environmental governance. The second is to capture the methodological choices commonly employed in the application of these models, theories, and frameworks in environmental domains. The third is to identify how these approaches deal with issues central to environmental governance research, including time, space, and policy scale. We aim to identify trends and strategies for integrating key considerations of scale into empirical policy process scholarship.  相似文献

Rather than scrutinising who is a racist or not in John Hobson's seminal work on the scientific racism and Eurocentric institutionalism of a selection of canonical thinkers on world politics since 1760, this essay seeks to engage with its strategic reluctance to use racism as a lens to understand the post-1945 world. The aim is to draw attention to the fact that analytical categories, apart from imperfect attempts to render reality intelligible, are a deeply normative enterprise that implicitly or explicitly seek to render (parts of) reality for a certain purpose. Building on a vignette of the yearly racism-related debate around the figure of Zwarte Piet or Black Pete in contemporary Flanders, the text reflects on the extent to which R-word strategic reluctance, in public debates and IR alike, (dis)serves an anti-racist decolonial ethos and if and to what extent John Hobson's analytical choices unwillingly are a part of this.  相似文献

Stable carbon and nitrogen isotope compositions were measured on human and faunal bones, sampled from the Neolithic chambered tomb of Hazleton North, Gloucestershire, UK. The values were used to characterize the diet of the burial community as a whole. Humans were higher in δ15N by 4.5–5.0‰ relative to animal δ15N, from which we conclude that, based on currently accepted interpretations of isotopic data, the humans consumed a diet that was very high in meat or animal products (75% by weight of protein). Comparison was also possible between cortical and cancellous femoral collagen, with the results showing no significant difference for the adult humans. The sample of human isotopic values showed little variability, in contrast to that found in the domestic and wild animals from the site (including cattle, pigs, sheep and deer). We suggest that this is due to local environmental differences, rather than to environmental change over time or physiological differences between individual animals, and that this pattern is likely to hold for many other archaeological sites when analysed with sufficient statistical weight.  相似文献

What is the role of material culture in understanding the past? This review essay explores two principal approaches—the history of museums and antiquities and environmental history—to reflect on their shared investment in historical materialism. It reviews Timothy LeCain's The Matter of History and Peter Miller's History and Its Objects, discussing their perspectives on objects and the writing of history. One important part of this history concerns the relationship of academic historians to the idea of a history museum, curatorial practices, and public history. What kinds of history can we do in a museum, with things, that might not occur without the presence of objects? Why were nineteenth- and early twentieth-century efforts to encourage a close relationship between historical research and the history museum largely abandoned in favor of a document-driven approach? The second dimension of current interest in historical materialism concerns new approaches to environmental history. It draws inspiration from Deep History as well as recent work in archaeology and STS (Science and Technology Studies) to argue for a more integrated history of humans and nature that demonstrates how things have made us. The history of successive efforts to remake the environment in different parts of the world and their consequences offers crucial object lessons in how humans have responded to nature's own creativity. Both approaches to historical materialism highlight the virtues of a more interdisciplinary approach to historical scholarship, in the museum or in the field, but most important, in our own sensibilities about what it means to think historically with artifacts and to treat them as compelling evidence of a shared history of humanity and nature.  相似文献

Despite the growing interest in archaeological studies of race there have been no investigations clearly negotiating race and/or racism in Philadelphia during the late nineteenth to early twentieth centuries. This reality is perplexing, given the prevalence of race and racism in the past and present. Though this article does not explicitly discuss recovered artifacts it does situate scientific racism at the University of Pennsylvania, White violence in response to Black male enfranchisement and the popularity of blackface minstrel shows as everyday practices used to facilitate racial hierarchies and, thus influence identities and relationships. Although these practices lack salient archaeological materiality the purpose of this article is to convey the bombardment of dehumanizing tactics endured by Black Philadelphians as measures to contextualize the unavoidable dynamics of racial and class oriented repression unto the archaeological record.  相似文献

Long considered a safe and tolerant city, Toronto has been shaken during the last ten years by a series of incidents involving the police and black people which has led to a serious deterioration in police-community relations. Drawing on evidence submitted to the 1989 Ontario Task Force on Race Relations and Policing, on newspaper reports and local interviews, this paper criticizes some commonsense constructions of the relationship between “race”, crime and policing. Rejecting conventional explanations of “ethnic criminality” and personal prejudice, the paper focuses on the question of institutional racism within the police force.  相似文献

Abstract. The article seeks to define the relationship between nationalism and racism in modem times. First, it defines racism as one of the principal nineteenth-century ideologies, sharply focused and centred upon the human body itself as its most potent symbol. Then it discusses nationalism as a much more loosely constructed faith which made alliances with most nineteenth-century ideologies such as liberalism, conservatism and socialism. When nationalism allied itself with racism it made racism operative -for example, within the integral nationalist movements from the end of the nineteenth century onwards. The article discusses how this alliance came about, and its consequences. It concludes that racism was never an indispensable element of nationalism. Moreover, it was not merely a form of discrimination, but a determinate way of looking at men and women which presented a total picture of the world. If nationalism made racism a reality, racism came to dominate nationalism once an alliance between the two movements had been consummated.  相似文献

This article aims to show how evolutionary theory, social‐metabolism and sociological systems theory can be utilized to develop a concept of society–nature coevolution. The article begins with a conception of industrialization as a socio‐metabolic transition, that is, a major transformation in the energetic and consequently material basis of society. This transition to industrial metabolism was essential for the emergence and maintenance of industrial societies and is at the same time the main cause of global environmental change. The article proceeds by asking what the notion of society–nature coevolution can potentially contribute to understanding environmental sustainability problems. An elaborated concept of coevolution hinges on (1) a more precise and sociologically more meaningful concept of cultural evolution and (2) understanding how cultural evolution is linked to the environment. Next I briefly outline major lines of thought and controversies surrounding the idea of cultural evolution. The direction proposed here commences with an abstract version of Darwinian evolution, which is then re‐specified for social systems, understood as communication systems, as developed by Luhmann. The re‐specification implies three important changes in the theoretical outline of cultural evolution: first, shifting from the human population to the communication system as the unit of cultural evolution and to single communications as the unit of cultural variation; second, shifting from transmission or inheritance to reproduction as necessary condition for evolution; and third, shifting from purely internal (communicative) forces of selection towards including also environmental selection. Adopting elements from the work of Hägerstrand and Boserup, the primary environmental selective force in cultural evolution is conceptualized as the historically variable constraints in human time–space occupation. In the conclusions I tie the argument back to its beginning, by arguing that the most radical changes in human time–space occupation have been enabled by major socio‐metabolic transitions in the energy system.  相似文献

This article is situated within the discussion started in 1962 by John Barnes, whose observations on the fluidity of social organization in the Highlands of Papua New Guinea raised the question, what binds together a certain number of individuals belonging to distinct kinship groups? Is it defense of a common territory? Is it participation in initiation rituals which institute a general order between genders and between generations? Or is it, as in the Big-men societies, participation in cycles of ceremonial exchanges which involve all the local groups of a same region? These questions have been discussed by various authors: De Lepervanche (1967–8), A. Strathern (1968, 1970), and Feil (1981, 1984) to mention just a few. The fabric of Baruya society is generated by two principles: direct exchange of women and an elaborate system of male and female initiations. The Baruya share the same culture and the same language with their neighbours and enemies, but they distinguish and define themselves by claiming a common territory conquered at the expense of local groups and by the fact that their women circulate primarily between kinship groups residing on this territory. However, from time to time these two principles are transgressed by individuals or segments of lineages who betray their kinship or tribal solidarities, generating situations which reshape the internal composition of the Baruya tribe and its relationships with its neighbours. I intend by analysing the mechanisms of these betrayals to throw some light on this key-moment in the dynamics of New Guinea Highlands societies.  相似文献

This essay examines the specificities of contemporary European racism. In particular it compares and contrasts recent expression of racism with nineteenth century expressions of racial exclusion and racial hatred. Building on arguments from two important recent collections on the upsurge of racism in western Europe, it seeks to develop a political geography of racism, one that could supplement political and sociological theories of race and racism in contemporary Europe. In so doing it links recent expressions of racism to the politicisation of migration, the tightening of community and political borders, and the development of a new politics of exclusion and new geographies of closure which seek to control exogenous minorities in, and exclude ‘foreigners' from, Fortress Europe. In examining the racial geographies of countries as divergent as France, Britain, Spain, Sweden, Germany and the Netherlands, it provides a critical overview of social processes and ideological developments that have led to the recent resurgence of racism in western Europe.  相似文献
