After an initial discussion of the ‘diverse spaces of democracy’, which sets out the main points of the author's approach to democratic politics, this article considers three perspectives on the relations between governmental decentralization and territorial democracy in Latin America. These two interrelated sections provide a thematic and conceptual background to a more specific treatment of the development and dynamics of decentralization in the Bolivian case. In examining the decentralization process in Bolivia, the article highlights the two spatial modes of this process — the regional and the local — and includes an appraisal of the relation between both modes and the nature of democratic politics.  相似文献

Close examination of the scalar politics of environmental organizations engaged in contesting the terms of neoliberal globalization highlights four limitations of current theorizations of scale in radical geography. First, this body of work has paid little attention to environmental NGOs and movements as important actors in scalar politics. This is not only an empirical gap, but a theoretical one: taking environmental actors and issues into account requires rethinking the ontologies and dynamics in scale theory. Second, recent attention to social reproduction in scale debates must be extended to the reproduction of environmental conditions. Third, sharp analytical distinctions between scalar structuration and the production of nature are untenable and reproduce a culture/nature dualism. Fourth, sharp distinctions between politics within or about established scales, versus politics among scales, are unstable and miss the precise strategies pursued in some politics of scale. These arguments are illustrated and explored via case material drawn from current struggles over efforts to define environmental governance as a form of regulatory expropriation in international trade agreements.  相似文献

The tension between creating jobs and protecting the environment remains central to contemporary environmental politics. Critical scholars have reworked the “jobs vs the environment” problematique, but how people will secure livelihoods in various imagined futures remains unclear. We demonstrate how a Universal Basic Income (UBI) that enacts a revitalised politics of redistribution, in conjunction with an active state, has the potential to rupture the link between employment and income. We suggest that such a UBI is complementary to various postcapitalist politics that fundamentally reorganise relationships between people, ecology, and labour. Further, such a UBI can enable the cultivation of new economic subjectivities, as well as the time needed for greater democratic engagement. Where radical environmental politics often configure a fearful agent of change, motivated by a dystopian imaginaries, we propose new radical visions for socioecological futures in which people have time for leisure, community, and democratic participation.  相似文献

Abstract

This essay engages the political philosophy of Giorgio Agamben and the literary criticism of Abdul R. JanMohammed in critically exploring the contours of the present arrangement of democratic politics in the United States. Giorgio Agamben's exception theory of sovereignty and bare life are deployed in order to grasp the political meaning of surprisingly unprecedented and exceptional recent court rulings in the case of Mumia Abu-Jamal, who has been on Pennsylvania's death row since 1982. Abu-Jamal's experience of exceptional rulings also requires a critical elaboration of the racialized nature of American democracy. Thus, Agamben's theory finds a critical complement with the work of literary theorist Abdul R. JanMohammed, particularly JanMohammed's formulations of "social death" and the "dialectics of death" for "death-bound-subjects." The theories of Agamben and JanMohammed make clear the nature of Abu-Jamal's political struggle and the state of democratic politics that so often transforms the exception into the rule, specifically in the case of the marginal and dispossessed. The significance of Abu-Jamal's case thus becomes one of understanding the production and reproduction of the state of exception and the (im)possibilities of political transformation and liberation from the arrested state of democracy in the modern world.  相似文献

Consumption has emerged as an important historical subject, with most scholars explaining it as a vehicle for therapeutic regeneration, community formation, or economic policy. This work all but ignores how consumption begins with changes to the material world, to physical nature. While environmental historians have something important, even unique, to say about consumption, the split between materialist and cultural analyses within the field has dulled its ability to study consumption as a process and phenomenon that unfolds over space and time. By borrowing techniques from geography and ecology, environmental historians can analyze how space is socially produced through time, an insight that can help to connect material and cultural change in a sustained manner. Spatial histories can also unmask the relationships between production and consumption, and nature and culture, and thereby transcend and subvert seemingly fixed boundaries, from the local to the global. They can also further propel environmental historians into new realms of inquiry, such as international trade and the human body. Historicizing the spaces of consumption may also help to foster a more radical and democratic environmentalism, especially in developed nations, by compelling environmentalists to reassess the distancing effects of consumption upon their politics and attitudes toward those who produce commodities and consumer goods.  相似文献

Despite the legal ban on untouchability over four decades ago, caste discrimination and atrocities perpetrated against ‘untouchable’ women (or Dalits) continue to be a part of the social landscape in India. Based on a decade-long partnership between a Canadian NGO, a partner Dalit/Adivasi local organization and 75 partner villages in South Orissa, this article provides a localized snapshot of the contemporary nature of caste atrocities committed against Dalit women in the Mohana administrative block. It briefly elaborates on Dalit explanations for such assaults and suggests that when it comes to addressing gendered-caste victimization, there are limits to open democratic advocacy which need to be acknowledged by activists and critical scholarship engaged with the cultural politics of ‘voice’.  相似文献

This study examines the regular pattern of involvement of 19 democratic states in relation to 15 international environmental treaties over the past 20 years. An attempt is made to understand what accounts for the international environmental engagement of democratic states through an empirical evaluation of four theories, specifically structural conditions, political institutions, idea-based, and international connectivity theory. Rather than case study analysis or an evaluation of a single country or theory, the value of the study is its comparative statistical evaluation of multiple indicators of four rival theories across 19 countries. Empirical findings reveal that the strongest causal forces underlying collaborative democratic state behavior are the citizenry's postmaterial orientations and executive-centered political institutions. International environmental commitments among democracies are constructed by the cultural composition of the polity and institutional rules that centralize ratification procedures, rather than by structural conditions and international forces. The study thus corroborates the idea-based theory's emphasis on the underlying values of the citizenry and the institutional theory's emphasis on domestic policy processes.  相似文献

One important criterion for assessing the quality of democratic governance is the extent to which the policy process effectively translates citizen preferences into collective choices. Several scholars have observed a discrepancy between citizen preferences for strong environmental protection and weak policies adopted in the United States, indicating that the United States may fall short on this criterion. We examine one possible mechanism contributing to this discrepancy—legislator defection from campaign promises. Our data indicate that legislators in the U.S. Congress routinely defect from their campaign promises in environmental protection, undermining the link between citizen preferences and policy choice. We also find that legislators are much more likely to defect from pro‐environmental campaign promises, which moves government policy toward less stringent environmental programs. Finally, the propensity of legislators to defect from their campaign promises is systematic, with defection affected by partisanship, constituency influence, the influence of the majority party, and the likely consequences of defection for policy choice. These findings contribute empirical evidence relevant to the “mandate theory” perspective on how citizen preferences are translated into collective choices through the policy process. These findings may also complement research in comparative politics concluding that legislatures selected through single member districts adopt less stringent environmental policies than do legislatures chosen via proportional representation in that the mechanism for this effect may go through legislator defection from campaign promises.  相似文献

This article examines the potential and problems associated with global environmental governance with particular reference to Transfrontier Conservation Areas (TFCAs) in Southern Africa. By taking a political ecology approach, it reflects on theories and practices of global environmental governance through an analysis of transboundary environmental management. In particular, it examines the politics of the struggle over control of and access to key natural resources and how it impacts on the implementation of transfrontier conservation. In order to do this, this article includes an analysis of the complex role of local and global NGOs, the changing role of the state in relation to international actors, the importance of community based natural resource management, the commitment to tourism to make conservation pay its way and the problems associated with illicit networks of traffickers of wildlife products, cars and people.It is important to investigate the politics of TFCAs because they are part of a wider context of increasing forms of transnational management of the environment; such transnational forms of management are often deemed to be more effective than national level management because of the transboundary nature of environmental problems. This article argues that the assumption that transnational management can be neatly implemented needs rethinking. In particular, it highlights the ways that complex networks of actors constitute a significant challenge to global environmental governance. This in turn raises more general questions about the effectiveness of other forms of global environmental governance centred on managing problems such as climate change, pollution or trafficking of endangered species and tropical hardwoods.  相似文献

The concept of environmental injustice raises difficult questions about on how best to measure and address environmental inequities across space, and environmental justice politics are permeated by considerable debate over the nature and spatial extent of both problem and possible solutions. This paper theorizes the politics of environmental justice as a politics of scale in order to explore how environmental justice activists respond to the scalar ambiguity inherent in the political concept of environmental justice. With a case study of a controversy over a proposed polyvinylchloride production facility in rural Convent, Louisiana, I develop the concept of scale frames and counter-scale frames as strategic discursive representations of a social grievance that do the work of naming, blaming, and claiming, with meaningful reference to particular geographic scales. The significance of scale is expressed alternatively within these frames as an analytical spatial category, as scales of regulation, as territorial framework(s) for cultural legitimacy, and as a means of inclusion, exclusion and legitimation.  相似文献

Hybrid geographies are well developed in studies of human–nature relations and environmental humanities, but less so in geographies of music and gender. In this article, we use hybrid geographies to frame our critical engagement with Australia's triple j's Unearthed, a publically funded website and radio station that presents new music. Hybrid approaches enable us to understand gendered power relations in music by deconstructing the ways power differences are built on cultural, social, spatial and technological relations. Engaging netnographic and mixed-method approaches we critique Unearthed as a democratic music cyberspace. We identify the limited constructions of gender and geographic location, some of which are unique to this online presence, while others are shared with broader musical spaces. We argue that the interactions between technology, artists, fans and the online spaces, as mediated by Unearthed, situate emerging artists in relation to gender, geography and genre, and thus constrain possibilities for a more democratic musical space. Unearthed manifests as a musical space where rurality is exoticised while urban origins are diminished, and hegemonic masculinities remain dominant. We suggest that the potential of Unearthed can be realised if gender and geographic hegemonies are recognised and otherness is de-essentialised.  相似文献

Community engagement and citizen participation have long been important themes in liberal democratic theory, although managerial versions of liberal democracy have typically been dominant. In the past two decades, however, many countries have seen a shift away from a managerial or top-down approach, towards a revitalised emphasis on building institutional bridges between governmental leaders and citizenry, often termed ‘community engagement’. This paper outlines some of the main explanations for this shift, including international trends in governance and political economy; the availability of improved communications technologies; the need to share responsibility for resolving complex issues; and the local politics of managing social, economic and environmental projects. Some critical perspectives are also raised, suggesting a degree of scepticism about the intentions of government and implying serious limits on the potential influence of the citizenry and community groups. Important distinctions are drawn between policy arenas, in relation to the different dynamics and opportunities in different policy fields. The importance of building effective capacity for citizens and all non-government organisations (NGOs) to participate is emphasised. Typologies of community engagement are outlined, and linked to ideas about social capital.  相似文献

The ethnographic study of Western environmental activism opens up the prospect of studying subjectivities formed in opposition to dominant Western ideas and values, and yet encapsulated within Western societies and democratic polities. One of the directions in which it points the anthropologist, which is pursued in this article, is towards the study of the political lifeworlds of activists, their self‐identity as citizens and their embeddedness in the wider society. Environmental politics can be an emergent activity in citizens' lives, as expressed in John Dewey's concept of ‘the public’ as citizens who organise themselves to address the adverse consequences of situations that they experience in common (Dewey 1991[1927]). This paper focuses on a middle ground of social action between habitual daily practice, and the domain of institutional politics: groups of people in small voluntary organisations in the heavily coal‐mined Hunter Valley, Southeast Australia, who are moved to collective action to address the threatening aspects of anthropogenic climate change. Action group members variously articulate their reflexive understandings of the structural contradictions of environmentalism in corporate capitalist societies where values of consumerism and processes of individualization corrode collective concerns of citizenship‐based politics. These understandings inform activists' personal motivations, values and ideals for a ‘climate movement’, diverse modes of political action and striving for wider political intelligibility.  相似文献

Over the last decade, forests have played an important role in the transition from war to peace in Cambodia. Forest exploitation financed the continuation of war beyond the Cold War and regional dynamics, yet it also stimulated co‐operation between conflicting parties. Timber represented a key stake in the rapacious transition from the (benign) socialism of the post‐Khmer Rouge period to (exclusionary) capitalism, thereby becoming the most politicized resource of a reconstruction process that has failed to be either as green or as democratic as the international community had hoped. This article explores the social networks and power politics shaping forest exploitation, with the aim of casting light on the politics of transition. It also scrutinizes the unintended consequences of the international community’s discourse of democracy, good governance, and sustainable development on forest access rights. The commodification of Cambodian forests is interpreted as a process of transforming nature into money through a political ecology of transition that legitimates an exclusionary form of capitalism.  相似文献

ABSTRACT

To be labeled an “eco-millenarian” has invariably pejorative connotations, insinuating the use of catastrophic rhetoric of an ecological end-times to bypass rational decision-making and democratic processes. In this article I critically assess this association, and also consider whether new political concerns – the suggestion that we are in a “climate emergency” – lend a new credibility to the structure of millenarian belief for an era of climate change. Clearly, caution is required here: the legacy of Christian millenarianism to secular politics has at times inspired peaceful, egalitarian revolution, but it is probably better known for motivating violent conflict and new forms of authoritarianism. Thus, we need to specify carefully which theological legacies are being evoked when discussing the relevance of millenarian belief today. Political theology can offer guidance to a new generation of environmental activists seeking resources with which to renew politics in times of emergency.  相似文献

In Citizen and Subject (1996), Mahmood Mamdani denounced the ‘bifurcated nature’ of the African state which, in his account, imposed ethnic hierarchy and chiefly despotism on rural dwellers while reserving democratic citizenship for the urban minority. Have twenty years of ‘decentralized democracy’ in many countries washed away these distinctions? This article takes up this issue in an analysis of the politics of land allocation and landlord–stranger relations in Western Ghana. An analysis of historical trajectories, and our own field observations and interviews in two Western Region districts, suggest that at the local level, the bifurcated character of political authority that was identified by Mamdani persists in the domain of economic rights. The record also shows that state policies and institutions, rather than working to chip away at ethnic hierarchy and chiefly authority, work at least in part to reproduce these features of the local political economy. In both non‐democratic and democratic eras, Ghana's central government has played an important role in shoring up chiefly and ethnic privilege in the land domain. These local hierarchies influence the practical meaning of democracy and economic liberalization for rural citizens, and should be explored more systematically in future studies of democratic and electoral politics in Ghana and elsewhere.  相似文献

In order for the democratic process to work properly, it is vital that the public pays attention to politics and signals its opinions and preferences back to its representatives; if this is not the case, representatives have less incentive to represent. This article deals with the question of whether and how the public responds to welfare policy change. The thermostatic model departs from the assumption that the public responds to policy change with negative feedback, in relation to its preferred level of policy. The empirical analysis tests this model on public responses following the implementation of a consumer's choice model in Swedish primary health care. Did the reform trigger a thermostatic response from the public, and how should this be interpreted? A contribution in relation to previous research is the inclusion of ideological orientation and proximity, variables which, I argue, condition the nature and direction of public responsiveness. The study was designed as a natural experiment in which preferences of privatization of health care were measured before and after the health care reform of 2009/2010. The results provide partial support for the thermostatic model: preferences for further privatization decrease after the reform, but primarily within one subgroup. Additionally, public responses are demonstrated to vary according to ideological orientation, where the right‐oriented react thermostatically and the left‐oriented do not. The article contributes to a further understanding of the relation between policymaking and public opinion and to the expansion of thermostatic theory.  相似文献

This article furthers political geographic thinking on democracy by generating and employing a conceptualisation of ‘assemblage-democracy’. Bringing an assemblage perspective to democratic thinking brings to the fore three key dimensions: the co-constitution of material and non-material connections; connectivity and associations, in particular engagement with multiple heterogeneous ‘minoritarian’ publics; and the (re)construction of spatial configurations such as scale. We employ these three dimensions of materiality, publics, and scale, in combination with the concept of (de)territorialisation to produce a geographic conceptualisation of democracy as emergent, precarious, and plural.We operationalise and refine the concept of assemblage-democracy through an empirical analysis of democratic experiments with energy resources. Specifically, we analyse negotiations involved in emergent democratic energy experiments through in-depth qualitative empirical study of community-owned energy projects in the UK, asking what kind of democracy emerges with new technologies and how? In answering this question, we demonstrate the fragile, contingent, and contested nature of democratic practices and connections produced in the (re)enactment of energy infrastructures. In doing so, this article also shows how an assemblage lens can offer a renewed understanding of how democratic politics is configured through material resource governance.  相似文献
