The Mapang Yumco Lake is famed as the “Mother of All Rivers”. In the absence of wind and waves, the vast lake surface is like a mirror reflecting the blue sky, white clouds, snowy peaks and steep cliffs.     

Boats for Rivers and Mountains: Sources for New Narratives about River Travel?

What is a boat? Our notions of what constitutes a good boat are tested when it comes to logboats. They are often considered to be of low status, both technologically and functionally. However, logboats are more interesting than that. This article presents three logboats dated to the Roman era and late Viking age, found in the region of Telemark, Norway. The principal concern is to discuss how notions about prehistoric boats can be made known, challenged and discussed by examining the three boats in the context of the rivers and lakes in which they were most probably used. © 2007 Author     

Lucrecia Martel’s Nueva Argirópolis: Rivers,Rumours and Resistance

This article analyses Lucrecia Martel’s 2010 short film Nueva Argirópolis, which was commissioned by the Argentine Ministry of Culture as part of the Bicentennial celebrations. It explains how the film both inhabits yet contests the discourses of the modern nation state underpinning those celebrations, in particular through its representation of conflict between the state and indigenous groups. Its representation draws on images proposed by an earlier work, Sarmiento’s utopian tract of 1850, Argirópolis, images including the river and the island which in Martel’s film undergo a resignification, which overturns Sarmiento’s understanding of relationships between geography, capital, nation and ethnicity. Political and cultural debates of particular relevance to indigenous communities, such as access to land, as well as the way the indigenous are represented in state discourses, surface obliquely in this short film, which both represents diegetically the circulation and relay of rumours of indigenous resistance, as well as suggesting these formally through a soundtrack suffused with murmurs and barely audible sounds. The unsubtitled words of indigenous actors, as well as the authorities’ attempts at investigation of indigenous political activity through staging encounters of (failed) interpretation, and the subversive mimicry by indigenous activists of hegemonic ideas of national foundation are themselves muted, rumoured suggestions of a resistance which always lies just outside this short film’s visual grasp.

Leaders in Thinking,Laggards in Attention? Bureaucratic Engagement in International Arenas

Frameworks that examine policy subsystems, networks, and coalitions view bureaucracies as part of the mix of policy actors that advocate policy positions in both domestic and international arenas. However, few examine bureaucracies as independent actors and how they exercise influence distinct from other pressure groups. The ways in which domestic bureaucracies engage in the international environment is woefully under examined, with only a few studies examining how domestic bureaucrats affect decision making in the international arena. However, it is not unreasonable to posit that bureaucratic engagement in the international arena may have political implications in the domestic sphere. Building on examinations of bureaucratic autonomy, this research queries the ways in which domestic bureaucracies can interact in the international arena to "change agendas and preferences" of domestic political actors. While it finds that attention to developing an international reputation can enhance political leverage at home, it may do so at a cost to domestic programs if insufficient attention is given to domestic aspects of the organization's mission. Nevertheless, as attention lurches from one arena to another, policy change is facilitated by the politically powerful resources of an international reputation in expertise, active engagement in the international policy community, and broadly based support for programmatic change.

Heritage in trust: Sustainable stewardship in transition?

Abstract

Frequently identified with ‘establishment’ values the National Trust has as often been a focus of critique as of celebration. This essay examines the Trust's changing relation to contested values of heritage as manifest in its acquisitions and management policies, in its engagement with environmental and social issues and an emerging politicisation which transcends a narrow, purely property‐based interpretation of its statutory purpose. Recent acquisitions challenge conventional perceptions of ‘natural beauty’ and ‘historic interest’. Organisational greening has precipitated a review of the implications of stewardship ‘in perpetuity’. Recognition of the needs of local communities and awareness of equal opportunities issues have prompted a reinterpretation of its founders’ concerns with access and enjoyment ‘for the nation’. These developments manifest an inchoate shift in the Trust's emphasis from the preservation of the status quo to engagement with change, both within the context of its own properties and in its relations to the wider society and environment. The Trust is unlikely ever to lead changes in public perceptions of heritage but neither is its role necessarily or irredeemably a wholly reactionary one. Inertial and cautious, the Trust reflects and articulates the shifting resolution of contested cultural values.
